In order to promote the application of meteorological disaster risk survey results in professional meteorological service, develop digital and intelligent highway traffic meteorology and optimize meteorological service supply, "Highway Traffic Meteorological Disaster Risk Survey Service Platform" based on the digital earth has been developed in response to the demand for highway traffic meteorological disaster risk service. This platform integrates multi−source data such as meteorological disaster risk survey results, impact information of the highway transportation industry, basic geographic information of roads. By utilizing multi−source data access, visualization, and 3D−GIS technology, the platform has integrated comprehensive analysis functions such as real−time monitoring, early warning, and risk assessment. We have achieved digitization and layering of highway traffic meteorological service information, and integrated it into transportation management departments to carry out intelligent traffic meteorological support services based on application scenarios. This platform not only achieves the integration of meteorological disaster risk survey results and highway transportation industry data, further enhancing the meteorological disaster risk warning service capabilities, but also effectively improving the "digital+intelligent" ability of highway transportation meteorological services, demonstrating good application prospects in traffic meteorological services.

为推动气象灾害风险普查成果在专业气象服务业务中的应用,着力开展数字化智慧化公路交通气象服务、优化气象服务供给,针对公路交通气象灾害风险服务业务需求,融合气象灾害风险普查成果、公路交通行业影响信息和道路基础地理信息等多源数据,采用多源数据接入与可视化、三维地理信息系统(3 dimension geographic information system,3D−GIS)技术等,研发了基于数字地球的“公路交通气象灾害风险普查业务服务平台”,具备公路交通气象灾害实时、预报预警、风险评估等一体化综合研判分析功能,实现了公路交通气象服务信息的数字化、图层化,并融入交通运输管理部门开展基于应用场景的智慧化交通气象保障服务。该平台不仅实现了气象灾害风险普查成果和公路交通行业数据的融合应用,进一步提升了中国气象灾害风险预警服务能力,更有效提高了公路交通气象服务的“数字化+智能化”能力和水平,在交通气象服务业务使用过程中,突显出较好的业务应用能力与发展前景。

In order to promote the application of meteorological disaster risk survey results in professional meteorological service, develop digital and intelligent highway traffic meteorology and optimize meteorological service supply, "Highway Traffic Meteorological Disaster Risk Survey Service Platform" based on the digital earth has been developed in response to the demand for highway traffic meteorological disaster risk service. This platform integrates multi−source data such as meteorological disaster risk survey results, impact information of the highway transportation industry, basic geographic information of roads. By utilizing multi−source data access, visualization, and 3D−GIS technology, the platform has integrated comprehensive analysis functions such as real−time monitoring, early warning, and risk assessment. We have achieved digitization and layering of highway traffic meteorological service information, and integrated it into transportation management departments to carry out intelligent traffic meteorological support services based on application scenarios. This platform not only achieves the integration of meteorological disaster risk survey results and highway transportation industry data, further enhancing the meteorological disaster risk warning service capabilities, but also effectively improving the "digital+intelligent" ability of highway transportation meteorological services, demonstrating good application prospects in traffic meteorological services.

2020年5月,国务院办公厅印发《关于开展第一次全国自然灾害综合风险普查的通知》(国办发〔2020〕12号),指出2020—2022年开展第一次全国自然灾害综合风险普查,这是习近平总书记亲自出题、亲自部署、亲自推动的自然灾害防治能力提升“九项重点工程”的第一项,也是基础性工程。在此次全国自然灾害综合风险普查工作中,气象灾害风险普查是重要部分之一,以此摸清全国气象灾害风险底数,查明重点地区抗灾能力,助力气象灾害风险预警和管理能力提升,为有效开展气象灾害防治工作提供科学决策依据。2022年,中国气象局印发《关于加强气象灾害综合风险普查成果应用的意见》,强调坚持“边普查、边应用、边见效”,建立气象灾害综合风险普查成果应用体系,全面提升防灾减灾气象保障能力。
交通运输是国民经济的基础性、先导性、战略性产业,是重要的服务性行业,是可持续发展的重要支撑。交通安全事关人民生命财产安全和经济社会发展。在全球气候变暖背景下,极端天气多发重发,雨雪雾冰等恶劣天气常给交通安全造成不利影响。公路交通气象服务系统可为公路安全运营管理、道路维护等部门提供道路气象监测与预报信息,在一定程度上反映了公路交通气象服务水平的高低。北欧和北美国家从20世纪80年代起就先后开展道路气象信息系统(road weather information system,RWIS)建设[1],美国建成了国家级智能交通系统(intelligent transportation systems,ITS)。虽然中国在这方面的建设起步较晚,但近年来发展迅速。中国气象局公共气象服务中心建立了“全国公路交通气象灾害监测预警业务系统”[2]、“面向公众出行的公路交通气象服务系统”[35]、“高速公路交通气象灾害风险预警业务系统”[6],实现了全国主要公路沿线气象要素和路面要素的实时、预报、风险预警服务产品的调用和展示,并面向行业、决策和专业用户开展服务应用;北京、上海、河北、浙江、安徽、贵州、辽宁、青海、广西等省(区、市)气象部门陆续建立起各自的交通气象服务业务系统,实现了公路沿线气象监测预报信息的采集、统计查询、自动报警等功能[717];此外,还有部分地区考虑区域公路交通大雾、积雪、道路结冰等高影响天气的特点,如北京[18]、江苏[19]、西藏[20]等省(区、市)气象部门研发了有针对性的、面向不同用户的交通气象服务系统。上述系统平台在开展交通气象保障服务中发挥了很好的支撑作用,但对标高质量发展新形势下对交通气象保障高质量发展以及交通服务数字化产品供给能力提出的更高要求,现有系统平台的服务支撑能力仍存在较大差距,而且也未有结合公路交通气象服务需求和气象灾害风险普查成果融合应用的针对性系统。鉴于此,中国气象局公共气象服务中心围绕赋能行业经济发展,聚焦公路交通保通保畅气象服务需求,基于自然灾害综合风险普查成果,研发了基于数字地球的“公路交通气象灾害风险普查业务服务平台”,实现了公路交通气象服务信息的数字化、图层化,以期推动气象灾害风险普查成果在行业气象服务中的深度融合和落地应用,推动传统交通气象人工业务向智能化交通气象业务方向转变和迭代升级,为服务供给的提质增效提供有力的支撑,进一步发挥气象防灾减灾第一道防线作用。
“公路交通气象灾害风险普查业务服务平台”(图 1)应用大数据、3D−GIS技术,从公路交通行业服务需求的角度出发,融合气象灾害致灾因子、灾损数据、承灾体等信息,实现在三维数字场景下,气象灾害风险普查成果以及全国主要道路沿线的公路交通行业气象灾害、公路交通气象实时监测、公路气象精细化预报和风险预警、道路周边地理环境信息等的集约展示和联动分析,能满足多场景、多维度下的公路交通气象灾害实时、预报预警、风险评估等的综合研判分析一体化服务需求,形成基于行业影响的气象灾害监测、风险评估、风险区划、风险预警的一体化服务。
该平台中,采用Cesium技术,基于全国空间遥感影像数据和全国数字高程模型(digital elevation model,DEM)构建全国的三维空间展示一张图,方便集约化展示各类风险普查数据和相关基础地理信息,直观查看风险普查数据及其对公路交通气象的影响。采用Mapbox矢量切片(mapbox vector tile,MVT)技术,利用其具有制作效率高、传输和渲染速度快、数据和样式独立、在更改布局方案时无需重新制作拼贴、显示质量高、能够很好地支持高分辨率显示等的特点,针对公路交通路段进行矢量切片,方便前台进行跨大时间范围以及多气象要素和多预报时段的气象要素展示。平台总体设计框架如图 2所示。
按照气象灾害风险普查评估技术规范和中国气象局公共服务中心相关业务、传输流程要求,实现全国气象灾害综合风险普查数据的接入,依托中国气象局已有数据支撑与服务平台,集成了气象灾害风险普查数据、公路交通气象灾害承灾体信息、国家级公路交通气象服务产品3大类数据,建立了面向公路交通行业的气象灾害风险数据模块。
其中,气象灾害风险普查调查类数据考虑到气象灾害对公路交通运营管理和公众出行有影响的灾种,选取气象灾害风险普查中的暴雨、台风、低温、大风、冰雹、雪灾共6类气象灾害数据。公路交通行业承灾体信息包括公路阻断信息、道路交通事故信息、公路沿线气象灾害风险点信息、摄像头信息、公路基础设施和实时路况信息等。其中公路阻断信息、道路交通事故信息来源于交通运输部,公路沿线气象灾害风险点信息来源于公安部、中国气象局,包括积水、积雪、结冰、团雾等灾害。国家级公路交通气象服务产品,包括公路交通实时监测、预报、风险预警共3大类产品。
“风险普查成果+公路行业信息”集约展示分析模块(图 3)应用大数据、地理信息系统(geographic information system,GIS)技术,实现气象灾害综合风险普查成果以及公路交通气象灾害风险评估与区划,公路实时通阻状况,公路交通天气条件监测、预报、风险预警,道路周边地理环境信息等交通行业信息的集约展示、检索和联动分析模块。
针对所关注的公路路段或点位,通过对路段气象灾害风险的快速分析检索,平台通过三维数字地球场景,显示道路沿线未来1周精细化气象要素预报情况、气象灾害风险预警情况和道路周边的地形、地貌情况等;同时界面框(图 4图 5)以图表方式展示气象灾害风险普查调查类数据的历史信息、所查路段的道路周边设施信息(包括气象观测站、隧道、桥梁、服务站、预警设施及旅游景区信息等)、路段所在位置的地理环境(包括最大高程差、断层线密度、工程地质岩组、河网密度、高程(坡度)、植被覆盖度等);以曲线图形方式显示检索路段的历史暴雨、台风等灾害风险普查信息;平台根据后台的气象灾害风险预警模型中风险承灾体信息,展示对应路段的气象灾害风险预警等级,以雷达图的形式展示关注路段的暴露性、脆弱性、敏感性数据值、防灾减灾能力,实现重点关注路段的灾害风险综合分析。
“风险普查成果+公路行业信息”数据统计分析模块(图 6)是围绕气象灾害对于公路交通通阻的影响,实现基于影响的风险普查成果多维度统计分析的功能。该功能基于气象灾害风险普查调查类数据成果和公路交通阻断信息,针对暴雨、台风、低温、大风、冰雹、雪灾、低能见度7类公路交通高影响天气,构建包括多灾种综合和单灾种共计55种服务应用统计分析指标(表 1),并支持每种指标的分地区、分道路、分时间(逐年、逐月、逐日)的二级统计指标统计分析。
开展风险普查的意义不仅在于摸清现状,更在于规避风险。针对交通保通保畅的气象服务需求,在公路交通气象灾害的保障服务中,基于数字地球的公路交通气象灾害风险普查业务服务平台为交通运营管理智慧决策提供了数字化、可视化支撑,在“受用”“管用”上下功夫、见实效,取得了很好的服务效果。
2022年9月,第12号台风“梅花”给中国华东、东北等地带来明显强风雨影响,并且成为了2022年首个登陆中国华东的台风以及截至9月登陆中国的最强台风,创造了1950年以来登陆上海的最强台风、登陆山东的最晚台风,2000年以来首个登陆辽宁的台风,以及1950年来第3个4次登陆中国的台风等多项登陆纪录。受台风“梅花”影响,浙江、山东境内G15(沈海高速)、G18(荣乌高速)、G22(青兰高速)、G9211(甬舟高速)、S6(定岱高速)、S16(荣潍高速)、S19(龙青高速)等多条道路发生阻断。
打好服务提前量,将防灾减灾关口前移尤为重要。在2022年9月11日台风“梅花”登陆中国前夕,中国气象局公共气象服务中心依托与交通、公安等公路交通业务主管部门的即时联动研判会商机制,基于公路交通气象灾害风险普查业务服务平台(图 7),结合气象灾害风险信息、公路阻断信息、道路交通事故信息、公路基础设施和路况信息以及预报员订正结果,向交通决策部门通报了受台风“梅花”影响的公路路段及其风险,重点提示了要加强对受灾害影响的高风险路段、隐患路段以及高风险时段的巡查。相关部门根据气象灾害风险服务信息,优化资源配置,有针对性、靶向性地开展公路交通决策指挥调度。将气象灾害对公路交通保通保畅的影响预估前置,助力交通运输主管部门提前采取有效措施应对灾害性天气,实现了服务“从减少经济损失向减轻灾害风险”的目标转变。
本研究以提升防灾减灾气象保障能力为根本出发点,通过对“公路交通气象灾害风险普查业务服务平台”的设计开发,实现了气象灾害风险普查成果以及全国主要道路沿线的公路交通行业气象灾害、公路交通气象实时监测、公路气象精细化预报和风险预警、道路周边地理环境信息等的集约展示和联动分析,为交通气象服务人员提供直观的、快捷的公路交通气象灾害风险综合分析服务信息,实现普查成果的常态化服务应用。同时该平台将相关信息与3D−GIS技术结合,使服务人员更清晰地了解每条道路上每个观测站点的地理位置、周边的地理环境、高程信息,使服务信息以更立体、更直观、更有空间感的视角展示。
