An examination of the role of the government and its organizational mechanism in the process of collaboration between the public and private sectors will help to understand the logic and operation of R&D cooperation between government organizations and the private sector in China and create greater public value. The Government-supported R&D Alliance is a public value creation organization centered on public-private partnership, that is, the formation of collaborative forces within the public sector and between private sectors to accomplish tasks centered on R&D. In order to explore the government role in R&D cooperation and actively deal with the relationship between government and market, this paper takes the Manufacturing Innovation Institutes network - R&D alliance ensemble as the research object and apply the government-market relationship theory and public value creation theory. This paper analyzes the public value creation mechanism of the American manufacturing innovation network from the perspectives of public value mission positioning, legitimacy and political support, and action capacity shaping. The American Manufacturing Innovation Network is committed to promoting the rationality of the value mission of science and technology decision-making, the legitimacy of organizational politics and the overall shaping of action ability. It provides a different perspective for the overall system of manufacturing innovation ecosystem. This method will create a leading, exemplary and extensive public value for the country.

制造技术联盟是促进关键核心技术攻关的一种重要组织创新模式。以美国国家制造创新网络——制造技术联盟集合体为研究对象，分别从公共价值使命定位、合法性与政治支持、行动能力塑造3个方面分析了“美国制造”的公共价值创造机理，并为国家制造创新中心的建设和优化提供参考和借鉴：在共同使命定位上，凝聚政产学研异质主体之间的合作动力；在合法性与政治支持上，建立立法支持和加强财政支持力度；在行动能力塑造方面，实施利益相关者价值导向的商业化运营模式。

制造技术联盟是促进关键核心技术攻关的一种重要组织创新模式。以美国国家制造创新网络——制造技术联盟集合体为研究对象，分别从公共价值使命定位、合法性与政治支持、行动能力塑造3个方面分析了“美国制造”的公共价值创造机理，并为国家制造创新中心的建设和优化提供参考和借鉴：在共同使命定位上，凝聚政产学研异质主体之间的合作动力；在合法性与政治支持上，建立立法支持和加强财政支持力度；在行动能力塑造方面，实施利益相关者价值导向的商业化运营模式。

An examination of the role of the government and its organizational mechanism in the process of collaboration between the public and private sectors will help to understand the logic and operation of R&D cooperation between government organizations and the private sector in China and create greater public value. The Government-supported R&D Alliance is a public value creation organization centered on public-private partnership, that is, the formation of collaborative forces within the public sector and between private sectors to accomplish tasks centered on R&D. In order to explore the government role in R&D cooperation and actively deal with the relationship between government and market, this paper takes the Manufacturing Innovation Institutes network - R&D alliance ensemble as the research object and apply the government-market relationship theory and public value creation theory. This paper analyzes the public value creation mechanism of the American manufacturing innovation network from the perspectives of public value mission positioning, legitimacy and political support, and action capacity shaping. The American Manufacturing Innovation Network is committed to promoting the rationality of the value mission of science and technology decision-making, the legitimacy of organizational politics and the overall shaping of action ability. It provides a different perspective for the overall system of manufacturing innovation ecosystem. This method will create a leading, exemplary and extensive public value for the country.

党的二十大报告指出，“坚持创新在我国现代化建设全局中的核心地位”[1]。制造技术联盟是促进关键核心技术攻关的一种重要组织创新模式，针对产业发展的关键问题，能聚合相关创新资源，开展联合攻关，提高组织效能。它的特点包括合作具有主体间的异质性[2]、方式的多元化[3]、收益的不均衡性[4]及关系的动态性[5−7]。美国国家制造创新网络（Manufacturing USA）作为制造技术联盟集合体[8−11]，具有制度性创新[12]和组织性创新[13]。
1 研究设计与研究框架

1.1 政府支持制造技术联盟的内在机制
由于研发投资具有规模经济效应、外部性以及非排他性，故在技术创新流程中存在投资不足的“死亡之谷”地带。这是公私合作建立制造技术联盟的主要经济理论依据。在此基础上，政府支持制造技术联盟的角色定位依据仍需进一步探讨。
1.2 政府支持下制造技术联盟的公共价值创造分析框架
1995年，穆尔在《创造公共价值：政府的战略管理》一书中，提出了适用于政府组织和非营利组织的公共价值创造战略三角[14]。作为一种非营利组织，政府支持的制造技术联盟同样适用此范式[15]。在该理论下，战略三角的第1个关键点为公共价值，即新组织的价值主张。第2个关键点为合法性和政治支持，即所追求的价值从何而来，包括政府授权和必要的财政资源，以及其他人（公民、选民代表、利益团体等）的同意。第3个关键点为行动能力，即能够调动足够的知识和能力来实现预期的结果。连接3个点的箭头表示公共管理者必须触及3个关键点。这个模型把公共管理者的目光向上集中到制造技术联盟的授权者和监督者之上，向外集中到制造技术联盟要实现的目的和要创造的价值上，向内集中到制造技术联盟的管理上。政府支持制造技术联盟的公共价值在于建立先进制造系统，填补并优化国家创新体系。为获得合法的组织地位和充足可持续的公共资源，制造技术联盟的建立需要获得政府授权和政治支持。此外，还需要调度有方的联盟集体协作行动和运作能力。制造技术联盟成员与非联盟成员之间通过不同的知识产权权限，保持自信自主与开放间的平衡。
1.3 案例适用性
美国国家制造创新网络包含17个制造创新所（制造技术联盟）。这些制造创新所涵盖电子、材料、能源/环境、数字/自动化、生物制造等领域，是政府发起的、产业主导的大规模公私集体协作的新型研发机构，具有中间组织属性。它们由联邦政府和产业等组织共同出资，并建立了国防部、商务部和能源部与产业联合技术攻关的组织接口。由大学、国家实验室、大中小企业共同参与制造创新所的组织和运作，创造了超产业价值的公共价值。
2 美国国家制造创新网络的公共价值创造机制分析

2.1 公共价值与使命
美国国家制造创新网络旨在填补美国国家创新系统中制造创新体系，提高制造业竞争力、维护国家安全和实现能源安全。在美国内部，创新生态系统面临制造与创新分裂问题，即想法到实际生产之间存在“死亡之谷”。而美国政策存在对区域集群的关注不够、制造业研发投入不足的问题并缺乏制造创新的中间性组织。这与其他国家竞相投资于先进产能形成了鲜明的对比。从区域研讨会到《先进制造国家战略计划》，再到美国国家制造创新网络计划被战略性地提出，表明美国各界在解决上述问题方面达成了共识。
美国国家制造创新网络以“保持美国在先进制造方面的全球领导地位”为愿景，把“连接人员、思想和技术，以解决与产业相关的关键技术挑战，从而提高产业竞争力，促进经济繁荣，并加强国家安全”作为其使命，具有超越产业私人利益的商业价值及国家利益属性的公共价值。由愿景—使命—目标组成的目标体系，其宏观架构易于获得合法地位和政治支持，而且通过层次性表明了它的可落实性，这为制造创新所的建立了提供统一性指导[16]。
2.2 合法性与政治支持
美国国家制造创新网络以建立制造创新所——制造技术联盟及其网络关系为核心内容（图 1）。作为一种需要大量的政府投资和产业投资的非营利性研发联盟集合，需要获得合法性地位和政治支持，即自上而下和自下而上的授权环境。在技术创新链条的上游获得由政府资助者、公民、媒体、利益团体等的支持，在下游获得付费会员或客户的支持。
技术创新链的中间缺失部分为新组织的建立提供了存在的空间。美国国家制造创新网络旨在解决早期技术的制造能力转化问题，弥合从实验室技术到制造技术之间的缺口，并开发面向产业应用需求的技术，这种定位避免了与既有组织之间的定位或功能冲突，保障了制造创新网络的稳定性和可持续性。
全政府集体协作为新组织提供了一致的合法化支持制度。2014年美国国会通过了《振兴美国制造业与创新法案》，规定了成为制造创新所的3种合法途径[17]。这3种途径分别为：联邦政府部门自主设立；经商务部部长认定设立；竞争设立（由提案团队设定，由工业需求、新技术机会和联邦需求共同驱动）。
政府支持的制造技术联盟及其网络必须获得公众支持。“制造美国”发起者多次举办不同区域的研讨会等活动并建立专门的网站，公开宣传自身定位和使命形象，建立了超产业利益的公共使命形象和形成了与公众沟通稳定通道。
制造技术联盟及其网络的建立及运行必须获得财务支持。联邦政府以1∶1的比例匹配产业投资。除了初始投资外，持续获得私人部门与公共部门支持的关键在于研发联盟的实际效用。美国制造创新网络通过研发联盟的运作持续获取资源并创造特殊价值，并在战略三角中被会员组织、潜在会员组织等所获取。
2.3 行动能力塑造
由于多元主体在与政府部门进行价值共创时，也在创造属于自己的价值，可能在自我价值与公共价值存在冲突时放弃公共价值，因此制造技术联盟及其网络建设的难点在于在多元异质性组织之间建立信任与合作能力。“美国制造”通过在不同技术领域内建立的公私伙伴关系，充分考虑了多元异质主体间的共性和特性需求，主要从以下3方面塑造其行动能力（图 2）。
第一，吸引与汇聚能力。在既有国家创新体系的基础上，政府支持建立新合作组织时需要强大的吸引力。美国国家制造创新网络政策设计之初，把利益相关者分为联邦政府、学术界、地方政府、产业界等核心主体，帮助实现公共使命、使学术研究更为专注、促进地方经济繁荣以及获得下一代制造能力。
第二，有序与稳定能力。政府支持下制造技术联盟需要特殊的制度安排和强大的技术领导力。具体表现为横向影响力和垂直影响力均很大，且具有强大的变革潜力和市场潜力。这能够快速创建并发展出适合的商业模式，即具有配置研发活动的自主性。目前17个制造创新所发展了适应不同技术领域的伙伴关系，例如高级功能制造创新所由麻省理工学院（高校）作为领导组织、快速模块化制造创新所由美国化学工程师协会（协会）领导、先进复合材料制造创新由柔性技术联盟（联盟）领导。
第三，有效与持续能力。政府支持下制造技术联盟需要保持研发议程、实践过程、产出结果的一致性，使各方成员利益得到充分保障[17]。制造创新所采取了均衡化的治理结构，通常政、产、学、研各方均占有一定席位，且产业占主体，这保障了研发议程的公平性和产业导向性。在知识产权配置方面，采取分类化的、中立的知识产权政策，保障知识产权产生、应用和扩散的公平性和合理性。在项目具体实施中，通过团队竞选相应的项目，利用了团队自我组织优势。此外，通过建立监测系统，及时了解各个制造创新所的发展情况以及发现存在的问题并优化调整。
3 美国国家制造创新网络公共价值实现结果

根据美国国家先进制造办公室给国会的年度报告[18−23]，在创新生态系统建设效果方面，2016— 2021年，会员总数增长将近3倍，包括了大中小企业、学术会员等多样化成员，尤其是大量中小企业（美国制造业供应链的关键）。在先进技术开发方面，2021年，这些制造创新所管理了708个应用研发项目，实现82% 的关键技术指标（表 1）。制造创新所领导的劳动力发展工作取得了极大进步，包括教育工作者/培训师的指导和科学、技术、工程和数学（STEM）活动的发展。美国国家制造创新网络在使命目标引领、合法性和政治支持以及行动力三者作用下，共同开发了新的竞争前的制造技术，实现了制造人才的衔接，强化了基础设施建设。此外，还关注了数字化智能制造和网络安全等主题，强化先进制造与智能制造之间的协同价值。
4 结论与建议

政府支持制造技术联盟的三重角色：在设计阶段，政府要以公共价值为导向，填补技术创新流程中间投资不足的地带；在研发联盟设立阶段，需要使新组织获得法律上、政治上、空间上、资金上的支持；在研发联盟实际效用方面，政府倡导形成具有鲜明技术特色的不同公私伙伴关系，并采用商业化实体组织治理模式。这三重角色是由创新生态系统中政府与市场关系决定的。
中国各个制造创新中心的合作效能还可从整体使命方向的凝聚上、公共支持力度上、行动能力塑造上进一步提高。政府不仅要创立制造创新对接的外部框架条件，而且要在结成不同技术领域内公私伙伴关系上努力。政府既需要在引导私人投资于产业公地发挥作用，又需要对公私制造创新资源进行宏观战略性配置。
首先，在共同使命定位上，凝聚政产学研异质主体之间的合作动力。对于政府而言，要把政府不同部门以及不同层级政府间的不同公共使命联合起来，形成公共部门之间、上下级政府之间的最强公共支持力度。在公私合作方面，以产业需求为根本驱动力，寻找公私合作的最大公约数。建立多层次目标体系，最大化凝聚公共部门使命与产业目标，激发公共投资与产业投资合力。
其次，在合法性与政治支持上，建立立法支持和加强财政支持力度。加强制造技术联盟立法制度建设，引导并规范联盟合作方的行为，为制造技术联盟创造制度空间。强化财政对制造业技术和人才共同培育的支持力度，为制造技术联盟长期稳定运行提供有力保障。注重制造技术联盟独立性的同时，构建联盟内外的自信自主与开放间的动态平衡。
最后，在行动能力塑造方面，实施利益相关者价值导向的商业化运营模式。明确研发联盟组织定位，能够为不同利益相关者（政府、产业界、学术界和其他）带来符合自身需求的共同价值。制造技术联盟要采取由非营利组织作为牵头机构，采取内部团队管理与成员参与的治理委员会双层治理形式。注重能够产生技术领导力的组织模式建设，并保证它的灵活性和产业导向性。
