This study uses SpaceX and the US government as examples. It looks at their cooperation in three areas: policy, where the government shapes SpaceX in many ways and SpaceX connects with government policies in multiple dimensions; technology, marked by comprehensive government support and SpaceX's contributions across various fields; and funding, involving three key government aids and three major returns from SpaceX. Based on the analysis findings, this study proposes multiple policy recommendations, including establishing appropriate cooperation platforms, piloting a contract outsourcing model, and strengthening collaboration between government and enterprise entities across the industrial chain. These recommendations aim to provide valuable insights and references for enhancing government?enterprise collaboration in China's aerospace sector.

以SpaceX公司和美国政府作为研究对象,从合作的角度出发,分析双方政府的多面塑造与SpaceX的多维对接,政府的全方位支持与SpaceX的多领域反哺,政府的3大扶持与SpaceX的3大回馈。基于分析结果,提出了搭建适当的合作平台、试点合同外包制模式、强化政企双方在产业链上的协作等多条政策建议,以期能为中国航天领域的政企合作提供一些有益的启示和借鉴。

This study uses SpaceX and the US government as examples. It looks at their cooperation in three areas: policy, where the government shapes SpaceX in many ways and SpaceX connects with government policies in multiple dimensions; technology, marked by comprehensive government support and SpaceX's contributions across various fields; and funding, involving three key government aids and three major returns from SpaceX. Based on the analysis findings, this study proposes multiple policy recommendations, including establishing appropriate cooperation platforms, piloting a contract outsourcing model, and strengthening collaboration between government and enterprise entities across the industrial chain. These recommendations aim to provide valuable insights and references for enhancing government?enterprise collaboration in China's aerospace sector.

2002年诞生于洛杉矶仓库的SpaceX,现已成为全球商业航天的领军企业。其成功不仅催生行业爆发式增长,更引发学界研究热潮:学者通过解析技术优势、管理模式与运营路径,试图提炼可复制经验,如孙美玉等[1]剖析商业模式,范艳清等[2]从质量管理架构切入总结特色模式。然而现有研究多聚焦其商业化路径,对政企互动关系探讨不足,仅韩颖琦等[3]简要梳理政府支持,但也缺乏双向互动分析。因此,本文希望通过对SpaceX和美国政府合作的解读,以弥补相关的研究空白,为中国在航天领域构建新型的政企合作关系提供借鉴和启示。
太空霸权的争夺贯穿了美国的航天发展史:早在1955年,美国便提出了NSC5520[4]卫星项目,但苏联的Sputnik Ⅰ号却夺走了“第一颗人造卫星”头衔。作为回应,美国在1958年发射了5颗卫星,并推动国家航空咨询委员会(NACA)改组为美国国家航天局(NASA)[5],使得太空争霸走向体系化。但这并没有改变美国落后于苏联的事实——1961年,Yuri Alekseyevich Gagarin又成为了进入太空的第一人。随即,美国实施了阿波罗计划,成功地将阿姆斯特朗(Neil Alden Armstrong)送上了月球,而苏联由于科罗廖夫(Sergei Korolev)逝世等因素输掉了竞赛,美国借此确立了太空霸权。但新的竞争又很快出现:1980年欧洲成立了阿里安航天公司(Arianespace),该公司致力于提供商业航天发射服务,从而在航天开辟了新的竞争领域。为了实现全方位的领先,美国政府决定引入私营公司构建成本优势,并以《国家航天政策》(《National Space Policy》)鼓励商业航天[6]。而这种“经济式”的霸权思维让SpaceX有机会进入这个被政府一直垄断的领域,也塑造了其可重复、低成本的运营理念。
首先是来自欧洲的挑战。阿里安公司成立后,不仅抢占了美国公司GTE Spacenet的发射合同,而且其“独立进入太空,成为商业太空领导者”[7]的目标更直接挑战美国霸权。所以,Ronald Wilson Reagan政府于1984年通过了《商业航天发射法案》(《Commercial Space Launch Act》),允许私营企业进入商业发射领域,为SpaceX的诞生奠定了法律基础。其次是航天飞机的自身困境。航天飞机单次飞行成本高达5亿美元,远超最初3000万美元的目标,且30年服役期内发生2次重大事故,致14名宇航员遇难。所以,高成本与高风险最终使其于2011年正式退役。最后是美国内部的需求。航天飞机退役后,美国年均太空发射量仍达117个[8],且商业发射持续增长,所以就急需SpaceX进场,以迅速占领市场。此外,其通过的《美国商业太空发射竞争法案》(《 U.S. Commercial Space Launch Competitiveness Act》)赋予个人或企业对太空发现物质的所有权和处置权[9],极大激发了美国人的探索热情,促使SpaceX等企业纷纷涌现,抢占市场。就此,美国的商业航天迎来了春天。
可见,SpaceX的诞生并非偶然,而是在美国霸权思维的影响下,对外竞争危机促成了国内的立法,同时航天飞机退役也留够了市场空白,给足了SpaceX发展空间。
SpaceX之所以能在一众新兴的航天企业中异军突起,很大程度上是其做到了与政策基调高水平对接,因而备受美国政府青睐。
首先,SpaceX的低成本理念契合美国维持霸权的需求。Elon Reeve Musk提出将现行太空探索成本降至原先1% 的目标[10]。因为航天发射门槛高,竞争者有限,所以一旦SpaceX实现了以超低成本进入太空,就会形成垄断地位,他国私营企业可能尚未成型就已经胎死腹中了,而这与美国所追求的霸权理念是高度契合的。其次,SpaceX的私营身份为美国规避了诸多麻烦。1967年签订的《外层空间条约》(《 Outer Space Treaty》)规定各国政府不能在太空部署武器。但借助SpaceX的私营外衣,美国正在实质性地推进太空武器部署的进程——2023年,SpaceX为美军发射了导弹追踪卫星[11]及X−37B[12]飞行器,但基于SpaceX的私营属性,各国政府对这些行为也只能“缄口不言”。最后,SpaceX重塑了美国的国家形象。其火星移民愿景犹如新时代的“哥伦布”,重绘了“美国梦”,这对于近些年因新冠肺炎疫情失控、两党纷争、恃强凌弱而饱受诟病的美国政府来说无疑是“及时雨”般的存在。美国政府历来自诩为文明灯塔与科技领袖,而SpaceX所具备自由、科学、探索的精神恰好能与之对应上。故此,SpaceX就成为美国对外宣传形象的“明星标本”了。
综上所述,便可得出其在政策领域的塑造与反馈的体系。即美国政府以霸权为路线指引,具体的历史情境为催化剂,孕育出了商业航天的政策基调,给SpaceX等私营航天企业带来了新生的机会。同时SpaceX也不负众望,在核心理念、舆论规避、形象塑造上给予美国政府积极的反馈,以实际的行动构建起美国在商业航天新的垄断形式:技术及价格的优势—占领市场—获取利润—投入新的技术—技术及价格的再次碾压。由此,美国得以先人一步,在商业航天领域树立起了新霸权。
在SpaceX的技术研发上,美国政府从人才、技术转让、现有设备等方面进行了全方位的支持。
1)在人才层面上,美国政府的帮扶呈现出了系统性、共享性与可持续性的特点。
首先是专业人才的系统支持。航天是高度集成的产业,作为初创公司的SpaceX难免会在许多系统性工程上“考虑不足”,如龙飞船生命支持系统需实现氧气、二氧化碳等多方面的平衡。对此,具备丰富系统整合经验的NASA工程师直接入场指导[13],助力龙飞船得以快速服役。其次是顶尖人才的共享流转。顶尖人才往往具有培育周期长、数量少的特点。对此,政府允许SpaceX直接聘请其内部专家。例如,联合创始人Tom Mueller来自发动机制造商普森−拉莫−伍尔德里奇公司(Thompson Ramo Wooldridge Inc);Chris Thompson是“大力神”火箭的首席设计师;另据外媒报道,NASA前高管Kathy Lueders退休后也加入SpaceX[14]。通过这种人才的共享模式,SpaceX的研发效率得到了显著的提升。最后是未来人才的积极培育。美国通过融合国内高等教育体系和国际人才交流,为SpaceX等企业打造了持续性的人才供应。一方面,加州理工学院、马里兰大学等在STEM(科学、技术、工程和数学)领域开设了更多的航天专业,为SpaceX培育未来人才。另一方面,美国较为宽松的科研环境和丰厚报酬,也吸引了世界各地的航天人才聚合于此。由此,SpaceX的人才选择空间得到了极大扩展。
2)在技术层面上,美国政府对SpaceX也是倾囊相授。
一是成熟专利技术的转让。如SpaceX的梅林发动机,就采用了NASA的喷注器技术。而随着登月计划的启动,美国政府加快了向SpaceX等伙伴的技术转让步伐。一方面,可以帮助SpaceX打破技术壁垒;另一方面,则压缩了相关技术的研发时间,加速其市场化的步伐。二是技术使用经验的共享。2023年,SpaceX开始与NASA合作开发集成的近地轨道架构。对此,NASA的商业航天主任Phil McAlister直接表示:“这些公司可以利用NASA丰富的知识和经验……”[15]。而这样的经验授予便可使得SpaceX在技术上少走弯路,并促进双方人员的交流与技术创新。
3)在设备层面上,美国政府则为SpaceX提供了全周期的发射支持。
首先,火箭发射前需要试验台测试发动机,而美国政府租借给SpaceX的麦格雷戈基地,直接留有贝尔公司(Beal Aerospace)现成的设备[16]。此举无疑为SpaceX带来了成本、时间效益。其次,在发射时所需的平台上,美国政府也毫无保留,直接将肯尼迪航天中心的39A发射台、卡纳维拉尔角空军基地的40号发射复合体,以及范登堡空军基地4E发射台租借给SpaceX,以节省其开支,满足不同轨道的发射需求。最后,在发射后的测绘上,因为SpaceX的火箭发射后需要回收,必须实时测量火箭的位置并建立通信方可实现。为此,FAA(联邦航空管理局)、FCC(联邦通信委员会)、NOAA(国家海洋和大气管理局)等多部门联调回收测绘系统,实时追踪火箭位置并建立通信链路,保障火箭安全回收。由此可见,SpaceX的成功与美国政府的支持是分不开的。
首先,SpaceX帮助美国政府解决了就业问题。随着航天飞机退役和NASA预算收紧,大量的技术人员面临再就业困境,且严格的劳工法律也限制了NASA的裁员空间。而SpaceX正好能够解决这些人的再就业问题,据统计,该公司仅2022年就新招了2500名员工[17],这与美国政府提出的“制造业回流”战略不谋而合。其次,SpaceX助力美国政府获取新技术。NASA资助发明虽归SpaceX所有,但美国政府享有协议框架下知识产权的永久免费许可。就此,创新能力不足的NASA便可用老技术换新技术,SpaceX也节省了成本与时间。最后,SpaceX帮助美国政府降低了产业成本。传统航天部件因产量低缺乏规模效应导致价格高昂,而SpaceX的目标就是把产品平民化和产业化,因而以往一次性的产品就可以重复生产,所以当NASA的某个技术产品向SpaceX开放时就可以降低价格门槛。例如,NASA将酚醛浸渍碳烧蚀材料的技术[18]转让给SpaceX后,该公司改进配方实现产业化,使其价格降至原先1/10,而依托共用产业链,NASA自身制造成本也随之降低。
综上所述,便可得出双方在技术层面的互动关系。美国政府为SpaceX提供了全方位支持:在人才上,既共享顶尖专家又培育新力量;在技术上,通过转让技术与分享经验加速其创新;在设备上,各部门协调提供发射便利。SpaceX则“投桃报李”:创造就业、拉动基建,并授权政府使用其新技术。通过这种深度合作,二者之间已经逐步走向共生、共享、共赢的新型合作之路。
在资金投入上,美国政府从开源、节流、兜底等层面对SpaceX进行了全方位的扶持。
1)在开源方面,美国政府通过合同、补贴、贷款等形式对SpaceX提供支持。
首先,美国政府以服务合同的形式,为SpaceX提供了现金流。2008年,SpaceX发射失败,资金链濒临崩溃,NASA及时与其签订了16亿美元商业补给服务合同,使其摆脱困境。因此,美政府确实是SpaceX的“救星”。其次,美国政府还为SpaceX提供专项补贴。如在2020年FCC便以农村宽带建设为由,向星链注入8.85亿美元资金[19]。得益于此,SpaceX早已安全度过了投资大、周期长的前期阶段。最后,美国还利用强大的金融工具,为SpaceX提供多样化的融资。其中,进出口银行发挥了关键的角色,多次以贷款的方式支持本国航天产品、服务和技术出口[20]。而政府的支持也使SpaceX获得了诸多资本的青睐与投资,有效解决了其融资难题。
2)在节流方面,美国政府利用多样化的税收政策减轻SpaceX的负担。
首先是研发税收抵免。作为科技公司的SpaceX,其研发费用无疑占比较大,而据《经济复苏法案》(《 Economic Recovery Tax Act》)和加州在1988年的研发税法案,SpaceX可以享受到联税、州税两级研发费用抵扣。以税代赈,有效促进了公司资金向研发板块的投入。其次是财产税免除。加州于2014年通过AB−777法案,给予SpaceX 10年财产税豁免[21]。2023年,州长纽瑟姆(Gavin Newsom)将该政策延长至2028年[22]。此举显著降低了SpaceX运营成本。最后是以规明税。针对SpaceX跨洲发射业务面临的重复征税问题,加州拟通过关于计算企业所得税的法规,用于明确SpaceX等航天企业所交税款。这不仅可以简化税收程序,而且有助于SpaceX做好成本估算以预设发射价格,争夺国际市场。
3)在保障方面,美国政府主要以商业保险为航天企业提供保障:1988年修订的《商业航天发射法案》允许联邦航空管理局为重大灾难保险兜底,从而使得私人公司愿意承保相关业务。而这一政策对于经常发射失败的SpaceX来说相当友好,因为其可以极大减少因为发射失败而陷入资金困境的局面。由此,极大地增强了SpaceX等航天企业的抗风险性和存活韧性。
1)SpaceX的崛起为美国制造业的振兴注入了活力。次贷危机后,美国意识到实体产业是维系全球领导力的根本,故自Barack Hussein Obama政府时期起就力推制造业振兴。鉴于普通工业品受高汇率制约缺乏竞争力,美国便将重心转向高附加值的高端制造业。而SpaceX所经营的航天业务正符合美国政府发展高端制造业的要求。据统计,SpaceX外包加工商达268家(均为美国本土企业),覆盖热处理、电镀等2070个工艺节点[23]。所以,通过SpaceX这样的一个企业,美国的多个产业节点都得以盘活,且随着SpaceX的扩张,相关生产企业也不断发展壮大,有力响应了“让美国再次伟大”的口号。
2)SpaceX的成功显著提振了美国金融业。其1400亿美元市值及《2023胡润全球独角兽榜》(《 Hurum Future Unicorns in the World 2023》),第2的地位,使其成为投资者的“摇钱树”,成功吸引数十亿美元国际融资[24]。这不仅抬高了对美国企业的投资热情,更巩固了美国的“投资热土”地位。同样,马斯克的另一家公司特斯拉,其6000多亿美元的市值有效支撑了美国股市的繁荣,其中除了特斯拉汽车本身的成功外,也离不开SpaceX的助力——马斯克曾用火箭把一辆特斯拉的跑车送上了太空,这不仅带来了特斯拉股价的大涨,也对美股产生了积极的拉升效应,所以从金融业的角度看,美国政府对于SpaceX的投资是相当成功的。
3)SpaceX增强了美国霸权的可持续性。美国对SpaceX的投资不仅能带来投资和税收,推动产业升级,其还会直接购买NASA产品、技术和专利,如肯尼迪航天中心的液氧、甲烷等[25]。这就使得原先较为单一的投资收益路径得到了扩展,形成了可循环的收益体系。借此,NASA便可以较低的成本完成维护航天霸主地位的政治任务。所以在阿尔忒弥斯计划中,NASA便成为发包商角色,将载人登月合同外包给SpaceX等私营企业,利用其成本控制优势实现资金利用最大化,从而极大增强了航天霸权的韧性。
综上所述,便可得出双方在资金上的互动机制。即政府通过开源、节流、兜底等方式对SpaceX进行“保姆式”的扶持,而SpaceX则带来了制造业回流、金融业发展、霸权维系等多重收益。因而双方的合作确实是互利共赢的。
基于以上对SpaceX和美国政府合作的解析,为中国商业航天中政企关系的发展提供8点建议。
1)搭建适当的合作平台,使得航天企业和政府之间有足够的交流空间。目前,虽然中国的商业航天企业发展迅猛,但却面临着缺技术、缺人才的局面,而中国的国家航天体系正好拥有丰富的人才和技术储备,因此,可以在不违背保密原则的基础上构建相应的机制平台,使得双方能够各取所需,促进技术与人才的流动。
2)试点合同外包制模式,助力商业航天的初步发展。在国家的发射任务中,可以将一定比例的发射任务以合同的方式投放市场,进而为初创的航天企业提供一定的发展机会和启动资金。同时,在此过程中要探索此模式的监管方式,进而总结出符合中国国情,在商业航天领域政企合同合作的可行方案。
3)强化政企双方在产业链上的协作,从而构筑航天产业的共享生态。在航天产业链的上游,双方可以采取联合采购的方式,进而降低原材料采购价格;而在产业链中游,对于通用型产品的制造,则可共享生产线以缩减制造费用;最后在下游,则根据市场和任务需求做出业务上的区隔,以实现双方的优势互补,共同发展。
4)逐步构建起政府资本筑基、企业创新反哺的太空经济循环体。针对商业航天企业发展的不同阶段,政府可以构建起一个阶梯式的资金支持体系,通过专项基金、产业补贴、税收减免、保险兜底等多重工具的综合运用,为商业航天企业的发展保驾护航。而企业在完成规模化运作之后,一方面,要继续履行好财税缴纳和吸纳人才的义务;另一方面,则可以通过专利授权的形式反哺公共研发体系,从而实现双方的互利共赢。
5)完善相关的法律法规,让商业航天政企关系的发展有充分的合作法规依据。在合作深度、合作范围、合作方式上,都应该制定相应的法律法规,使得政府和航天企业之间的合作有充分的法理依据和行动指南,这样才能使得政府和企业之间的合作更开放、更合规,进而在航天领域为政企关系的发展明确新道路。
6)加强政企双方在精神领域的深度融合,推动互惠关系的发展。一是企业要增强与国共生、共荣的意识,不做危害国家利益的事;二是在不泄密的情况下,政府为企业尽可能地提供便利,从而构建起政企双方长久、可持续、互惠互利的和谐关系。
7)注重舆论的作用,维护政企合作的正当形象。中国的航天企业常被国外污名化,认为其不够商业化,和政府关系太过紧密。对此,可以通过SpaceX和美国政府之间密切的现实关系为由反驳相关言论,同时做好对外的宣传工作,从而为中国商业航天企业走向全世界营造良好的舆论环境。
8)倾听对方合理关切,寻求适当方式解决政企矛盾。合作过程中,政企双方有时可能会有不同的利益诉求进而产生矛盾,这些矛盾应该诉诸规则、市场、舆论、法律等手段等来解决,使得双方的矛盾限定在一定框架内,减小甚至消除相应事件对双方合作关系的影响。
SpaceX与美国政府的合作是多维且双向的。政策上,美国政府以霸权理念引导SpaceX,而SpaceX也推动了美国航天循环式霸权的形成。技术层面,双方优势互补,形成了互利共赢式的技术交流体系。资金方面,美国政府通过金融手段扶持SpaceX,促进了制造业回流、金融市场繁荣,提升了航天霸权韧性,实现了投资效益最大化。这种成功的合作模式为中国商业航天提供了宝贵的经验,有助于构建新型政企合作关系,实现航天强国梦想。
