Biodiversity monitoring is essential for the conservation of biodiversity. Traditional methods of biodiversity monitoring are often time-consuming, costly, inefficient, and heavily influenced by human activity. These limitations hinder large-scale and long-term continuous monitoring, making it difficult to support the operational requirements and the goals of building a beautiful China. To address these challenges, this study proposes the concept of an intelligent biodiversity monitoring system, leveraging new equipment and advanced technologies. The system integrates ground-based and remote sensing monitoring, primarily utilizing passive survey equipment such as infrared cameras and audio recorders. It relies on cutting-edge technologies, including the Internet of Things (IoT), artificial intelligence (AI), and environmental DNA (eDNA), to achieve automated data collection and intelligent species identification. This system supports biodiversity surveys, monitoring, assessments, and early warning mechanisms. This paper summarizes the progress of the pilot project for the intelligent biodiversity monitoring system in Lishui City, Zhejiang Province. The project has successfully implemented intelligent monitoring of plants, mammals, birds, amphibians, reptiles, insects, and aquatic organisms. It provides practical case studies and theoretical support for the operational implementation of intelligent biodiversity monitoring systems.

生物多样性监测是生物多样性保护的重要基础性工作。传统的生物多样性监测耗时长、成本高、效率低、人为影响大,难以实现大范围、长时间的连续监测,无法保障业务化运行、支撑美丽中国建设的要求。基于新设备和新技术提出了生物多样性智慧监测体系的概念,通过地面监测和遥感监测相结合,以红外相机、声纹记录仪等被动式调查设备为主,依靠物联网、人工智能和环境DNA等前沿技术,实现监测数据自动采集、物种智能识别,支撑生物多样性的调查、监测、评估和预警。概述了浙江省丽水市生物多样性智慧监测体系建设试点的工作进展,通过对植物、哺乳动物、鸟类、两栖爬行动物、昆虫和水生生物等类群的智慧监测技术体系构建,为中国生物多样性智慧监测体系业务化运行提供了实践案例和理论支撑。

Biodiversity monitoring is essential for the conservation of biodiversity. Traditional methods of biodiversity monitoring are often time-consuming, costly, inefficient, and heavily influenced by human activity. These limitations hinder large-scale and long-term continuous monitoring, making it difficult to support the operational requirements and the goals of building a beautiful China. To address these challenges, this study proposes the concept of an intelligent biodiversity monitoring system, leveraging new equipment and advanced technologies. The system integrates ground-based and remote sensing monitoring, primarily utilizing passive survey equipment such as infrared cameras and audio recorders. It relies on cutting-edge technologies, including the Internet of Things (IoT), artificial intelligence (AI), and environmental DNA (eDNA), to achieve automated data collection and intelligent species identification. This system supports biodiversity surveys, monitoring, assessments, and early warning mechanisms. This paper summarizes the progress of the pilot project for the intelligent biodiversity monitoring system in Lishui City, Zhejiang Province. The project has successfully implemented intelligent monitoring of plants, mammals, birds, amphibians, reptiles, insects, and aquatic organisms. It provides practical case studies and theoretical support for the operational implementation of intelligent biodiversity monitoring systems.

由于栖息地破坏、过度开发、环境污染、气候变化和其他原因,地球目前正在经历“第六次生物大灭绝”[1]。因此,生物多样性保护已成为世界各地关注的热门话题[2]。生物多样性监测可用于识别衰退或濒临灭绝的物种[34],评估保护措施的有效性,也可以为评估区域或国家相关战略和保护目标的实施进展,以及为保护管理政策制定提供及时准确的数据[56]。2022年,联合国《生物多样性公约》第十五次缔约方大会(COP15)达成《昆明–蒙特利尔全球生物多样性框架》(简称《昆蒙框架》),对全球生物多样性监测和评估提出了更高的要求[7]
2021年,中共中央办公厅、国务院办公厅印发《关于进一步加强生物多样性保护的意见》,提出加大生态系统和重点生物类群监测设备研制和设施建设力度,加快卫星遥感和无人机航空遥感技术应用,探索人工智能应用,推动生物多样性监测现代化。2024年,生态环境部印发《关于加快建立现代化生态环境监测体系的实施意见》,提出推进机器视觉、声纹识别技术在生物多样性监测中的应用,建立与数字化相适应的新一代监测技术体系等具体要求。
在中国生态环境监测体系中,水、气、土等环境监测体系已经较为成熟,但生物多样性监测仍是生态环境监测体系的短板。生态环境部(原环境保护部)发布了《生物多样性观测技术导则陆生维管植物》(HJ710.1~13)等13项标准,针对地面人工监测陆生维管植物、鸟类、陆生哺乳动物、两栖动物、爬行动物和蝴蝶等类群设置了标准规范。自2011年起,按照《生物多样性观测技术导则》要求,生态环境部以鸟类、两栖动物、哺乳动物和蝴蝶为对象开展了生物多样性监测试点工作,在全国建立了440余个观测样区,设置样线和样方9000余条(个),初步建立了生物多样性监测体系,一定程度推进了中国生物多样性监测工作,为生物多样性保护提供了有力支撑[8]。尽管其样线样点数量多、覆盖面广,但依然面临耗时长、人力成本高、工作效率低等难题,难以实现大范围、长时间的连续监测,且容易受到调查人员水平、气候变化和地形等因素的影响。因此,传统的生物多样性监测无法实现业务化运行,不能满足客观评估中国生物多样性动态变化、支撑美丽中国建设的要求。遥感技术、红外相机、鸟类声纹记录仪等设备的普及,以及高通量测序技术、人工智能(AI)识别技术的发展,为建立自动化、智能化的生物多样性智慧监测体系提供了解决方案[911]。为推进生物多样性监测体系建设,浙江省丽水市开展了生物多样性智慧监测体系建设试点,在设备研发、物种AI识别和监测标准建设等方面开展试点研究,为补齐生态环境监测短板、加快建立现代化生态环境监测体系提供了实践案例和理论支撑。
生物多样性智慧监测体系是指通过地面监测和遥感监测相结合,以红外相机、声纹记录仪等被动式调查设备为主,依靠物联网、AI物种识别和脱氧核糖核酸(DNA)识别等前沿技术,实现监测数据自动采集、物种智能识别,持续追踪生物的种群动态变化,支撑生物多样性调查、监测、评估和预警的智慧化体系(图 1)。
生物多样性智慧监测体系监测对象涵盖植物、陆生脊椎动物(哺乳动物、鸟类、两栖爬行动物)、水生生物(鱼类、大型底栖无脊椎动物)和昆虫(蝴蝶和其他昆虫)等类群,植物类群监测设备主要是基于遥感卫星,动物类群监测设备包括红外相机、雷达相机和蝴蝶智能监测仪,鸟类声纹记录仪,以及水生生物和其他昆虫的环境DNA采集设备等(表 1)。
传统的生物多样性监测方法主要依靠人工野外调查,需要熟悉哺乳动物、鸟类等各个监测类群分类知识的专业技术人员才能开展[12]。中国区域生物多样性本底差异较大,生物种类多,但专业技术人员相对匮乏,依靠传统的方法开展全国生物多样性监测有很大的局限性。随着红外相机、声纹记录仪等被动式数据采集设备不断更新,可以在不损伤动物的前提下,克服动物高度移动、隐秘、敏感等困难,突破时间、空间上的限制,在更大空间和时间尺度上开展各类群的动态监测[1314],使监测数据采集具备了高效、直观和易推广的特点。随着AI识别、环境DNA等技术的快速发展,克服了监测数据处理慢、监测结果主观性强、不同区域对比度差等不利因素,使监测数据处理具备了统一性、客观性和快速性的特点,能够提供高时效的精准数据,及时支撑管理决策。在图像识别方面,主要通过智能视觉识别和AI边缘计算技术,通过深度学习算法,提取各种物种体貌特征,实现了对视频画面中的运动物种进行多目标实时捕捉和自动识别分类[15],主要应用于哺乳动物、两栖爬行动物、蝴蝶等类群。在声纹识别方面,主要通过大量生物语音作为训练数据,建立语音模板库,再根据前端采集的语音数据与模板库的数据进行比对分析和物种识别[16],主要应用于鸟类类群,且主要针对鸟类中的鸣禽[17]。环境DNA识别方面主要是根据物种特点选择使用线粒体细胞色素c氧化酶亚基I(COI)等相应片段作为识别动物的条形码,根据条形码序列在物种种内和种间遗传变异的差异对物种进行界定,并与已有条形码序列的物种进行比较来对物种进行鉴定[18],主要应用于水生生物、昆虫等类群。
传统的生物多样性监测虽然技术上比较成熟,但在时效、成本、人员、准确性等方面仍存在困难,难以满足大面积和时空连续的整体调查。生物多样性智慧监测体系可以借助移动网络、卫星通信和无线自组网技术,形成监测区域网络覆盖,解决山区通信网络不畅问题。通过为监测设备加载太阳能供电模块实现监测设备的长时间、全天候运行,有效获取监测对象的动态变化数据,实现支撑国家和地方生物多样性的综合监管、预警和评估的目的。智慧监测体系可以在基本不干扰生物的情况下,实现自动化、智能化、规范化、长周期的实时监测,运行期间基础数据获取成本低,大幅缓解传统监测面临的专业人员缺乏、技术参差不齐等困难,显著提升生物多样性保护的基础支撑能力,是未来的发展方向。
生物多样性包括生态系统多样性、物种多样性和遗传多样性[19]。生物多样性智慧监测指标构建原则应以生物多样性核心指标为基础。物种多样性作为生物多样性研究的核心内容,被认为是遗传多样性分化的源泉和生态系统多样性形成的基础,可以反映群落结构和功能特征以及生态系统稳定性,是对生物多样性最直观的认识。物种多样性也是衡量一个国家或区域生物资源的较为重要的标准,较为丰富的物种多样性为生物资源的开发利用提供了基础,是人类生存发展的重要的支撑[20]。物种多样性的衡量指标是群落中物种的种数和每一物种的个体数目,是全球生物多样性观测网络(group on earth observations biodiversity observation network,GEO BON)提出的生物多样性核心监测指标(essential biodiversity variables,EBVs)[6]。因此,物种的种类数和个体数量可以作为生物多样性智慧监测指标构建的基础。
生物多样性智慧监测指标构建应以易获取、易推广为准绳。遥感技术可以获取大尺度的土地覆盖、净初级生产力、干扰事件等反映生物多样性和生态系统结构功能的关键指标数据,从而为植物多样性的监测评估提供支持[21]。红外相机技术具有触发速度快、可探测小型动物、外形可伪装和具有肉眼不可见的补光光源等优点,兼具功耗低、待机长、便于携带、影像质量高以及对恶劣环境的耐受性能强等优势,可以实现陆生哺乳动物和地面鸟类监测数据的智慧采集[13]。在红外相机技术的基础上,采用微波雷达触发方式,已研发出针对两栖爬行动物监测的雷达相机[22]和针对蝴蝶监测的蝴蝶智能监测仪[23],实现对变温动物的实时监测。声纹监测技术设备轻巧、方便布设、待机长、收音效果显著,且不受天气条件和光线的影响,与红外相机技术形成优势互补[24]。马来氏网成本低、便于布设,可实现长时间被动监测采集昆虫DNA样本。竖式采水器是环境DNA样品采集中常用的采集工具,具有结构简单、采集高效、便于维护等特点[17]。考虑到动物具有高度移动性、隐秘性且敏感性等特点,生物多样性智慧监测体系中除马来氏网会直接收集昆虫样品,其他类群的监测数据采集均为非侵入性方式,不具损伤性。
传统的监测方法受调查人员影响很大,不同调查人员得出的结果往往不同,导致数据缺乏可比性。随着AI识别、环境DNA等技术的快速发展,实现数据分析结果的统一性、客观性和快速性成为可能。在图像自动识别方面,以机器学习和深度学习为代表的自动分析算法和模型不断精进[14],如采用卷积神经网络(convolutional neural network,CNN)等机器学习算法来筛选物种有效照片,并进行自动识别[25],部分类群平均精确率可达84.9%~96.0%[26]。鸟类的声纹识别技术也采用卷积神经网络算法,应用多个经典模型,如LeNet−5、EfficientNet等,也有多款自动识别软件应用于公众科普[27]。环境DNA技术在测序通量方面得到大幅提升后,实现了在1个样本中同时分析数千个物种,克服了传统形态学方法的诸多限制[28],先期广泛应用于水生生物多样性监测,之后拓展到陆地生物多样性监测[29],具有不依赖于物种形态特征,快速、经济和高准确性等优势。
生物多样性智慧监测体系应以服务于国家生物多样性保护战略为目标。为积极推动《关于进一步加强生物多样性保护的意见》落实和《昆蒙框架》执行,《中国生物多样性保护战略与行动计划(2023—2030年)》强调加强生物多样性治理能力现代化,明确指出“加快生态系统和重点生物类群智能化监测设备研制,利用物联网、AI等信息化技术,研发集数据采集、回传、识别鉴定、应用产出于一体的智慧监测系统,开发生物多样性变化预测预警系统,构建全天候运行、空天地一体的智慧监测预警体系,开展生物多样性智慧监测预警试点示范”。因此,亟需探索建设可服务于国家生物多样性战略的智慧监测体系,实现生物多样性监测业务化运行,保障《昆蒙框架》的落地和执行。
基于国内外生物多样性核心监测指标相关研究进展,结合不同监测手段获取指标的能力,针对中国生物多样性空天地一体化监测指标体系建设的需求,本研究提出了涵盖不同区域、样地等多尺度的,植物、哺乳动物、鸟类、两栖爬行动物、昆虫、水生生物等多类群的生物多样性智慧监测指标体系。综合考虑指标获取难度、数据质量、业务化需求等因素,本研究提出的生物多样性智慧监测指标体系主要包括:(1)遥感监测指标,通过植被类型面积、植被覆盖度、叶面积指数和总初级生产力评估植被面积和植被质量变化,揭示植物生物多样性变化的趋势;(2)地面监测指标,通过物种、类群、分类单元丰富度及独立有效照片(录音)数等直观展示动物各类群多样性的动态变化。具体指标见表 2
根据上述监测指标制定植物指数、哺乳动物指数、鸟类指数、两栖爬行动物指数、昆虫指数、蝴蝶指数和水生生物指数,并赋予各类群指数权重以构建生物多样性评价指数,实现区域生物多样性的年度评估。
1)生物多样性评价指数。

式中,BEI为生物多样性评价指数;PI为植物指数;MI为哺乳动物指数;BrI为鸟类指数;ARI 为两栖爬行动物指数;InI为昆虫指数;AOI为水生生物指数;BfI为蝴蝶指数;OII为其他昆虫指数。
2)指数年度变化。

式中,ΔI为各指数第y年度变化趋势;Iy为第y年份的指数值;Iy−1为第y−1年份的指数值。
若ΔI >1,则表示该指数对应的生物多样性升高;若ΔI < 1,则表示该指数对应的生物多样性下降;若ΔI=1,则表示该指数对应的生物多样性不变。
浙江省丽水市生物多样性监测体系集成实时传输红外相机、鸟类声纹记录仪、两栖爬行雷达相机、蝴蝶智能监测仪等新型、智能、自动化的监测设备,构建了覆盖全市域的生物多样性智慧监测网络,实现了对植物、哺乳动物、鸟类、两栖爬行动物、昆虫和水生生物等类群的监测数据采集与分析。
2023年,丽水市建设20个智慧监测样区(表 3)、监测点位600余个,布设哺乳动物监测设备195台、鸟类监测设备170台、两栖爬行动物监测设备170台、蝴蝶监测设备36台、陆生昆虫监测设备36套、水生生物采样点31个。共采集哺乳动物照片13万张、鸟类声音片段350万个、两栖爬行动物照片2099张、水生生物DNA片段552个、陆生昆虫DNA片段1028个,获取优于2 m分辨率植物高分遥感数据20.7 G。
丽水市建成了生物多样性智慧监测数字化平台,组织架构如图 2所示。该平台核心包括电子标本库、智能识别模型、物种识别操作平台3部分。
电子标本库系统包括33种大中型哺乳动物(照片29000余张),529种鸟类(鸣声音频123000余段),100余种两栖爬行动物(11400余张),150余种蝴蝶(5000余张),800余种昆虫(DNA片段76181个),500余种水生生物(DNA片段10302个)的识别底库。
智能识别模型包括:(1)哺乳动物红外相机图像识别模型(图 3);(2)鸟类鸣声识别模型(图 4);(3)两栖爬行动物图像识别模型(图 5);(4)蝴蝶图像识别模型(图 6);(5)陆生昆虫环境DNA识别指标体系;(6)水生生物(鱼类+大型底栖无脊椎动物)环境DNA识别指标体系。通过以上系列模型和指标体系的建立,实现了对大中型哺乳动物、鸟类、两栖爬行动物、蝴蝶、其他陆生昆虫和水生生物的智慧识别,并通过生物多样性智慧监测体系采集的数据,不断提升模型识别准确率。
物种识别操作平台,实现了对图像识别和声音识别的焦点处理(单个)和批量处理,对AI自动识别的人工校对,以及对数据处理结果的导出下载等多个功能。截至目前,已实现了对华东地区常见20余种大中型哺乳动物、150余种常见鸟类、70余种两栖爬行动物、100余种鱼类的智能识别,识别准确率达85%以上。基于上述数据,计算得出2023年丽水市生物多样性综合指数为68.41。
基于生物多样性智慧遥感监测体系试点建设,丽水市总结发布了《生物多样性智慧监测体系建设技术规范》和地方标准《生物多样性评价指数技术规定》(DB3311/T 272—2024),形成了从数据采集、分析处理和成果发布的全过程技术指导,初步建立了生物多样性智慧监测标准体系,为业务化开展生物多样性监测评价提供技术支撑与示范应用,提升了生物多样性的精细化、智能化的治理能力。
本研究在归纳总结国内外生物多样性主要类群监测进展基础上,提出构建生物多样性智慧监测技术体系,具体包括涵盖区域、样地等多尺度的,植物、哺乳动物、鸟类、两栖爬行动物、昆虫、水生生物等多类群的生物多样性智慧监测指标体系。该体系综合利用遥感技术、红外相机技术、AI识别技术、环境DNA技术等手段,实现多尺度和多类群的生物多样性监测,并可进行生物多样性综合评价。
然而,生物多样性智慧监测体系建设仍存在技术瓶颈。尽管生物多样性智慧监测技术具有低成本、快速采集数据的能力,但在采集设备标准性、海量数据实时传输等方面仍存在制约。采集设备方面,当前国内的图像、声音采集设备缺乏统一标准,红外相机、声纹记录仪等采集设备参数不一致,导致采集数据存在差异,影响数据的准确性、可信度和可比性[30]。雷达相机目前采集效率还不够高,且由于两栖爬行动物个体小、活动速率快、行动较为隐蔽,导致拍摄到的个体识别率低,后期对两栖爬行类监测仍需要结合声纹技术和环境DNA技术进行补充。基于环境DNA的监测智能化水平还不够高,昆虫和水生生物的DNA监测必须进行采样、预处理、DNA提取分析等工作,仍需要较大的工作量投入,同时在其规范化和标准化方面需作出更大的努力[17]。图像、声纹实时传输也受到通信信号、供电等条件限制,特别在山高林密区域尤为突出[31]
同时,生物物种AI识别技术有待进一步提升。中国不同地区的生物类群差异大,在东部地区建立的识别模型和识别库无法在其他地区直接应用,对生物多样性智慧监测体系的推广造成一定的影响。虽然生物多样性智能识别在区域实行效果良好,但总体上看物种AI识别电子标本量仍不足,识别准确性还需进一步提升。虽然物种AI识别模型研发已经相对较为成熟,但物种AI识别准确性的提高很大程度上依赖于识别库的数据量[27]。随着Deepseek–R1等AI大模型的不断迭代发展,未来AI大模型与物种类群专项识别的模型相结合将进一步提升AI识别效果。
目前,亟需开展生物多样性智慧监测标准体系建设。中国生态系统类型复杂,区域生物多样性本底差异大,南北方气候差异大,对生物多样性智慧监测设备、物种识别能力等提出了更高的要求。同时,生物多样性智慧监测体系涉及硬件开发、软件开发、野外样区建设、数据平台建设等多方面的内容,在全国范围推广生物多样性智慧监测体系还存在诸多需要解决的问题。针对全国生物多样性监测的巨大应用需求,可优先关注生物多样性保护优先区域,系统开展一批生物多样性智慧监测技术应用示范项目,在地方试点的基础上,推动制订生物多样性智慧监测体系行业标准,将生物多样性监测与生态质量监测有机融合,逐步在省域乃至全国推广示范,有效提升我国生物多样性监测水平,为全球生物多样性保护做出积极贡献。
