In 2025, unmanned aerial vehicle technology will develop in directions such as intelligence, autonomy, systemaltization, and low−cost becoming the core driving force for the large−scale application of low−altitude economy and the construction of a global intelligent airspace system. This paper systematically elaborates on the development trends of unmanned aerial vehicle technology in 2025 from multiple dimensions including unmanned aerial vehicle technology innovation, key unmanned aerial vehicle technologies, unmanned aerial vehicle application verification, anti−unmanned aerial vehicle tactics, and unmanned aerial vehicle management policies. At the critical stage of the global implementation of low−altitude economy on a large scale, the optimization of communication networking efficiency, the intelligent collaboration of heterogeneous platforms, and the construction of a secure and trustworthy airspace system have become the forefront of global technological competition and jointly promote the formation of a new ecosystem of the unmanned aerial vehicle industry where humans, machines, and objects are integrated. In the future, unmanned aerial vehicles will be driven by distributed collaboration and based on intelligent safe airspace, continuously injecting strong new technological impetus for the high−quality development and digital transformation of the low−altitude economy.

2025年,无人机技术围绕智能化、自主化、体系化和低成本化等方向发展,成为推动低空经济规模化应用与全球智能空域体系建设的核心驱动力。从无人机技术革新、无人机关键技术、无人机应用验证、反无人机战术、无人机管控政策等多个维度,系统阐述2025年无人机技术的发展趋势。技术方面,无人机正经历从单点突破到体系协同的范式跃迁,在航路规划、智能决策、通信组网等关键技术领域呈现出深度交织与协同进化的新特征,无人机关键技术正向更深度的协同与感知演进。应用方面,无人机在军事与民用领域的跨界融合与协同演进已成为显著趋势。在全球低空经济规模化落地的关键阶段,通信组网的效能优化、异构平台的智能协同以及安全可信空域的体系构建,已成为全球技术竞争的前沿焦点,并共同推动形成人机物共融的无人机产业新生态。未来无人机将以分布协同驱动、智能安全空域作底座,持续为低空经济高质量发展与数字化转型注入强劲的新质技术动力。

In 2025, unmanned aerial vehicle technology will develop in directions such as intelligence, autonomy, systemaltization, and low−cost becoming the core driving force for the large−scale application of low−altitude economy and the construction of a global intelligent airspace system. This paper systematically elaborates on the development trends of unmanned aerial vehicle technology in 2025 from multiple dimensions including unmanned aerial vehicle technology innovation, key unmanned aerial vehicle technologies, unmanned aerial vehicle application verification, anti−unmanned aerial vehicle tactics, and unmanned aerial vehicle management policies. At the critical stage of the global implementation of low−altitude economy on a large scale, the optimization of communication networking efficiency, the intelligent collaboration of heterogeneous platforms, and the construction of a secure and trustworthy airspace system have become the forefront of global technological competition and jointly promote the formation of a new ecosystem of the unmanned aerial vehicle industry where humans, machines, and objects are integrated. In the future, unmanned aerial vehicles will be driven by distributed collaboration and based on intelligent safe airspace, continuously injecting strong new technological impetus for the high−quality development and digital transformation of the low−altitude economy.

2025年,无人机(unmanned aerial vehicle,UAV)时代进入到“泛在智能、系统融合”新阶段,是低空经济(low altitude economy,LAE)从规模化试飞发展为规模化运营的关键驱动力[1]。无人机是联结物理世界与数字世界的重要“智能触媒”,通过结合大语言模型、智能认知、强化学习等前沿技术,实现从感知智能、认知智能再到执行智能的闭环跃迁,推动城市空中交通、即时配送、智慧农业等综合应用场景纵深发展,进一步融合数字智能、通信组网、空域信息,LAE正从单点效率提升迈向系统级生产力重构;尤其重要的是,基于群体智能和跨域协同等关键技术,无人机正演化出具有自组织、自适应、自重构能力的体系化系统,LAE依托“技术驱动、生态反哺”的机制逐步形成新质技术迭代与应用场景相互促进的良性循环,不断拓展其影响的深度[2]。本文从无人机技术革新、无人机关键技术、无人机应用验证、反无人机战术、无人机管控政策等多维度探讨2025年的无人机代表性进展,系统梳理了演进脉络、核心挑战与未来发展的趋势。
无人机的发展正经历从单点突破到体系协同的范式跃迁,在航路规划、智能决策、通信组网等关键技术领域呈现出深度交织与协同进化的新特征。
无人机自主飞行技术的突破源于感知、规划与控制等核心模块的深度融合与跨域集成,不仅显著提升了系统的自主性与环境适应性,更为其在未知动态场景中的可靠部署奠定了技术基础。在此进程中,无人机航路规划技术正在经历从单机离线规划向多机在线协同决策的范式转变。香港大学张富团队[3]在《Science Robotics》上发表的研究,设计了一款集成高推重比(>5.0)紧凑机身与轻量化三维激光雷达于一体的安全高速空中机器人系统(图1(a)),该系统通过高推重比实现了敏捷机动能力,并借助轻量化激光雷达完成了远距离精确障碍感知,不仅实现了单机在未知环境中的高速自主飞行突破,也为群体协同中的轨迹优化提供了关键的硬件与感知基础。
基础技术方面,路径规划目标范式已发生改变。过去路径规划的研究注重于求解如何在一个几何空间内找到无碰撞路径,而到2025年前沿工作研究的重点则是路径规划与任务的目的性和最优性匹配。针对激光充电无人机支持的可充电无线传感器网络,Betalo等[4]通过构建功率分配、动态充电策略与路径规划的联合优化问题,实现了无人机在动态环境中实时调度充电与优化轨迹,该系统能够在复杂环境中最小化任务完成时间与节点死亡时间,展现出异构系统内不同主体动态择优路径的能力(图1(b))。这一趋势在端到端学习框架中得到深化,上海交通大学邹丹平团队[5]在《Nature Machine Intelligence》上提出了一种融合无人机物理建模与深度学习的端到端方法,该研究首次将可微分物理训练的策略成功部署到现实机器人中,实现了无人机集群自主导航,并在鲁棒性、机动性上大幅领先现有的方案(图1(c)),仅凭机载传感器便能在森林、动态障碍等复杂环境中实现20 m/s的高速鲁棒飞行,并在多机场景中展现出无通信分布式自主协同能力,在训练效率与泛化性能上均超越传统方法,标志着无人机自主系统向感知−规划−控制一体化迈出关键一步。
无人机智能控制系统正在经历从指令执行向自主决策的关键转型,这一演进主要得益于智能算法对复杂环境适应能力的大幅提升。在协同控制层面,分布式优化方法的引入为群体智能的实现奠定了重要理论基础。Zhang等[6]设计的基于有向拓扑固定时间分布式观测器能够保证无人机集群在固定时间内实现状态一致,提升集群在复杂拓扑下的系统收敛速度。
在智能决策领域,基于多智能体强化学习的决策框架支持无人机集群在复杂场景中完成协同搜索与资源调度,而紧耦合多传感器状态估计则为动态环境下的高精度感知与可靠定位提供了基础。这些技术共同构成了无人机实现自主协同决策与智能响应的核心支撑体系。例如,针对搜救场景中地面无线网络覆盖不足的问题,Soorki等[7]设计了以无人机为空中网关,基于深度元强化学习的自适应控制框架。该框架使无人机在山区峡谷等复杂未知环境中,能够快速利用历史任务经验决策优化轨迹,高效搜寻被困人员,在实地测试中显著降低了搜救时隙与能耗,体现了单智能体在动态环境中的快速学习与决策能力。在资源协同优化决策方面,Hwang等[8]提出基于多智能体深度强化学习的无人机辅助移动边缘计算网络优化方法,通过神经网络自主生成任务导向的交互消息,联合优化无人机部署,在分散决策条件下实现了接近集中式方案的能效,并具有良好的规模扩展性。这2个方向分别从协同战术决策与资源协同优化2个维度,共同推动了无人机智能决策平台向更自主、更高效的系统发展。
无人机发展的另一关键推动力是多传感器融合技术的进步,催生了更高层次上无人机自主性的实现。Irfan等[9]设计的多传感器紧耦合状态估计系统通过紧耦合融合惯性测量单元(inertial measurement unit,IMU)、立体相机、全球定位系统(global positioning system,GPS)及双激光雷达的数据,在GPS可用或拒止的多种复杂环境中均实现了高精度、高鲁棒性的状态估计,有效抑制了长期轨迹漂移。这类技术不仅为单机在动态环境中的可靠运行奠定了基础,同时也为无人机的自主协同感知与群体智能演进提供了一致的状态估计支撑。
无人机的通信组网已超越基础连接保障的范畴,正演变为一种集智能环境感知与自主性能优化于一体的高阶能力。这一转变的核心在于智能算法与通信技术的深度自主协同。在第六代移动通信(6G)架构下,可重构智能表面辅助的无人机通信成为空天地一体化系统的技术支撑。针对传统通信组网依赖理想信道信息、模型单一及训练耗时的问题,Huang等[10]构建了面向四旋翼无人机的不完全信息通信与能耗模型,建立了通信吞吐约束下的能耗优化目标。
Cao等[11]将分布式自触发控制和自适应控制相结合,使无人机群具有马尔可夫切换拓扑和信道衰落不确定条件下的最小负担的包容控制稳定性,与Sharma等[12]考虑的最优路径不同。Ning等[13]利用6G的新范式将无人机与智能反射面融合,创建了智能可控的无线环境,实现信号传播机理的可变,开启了超高可靠通信的新局面(图1(d))。
智能组网的核心在于对网络状态的动态感知与资源优化,其技术路径的差异则体现在应对不同挑战的针对性策略上,例如优化路由协议、增强控制鲁棒性等,为高动态无人机网络协同提供了关键技术支撑。无人机通信技术的突破不仅体现在协议算法上,更重要的是离不开新通信模式和高认知水平的自主协同技术的赋能。通过无证书同态网络编码签名机制,可在提升传输效率的同时保障数据完整性与抗攻击能力,而知识赋能的分布式学习则推动无人机群协作优化通信模型,支持复杂任务高效执行。最终指向一个趋势,即在智能反射、内生安全、群体学习等先进的技术支持下,无人机通信网络朝着更高智能、更安全、更协同的方向演进,为未来无人系统的应用发展奠定基础。
基于上述无人机航路规划、智能决策以及通信组网技术革新,无人机关键技术正向更深度的协同与感知演进,具体主要体现如下方面。
无人协同系统已从简单算法模块进化成更加深度融合的“感知−决策−规划−控制”一体化系统,即在复杂动态环境下、有限机载资源和机体相互作用约束下实现自主作业[14]。目前,无人机在底层的运动规划上出现了可扩展性的迫切需求,例如,Hou等[15]研发的基元集群(primitive swarm,PS)规划器,特征是把在线轨迹优化简化为基于运动基元库的在线问题,在千机规模的密集协同仿真中达到毫秒级的选择(图2(a))。但高效协同在于一致的环境认知,所以轻量化语义的共享环境模型成为感知层要解决的问题,Chen等[16]设计的传感器接触式检测框架将标准清晰度地图和线上鸟瞰观景图像特征信息融合,而且提出了专门的路口感知任务提高系统对“轻地图”的场景理解鲁棒性。同时,当前发展的特点也比较清楚地呈现在一个融合闭环之中,从轻量化协同感知、语义化建模一致的环境认知开始,Miao等[17]针对多无人机自主协同探测过程中目标遮挡的问题提出一种基于改进麻雀搜索算法与模型预测控制的协同目标共识检测与轨迹优化方法,有效提升了多无人机在复杂环境下的检测效率与鲁棒性。
处理无人机自主协同的问题核心,在于由依赖精确的模型控制发展为具有较强适应能力、鲁棒性和群体智能的环境−任务一体化决策。在任务执行方面,强化学习的适应能力用于解决更复杂的动态情况,例如,Mondal等[18]提出了一种基于多智能体强化学习方法,通过协同联合优化无人机轨迹与用户关联,以最大化无人机在蜂窝网络中的数据分流效率。Ullah等[19]使用图神经网络对多智能体环境中的各个实体间关系进一步加深理解,从而在传感器视野范围较小的城市空域中规划出可解释性好、高效的多智能体自主协同围捕策略。
无人机感知能力正经历从环境信息采集向情境认知决策的范式跃迁,这一转变构成无人机实现全方位感知智能的核心基础。前端设备层尽量小巧轻便,低功耗,以实现先进的感知算法的边缘计算;感知融合层则主动智能化地进行融合,提升全天候、全地形的强鲁棒感知能力;系统算法层多智能体自主协同,破解单机物理硬件极限,实现分布式群体感知智能。让无人机从飞行传感器的被动角色中解放出来,成为能够主动理解并决策环境态势的智能节点。
在设备层面,技术发展的核心矛盾已由对单一模型精度的追求,转向对精度、效率与功耗的系统性协同优化,这在多模态感知智能领域尤为突出:在海上监测任务中,Zhao等[20]设计的海上目标识别框架通过深度融合自动识别系统与视觉数据,在边缘端实现了高精度、高效率的船舶识别与跟踪;在无人机健康管理方面,Yang等[21]搭建的融合多模态深度神经网络模型利用多模态传感器融合与并行特征提取,显著提升了异常检测的准确性与噪声鲁棒性。两者均体现了通过数据与模型协同优化以实现综合性能提升的技术路径。这一趋势将进一步推动技术向系统级解决方案演进。例如,香港大学张富团队[22],针对山体滑坡防治工程中柔性拦石网的巡检难题,开发了一款搭载激光雷达的四旋翼无人机系统(图2(b)),集成FAST−LIO2里程计、增强型建图与自主规划控制模块,在香港6处真实陡坡测试中,其复杂环境适应性与任务可靠性均优于大疆Mavic 3等商用平台,体现了感知、规划与控制深度融合的系统级优化方向。尽管多模态融合极大地增强了单机感知的鲁棒性,但单机视野的遮蔽、定位误差等物理限制无法抹去,因此,在系统层突破感知限制之前,多机协同3D感知显得尤为重要。多机感知与同步定位地图构建(simultaneous localization and mapping,SLAM)技术相结合将使无人机在失去卫星导航信号的环境中拥有更高精度的自主能力。上述技术层面的演化,正是由具体应用中迫切的现实需求所驱动的。
大语言模型(large language model,LLM)和视觉语言模型(visual language model,VLM)集成的无人机自主系统,无疑是一场大变革,模型之所以能带来变革,其核心在于将强大的高级语义理解、全局推理与逻辑规划能力,与无人机的高精度物理控制相融合,从而显著提升无人机在任务规划、自主决策及环境感知等方面的综合性能。在任务规划、控制方面,LLM的全局推理优势可用于解决复杂的组合优化问题。例如,考虑多无人机协同无人车送货的多飞行器旅行商问题,Zhou等[23]提出了LLM支撑下的Q−Learning方法,设计提示策略将复杂的调度问题转化为LLM可表达、可理解的形式(图2(c)),帮助算法找到可行的方向,得到大规模问题的高质量解。将LLM或VLM直接接入无人机控制系统,会因模型自身幻觉和响应延迟等问题带来潜在风险,为此出现了多种协同式架构方案以应对上述挑战。针对搜救等紧急任务中传统深度强化学习仿真到实况迁移难的问题,Emami等[24]提出了基于上下文学习的数据采集调度系统。
在此基础上,为进一步解决复杂危险环境中基于语义描述搜索特定目标的挑战,Cai等[25]提出了一种组合式神经符号系统方案。该系统通过集成神经符号感知、推理与概率世界建模,并采用分层规划器进行高效路径决策,在仿真城市搜索任务中实现了超越现有基线的感知与规划性能(图2(d))。更进一步,LLM的应用正从任务理解扩展至系统级资源协同优化。例如,在集成感知与通信的多无人机网络中,Li等[26]提出一种基于LLM的分解式多目标进化算法,将通信效用最大化与用户定位精度最优化的非凸问题分解,并利用LLM作为黑盒搜索算子进行联合优化,在无人机部署与功率控制中找到了清晰的帕累托前沿,其性能在收敛性和解集质量上均优于传统多目标进化算法。因此,目前基于LLM/VLM的无人机感知智能化研究正朝着一个融合路径演进,它们的共同目标是打通从高级语义指令到可靠物理控制与多目标系统优化的完整决策链路,最后构造出高认知、强解释、精泛化的下一代自主无人机。
无人机在军事与民用领域的跨界融合与协同演进已成为显著趋势。从军事视角看,2025年呈现出多维度、体系化的重要突破:美国协同作战飞机(Collaborative Combat Aircraft,CCA)项目下的YFQ−42A及YFQ−44A 2种原型机,分别于2025年8月与10月成功完成首飞,标志着有人−无人编组作战进入工程验证阶段,为后续与F−47等六代机构建协同空中作战体系提供了关键支撑;中国在高端平台协同方面亦取得重要进展,攻击−11玄龙隐身无人机与歼−20威龙隐身战斗机首次公开编队飞行(图3(a)),体现了在高对抗环境下有人/无人平台协同侦打一体的实战化概念验证;与此同时,在低成本无人机作战创新领域,中国人民空军举办了“极低成本无人机竞优比测活动”,广泛邀请全社会无人机企业参与技术打擂台,进一步推动相关能力体系的开放化、敏捷化发展。
除此之外,全球范围内无人机空战能力建设也取得实质性进展:土耳其红苹果无人机成功实施游隼超视距对空导弹实弹射击,澳大利亚MQ−28A幽灵蝙蝠无人机平台也首次完成AIM−120中距对空导弹发射试验,这表明无人机已逐步从情报、监视、侦察平台向具备制空、防空压制能力的多功能作战节点演进。在实战层面,无人机在地区冲突中呈现复杂多样的攻防博弈,从红海上的低成本蜂群进攻到高端舰上防御的成本较量;在俄乌战场上,俄罗斯部署50 km光纤遥控实现超视距精确打击的第一人称视角(FPV)无人机,与乌克兰依托人工智能(AI)电磁对抗技术展开的快速攻防迭代,持续推动战场形态演进;中东地区则凸显了隐身无人机渗透与一体化防空体系之间的高端能力比拼[27],全方位检验了现代化战争的新型攻防样式。这些尝试表明,无人机已从战场辅助角色演变为影响现代战争进程的关键要素,推动系统向综合化、智能化和协同化方向快速演进。在技术层面,无人机系统正突破传统作业限制,例如垂直堆栈近端协同控制这一长期技术瓶颈获得突破。西湖大学赵世钰团队[28]研发了协同空中操控系统(flying tool box,FTB),完成了多架旋翼无人机的空中工具交换,实现了“叠式”飞行状态下的高精度协同作业,其异体无人机间工具交接精度达到亚厘米级,即使在13.18 m/s的强气流环境下仍能保持精准对接,为解决飞行接近度与操控精度的矛盾提供了新的技术路径(图3(b))。在此基础上,无人系统竞赛成为推动技术迭代和人才培养的重要机制。2025年“申达杯”智能无人系统应用挑战赛通过多科目设置,全面考核无人系统在复杂环境下的自主协同能力,促进了产学研深度融合[29]
无人机技术的融合发展,在技术路径与能力构建上呈现出显著的协同互补。军事领域对隐身、抗干扰、集群控制等能力的严格要求,持续驱动新材料、通信、感知智能算法等技术的突破,2025年成功首飞的彩虹−7高空高速隐身无人机,标志着中国在隐身设计与高速突防能力上取得重要进展,进一步拓展了无人机作战体系的高端应用场景;彩虹−9中高空长航时无人机以24.8 m翼展、万米高空40 h待机的综合性能,在航时与覆盖范围上实现跨越,智能航路规划与自主载荷控制能力显著增强了其在复杂战场中的穿透力,正成为重塑未来战争样式的新型战略装备;同期在陕西完成首飞的“九天”大型通用无人机平台(图3(c)),采用“通用平台+模块化任务载荷”设计理念,具备大载重、高升限、宽速域、短起降等核心优势。与此同时,中航工业集团自主研发的高空长航时翼龙X无人机续航已超过40 h,能够支持多机协同与模块化任务载荷,展现出较强的持续作业与体系协同能力,而民用场景对轻量化模型、实时处理、高可靠运行的需求,又为军事无人机平台的长时作业能力、战场适应性与实战可用性提供了重要技术反哺[30]。例如,联合飞机集团TD550无人机完成51.4 km跨海飞行,载重100 kg,时效较传统航运提升75%(图3(d)),这也表明未来无人机的发展更应该是技术在复杂环境下的自主、智能、融合作用。
各类高端的国际大赛成为集群技术跨越式发展和部队应用推广的有效工具。算法上,无人机感知智能正朝着更具认知与模型驱动决策的方向演进。从通信角度看,5G−A/6G实现的通信、感知、计算一体化的网络能给大规模集群提供超时延、高可靠、强感知的能力,使得上千架大小的编队密集控制、避障协同等成为可能[31]。赛事设置上的赛场极端化、任务复杂化、对抗剧烈化成为一个明显特征。中国无人机竞速联赛把任务的难度推向一种全新局面,让不同外形的多架无人机在无外部导航信号的环境下,进行无人机的搜索、跟踪和空中拦截任务,带动了视觉激光SLAM、具有跨平台抓取的飞行器协同抓取等技术能力的实战化[32]
2025年,反无人机战术的重点已不再是探测、识别、拦截的流程变换,而是感知智能、协同决策与敏捷反制的对抗新智形态。针对低空、慢速、小目标与无人机群袭等威胁,单一传感器局限性的束缚被完全打破,多点协同感知是新方向。
反无人机技术正经历从单点防御向探测−决策−拦截全链条融合的体系化深刻变革。在探测层面,通过分布式雷达、光学与无线频谱传感器的深度协同,构建广域抗干扰的协同探测区。以2025年九三阅兵亮相的“铁三角−低空防御天网”系统[33]为代表,其动态频谱认知与射频地理适配算法,显著提升了复杂电磁环境下目标识别精度与抗虚警能力(图4(a))。在决策层面,感知智能技术实现从看见到理解的关键跨越。第二届空军“反无争锋−2025”创客大赛[34]集中展示的集群战术图谱解析等新概念,能够通过实时行为分析预测飞行意图,为分级拦截提供关键决策窗口。在拦截层面,高效能、低成本的多模协同成为装备发展主线。第71集团军列装的625弹炮合一系统是典型代表[35],其融合近防炮与防空导弹(图4(b)),形成梯次火力配系,专为优化反无人机效费比而设计,体现了软硬杀伤结合、体系协同的先进防御理念。这三者共同勾勒出以体系化探测、智能化决策与多元化拦截为核心的新一代反无人机作战范式。
反无人机拦截和对抗能力的智能化特色呈现软硬结合、网络同步与效应可控等特点。高能激光武器正从固定部署向机动化方向发展,其高精度光束引导与大气补偿控制能力,可有效拦截中、低空多批次目标[36]图4(c))。高功率微波武器则主要应对集群饱和式攻击,具备面杀伤优势,其作用范围和功率水平均已实现显著提升[37]图4(d))。在软杀伤方面,协同认知电子战已浮出水面,系统可以自主学习并生成适用于无人机导航、通信协议的欺骗信号,接管或驱散无人机,附带损坏较少[38]。例如,美国国防高级研究计划局(Defense Advanced Research Projects Agency,DARPA)“小精灵”项目第二阶段就可实现若干无人机群对敌方无人机空中射频压制和“捕虫子”。
当前,反无人机体系已超越单点装备的简单叠加,深度融入全域防空体系,形成多域协同、体系对抗的作战新范式。例如,美国陆军正在拟建的多层无人机防御系统中,前端是各级部署的传感器,中端是统一控制器,后端是各种关联效应器,这一切无缝链接为基地防护、机动兵种伴随防护等提供了机动灵活配置。欧洲反无人机穹顶工程同样体现了军民融合的一体化防御思路,其通过构建区域性网络,整合机场、核电站等国家关键基础设施部署的传感器告警信息,实现对威胁的实时预警与协同研判处置。
随着LAE从示范、试飞过渡到规模化运营,2025年全球无人机和新型航空器的管控政策热点从规则建立转变到强制性规范和商业化开放。国内外管理局出文配套强制性规章操作要求及使用规则,以构建安全、经济、可预测的商业化运行环境。在中国,这是对接《无人驾驶航空器飞行管理暂行条例》的一次实质性落地。中国民用航空局于2025年初推出落实的《民用无人驾驶航空器系统运行识别规范》具体规定了无人机运营人员管理全流程、操作手册,详细界定了无人机适航审定、运行审核、运行事件调查等适用程序,是无人机管理到照章办事实操阶段,给各类的商业化运行提供了可预期的规范依据[39]。除此之外,2025年欧洲的无人机空管也迎来重要跨越。欧洲的《U−Space空域管理计划》从2025年1月1日起强制使用,在被指定为U−Space的空域,无人机必须加入认证的数字化服务,实现飞行计划的自动申报与全程实时监控,这意味着欧洲无人机空管从自愿的试验性服务,全面升级为与有人驾驶航空同等级的强制性基础设施,为未来大量高密度空域融合运行奠定了法律与技术基础[40]。美国支持力度也是空前的,联邦航空局颁布的新规《动力升力集成:飞行员认证与操作SFAR》,为先进空中机动行业确立了新型动力升力飞机的运行与飞行员培训框架,被视为推动该行业发展的关键举措。
2025年,全球无人机管制政策在隐私防护、飞行认证等方面趋严、趋细的特征更加突出。隐私保护方面,国家标准化管理委员会印发的《民用无人驾驶航空器实名登记和激活要求》强制规定关键行业无人机数据境内存储;对无人机飞行公共区域提出个人数据脱敏要求[41]。欧盟修改版的《无人机运营、数据隐私准则操作和遵从指南》严格遵守数据隐私保护法规(general data protection regulation,GDPR)的原则,严格要求隐私影响评估与最小化数据采集。美国增加对商业数据使用的限制,禁止以商业目的使用获取的数据[42]。飞行认证方面,各国推行全流程数字化管理:中国推出无人机适航电子标签验证绑定,欧盟推出对C、D类机型分级认证,美国推出超视距飞行(beyond visual line of sight,BVLOS)设备名单简化管理。在操作员认证方面,国际上建立基础级、高级、导师级3级国际安全标准体系,并通过强制配备责任险、推行安全管理体系认证,明确数据分析管理的合规底线与运行标准,有利于无人机商业运营安心落地。
2025年,世界进入LAE深度融合与规模化发展新阶段,各国在政策布局与关键技术攻关上共同发力,推动全产业链走向成熟。2025年,在中国十四届全国人大常委会第三次会议和全国政协十四届三次会议上,LAE成为备受关注的议题,并被明确写入政府工作报告,确立了其作为国家战略性新兴产业的重要地位。政府工作报告明确提出“推动低空经济等新兴产业安全健康发展,同时《中华人民共和国民用航空法》修订草案进入审议阶段”,旨在为LAE发展提供必要的空域资源与制度保障。在更长期的战略布局上,《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》进一步强调,要“加快新能源、新材料、航空航天、低空经济等战略性新兴产业集群发展”,从而在顶层设计上将其纳入国家现代化产业体系的核心组成部分,为产业长期健康发展奠定政策基础。在“新一代人工智能”行动赋能下,LAE正推动无人机技术、通信网络与智能感知系统融合,构建起覆盖城市管理、物流配送等多场景新型基础设施。
在人才培养方面,教育部在2025年度普通高等学校本科专业申报中,将“低空技术与工程”列为拟新增数量最多的专业,共有120所高校获批,标志着相关领域的人才培养进入规模化、系统化建设阶段。在空域集成与管理方面,国家空管委批复设立了首批“国家级低空融合飞行示范区”,在长三角、粤港澳大湾区等区域开展动态空域释放、有人−无人机联合运行管理等新模式试验[43]。通过实施“动态空域释放”与“空域时序化利用”机制,有效激活了300 m以下空域的碎片化资源,为物流运输、城市巡查等商业化场景提供了可行模式[44]。欧盟同步推进U−Space空管框架的强制实施,在机场与城市核心区要求无人机必须接入经认证的数字服务系统,实现飞行计划自动协同与实时监控,系统每小时可协调超10万架次无人机。美国也在政策层面加快布局,通过修订《远程识别规则》,扩大无人机超视距运行授权范围,进一步推动空域商业化进程。在技术层面,支撑LAE运行的理论体系与关键系统持续完善。在通信与网络架构方面,面向LAE的网络架构被系统建立,Jiang等[45]从统计信道建模、空地通信接入、频谱共享、三维波束赋形、干扰协调等方面开展研究,并进一步探索航空器在目标感知、广域覆盖、中继传输与流量分流等方面的潜力。在定位感知方面,刘启瑞等[46]针对卫星与视觉导航在低空环境中观测受限、抗干扰弱等问题,融合6G网络的定位感知理论与关键技术正推动系统向更高可靠性演进,相关研究聚焦于弱覆盖区域连续定位、高动态节点联合感知、异构信号体制评估及跨域数字孪生等核心科学问题。在系统性能层面,氢燃料电池使多旋翼无人机续航突破4 h,5G−A/6G低空专网可提供毫秒级端到端通信,毫克级飞行器实现类昆虫续航能力并完成持续1000 s悬停,寿命提升2个数量级[47]。随着政策体系的完善、技术创新的迭代与应用场景的拓展,LAE已从概念探索阶段步入规模化、体系化发展的快车道,全球低空产业链正加速成熟,一个集智能制造、智能运维与智能服务于一体的新生态逐步形成。
本文对2025年无人机技术领域等代表性进展进行了全面回顾与系统梳理,重点围绕无人机技术革新、关键技术、应用验证、反无人机战术以及无人机管控政策等5个维度进行剖析。在无人机智能决策方面,基于深度强化学习的智能自适应控制使得无人机对复杂环境更加适应,在环境感知和实时自主决策能力方面得到大幅提升;在无人机集群协同方面,结合分布式优化技术与新型集群控制通信技术实现了多无人机集群的优化;在无人机LAE政策方面,出台了无人机LAE试验区与新低空管理政策为无人机商业应用发展保驾护航。2025年无人机技术迅速发展,推动无人机迈向智能化、自主化、体系化和低成本化的进程,为有效解决无人机面临的“有智无慧、有感无情、有专无通、有协无同”[48]问题提供关键技术支撑。
