Liu Yongtan is a renowned radar expert in China, a member of both the Chinese Academy of Sciences and the Chinese Academy of Engineering, a recipient of the "Role Model of the Times" honorary title, and the winner of the State Preeminent Science and Technology Award. This paper reviews the historical process in which Liu Yongtan, responding to the national defense security demands for new−system radar technology, broke through the blockade imposed by Western countries, conducted scheme demonstration, experimental construction, theoretical breakthroughs, and application practice for new−system radar. He successfully brought China's key core technologies in new−system radar to the internationally advanced level, significantly enhancing national defense capabilities. Liu Yongtan is a renowned radar expert in China, a member of both the Chinese Academy of Sciences and the Chinese Academy of Engineering, a recipient of the "Role Model of the Times" honorary title, and the winner of the State Preeminent Science and Technology Award. This paper reviews the historical process in which Liu Yongtan, responding to the national defense security demands for new−system radar technology, broke through the blockade imposed by Western countries, conducted scheme demonstration, experimental construction, theoretical breakthroughs, and application practice for new−system radar. He successfully brought China's key core technologies in new−system radar to the internationally advanced level, significantly enhancing national defense capabilities. This demonstrates his spirit of a scientist, characterized by patriotism, striving for excellence, dedicated research, bold innovation, intensive collaboration, and indifference to fame and fortune.

国防科技是国家安全的重要战略支撑,是国家综合国力的重要体现。新体制雷达对于维护国家安全具有重大作用,其关键核心技术是西方国家对中国全面保密和封锁的内容,也是中国科学家开展自主创新、突破“卡脖子”封锁、形成核心科技力量的重要战略领域。中国著名雷达专家、中国科学院院士、中国工程院院士刘永坦从雷达科技发展的自身规律和国防战略具体需求出发,独立自主地提出了解决方案,研制了一系列新体制雷达,打破了国外的封锁,突破了国外的震慑,形成中国新体制雷达领域的战略科技力量,展现出中国科学家独有的精神气质和高尚的思想境界。
刘永坦1936年12月出生于江苏南京。1953年,他考入哈尔滨工业大学(以下简称哈工大);1956年,前往清华大学无线电系进修;1958年,回到哈工大任教,并参与无线电工程系组建。1962年,哈工大无线电工程系设置雷达专业,刘永坦开始研究雷达与信息处理技术。1977年,刘永坦成功研制雷达的重要部件——脉冲压缩器[1]
1978年,刘永坦被派往英国进修。英国是雷达的发明国,世界上第一台实用雷达是1935年由英国工程师罗伯特·沃森−瓦特(Robert Watson−Watt)研制的“链条”(Chain Home)。刘永坦选择到英国伯明翰大学电子工程系学习,这里有一大批雷达科技的知名专家,其中就有刘永坦的合作导师谢尔曼。
刘永坦的刻苦勤奋很快赢得谢尔曼的赏识,并得以参与到重大科研项目“民用海态遥感信号处理机”核心部分研制工作。海态遥感信号处理机是海防雷达的重要组成部分,依托在海边建立的雷达站,向海洋发射不同波长的电磁波,回收这些电磁波再进行信号处理,就能监控海平面及上空的船只和飞机等目标。随着电子技术和计算机技术的发展,此时的雷达已经用电扫描技术替代了传统的机械扫描技术,出现了频率扫描和相位扫描的电控雷达波束指向系统,被称为新体制雷达[2]
这一切对刘永坦来说都是全新领域。为了攻克技术难关,刘永坦一边学习先进的数字信息处理理论和计算机语言,一边不断地设计和试验,1年多的时间,经历过多次失败和重来,最终研制出具有国际先进水平的信号处理机(图1)。1980年4月,刘永坦第1次来到海防雷达基地检验试验结果。计算机屏幕上突然出现一个特殊的回波曲线,这就是他此次研制的海态遥感信号处理机发现的来自100 km外的海洋回波信息。谢尔曼评价说:“刘永坦独自完成的工程系统,是一个极有实用价值、工程上也很完善的设备,其科研成果无论在理论上还是实践上都很重要。他的贡献是具有独创性的。”[3]
英国的科研经历,使刘永坦不仅对雷达有了新认识,也看到了中国在雷达领域与世界先进水平的巨大差距。传统的雷达存在“盲区”问题,世界上不少国家开始致力于新体制雷达的研制。刘永坦暗暗立志“中国也必须要发展这样的雷达!这就是我要做的!”1981年秋,刘永坦进修结束,启程回国。此刻,他心中萌生出一个宏愿——研制中国的新体制雷达[4]
1981年,刘永坦从英国学成归来,同时带回了研制新体制雷达的视野和决心。他指出,中国有3.2万km的海岸线、6500多个岛屿,新体制雷达的研制对于中国的海防建设、监控、保护和开发有着重要的意义和价值[5]。20世纪70年代,中国曾对新体制雷达进行过突击性会战攻关,但由于技术封锁、难度过大等因素未能取得突破。1982年春,在哈工大支持下,刘永坦向航天工业部的相关领导汇报了国际上新体制雷达的发展动态,提出发展中国新体制雷达的构想。经过多次汇报和讨论,刘永坦的想法终于得到肯定,并得到参与过“两弹一星”的中国科学院学部委员(院士)陈芳允等专家的支持。刘永坦根据自己在国外的科研经验,结合国内的具体需求,完成了一份20多万字的中国新体制雷达研制方案——《新体制雷达的总体方案论证报告》。1983年夏,航天工业部召开方案评审会,表决通过了这份报告[6]
接下来,刘永坦在哈工大组建了新体制雷达技术攻关研究团队,经过近3年的努力,完成了关键技术攻关。1986年7月,项目成果通过鉴定,鉴定结果为:“在技术攻关中取得了重大进展,已经掌握了新体制雷达的主要关键技术,某些单项技术已经进入国际国内先进行列。由于主要关键技术已经突破,证明原定方案是可行的,已经具备了进一步完善雷达系统设计并建立实验站的条件。”[7]
20世纪90年代初,美军在海湾战争中显示出强大的高科技军事实力,中国亟需发展军事科技,提升国防能力。尽管在方案和关键技术方面都有了突破,但刘永坦心里清楚,国家真正需要的是建立有实际应用价值的雷达站[8]
在航天工业部和哈工大的共同支持下,1989年,刘永坦在山东威海建成了中国第一个新体制雷达实验站,并于1990年首次实现对海面目标的远距离探测,是中国对海探测技术的重大突破[9]。这期间,刘永坦承担着比之前更大的压力和更繁重的工作,他率领科研团队在外场做试验,一待就是几个月,每天工作十几个小时,常常用凉馒头、方便面、咸菜充饥。刘永坦因腰椎间盘突出和高血压被送进医院,在关键技术试验出现问题时,他毅然拔掉输液针头,从病床上爬起,出现在试验现场[9]
刘永坦带领团队攻克了硬件的搭建、软件代码的编写、硬件和软件的联调等一系列关键技术,并采用分布式检测的方法,保证了中国第一部对海新体制实验雷达系统的稳定运行。1990年5月,国防科学技术工业委员会举行了大型科研鉴定会,认为“这项新体制雷达的研制成功,尚属国内首次,填补了我国该项领域的空白,且已达到国际先进水平。新体制雷达的创建,在国防领域具有开拓性的创新,必将提高我国的海防能力,对保卫我国海洋专属区的权益,国民经济的发展和海防建设,将起到重要的作用”[10]。该项目于1991年荣获国家科技进步一等奖。同年,刘永坦当选中国科学院学部委员(院士)。1994年,刘永坦当选为中国工程院首批院士。
面对已有科研成果和所获荣誉,已经是两院院士的刘永坦没有停下攻坚的脚步。1997年,研发对海观测新体制雷达项目正式得到国家批准立项,刘永坦为总体负责人,开始了中国海防雷达网的建设。“我国有近300万km2海洋面积,但当时能有效监测的不到20%。大部分看不到、管辖不到,别人进入我们的海域我们都不知道。”刘永坦说,“如何能看得远、如何把我们的海域全都保护起来,这是国家的需求,所以一定要做出这个新体制雷达。核心技术必须靠我们自己的智慧和奋斗拼出来、干出来。”[11]
为了解决国家海防远程探测的迫切需求,必须研制出能够稳定远距离探测的超视距雷达系统。当时美国、澳大利亚采用的是高频天波超视距雷达,其主要原理是利用电磁波在电离层与地面之间的折射(图2),理想条件下可实现最远5000 km的探测,具有探测距离远、造价昂贵的特点。俄罗斯采用的是微波大气波导超视距雷达,其主要原理是利用海水和大气之间超折射效应,但其探测距离覆盖范围小,受天气影响大[12]
刘永坦带领团队研制的高频地波超视距雷达利用高频电磁波沿海面传播、在导电海洋表面传播时衰减较小的特点,通过发送特定波段就可以让电磁波“贴着海面”前进,可实现对数百公里之外的海面舰船目标和超低空飞行目标进行超视距探测[13]。这使得高频地波雷达的探测距离可达400 km,是传统雷达的数倍之多。与此同时,由于是“贴着海面”的雷达波束,高频地波雷达可以有效发现超低空飞行的飞机和巡航导弹。然而,从实验场转向实际应用还面临很多困难。其中,各种电台、广播、渔船所发出的电磁干扰是一大难题。刘永坦团队不断在现场采集实验数据,针对大带宽信号与系统,提出了新的补偿理论,最终成功研制出中国唯一具备全天时、全天候、超视距、海空兼容对海探测能力的雷达装备,总体性能达到国际先进,核心技术处于国际领先,使中国对海远程预警技术水平步入国际前列,体现出敢为人先的创新精神[14]。2014年,刘永坦获国防科技进步奖特等奖,2015年获国家科技进步奖一等奖,2018年获国家最高科学技术奖[15]
2020年8月,刘永坦将自己获得的国家最高科学技术奖奖金800万元全部捐给哈工大。2021年,刘永坦荣获全国优秀共产党员和“时代楷模”称号。中国科学院院士、哈工大校长韩杰才说:“一辈子一件事,刘院士始终燃着一把火。”[16]
刘永坦是雷达科技领域涌现出的卓越的代表人物。刘永坦开展的雷达研究和成功研制的新体制雷达,不是国外先进雷达的简单翻版,而是从雷达技术发展的自身规律和中国国防战略的具体需求出发,独立自主提出的全新解决方案,体现出战略科学家的高瞻远瞩。
面对国家需要,刘永坦依靠自身积累和团队协作开辟了中国新体制雷达之路,引领了中国对海远程探测技术的跨越发展,对长期以来海防领域的诸多威胁提供了有效的对抗技术措施,保障了中国领海、领空、领土的安全,提升了中国的军事和国防实力,用新体制雷达铸造起中国的“海防长城”。
