With the advancement of urbanization, the impact of catastrophe on socio−economic systems in increasing. This paper takes 12 counties (cities) in the hard−hit areas of Wenchuan earthquake in 2008 as the research object, and discusses the temporal and spatial evolution of economic, social and institutional resilience before and after the disaster. The results show that although the Wenchuan earthquake has caused serious damage to various regions, the level of economic, social and institutional resilience in various regions has increased year by year under effective policy support and resource allocation. Based on the research results, this paper proposes strategies such as optimizing resource allocation and infrastructure restoration, improving community participation and self−recovery capabilities, in order to further enhance the economic, social and institutional resilience of geological disaster−prone areas and achieve safer and sustainable development. This study provides an empirical basis for the government and decision makers to formulate more effective disaster response and recovery strategies, and promotes the scientific and systematic development of disaster management and resilience building.

以2008年汶川地震重灾区的12个县(市)为研究对象,探讨灾前和灾后经济、社会和制度韧性的时空演变规律。研究结果显示,尽管汶川地震对各地区造成了严重破坏,但在有效的政策支持和资源分配下,各地区的经济、社会和制度韧性水平逐年提升。基于研究结果提出了优化资源分配与基础设施恢复、提升社区参与度与自我恢复能力等策略,以进一步提升地质灾害易发区的经济、社会和制度韧性,实现更加安全、可持续的发展。此研究为政府和决策者制定更有效的灾害应对和恢复策略提供了实证依据,促进了灾害管理和韧性建设的科学化和系统化发展。

以2008年汶川地震重灾区的12个县(市)为研究对象,探讨灾前和灾后经济、社会和制度韧性的时空演变规律。研究结果显示,尽管汶川地震对各地区造成了严重破坏,但在有效的政策支持和资源分配下,各地区的经济、社会和制度韧性水平逐年提升。基于研究结果提出了优化资源分配与基础设施恢复、提升社区参与度与自我恢复能力等策略,以进一步提升地质灾害易发区的经济、社会和制度韧性,实现更加安全、可持续的发展。此研究为政府和决策者制定更有效的灾害应对和恢复策略提供了实证依据,促进了灾害管理和韧性建设的科学化和系统化发展。

With the advancement of urbanization, the impact of catastrophe on socio−economic systems in increasing. This paper takes 12 counties (cities) in the hard−hit areas of Wenchuan earthquake in 2008 as the research object, and discusses the temporal and spatial evolution of economic, social and institutional resilience before and after the disaster. The results show that although the Wenchuan earthquake has caused serious damage to various regions, the level of economic, social and institutional resilience in various regions has increased year by year under effective policy support and resource allocation. Based on the research results, this paper proposes strategies such as optimizing resource allocation and infrastructure restoration, improving community participation and self−recovery capabilities, in order to further enhance the economic, social and institutional resilience of geological disaster−prone areas and achieve safer and sustainable development. This study provides an empirical basis for the government and decision makers to formulate more effective disaster response and recovery strategies, and promotes the scientific and systematic development of disaster management and resilience building.

巨灾是指对人民生命财产造成特别巨大的破坏损失,对区域或国家经济社会产生严重影响的灾害事件,包括自然灾害(如地震、洪水、飓风等)和人为灾害(如战争、恐怖袭击等)。在当今全球化和城市化快速推进的背景下,自然灾害对社会经济系统的冲击愈加频繁和剧烈。特别是大规模地震等巨灾事件,不仅造成了大量人员伤亡和财产损失,更对社会的正常运转和长远发展产生了深远影响。
汶川地震是中国历史上最严重的地震之一,发生于2008年5月12日,震中位于四川省汶川县。地震发生后,中国政府和国际社会迅速展开了救援和重建工作,逐步恢复了灾区的生产生活秩序。在灾后重建过程中,政府发挥了主导作用,有效地组织和推动了灾后恢复工作。震后不到1个月,“对口支援”机制全面建立,即由全国各省市对口支援灾区的特定地区,通过资源、技术和人员等多方面的支持,帮助灾区快速恢复生产生活[12]。然而,灾后重建的复杂性和挑战性,使得研究和理解灾后恢复中的韧性尤为重要。
韧性是衡量一个地区在遭受自然灾害后恢复和重建能力的重要指标[35]。该理论最初由Holling[6]于1973年提出,强调系统在面对扰动时的持久性和恢复能力。随着研究的深入,韧性理论被扩展应用于社会经济系统,逐渐强调不仅要考虑系统对已知风险的应对能力,还要评估其对未知挑战的适应能力。Walker等[7]将韧性定义为系统在遭受压力和冲击时保持其基本功能和结构的能力。此外,Boyd等[8]进一步阐述了社会生态系统韧性的概念,认为韧性不仅是抵御变化和维持系统功能的能力,还包括学习、适应和转型的能力。在灾后重建过程中,展现出的韧性不仅取决于自然灾害本身的特征,更深植于社会经济制度的架构和功能之中[9]。有时,社会、经济和制度可能比物理系统更为重要。物理系统能应对已知的风险,而社会、经济和制度韧性的提高,能应对未知的风险[1011]
在灾后恢复过程中,社会保障体系的完善是提高韧性的重要手段[1213]。政府对灾区的社会保障投入,包括医疗保险、养老保险和失业保险等,确保了受灾群众的基本生活保障,不仅减轻了灾民的经济压力,也为其心理康复和社会重建提供了坚实保障[14]。特别是医疗体系的恢复和建设,直接关系到灾区居民的生命健康和生活质量。政府和社会各界共同努力,通过引进先进设备、培训医护人员和建立心理辅导机制等措施,提升了灾区医疗服务水平,为居民的健康和福祉提供了有力保障[15]
此外,基础设施的重建不仅推动了灾区的恢复,还带动了相关产业的发展,形成了新的经济增长点[1617]。灾后恢复不仅是对物质损失的弥补,更是一个提升经济结构和优化产业布局的机会[18]。在汶川地震的恢复过程中,灾区逐渐从传统的农业经济向现代服务业和新型工业转型,通过产业升级和技术创新,显著提高了经济的抗风险能力和可持续发展水平[19]
尽管汶川地震灾后恢复重建工作取得了显著成就,但也暴露出了一些问题和挑战。例如,部分地区在重建过程中存在资源分配不均、规划欠缺和环境破坏等问题[20]。本研究旨在通过对汶川地震重灾区的实证分析,探讨社会、经济和制度3大维度的韧性时空演变规律。本研究的理论意义在于深化对巨灾全周期韧性的理解,其研究结果可以为政府和决策者制定更有效的灾害应对和恢复策略提供依据,从而促进灾害管理和韧性建设的科学化和系统化发展。
研究的主要目的是揭示汶川地震重灾区在灾后的社会、经济和制度韧性演变过程,以及这些演变如何影响灾区的长期恢复和发展。包括:灾后经济恢复的主要驱动力、社会结构的变化是否影响灾区居民的生活质量、制度完善如何促进灾后重建等问题,通过分析灾后恢复过程中不同社会经济制度元素的作用,旨在揭示其在应对灾害、恢复生产生活和促进社会发展等方面的独特贡献。同时,本文还将总结汶川地震灾后恢复的经验与教训,为其他地质灾害易发地区提供参考。
本研究选取汶川地震重灾区的12个县(市)为研究对象,包括安州、北川羌族自治县、都江堰、江油、理县、茂县、绵竹、彭州、平武、青川、什邡、汶川,其受灾烈度如图 1所示。这些县(市)在地震中受损严重,经历了广泛的重建和发展过程,为分析巨灾全周期韧性的时空演变提供了宝贵的案例。研究所覆盖的具体行政边界如图 2所示。
本研究的主要数据来源包括《中国城市统计年鉴》和《四川统计年鉴》,涵盖了人口、经济、社会和基础设施等多元数据。此外,通过国家地理信息公共服务平台获取四川省的地图数据,包括地理、空间和地形信息,以支持时空分析。
本研究建立了一个综合的韧性评价指标体系(表 1),用于综合评估灾区在不同阶段的韧性水平。经济韧性指标包括人均地区生产总值、地方财政一般预算收入占地区生产总值的比例、规模以上工业总产值占地区生产总值的比例等。人均国内生产总值(GDP)显示了地区居民的平均经济水平,地方财政收入比例反映了地方政府的财政自给能力,规模以上工业产值则表明工业基础和经济活力,这些指标能够直接反映区域经济在灾后恢复中的表现。社会韧性指标包括城镇化率、人均城乡居民储蓄存款余额、人均社会固定资产投入等。城镇化率提供了城市化进程中基础设施和居民生活水平的信息,居民储蓄反映了经济安全感和消费能力,社会资本投入则是评价公共服务和设施重建速度的关键。这些指标旨在捕捉社会系统的动态特性及其在灾后自我恢复和社会稳定中的作用。制度韧性指标包括每万人拥有医院卫生院床位数、每万人拥有社会福利收养性单位床位数、普通中小学教师与学生比例等。医疗床位数和福利设施体现了医疗和社会保障的实际供给,教育资源比例则直接关系到教育系统的恢复和发展。制度韧性指标选择的依据在于制度体系的稳健性和弹性对整体社会经济韧性的重要支撑作用,它们确保了在灾难面前,公共服务系统能够有效应对并迅速恢复。这些指标结合使用,有效评估和量化灾区的社会经济制度韧性表现。
经济韧性通过3个关键指标进行衡量:经济总量、经济结构和经济动力,如图 3所示。从整体趋势看,尽管2008年汶川地震期间各地区的经济指标出现了明显波动,整体上经济总量、经济结构和经济动力在研究期间都呈现上升趋势,显示出地震后的快速恢复和持续增长。
经济总量是评估区域经济规模和力量的关键指标。研究数据显示,汶川地震后,安州的经济总量迅速恢复,并在2010年之后持续增长。相比之下,绵竹的经济恢复速度较为缓慢。北川羌族自治县的经济总量虽然有所恢复,但与其他地区如都江堰和安州相比,恢复速度和增长力度相对较弱。都江堰的经济总量和经济结构方面的增长较为显著,可能得益于更为有效的灾后重建和发展策略。
经济结构方面,地方财政一般预算收入占地区生产总值的比例在灾后有所恢复,尤其是在绵竹,财政收入占比在灾后迅速恢复,并在2012年后逐步增加。经济动力则以规模以上工业总产值对地区生产总值的占比来表示。在灾后重建过程中,理县和彭州通过优化经济结构和创新发展策略,显示了其经济动力的显著增强。都江堰和绵竹的经济动力也表现突出,通过产业升级和新经济增长点的开发,增强了经济活力和韧性水平。
社会韧性展示了各地区在汶川地震后的社会恢复能力,如图 4所示。在研究期间,所有地区的社会发展、社会保障和社会投入总体上呈现上升趋势,尤其在汶川地震后,灾后重建过程中各项指标显著提升,突显了社会韧性的加强。
城镇化率作为社会发展水平的衡量指标,显示出各地区城镇化率在地震后普遍上升。其中,理县的城镇化率在重建过程中显著提升。社会保障体系方面,都江堰和北川羌族自治县的社会保障水平在灾后逐步完善,尤其是在2012年后,社会保障体系更加完善。汶川作为震中,在灾后社会投入显著增加,尤其是在公共服务和基础设施方面,逐步恢复并超越灾前水平。江油的社会投入增速相对较慢,但其他地区如都江堰和绵竹在教育和医疗方面的投资显著增加,使得它们在社会投入上总体上超越了江油。
制度韧性通过医疗供给、福利制度和教育资源3个关键指标进行衡量,如图 5所示,这些指标综合反映了一个地区在面对重大灾害时的制度恢复能力。在2008年汶川地震后的灾后重建过程中,所有地区的医疗供给、福利制度和教育资源总体上都呈现上升趋势,这标志着制度韧性的显著增强。
在医疗供给方面,都江堰在地震后迅速恢复,并在2010年之后大幅增强了医疗服务能力。北川羌族自治县在重建过程中医疗资源逐渐丰富,供给水平显著提升。福利制度方面,各地区在地震后福利制度显著改善,安州的福利制度在灾后迅速提升,理县在灾后养老和社会福利制度建设方面有显著增强。教育资源方面,绵竹在灾后大力投入教育资源,特别是在教育设施的重建和服务能力的提升方面表现突出。汶川和北川羌族自治县尽管在灾前的教育资源相对较好,但灾后重建过程中,其他地区如绵竹和都江堰的教育资源恢复和增长更加显著。
图 6所示,韧性恢复表现出“V”形模式。初期快速下降后,得益于有效的政策和各省市的对口援助,韧性水平在2年内迅速反弹,但随后增长速度有所放缓。
图 7所示,从2006—2013年,汶川地震重灾区的各地区韧性指数均有所提高,反映了灾后重建期间总体韧性的显著提升。地震前(2006—2007年),大部分地区的韧性水平较低,表现为浅绿色和浅黄色区域。韧性较弱反映了这些地区在面对灾害时的准备和恢复能力不足。地震发生当年,各个地区韧性急剧下降,灾后初期恢复能力较弱。然而,在地震后的几年里,随着基础设施重建、社区恢复和灾害应对能力的提升,各地区的韧性逐年增强。从2009—2013年,大部分地区的韧性显著提高,颜色逐渐变为橙色、粉色,最终到达深粉色和紫色,表示这些地区的灾后恢复和适应能力大大增强。到2013年,大多数地区的韧性已经达到较高水平,显示出灾区在基础设施重建、社区恢复和灾害应对能力方面取得了显著进展。这一变化趋势反映了当地政府和社区在灾后恢复中的巨大努力和贡献,显示出从地震前的韧性不足到地震后显著增强的过程。
特别地,都江堰、安州在灾后迅速恢复,显示出在经济、医疗供给和社会保障方面的显著进步。这突显了政府和社会各界的卓有成效的投入和努力,推动了经济、社会和制度韧性的全面提升,显示出经济活动的快速重启和社会保障的加强对提高灾后韧性至关重要。绵竹通过加强教育资源和社会投入显著地提升了其长远的社区恢复和韧性,而汶川作为震中,在灾后重建过程中教育资源和福利制度的建设取得显著成效,得到了国家和社会各界的广泛支持。从韧性指数的增长速率来看,什邡和绵竹的增长最为迅速,这可能反映了这些地区在地震后实施了积极的重建计划和较高效的资源调配。相比之下,北川羌族自治县和理县的增长速度较慢,这可能是由于地震破坏程度较大或者初期的资源和援助不足。长期来看,所有地区的韧性指数都有所提高,显示出持续的重建和恢复努力。不过,各地区的恢复并不均匀,这反映了地区间在经济发展、政策支持和社区参与等方面的不同。例如,都江堰和汶川作为重点保护地区,可能获得了更多的政府关注和支援,从而实现了较快的恢复速度和更高的韧性增长。
汶川地震重灾区在经历了巨大的破坏后,各地区的经济、社会和制度韧性均有显著提升。但存在明显的区域差异。这种差异可能源于各地在灾后重建中获得的政策支持、资源分配的差异以及各地采取的具体恢复策略。
特别是都江堰和安州,在经济恢复和医疗供给方面的显著进步,表明这些地区在重建过程中得到了更为有效的资源配置和政策支持。都江堰通过产业升级和旅游资源的开发[21],不仅恢复了经济活力,还进一步提升了经济韧性。同样,安州在经济上表现出色,其在2010年后的持续高增长显示出其恢复策略的成功。相比之下,北川羌族自治县和理县的韧性提升相对缓慢,这可能反映了这些地区在地震中受灾更为严重,且在初期阶段缺乏足够的资源和援助。理县通过大力发展工业和提升规模以上工业总产值的占比,显著增强了经济动力,为经济持续增长和韧性提升提供了坚实的基础[22]。然而,这些地区的地理位置较为偏远,交通和物流受限制。初期的重建规划和资源分配可能存在不均衡,影响了这些地区的恢复速度和效果。
灾后社会韧性的提升主要体现在社会发展、社会保障和社会投入的增加上。灾后,各地区普遍提升了城镇化率,这反映了在基础设施建设和城市化进程中的努力。特别是安州和理县在地震后迅速提升了城镇化率,有效推动了城市化进程,进而改善了居民的生活质量。此外,各地在灾后逐步完善了社会保障体系,显著增强了居民的经济安全感。绵竹、都江堰在灾后显著增加了教育资源的投入,教育设施逐步恢复并超越了灾前水平,这种资源的投入为未来的社会韧性提升奠定了基础。
在制度韧性方面,各地区总体上都呈现上升趋势。都江堰在灾后迅速增强了医疗供给,显示出在灾后恢复过程中对医疗资源的重视和投入[2324]。其他地区如安州在灾后不仅迅速提升了福利制度水平,还进一步加强了社会保障力度,使得其在制度韧性方面表现尤为突出。绵竹在地震后大力投入教育资源,特别是教育设施的重建和服务能力的提升方面,进一步巩固了制度韧性。
综上所述,尽管汶川地震对各地区的经济、社会和制度造成了初期冲击,但灾后的显著改善和提升显示了重建工作的有效性和各地区在应对灾害时的强大韧性。通过有效的政策措施和资源配置,各地区不仅恢复了原有水平,还实现了经济、社会和制度的进一步优化和提升。未来的灾后重建和韧性提升可以从这些宝贵的经验中汲取教训和启示,更好地应对类似的重大灾害事件。

本研究通过对汶川地震灾区各地区的韧性分析,得出以下主要结论:一是灾后重建工作的有效性。灾后社区的积极参与和合作显著提高了居民的生活质量和幸福感,加速了社会功能的恢复。特别是医疗、教育和福利制度的快速恢复和优化,为灾区居民提供了更好的支持和服务。二是恢复过程中的差异性。不同地区在恢复速度和质量上存在显著差异,这反映了各地区面对的不同挑战和采取的不同策略。三是制度韧性的重要性。制度韧性在灾后恢复中起着至关重要的作用。灾后制度建设的加强为经济和社会恢复提供了坚实的基础,特别是在灾后政策的适应性改革方面,能够根据灾后需求调整政策和程序的地区,其恢复速度和质量显著优于那些僵化应对的地区。四是持续存在的挑战。尽管总体上韧性提升显著,但部分地区在恢复过程中仍面临一些挑战,这需要持续的关注和进一步的改进措施。
基于本研究的结论,提出以下发展策略以进一步提升地质灾害易发区的韧性:第一,优化资源分配与基础设施恢复。加强灾后重建资金的科学分配,确保资金优先用于最需要的地区,并提高基础设施恢复速度,重点关注交通、通信和水电等关键基础设施。第二,提升社区参与度与自我恢复能力。推广和支持社区自助组织,增强社区自我恢复能力,提供灾后心理援助和社区重建活动,提升居民的幸福感和归属感,增加政府和非政府组织的合作,提供社区组织培训和资源支持。第三,加强制度建设与长期发展。建立健全的灾后恢复管理机制,确保制度的持久性和适应性,推动医疗、教育和社会福利制度的长期发展,提高服务质量和资源覆盖率,不仅关注灾后的快速恢复,更要注重经济增长的质量与可持续性。第四,定制化的恢复计划与地区合作。针对不同地区的具体情况和需求,制定个性化的恢复计划,考虑各地区的经济条件、社会结构和制度基础,确保资源的有效利用和最大化恢复效果。加强地区间的协调与合作,共享灾后重建的成功经验和教训,通过区域合作,整合资源,提高整体抗灾能力。第五,增强防灾预警与公众教育。改进地质灾害预警系统,提升灾害预测的准确性和及时性,加强防灾减灾教育,提高公众防灾意识和应对能力。监测和解决灾后长期的社会经济问题,如贫困和失业问题,避免资源配置不平衡。
