Organizational resilience is fundamental for an organization to maintain its survival and achieve sustainable development when encountering severe risks. The study of organizational resilience in disaster scenarios aims to establish a dialogue channel between theoretical research on resilience and emergency management practice, and to guide the research and practice of disaster emergency management with the rich achievements and management inspirations of organizational resilience research. Therefore, based on raising the research issues of organizational resilience in disaster scenarios, this paper uses Citespace software to sort out the core literature in the field of disaster resilience, sort out the research topics of concern, and form an organizational resilience research and analysis framework based on the entire process of disaster emergency management, and then proposes future research prospects.

组织韧性是组织在遭遇严重风险时维系生存进而实现持续发展的根本。研究灾害情景下的组织韧性,目的是搭建韧性理论研究与应急管理实践的对话通道,以组织韧性研究的丰硕成果和管理启示指导灾害应急管理的研究与实践。基于灾害情景下的组织韧性研究问题,采用Citespace梳理领域核心文献,提炼出灾害风险治理、灾害韧性的复杂系统、韧性评估、社会心理与公共安全治理、城市韧性规划、技术赋能韧性治理6大研究主题;在此基础上,构建了基于灾害应急管理全过程的组织韧性分析框架,涵盖灾害前的预防与准备、灾害中的快速响应与短期恢复、灾害后的长期适应与反超能力;未来研究需关注虚拟组织韧性培育、多主体协同机制优化及组织韧性动态演化机理,以应对灾害情景下的复杂挑战,为提升组织综合抗灾能力提供理论支撑与实践路径。

组织韧性是组织在遭遇严重风险时维系生存进而实现持续发展的根本。研究灾害情景下的组织韧性,目的是搭建韧性理论研究与应急管理实践的对话通道,以组织韧性研究的丰硕成果和管理启示指导灾害应急管理的研究与实践。基于灾害情景下的组织韧性研究问题,采用Citespace梳理领域核心文献,提炼出灾害风险治理、灾害韧性的复杂系统、韧性评估、社会心理与公共安全治理、城市韧性规划、技术赋能韧性治理6大研究主题;在此基础上,构建了基于灾害应急管理全过程的组织韧性分析框架,涵盖灾害前的预防与准备、灾害中的快速响应与短期恢复、灾害后的长期适应与反超能力;未来研究需关注虚拟组织韧性培育、多主体协同机制优化及组织韧性动态演化机理,以应对灾害情景下的复杂挑战,为提升组织综合抗灾能力提供理论支撑与实践路径。

Organizational resilience is fundamental for an organization to maintain its survival and achieve sustainable development when encountering severe risks. The study of organizational resilience in disaster scenarios aims to establish a dialogue channel between theoretical research on resilience and emergency management practice, and to guide the research and practice of disaster emergency management with the rich achievements and management inspirations of organizational resilience research. Therefore, based on raising the research issues of organizational resilience in disaster scenarios, this paper uses Citespace software to sort out the core literature in the field of disaster resilience, sort out the research topics of concern, and form an organizational resilience research and analysis framework based on the entire process of disaster emergency management, and then proposes future research prospects.

组织韧性是组织面对逆境事件冲击的反弹恢复甚至实现反超的能力[1]。聚焦组织韧性概念内涵、影响因素及作用机理的研究已取得丰硕成果,但聚焦灾害情景下的组织韧性研究略显不足。作为典型的逆境事件,灾害应急管理的全过程十分复杂,这类动态变化的情景下组织应如何实现科学应对?其组织应对的过程与韧性能力的释放有何关联?如何培育更高水平的韧性,以实现对防灾减灾救灾能力建设的全面提升?带着对前述问题的思考,本文尝试从组织韧性的概念切入,梳理该概念在灾害情景下的研究成果,明晰灾害在这类特定背景下的组织韧性研究发展历程。在此基础上,本文聚焦研究主题并提出研究分析框架,进而阐释灾害情景下组织韧性的未来研究展望。以期为灾害情景这类特定研究话题下的组织韧性研究提供更为丰富的理论视角的同时,力图搭建起灾害情景下的组织韧性理论研究与应急管理实践的“对话”通道,为灾害综合应急管理体系构建提供参考。
以习近平同志为核心的党中央对韧性城市建设十分重视,多次就防灾减灾救灾工作作出重要指示[2],灾害情景下的组织韧性研究更显其紧迫性和重要性。越来越多的科学证据表明,紧急情况、危机和灾害(emergencies,crises and disasters,ECDs)的频率及其破坏性影响的规模和程度都在增加[3],给组织的生存和发展带来严峻挑战。尤其是在乌卡时代(volatile、uncertain、complex、ambiguous,VUCA),不可预测的逆境事件更加考验组织抗击风险、应对危机挑战和恢复发展的能力[1]。韧性作为组织克服环境动荡、安全渡过危机的关键要素[4],其概念内涵丰富,在不同学科的界定有所区别。整体而言,随着对韧性研究的深入,学界对组织韧性包含组织承载冲击、恢复原有状态的“反弹”能力与逆势超越的“反超”增长能力[1]为主要维度的划分逐渐形成共识。
逆境事件推动组织韧性研究本身具备了突出的现实价值[5],加之,分析组织韧性的逆境事件通常影响到集体人群,关乎社会整体的灾害应对,无论是其理论意义还是实践启示都愈发重要和紧急[6]。因此,当组织韧性研究聚焦的影响因素、作用机制等关乎企业生存与发展的问题被作为热点研究课题提出时[1],其研究情境便以管理科学或商业中的紧急情况与危机应对为主,聚焦于研究企业在市场变动、技术颠覆、管理危机等急难险重时刻的适应力和持续运营能力[78],强调培育组织与不利环境之间互动的主动性、动态性与适应性,目的是为企业提供应对危机的科学依据与实践指导[9],帮助企业学习如何应对不确定性,制定更长期的持续发展策略[10]
作为组织与环境交互的结果,不确定性是探究组织韧性必要性的关键[11]。在决定组织存续与发展的多元要素中,组织不仅要面对市场环境的急剧波动与变迁,还须应对诸如极端气候事件、海啸等自然力量的侵袭,战争与恐怖袭击构成的安全威胁,技术领域的网络侵扰与攻击,以及重大疫情这类突发公共卫生事件带来的全方位挑战。这些要素的相互交织对组织适应环境变化的能力提出了系统性的要求。相较于渐变式和非意外式事件,突变式和意外式逆境事件对组织韧性的要求更高,如果此时的逆境事件具有VUCA特点,即兼具突变式和意外式特征,可能对组织生存和发展造成严重的中断性冲击(interruption)或颠覆性冲击(disruption)[1]。这意味着,扎根于此类逆境事件下的组织韧性研究更具挑战性,其中,就包括灾害情景。
灾害情景作为逆境事件,触发组织应对的全过程应急管理对组织韧性研究与培育的要求更高。响应国家“提高防灾减灾救灾和急难险重突发公共事件处置保障能力”的号召[12],如何描述、评价并培育灾害背景下的组织韧性则成为学界和实践界共同关注的焦点。相较于解决实际问题的现实紧迫性,理论研究整体滞后于实践所需。关于灾害背景下的韧性研究多集中在城市与社区防灾减灾领域,聚焦于社区、城市或国家在面临地震、洪水、飓风等灾害时,如何维持组织系统的基本功能、快速恢复并适应环境变化的能力研究[1314],但是聚焦于企业等组织层面的韧性研究则相对不足。对此,本文聚焦于灾害情景下的组织韧性研究,以期为组织应对灾害这类更具挑战性的逆境,系统性提升韧性水平,实现持续发展提供借鉴和参考。
灾害韧性是韧性思维在灾害学领域的具象化表现。韧性被认为是灾害风险管理中更具能动性和前瞻性的应对方式[15]。聚焦于灾害情境的韧性研究,对于“提高防灾减灾救灾和急难险重突发公共事件处置保障能力”目标实现具有重要价值。韧性作为跨学科概念呈现出多维、跨层次特征。现有学者对灾害韧性的概念界定尚未形成统一认识,主要呈现3种相互补充的理论视角(表 1):
(1)能力观将灾害韧性视为包含预期、响应、适应和变革等维度的综合能力体系,强调系统应对危机的动态潜能[1617];(2)过程观则着眼于灾害全周期的动态响应机制,关注从风险预防到应急响应再到系统重构的连续性演进过程[1821];(3)结果观以系统功能的恢复程度作为核心评判标准,既包括恢复至灾前状态的基本要求,更强调通过经验学习实现更高水平的韧性提升[22]。3种视角分别从内在属性、动态机制和最终目标等不同维度,共同构成灾害韧性研究的理论框架。
梳理灾害背景下的韧性研究,其发展历程可以分为3个阶段,其发展脉络与韧性概念内涵的演进基本一致。
第一阶段,研究者们倾向于从工程学的角度出发,关注基础设施的韧性。此阶段对韧性的解读落脚于研究防灾工程的韧性,强调设计和建造能够抵抗灾害影响的建筑和设施,即如何提高建筑和设施等物理建造体的抗灾能力,以减少灾害冲击下的影响和降低灾害损失。例如,Whitman等[23]以2010年新西兰达菲尔德地震为研究对象,阐明建造性能良好的建筑物能减少灾害损失和减轻灾害影响的极端重要性。
第二阶段,研究者尝试从管理的角度解构灾害危机和对风险的应对,思考如何提升组织在灾害中的存续能力。此时,韧性概念逐渐从工程领域和自然学科等研究领域被引入到管理学领域[5],以组织适应力为研究对象的组织韧性作为管理学的概念而被提出[1]。灾害背景下的组织韧性被界定为组织在面临极端天气、自然灾害等突发灾害时,能够吸收灾害影响并从中恢复的能力。此阶段,研究的重点在于如何增强组织的抗灾能力和恢复能力,以确保在灾害发生后的组织能够迅速恢复正常运作。其中,Aldunce等[24]通过案例研究指出,提高抗灾能力需加强备灾能力,从历史汲取经验教训;Quitana等[25]指出应对灾害不仅应考虑技术层面,关键基础设施也是提升复原力的关键;Villar等[26]分析2013年11月台风“海燕”袭击菲律宾莱特岛的研究指出,当预先制定的行动计划受限或不一定适用于当前局势时,即兴创作指导组织维护和实现其目标是一种较好的方式。
第三阶段,研究从组织本身扩展到社会-生态系统的“构件”,思考更具全局性和演进特征的韧性系统构建与能力培育。在此阶段,研究者们开始关注系统中各主体之间的合作与协调,以增强整个组织系统的韧性。本阶段的研究,不仅关注组织内部的韧性,还关注组织与外部环境之间的互动,以及如何在灾害背景下实现可持续发展。例如,Minniti等[27]指出个人、组织和社区互动以建立共同的复原力,通过决策自主权增强复原力的共享能力。考虑到汶川地震这类巨灾应对与响应对任何企业和组织而言都极具理论研究与实践运用的价值,研究立足于“持续进化”的组织韧性视角,从组织应对灾害的能力、过程和结果3个维度研究突发灾害情景下的组织韧性(特征、影响因素)及其演化过程。研究揭示了组织韧性指向的“适应能力”在时间序列上呈现“递进式”的变化和发展过程,这些“跨阶段”要素内涵之间的联系从理论上验证了“组织韧性”本身所具有的演进性特征[6]
以中国知网(CNKI)、Web of Science(WOS)数据库为数据来源,以“灾害韧性” “ hazard resilience” “disaster resilience”“organizational resilience”为关键词进行文献检索。初步检索共计得到328篇中文文献以及1048篇外文文献。其中包括大量无关文献。因此,限制文献类型为article/学术期刊,排除综述类文献,并通读文献题目与摘要,剔除与灾害韧性发展无关文献,最终获得174篇中文文献以及238篇有效英文文献。本文使用Citespace 6.4.R2进行关键词聚类,国内外灾害韧性研究的关键词时间图谱如图 1
图 1可知,除去检索词及同义词(灾害韧性、韧性、natural disaster),中文文献共计得到7个聚类:灾害风险、韧性城市、城市韧性、韧性评估、应急管理、公共安全、补救措施;英文文献共计得到7个聚类:disaster risk reduction、city resilience、complex systems、mental health、distribution system、artificial intelligence、supply chain resilience。对聚类进行分析整理后,发现国内外灾害韧性研究主要围绕6个主题展开(表 2)。
主题一:灾害风险治理。本模块聚焦于灾害风险的治理机制与应对策略,主要涵盖以下4个聚类:灾害风险,应急管理,补救措施,disaster risk reduction。聚类“灾害风险”:灾害风险是指由于自然灾害或人为灾害(或二者的复合作用)对人类社会系统可能造成的潜在负面影响。传统灾害风险主要指由自然致灾因子直接引发的、具有明确地域性和可预测性的灾害风险。进入风险社会,现代灾害风险呈现系统性、复杂性和全球性的特点,不同于以往单一路径即可实现灾害风险管理目标[28]。面对现代治理灾害风险的复杂性挑战与风险管理多元目标,构建系统性、协同化的灾害韧性治理体系与应对策略至关重要。聚类“disaster risk reduction(DRR)”“应急管理”分别对应灾害风险管理的2个方面。灾害风险管理整合DRR与应急管理的系统性过程,覆盖风险识别、减缓、准备、响应与恢复的全周期。联合国国际减灾战略提出应急管理是通过预案制定、资源协调和快速响应,在灾害发生前、中、后期采取的一系列有计划、多部门协同的行动[29]。DRR是通过系统性地分析与管理致灾因子、暴露度、脆弱性,以预防新风险、减少既有风险、提升社会抗灾能力的过程[30]。可见,DRR为应急管理提供了风险评估和预防的基础,奠定韧性基础;应急管理则是DRR在灾害发生后的延续和补充,强化社会适应力。二者协同驱动系统适应灾害冲击,快速调整结构与功能以维持运行,实现灾害韧性从工程防御到社会生态系统的范式升级[31]。聚类“补救措施”直接服务于应急管理的恢复阶段目标,即灾后即时恢复行动,与DRR的长期预防措施形成时序互补,并为长期韧性提升奠定基础。
主题二:灾害韧性的复杂系统。聚类“complex systems”:灾害韧性根据系统复杂性可分为3个维度:单一灾害系统、社会生态系统与复杂适应系统,各系统的关注点从静态的抵抗与恢复能力向动态的适应与学习能力演化[32]。基于2002年“9·11”恐怖袭击事件的案例研究,Comfort[33]提出突破性观点:应急管理系统不仅适用于自然灾害情境,各类突发事件的应急管理本质上都应被界定为复杂适应系统(complex adaptive systems,CAS)。这一理论拓展突破了传统灾害管理的认知边界,诠释韧性作为“系统持续调适与进化”的本质特征。聚类“supply chain resilience”:在灾害管理背景下,“supply chain resilience”主要聚焦于应急供应链韧性方面,应急供应链韧性的提升对于提高减灾救灾能力有着关键的意义[34],把韧性概念引入应急物资供应链决策体系当中,可有效地保障灾害发生时的物资供应能力,降低供应链中断风险[35],还可以保证应急供应链系统在遭受自然灾害冲击后迅速恢复到正常运作状态。这一研究角度将传统供应链管理和灾害风险管理理论结合起来,为提升应急响应效能提供了新的理论框架以及实践路径。
主题三:韧性评估。为评估灾害韧性水平,需要构建韧性评估指标体系,现有的研究主要依据压力−状态−响应(pressure−state−response,PSR)评估框架,构建出包含压力韧性、状态韧性以及响应韧性3个维度的灾害韧性评估指标体系[3637]。相关研究提出的“压力−状态−响应”协同优化路径,给出了差异化防灾策略,有实证研究显示,某市依靠海绵城市建设等多维度措施,提升了城市内涝防灾治理能力以及韧性水平,该评估体系已经被应用于地震和城市内涝等多种灾害类型的韧性评估,为城市综合防灾减灾提供了关键的理论支持和实践指导。
主题四:社会心理与公共安全治理。聚类“mental health”:灾害韧性是复杂系统在面对灾害冲击时,能够快速恢复,并通过适应和转型减少未来灾害风险的能力。灾害韧性不仅包括物理基础设施的恢复,也包括社会主体的心理韧性。具备韧性的主体更具备预防灾害与抵御灾害的能力。部分学者从社会主体定义灾害韧性为在巨大灾难面前能够快速地恢复到正常状态、能够调整心态乐观地面对生活的现象[38]。随着灾害韧性的差异化、精细化发展,儿童青少年、老年群体、应急救援人员被视作灾害情况的脆弱群体,需更具针对性的干预方案[39]。聚类“公共安全”:灾害治理本身与公共安全体系存在深度的结构性耦合,“公共安全”聚类体现了现有研究正在从碎片化应急管理向系统性安全治理的跃迁。现代灾害治理越来越注重通过国际标准体系构建可量化的安全基准,推动应急管理从经验型向科学化转变。制度韧性在灾害管理中的作用日益突出,体现在法律体系的完善、组织架构的优化和治理能力的提升等多个维度,共同构成了现代公共安全治理的制度基础[4041]
主题五:城市韧性规划。聚类“城市韧性”“韧性城市”“city resilience”:城市是全球经济和文化活动的基石,城市安全保障城市功能的正常运行,城市抗灾能力建设已成为全球风险治理的核心议题。城市韧性被界定为城市系统受到突发事件影响时,整个城市系统吸收灾害释放的大量能量,减少灾害造成的损失,并迅速恢复到原有功能水平的能力[42]。城市安全与韧性工程之间的高度相关性意味着提高城市安全韧性可以维持城市的正常功能水平,并在受到冲击后在更短的时间内恢复到预期的功能水平。韧性工程的引入为应对自然灾害、生产安全事故等城市风险提供了新的治理思路,推动了从被动应急向主动预防的范式转变。学者们突破了传统城市规划的物理空间局限,通过量化指标(如基础设施韧性指数、生态缓冲能力评估、社区适应力测度等)构建科学的城市韧性评价体系,使城市韧性研究从定性分析迈向精准化、系统化的治理实践[4344]
主题六:技术赋能韧性治理。聚类“artificial intelligence”:针对紧急情况、危机和灾害(ECDs)的发生频率、强度及其造成的破坏性影响规模和程度呈现出扩大和上升的趋势,如何将数字化技术应用于灾害治理以快速实现灾前预警、灾后评估与重建成为紧迫的议题。用于灾害韧性的人工智能(AI for smart disaster resilience,AISDR)将传统的被动和“脚本化”的灾害管理转变为数字化的主动和智能韧性系统,完成从被动、低效和特定领域的管理向智能、全方位和全周期的管理思维和方法范式转变,贯通战略、战术到行动,实现主动的、自适应的、“端到端”的数字化韧性[2]。聚类“distribution system”:灾害情境下,关键资源的分配系统直接影响灾后恢复效率。传统集中式分配网络易因节点失效引发级联崩溃,而技术赋能实现灾害中资源的智能化监测与分配、动态调度与优化增强灾害应对的整体韧性[45]
危机管理过程包括危机发生前、危机发生时和危机发生后3个阶段[18]。灾害情景下,组织的韧性能力被分解为冗余资源储备能力、响应能力和恢复能力等关键变量[13, 46]。借鉴危机管理过程的阶段划分和已有研究,本文关于灾害背景下的组织韧性研究框架从灾害前、灾害发生、灾害发生后3个时段切入,搭建灾害背景下的组织韧性研究的整体框架(图 2)。研究框架所体现的组织韧性本质与李平等[1]对组织韧性的概念内涵界定具有一致性,且呼应已有研究提出的灾害情景下组织韧性演进的思路[6]
组织韧性是组织与外部环境交互作用的结果[1]。随着灾害发生阶段的推进,构建韧性的核心要素也在发生相应转变,由起初的组织资源调配,逐渐过渡到获取外部支持,并最终聚焦于基于竞争优势的组织适应力重建。值得注意的是,组织韧性的构建也是一个渐进的累积过程,其本质是适应能力的逐步发展和提升。例如,在灾害发生之前,组织应预先进行积极谋划,充分调动组织资源,主动做好对灾害发生的预防和预警,建立对潜在灾害的态势感知能力,以便在灾害来临时能够迅速做出反应。在灾害发生时,组织应迅速行动,以内外合作等及时有效的方式降低灾害影响,短时高效地提升组织的抗灾能力。而在灾害发生后,组织则需依托已有的适应力基础,强化动态能力转化,实现竞争优势的重构。总的来说,前一阶段的韧性结果为后一阶段的韧性强化提供基础。因此,组织在构建韧性的过程中,应注重各阶段之间的衔接与协同,以确保整个过程的连贯性和有效性。
已有研究发现,通过事前规划、资源分配、灾害教育、培训和合作、基础设施加固、预警系统建立等灾前的准备活动[47]可有效提升组织面对灾害的预防、应对能力。这类能力的培育为企业实现灾后较好的恢复提供支持[48],还帮助企业发展评估、创新、适应等能力,减少灾难损失与影响,帮助管理层在较短时间内以较小的投入实现应急能力的提升,为企业提升适应性水平奠定基础[49]
灾害发生往往有不可预测、突发、持续时间长以及破坏严重等特点,造成生命财产损失以及基础设施损毁。在面对极端逆境事件时,突发灾害及其衍生、次生灾害所带来的长期负面影响,会极大地损害组织的生存与发展空间,组织在面对灾害类危机时,若可实现快速响应,便会为组织恢复及反超创造便利条件,也就是说快速且有效的响应乃是实现恢复发展的前提与关键。面对灾害侵袭,组织需要采取一系列行动来应对灾害的直接影响,并尽快恢复运营,这覆盖了调整业务操作程序以适应资源损失或运营中断[50],创新产品以契合市场新要求[51],调整业务模型以探寻新的收入来源,实施劳动力战略以维持员工队伍稳定,动员资源以支持恢复工作,与政府和行业伙伴建立合作来共享资源和知识,从灾害中汲取经验并调整策略,以及保持沟通和信息共享以契合客户期望。
灾害发生后的长期恢复与反超能力依赖于组织在前一阶段的适应能力供给。研究表明,应将减少灾害风险投资重点放在能够产生多重红利的行动上,包括减少生命和生计损失、释放发展潜力和创造发展协同效益[52, 53],改善组织日常运营,提高组织应对灾害(冲击)的能力,同时使组织获得额外的改进。例如,帮助组织转变商业模式,激发组织在不确定环境中的创新性变化;通过网络化的合作完成对现有适应能力的重建与新能力的开发[7],进而实现灾后发展能力的反超,是灾后可持续发展的重要战略[53]
已有研究更多关注物理世界的实体组织在应对突发灾害时的韧性能力开发,它们为灾害情景下的组织韧性作用发挥和能力构建提供了良好的参考。面对灾害类逆境事件的扰动,良好的韧性能力培育对应的是系统性的能力提升,强调利益相关者的协同,最终获得组织面对灾害时的自适应能力演进,以实现持续发展。
1)关注虚拟组织在灾害情景下的韧性培育。事实上,除物理世界的实体组织外,活跃于信息空间的虚拟组织在灾害预警、应急救援、恢复重建各阶段均发挥重要作用。一方面,因虚拟组织是由多个独立的组织或个体通过信息技术和网络连接而成的松散、动态的组织网络[54],本质上兼具网络结构和组织群体的优势,具备灵活性和开放性特点[55],是虚拟组织适应VUCA环境、提高单个实体组织韧性的重要基础。例如,基于数字孪生等技术,构建物理空间与信息空间的映射关系,对巨灾等极端灾害应急响应与救援进行“真实演练”,以洞察应急管理体系能力建设的短板,精准获悉提升组织韧性的路径;另一方面,数实融合赋能高质量发展的现实驱动连接组织内、外的利益相关者构建广泛的生态圈,此时,传统的有边界的组织形态已然被融合的生态模式所取代。可见,无论是基于灾害应急管理的实践,还是立足于数智化技术与经济发展融合的社会现实,都迫切需要推动虚拟组织与实体组织相互融合,构成数字化组织网络以更好应对复杂性和环境的不确定性[56]
2)发挥多主体作用实现全方位的韧性培育。在灾害应急管理的全过程中,虽然多主体协同配合减轻灾害损失已成为共识,但实际执行尚未充分激发企业等组织的自主性,进而激励它们通过应对危机的“巧创”实现恢复重建的“逆势增长”。究其原因,一方面,是作为组织的企业在灾害计划中的角色往往是非正式[57]和临时的,这可能导致协同配合出现“缺位”。例如,将救援和恢复的责任分配给特定的非政府组织,这可能无意中限制了当地企业参与的机会[58]。另一方面,组织的韧性培育,特别是“应急应非急”的战略思维未能充分指导组织应对灾害管理全过程的落地实践,导致灾害发生,特别是在巨灾作用的情景下,企业应对灾害的能力和水平呈现出显著差异。只有具备高韧性水平的组织能开展及时自救,在有效抵御灾害对组织造成的经济损害,减轻人员伤亡的同时,为外部救援赢得宝贵的时间,更为恢复重建进而实现“反超”提供保障[7]。对此,一是可在科学评估的基础上,将灾害发生地及其附近企业作为主体纳入防灾减灾救灾计划,明确其在灾害响应等环节中的角色,以实现协同救灾的效果优化;二是强化企业等实体组织落地“居安思危”的战略导向,将组织韧性的培育融入日常,以提升组织适应环境变化的韧性水平。
3)探究组织韧性演化的机理实现自主成长与进化。虽然,不同行业和组织类型在灾害面前可能呈现出不同的韧性特质,会带来特定的风险与挑战。例如,制造业需要重点关注供应链的稳定性和灵活性;而服务业则更加注重员工的安全和客户关系的维护。但需要重视的是,组织韧性所指内涵本质应具有稳定性与动态性相结合的特征[7]。对此,在全面解析产业发展规律的前提下,洞察行业与组织特征,结合企业发展实际凝练出的组织韧性提升策略才更具针对性和可操作性。其中,具有“通识性”的要素可以抽象成为培育组织韧性能力的“底座”,类似企业实施数字化转型的前提是建好数字基础设施,夯实根基是根本;辅以情景性的要素挖掘与培育,完成对智能化模块的自由调取、组合以实现功能的最优,即通过灵活性的要素“组装”来构建更具适应性的组织韧性“版块”,实现灾害情景下组织韧性的自主演化与能力跃迁。
