Based on the background and authoritative definition of "new quality productivity, " this study systematically examines the concept, connotation, theoretical framework, and implementation pathways of marine new quality productivity. The research highlights that marine new quality productivity is driven by marine scientific and technological innovation, relying on significant advancements in marine technology to achieve innovative allocation of marine production factors and promote deep transformation and upgrading of the marine industry, thereby fostering modern marine advanced productivity. The core connotation of marine new quality productivity is analyzed from three dimensions: macro, meso, and micro levels. Its fundamental characteristics encompass innovation–driven development, openness and integration, green and low–carbon practices, and efficient innovation. Guided by innovation, with "new" and "quality" as its starting and ending points respectively, the framework centers on "factor deepening, technological change, and industrial iteration" as its main trunk, supported by channels including the industrial system, green production, production relations, education, and technology, all underpinned by the "new development concept." This study proposes a pathway for realizing marine new quality productivity, prioritizing high–quality development, with scientific and technological innovation as the core driving force, high–quality labor force as the mainstay, and green development as the sole path.

在梳理“新质生产力”提出背景、权威定义的基础上,系统探讨了海洋新质生产力的概念、内涵、理论体系及实现路径。研究指出,海洋新质生产力是以海洋科技创新为引领,依托海洋技术创新的重大突破,为实现海洋生产要素的创新性配置,推动海洋产业深度转型升级,催生的现代海洋先进生产力。从宏观、中观、微观3个维度分析海洋新质生产力的核心内涵。构建了一个以创新为指导,“新”和“质”分别居于首尾,“要素深化、技术变迁和产业迭代”为主干,“产业体系、绿色生产、生产关系、教育科技”为通道,“新发展理念”为载体,形成1个核心、2个方向、3个主干、4个要点、5个要求的理论分析框架。提出以高质量发展为首要任务、以科技创新为核心动力、以高素质劳动者为主力军、以绿色发展为必由之路的海洋新质生产力实现路径。

Based on the background and authoritative definition of "new quality productivity, " this study systematically examines the concept, connotation, theoretical framework, and implementation pathways of marine new quality productivity. The research highlights that marine new quality productivity is driven by marine scientific and technological innovation, relying on significant advancements in marine technology to achieve innovative allocation of marine production factors and promote deep transformation and upgrading of the marine industry, thereby fostering modern marine advanced productivity. The core connotation of marine new quality productivity is analyzed from three dimensions: macro, meso, and micro levels. Its fundamental characteristics encompass innovation–driven development, openness and integration, green and low–carbon practices, and efficient innovation. Guided by innovation, with "new" and "quality" as its starting and ending points respectively, the framework centers on "factor deepening, technological change, and industrial iteration" as its main trunk, supported by channels including the industrial system, green production, production relations, education, and technology, all underpinned by the "new development concept." This study proposes a pathway for realizing marine new quality productivity, prioritizing high–quality development, with scientific and technological innovation as the core driving force, high–quality labor force as the mainstay, and green development as the sole path.

2023年9月,习近平总书记在黑龙江考察时首次提出“新质生产力”这一重大概念[1]。从中央政治局会议到政府工作报告,中央对产业政策的关注和重视程度提升,而新质生产力也成为理解未来推动高质量发展的政策关键词。深刻把握新质生产力的重要内涵,正确认识新质生产力与传统生产力的内在关系,并探索加快形成新质生产力的实现路径,对切实推动新质生产力的高质量发展具有重要的理论与实践意义。
作为引领未来经济发展和社会进步的核心动力,新质生产力已经成为研究者和决策者关注的焦点,深入研究了新质生产力,提出一系列理论和实践观点[2]。(1)深入解析新质生产力的概念内涵。从不同学科角度出发,对新质生产力的定义[3]、特征[4]、形成机制[5]等进行系统研究。同时,对于新质生产力与传统生产力的关系与区别也进行深入探讨[6],为新质生产力的进一步研究提供理论基础。(2)系统梳理新质生产力的驱动因素。研究人员普遍认为,科技创新、制度变革、人力资源培养等方面是新质生产力发展的重要驱动力[78]。在此基础上,探讨各驱动因素之间的相互作用机制,以及它们对新质生产力发展的具体影响路径和效应[9]。(3)研究新质生产力的实践应用。研究人员通过案例分析、实证研究等方法,探讨新质生产力在各领域的应用情况和实际效果[1011]
海洋经济作为国民经济的重要组成部分,其发展不仅为国家的经济增长注入新动力,更为推动海洋科技创新、提升海洋产业竞争力提供广阔空间[12]。建设海洋强国,是以习近平同志为核心的党中央基于国家发展大局的时代要求,也是中国特色社会主义事业的关键环节[13]。2024年3月15日,浙江省召开海洋强省建设推进会,提出发展海洋新质生产力的新命题,海洋是国家高质量发展的战略要地,发展新质生产力是在新发展阶段构筑国家海洋竞争新优势的战略选择,加快发展新质生产力,必须向海图强,逐梦深蓝。为此,应大力发展海洋经济,充分挖掘海洋资源,以海洋产业高质量发展,构建海洋新质生产力。基于此,在深入学习新质生产力权威解释内涵的基础上,结合海洋经济发展现状,进一步解读海洋新质生产力的概念及内涵,初步提出海洋新质生产力的理论框架,并探索发展海洋新质生产力的实施路径,以期为进一步践行海洋强国战略,促进海洋经济高质量发展提供理论价值与实践参考。
“新质生产力”是习近平总书记2023年提出的全新概念,指出“当前迎来了世界新一轮科技革命和产业变革同我国转变发展方式的历史性交汇期,既面临着千载难逢的历史机遇,又面临着差距拉大的严峻挑战[14]”。2023年12月,中央财经委员会办公室有关负责同志详解中央经济工作会议精神中首次提到对于新质生产力的较为完整的定义:新质生产力是由技术革命性突破、生产要素创新性配置、产业深度转型升级而催生的当代先进生产力,它以劳动者、劳动资料、劳动对象及其优化组合的质变为基本内涵,以全要素生产率提升为核心标志[15]。2024年1月,中共中央政治局就扎实推进高质量发展进行第十一次集体学习,对新质生产力有了权威且完整的定义:新质生产力是创新起主导作用,摆脱传统经济增长方式、生产力发展路径,具有高科技、高效能、高质量特征,符合新发展理念的先进生产力质态。由技术革命性突破、生产要素创新性配置、产业深度转型升级而催生,以劳动者、劳动资料、劳动对象及其优化组合的跃升为基本内涵,以全要素生产率大幅提升为核心标志,特点是创新,关键在质优,本质是先进生产力(图 1)。
参考新质生产力的研究[16],作出如下定义:海洋新质生产力,是以海洋科技创新为引领,依托海洋技术创新的重大突破,实现海洋生产要素的创新性配置,并推动海洋产业深度转型升级,进而催生的现代海洋先进生产力;本质在于海洋经济劳动者、劳动资料、劳动对象及其优化组合的质变;核心标志在于海洋经济全要素生产率的提升;以新发展理念为指导、以数字技术为支撑、以要素增值为基础、以战略性新兴产业和未来产业为载体、以产业升级为主导方向、以技术创新为根本驱动力,能够有效挖掘海洋资源潜力,优化海洋资源配置,加速能源转型,构建现代海洋产业体系,是推动海洋经济实现高质量发展和实现海洋强国的强大动力(图 2)。
海洋新质生产力作为新质生产力的重要组成部分,包含着丰富的理论内涵,基于海洋新质生产力的概念认识,从以下3个维度对海洋新质生产力的内涵解读(图 3)。
宏观维度,海洋新质生产力反映在国家海洋经济的整体布局和战略构想中。全球经济融合加深,海洋经济成为增长热点,各国加强海洋科技创新,提升资源开发能力,争取有利地位[17]。中国作为海洋大国,应挖掘和发挥海洋新质生产力,提升在全球海洋经济中的竞争力和影响力。通过科技创新、产业升级和政策引导等手段,提高海洋资源开发利用效率,优化海洋产业结构,实现海洋经济持续健康发展,体现国家海洋领域的综合实力,推动海洋新质生产力发展[18]
中观维度,海洋新质生产力体现在产业链、创新链、价值链的深度融合与提升。这包括海洋科技创新与产业发展的紧密结合,产业链上下游企业的协同创新,以及产业价值链的升级[19]。海洋新质生产力着重于科技创新和产业转型升级,尽管中国海洋产业在过去几十年有显著进步,但存在产业结构不合理、创新能力不足等问题。海洋新质生产力的发展将推动海洋产业从传统向现代转型升级,优化产业结构,构建高效协同的现代海洋产业体系,增强海洋经济的整体竞争力和可持续发展能力[20]
微观维度,海洋新质生产力表现为海洋企业、科研机构、高校等微观主体的创新能力与核心竞争力,以及对海洋资源的可持续利用和海洋生态环境的保护。海洋新质生产力是海洋企业竞争力的体现。海洋企业通过技术创新、产品创新、管理创新和商业模式创新等方式,提高海洋企业的生产效率和产品质量,增强自身的核心竞争力,实现高质量发展。海洋新质生产力是海洋生态文明建设的基石。过度开发和污染排放已对海洋生态环境造成了严重破坏[2122],制约海洋新质生产力的持续发展。因此,需要坚持可持续发展理念,加强海洋资源管理和生态环境保护,为海洋新质生产力的发展提供可持续保障。
本研究以海洋科学为核心,综合运用经济学、社会学、地理学、管理学等多学科的理论知识,系统分析了海洋生态文明、人海和谐、陆海统筹、可持续发展、高质量发展5大核心思想对新质生产力研究的深刻启示(图 4)。通过跨学科的研究方法,旨在全面理解和把握这些思想在新质生产力领域的应用和发展趋势。
海洋生态文明思想,作为人类对海洋环境及其生态系统的新认识,强调人与自然和谐共生的理念,核心理念为尊重自然、顺应自然、保护自然[23]。海洋生态文明思想强调人类应该摒弃过度开发和破坏海洋生态环境的做法,转变为合理利用和保护海洋资源的可持续发展模式。海洋生态文明思想强调全面保护海洋环境,包括生物多样性、生态系统健康和环境质量改善。它推动海洋经济绿色转型,要求海洋产业注重生态效益,降低环境影响。同时,它强调公众参与和海洋环境教育的重要性,鼓励社会广泛参与海洋保护,共同维护海洋生态文明。综上,海洋生态文明思想不仅指导着海洋资源的合理利用和保护,还推动着海洋经济的绿色转型,影响海洋新质生产力的形成。
人海和谐思想是一种深刻认识并尊重海洋生态环境和人类对海洋依赖性的理念。倡导在开发利用海洋资源的同时,积极保护海洋生态,实现人与海洋的和谐共生[24]。通过科学的规划与管理,确保海洋资源的可持续利用,避免过度捕捞、污染排放等行为对海洋生态造成不可逆的伤害[25]。人海和谐思想对海洋新质生产力具有指导意义,要求在开发海洋资源的同时,必须兼顾海洋生态的保护,实现海洋资源的可持续利用,促进人与海洋的和谐共生。
陆海统筹思想强调陆地和海洋之间的相互依存关系,提倡通过优化资源配置、加强产业协作、推动科技创新等方式,实现陆地和海洋经济的协同可持续发展[26]。在陆海统筹思想的指导下,要加强海洋资源的保护和合理利用,包括加强海洋渔业资源的保护和管理,合理开发海洋矿产资源、海洋能源等,确保海洋资源的可持续利用。可以推动陆地和海洋产业的协同发展,注重加强基础设施建设、提高科技创新能力、优化营商环境。总之,陆海统筹思想是一种前瞻性的战略思维,对于促进海洋新质生产力发展具有重要意义。
可持续发展思想的核心在于“可持续”,即发展必须是持久而稳定的,不能以牺牲环境和社会为代价换取短暂的经济利益。可持续发展思想强调在海洋经济发展过程中,要尊重自然规律,合理开发和利用海洋资源,要求海洋经济发展要注重经济效益和社会效益的协调。可持续发展思想倡导各国在平等、互利、共赢的基础上,加强海洋领域的国际合作,共同应对海洋污染、海洋气候变化等全球性海洋问题,推动海洋新质生产力的可持续发展[27]
海洋经济高质量发展思想,是以创新、协调、绿色、开放、共享的新发展理念为引领,以推动海洋经济持续健康发展为目标,以海洋科技创新和体制机制创新为动力,以优化海洋产业结构、提高海洋资源利用效率、保护海洋生态环境为重点,强调经济效益、社会效益和生态效益的协调统一,实现海洋经济的可持续发展[28]。实现以海洋新质生产力驱动海洋经济高质量发展,要加强海洋科技创新,提高海洋资源的利用效率。
根据海洋新质生产力的概念与内涵得出,海洋新质生产力需要以一个核心关键“创新起主导作用”为基础,通过“新”和“质”的二向延展,并且基于新发展中“要素深化、技术变迁和产业迭代”三元演化,紧密围绕新质生产力的“现代化产业体系、绿色生产力、新型生产关系、教育科技人才的良性循环”4个要点展开,符合创新、协调、绿色、开放、共享的新发展理念的先进生产力质态。创新为指导,“新”和“质”分别居于首尾,“要素深化、技术变迁和产业迭代”为主干,“完善现代化产业体系、发展绿色生产力、形成新型生产关系、畅通教育科技人才的良性循环”为通道,创新、协调、绿色、开放、共享的新发展理念为载体,形成1个核心、2个方向、3个主干、4个要点、5个要求,组成了海洋新质生产力概念的“12345”基本框架体系,为海洋新质生产力提供理论解释和支持(图 5)。
海洋科技创新是推动海洋新质生产力发展的强大引擎,也是引领海洋经济腾飞的先导力量。海洋科技创新的重要性,不仅在其催生新产业、新模式、新动能,更在于其对于提升海洋资源利用效率、保护海洋生态环境、增强国家海洋竞争力等方面具有深远影响[29]图 6)。
海洋新质生产力,新是其发展的原动力“发动极”,不断推动生产力的解放与发展,并为其注入新的活力。同时,质是其引领的方向“引领极”,通过不断拓展人类效用的边界和丰富社会福利的内涵,降低对海洋环境的压力,实现海洋经济的可持续发展,促进生产力体系向更高质量、更高效率和更高水平迈进(图 7)。
(1)从“新”的视角出发,海洋领域的新兴技术、新产业形态以及新生产模式等均为海洋新质生产力的成长提供了契机,同时也带来相应的挑战。海洋新兴技术的发展是推动海洋新质生产力提升的关键。随着海洋经济的快速发展,海洋旅游、海洋生物医药、海洋新能源等新兴产业正在崛起,新兴产业具有高度的创新性和成长性,为海洋经济的可持续发展提供了有力支撑。(2)从“质”的视角出发,核心在于对海洋生产力提升与改进的终极目标的追求,表现为高质量、多质性、双质效。首先是高质量,质的提升意味着海洋生产力的提高必须能够支撑中国海洋经济高质量发展的生产力。其次是多质性,海洋新质生产力,作为在新发展理念指引下孕育而生的生产力形态,其首要特质便是创新性。质的提升还意味着必须关注海洋生态的保护和恢复。最后是双质效,海洋新质生产力在追求短期利益的同时,亦不忘长远发展,其特点在于通过短期积累为长期发展奠定基础。
随着海洋经济和科学技术的进步,海洋劳动对象不断演变,进而促使海洋产业模式和形态发生变革,这一变革过程突出地体现在动态扩展的要素、技术和产业上。因此,海洋新质生产力的主干构成是在经典生产力的基础上进行辩证传承的。海洋要素的深化、海洋技术的变迁,以及海洋产业的迭代更替自然而然地成为海洋新质生产力的核心主干(图 8)。
(1)海洋新质生产力的要素深化体现在海洋劳动力素质的提升、海洋资本投入的累积和更新、海洋资源有效配置等多个维度。(2)技术变迁是推动海洋新质生产力发展的核心动力。在海洋生产工艺的改进方面,通过不断研发和应用新的工艺方法,可以提高海洋资源的开发利用效率,降低生产成本,提高产品质量。(3)产业迭代,即传统产业向新兴产业的转变,其核心在于旧的生产方式和产品的更新换代,以及新产业形态和商业模式的孕育与发展。产业迭代过程本身即意味着海洋领域创新与发展的契机。
推动形成新质生产力需要多方面因素的共同作用,在二十届中央政治局第十一次集体学习上,习近平总书记特别强调了“科技创新、产业和产业链、绿色发展、新型生产关系”4个要点。完善现代海洋产业体系、发展绿色生产力、形成新型生产关系、畅通教育科技人才的良性循环是海洋新质生产力的4个重要发力点(图 9)。
(1)完善现代海洋产业体系是提升海洋新质生产力的基本载体,深入研究海洋资源的特性和潜力,科学规划海洋产业的发展方向,优化产业布局,促进海洋经济的可持续发展。(2)发展绿色生产力是海洋新质生产力提升的重要方向,在海洋资源的开发利用过程中,坚持生态优先、保护优先的原则,大力发展循环经济和清洁生产,降低对海洋环境的污染和破坏。(3)形成新型生产关系是海洋新质生产力提升的根本保障,海洋新质生产力的发展需要建立良好的生产关系,要求加强法律法规建设,完善市场体系,促进公平竞争,为企业发展创造良好的外部环境。(4)畅通教育科技人才的良性循环是海洋新质生产力提升的关键所在,建立完善的海洋教育和培训体系,加大对海洋教育的投入力度,加强海洋科技人才的培养和引进,加强海洋科技创新体系建设,吸引更多优秀人才投身海洋事业。
新发展理念是一个系统的理论体系,回答了关于发展的目的、动力、方式、路径等一系列理论和实践问题,在推动实现海洋新质生产力的过程中,也应该符合“创新、协调、绿色、开放、共享”的新发展理念(图 10)。
(1)创新是发展的主要动力,也是海洋生产力的核心。海洋科技需增加科研投入,提升创新能力,促进科技创新与产业升级结合。(2)协调是全面发展的关键,也是海洋生产力的要求。推动海洋生产力时,要注重区域、产业、陆海统筹的平衡发展,避免资源分配不均和发展失衡,实现海洋经济与其他产业的协调发展。(3)绿色是可持续发展的保障,也是海洋生产力的支柱。开发海洋资源时,要严格执行环保法规,加强海洋生态保护和修复,减少污染和破坏,推动海洋经济向绿色、低碳、循环发展。(4)开放是融入全球经济、拓展空间的关键,也是海洋生产力的外部条件。海洋经济发展需国际交流与合作,积极参与全球海洋治理,引进先进技术和管理经验,提升国际竞争力。(5)共享是发展的目的,也是海洋生产力的目标。关注海洋经济的社会效益和民生福祉,推动海洋经济与社会发展的深度融合,让人民在海洋经济发展中获得更多实惠和福祉,实现良性互动。
鉴于高质量发展在推动海洋强国建设中的重要地位,必须全面贯彻落实新发展理念,确保海洋新质生产力紧扣服务海洋经济高质量发展的目标和任务,以切实推动海洋强国建设取得新进展。利用海洋新质生产力推动创新发展,增强海洋科技实力。支持海洋科技创新,培育有全球竞争力的企业,引导产业升级。通过海洋新质生产力促进协调发展,形成合力,打破分割,优化资源配置。坚持生态优先,强化海洋环境保护,推动绿色转型。深化国际合作,引进先进科技。确保海洋经济发展成果惠及人民,提高沿海居民收入,完善社会保障。
科技创新能够催生新产业、新模式、新动能,是发展新质生产力的核心要素。必须加强科技创新,特别是原创性、颠覆性科技创新,加快实现高水平科技自立自强,打好关键核心技术攻坚战,使原创性、颠覆性科技创新成果竞相涌现,培育发展新质生产力的新动能。以科技创新为核心动力,为发展海洋新质生产力赋予新动能。科技创新正重塑海洋产业,促进其创新与应用。增加海洋科技研发投入,鼓励科研机构与企业合作,共同开发自主知识产权产品。强化科技创新,推动海洋产业高端化、智能化、绿色化发展。加强海洋科技创新基础设施,建设科研平台、观测网络、数据中心等硬件支持。
科技创新成果应用到具体产业和产业链上,改造提升传统产业,培育壮大新兴产业,布局建设未来产业,完善现代化产业体系。将现代海洋产业作为主阵地,将科技创新成果应用于海洋产业,对于提升中国海洋产业的整体竞争力具有重要意义。发展海洋战略性新兴产业需明确目标,制定合理政策,确保其健康快速成长。重视科技创新,加强产学研合作,促进科研成果应用,提供科技支撑。推动海洋产业数字化转型,提升智能化水平。加强基础设施建设,如港口和科研设施,为产业发展提供支持。积极发展海洋未来产业,加大科技创新投入,构建现代海洋产业体系,推动海洋经济多元化、高端化、智能化发展。
畅通教育、科技、人才的良性循环,完善人才培养、引进、使用、合理流动的工作机制,是发展新质生产力重要内容。随着海洋经济的快速发展,海洋新质生产力的需求日益旺盛,对于人才的需求也日益迫切。必须明确人才在新质生产力中的地位,充分认识和尊重人才的价值和作用,通过多方措施培养、引进、留用人才,成为发展海洋新质生产力的关键。优化教育结构,与国家发展战略和新质生产力需求对接。促进高校、研究机构与企业合作,提供接触前沿科技和实际项目的机会。加强海洋科技创新平台建设,吸引人才,推动科技成果应用。完善人才机制,促进流动和使用。建立人才评价体系和激励机制,吸引和留住人才,为海洋生产力发展提供人才保障。
绿色发展是高质量发展的底色,新质生产力本身就是绿色生产力。传统生产力在很大程度上依赖于资源、能源的高消耗和生态环境的高污染。以绿色发展为必由之路,为发展海洋新质生产力提供良好环境。推动绿色转型,需要发展清洁能源,如海上光伏和风电项目,以提供可持续能源支持海洋经济。坚持生态优先、绿色发展,强化海洋生态保护和修复。加快绿色科技创新,推广先进绿色技术,增加科技投入以提升海洋产业技术水平和环保性能。优化绿色低碳发展政策,发挥绿色金融作用,打造高效生态产业集群,加强跨部门协调,出台更多绿色发展政策。
