Guided by the National Mid− and Long−term Plan for Space Science in China (2024−2050) as a blueprint, the paper elaborates on pathways to achieve transformative breakthroughs during the 15th Five−Year Plan by strengthening plan implementation, consolidating the talent foundation, breaking through payload technology bottlenecks, and fostering an ecosystem for original breakthroughs. The paper envisions breakthroughs in frontier areas such as cosmic origins, space weather, and exoplanet detection during this period, emphasizing the imperative to seize opportunities, leverage the advantages of the new nationwide system, and enhance strategic−tactical synergy. These efforts will accelerate the deployment of fundamental research in space science and deepen key technological studies. This paper outlines the strategic opportunities and challenges facing China's space science during the 15th Five−Year Plan period and analyzes the current development status in space science both domestically and internationally, highlighting gaps and shortcomings in China’s capabilities. Guided by the National Mid− and Long−term Plan for Space Science in China (2024−2050) as a blueprint, the paper elaborates on pathways to achieve transformative breakthroughs during the 15th Five−Year Plan by strengthening plan implementation, consolidating the talent foundation, breaking through payload technology bottlenecks, and fostering an ecosystem for original breakthroughs. The paper envisions breakthroughs in frontier areas such as cosmic origins, space weather, and exoplanet detection during this period, emphasizing the imperative to seize opportunities, leverage the advantages of the new nationwide system, and enhance strategic−tactical synergy. These efforts will accelerate the deployment of fundamental research in space science and deepen key technological studies. These efforts will tangibly address the "first and last mile" challenges in fostering major scientific achievements, and provide robust support for building China into a leading science and technology powerhouse while bolstering its position as a leading space nation.

空间科学是以航天器为主要平台,研究发生在地球空间、日地空间、行星际空间,乃至整个宇宙空间的物理、天文、化学、生命等现象及其规律的科学。20世纪中叶人类进入空间时代以来,空间科技得到了迅猛发展,逐渐成为科技发展、经济建设、国家安全和社会进步的战略要地。空间科学不断拓展人类知识体系新边界,开拓人类生存与发展新疆域,为空间技术发展提供强劲动力,促进关键核心技术新突破,是空间应用的先导和基础。
世界航天强国日益重视空间科学对科技创新的引领作用,接续出台中长期发展战略规划,加强顶层谋划和长远布局,研制和发射了数以百计的空间科学卫星任务,原创性科学成果不断涌现,正在成为新一轮科技革命的重要引爆点,不仅助力破解宇宙起源、物质起源和生命起源的许多未解之谜,更关乎人类生存和赓续发展。近年来,美国的詹姆斯·韦布空间望远镜(James Webb Space Telescope,JWST)通过研究高红移宇宙亦即早期宇宙,找寻最遥远的第1代星系,甚至第一代恒星,探索宇宙起源与演化。欧洲的太阳轨道器(solar orbiter)揭示慢速太阳风起源,其就位探测到的太阳风变化是由太阳大气中多个来源的磁连接的时空变化驱动[1]。日本的“隼鸟号”和“隼鸟2号”返回近地小行星的表土样本,为揭开赋予地球生命的水和物质的起源,以及太阳系诞生提供了新的研究契机。中国“嫦娥四号”与“嫦娥六号”揭示月背的奥秘,更新了人类对月球形成与演化的新认知。空间科学作为航天强国科技实力与综合国力的重要彰显,是航天强国的重要标志,堪称“皇冠上的明珠”。
面对探索太空的人类梦想,无论是美欧最近几年接续发布的相关10年规划或长期战略,抑或中国空间科学中长期发展规划(2024—2050年),都充分展现了人类对宇宙认知的“最大公约数”[2]
美国自20世纪60年代中期以来已完成了15个空间科学领域“10年调查”发展规划,指导了近500项科学任务的遴选实施,为至2035年的近60项新科学任务明确了方向。2020年以来各领域“10年调查”纷纷将系外行星探测、宇宙起源、生命起源、太阳爆发等前沿作为未来重点发展方向。《2020年代天文学和天体物理学发现之路》提出未来10年应重点围绕系外行星系统、新信使和新物理学、宇宙系统3个科学主题开展研究[34]。《起源、世界和生命:2023—2032年行星科学和天体生物学》提出要聚焦“起源、演化及生命和宜居性”[56]。《太阳和空间物理探索的未来10年:探索和保护人类的太空家园(2024—2033年)》建议双管齐下,既要科学探索“宇宙唯一已知宜居星系(太阳系)”,又要破解“空间天气对地球及人类空间活动的影响”[78]
欧洲迄今已发布了《地平线2000》《地平线2000+》《宇宙憧憬》《远航2050》等4版空间科学中长期规划,2035年前安排了近20项任务,并明确了至2050年重点发展方向。2021年发布的《远航2050》确定了探索太阳系巨行星的卫星、系外行星或银河系以及早期宇宙新物理等3个大型空间科学任务方向[910]
近年来,中国科学家持续开展了空间科学与深空探测发展战略研究,将空间科学领域的世界科学前沿凝练为“一黑两暗三起源五表征”:“一黑”旨在探索以黑洞为典型代表的致密天体及其极端条件下的物质运动规律;“两暗”指迄今人们对其本质知之甚少的暗物质、暗能量;“三起源”聚焦宇宙起源、太阳系起源和生命起源;“五表征”探寻地球系统、地月空间、太阳系、系外世界的特征和运行规律,以及太空环境中的物质运动和生命活动规律[11]。美国、欧洲和中国最新规划的未来重点发展方向,充分体现了世界主要科学共同体的高度共识。
中国已是世界公认的航天大国。60多年来,中国科技工作者凭借“两弹一星”精神,不断在攻坚克难中追求卓越,树起了中国航天3大里程碑,闯出了一条中国特色自主创新道路,已成为举世瞩目的航天大国。
党的十八大以来,中国成功实施了系列空间科学任务,取得了一批重大原创成果,战略高技术领域迎来新跨越,创新驱动引领高质量发展取得新成效。中国科技工作者摒弃了动辄“对标国外”“就汤下面”的跟踪研仿思维定式,正在以科学问题与原创突破为导向,规划未来重大航天工程和科学任务,不断增加先进平台,以及新型载荷等核心关键技术的源头供给,着力消除在核心器件、可复用火箭、体系标准、原创理论方面与航天强国的代际差距。
中国空间科学正呈现多点突破的发展态势[12]。从量子力学空间尺度的实验到量子通信的密钥分发,“墨子号”率先实现星地千公里级纠缠分发的世界级突破,直接推动量子信息技术从梦想到现实迈出坚实步伐。“悟空号”首次直接探测到电子宇宙线能谱在1 TeV附近的拐折[13],对其暗物质或宇宙线起源提供了关键线索;发现氦核、硼核等系列核素宇宙线能谱新结构[14],为揭示宇宙线起源和传播问题提供了新的重要依据。“慧眼号”卫星利用X射线掩食技术测量地球大气密度[15],填补了中高层大气密度的数据空白。“怀柔一号”发现致密星并合伽马暴的新子类[16],揭示了全新的磁陀星爆发模式[17]。“羲和号”成功解构出爆发过程中太阳暗条的时序光谱特征,为从恒星整体Hα光谱数据中解构出恒星大气活动爆发源区的相关物理过程提供了关键线索[1819]。“夸父一号”首次获取了直接的莱曼阿尔法卡林顿图[2021],捕捉到白光耀斑的谐频准周期脉动[22],揭示了高能C级太阳耀斑中的反常电子加速行为[23]。“天关”卫星成功捕捉到编号为EP240414a的一个转瞬即逝的宇宙X射线信号,为揭示恒星死亡过程提供了全新视角[24];“澳科一号”卫星成功观测到太阳X1级耀斑及地磁暴,对于地磁暴科学研究,以及未来展开潜在地磁暴灾害实时预警具有重要意义[25]。载人航天与深空探测实现原创突破。中国空间站全面建成并转入常态化运营,国际首次获得空间发育的水稻和再生稻新的种质资源;首次实现空间人胚胎干细胞分化为造血干/前体细胞;国际上首次获得宽域重力条件下池沸腾稳态传热数据并发现传热性能的反常重力标度行为[26];利用中国空间站上的无容器材料科学实验柜,中国科学家成功将钨合金加热到超过3100℃,刷新了空间材料科学实验的最高加热温度纪录[27]。“嫦娥五号”完成中国首次地外天体采样返回,月壤样品玄武岩经测定形成于约20亿年前,将月球岩浆活动的结束时间推迟了约8亿年。“嫦娥六号”实现人类首次月背采样返回,基于中国月壤样品的科学研究原创成果,首次揭示了月球背面古磁场信息,填补了月球古磁场记录中长达10亿年的空白,为人类认识月球磁场演化过程提供了关键锚点[28];验证了全月尺度月球岩浆洋假说;证明了月球背面南极−艾特肯盆地形成于42.5亿年前,引领世界超越月球演化的阿波罗认知框架。
中国在空间科学领域已取得了长足的进步,但整体而言,与世界空间科学强国相比,仍存在较大差距。中国空间科学卫星数量较少,科学载荷能力与国际水平相比差距明显,性能指标无法满足重大前沿探测需求;缺乏标志性重大原创科学成果,对宇宙演化、生命起源、物质结构等人类现代知识贡献度较低。
中国科学卫星数量偏少,与航天大国地位不匹配。截至2025年底,全球在轨科学卫星152颗(含深空探测器49个),约占民用航天卫星数量的15%。其中,美国在轨科学卫星83颗(含深空探测器24个),约占民用航天卫星数量的30%;中国在轨科学卫星任务14个,占比不到民用航天卫星数量的5%。
中国科学探测有效载荷技术水平亟待提高。当前,中国已基本形成光谱、成像、粒子、电磁场、辐射等参量的遥感和就位探测能力,但是载荷水平与国际相比差距明显,载荷定标、载荷性能与可靠性等尚无法满足重大前沿探测需求,还缺乏基于新原理、新方法的原创新型载荷。
中国亟待产出重大标志性原创科学成果。作为“极宏观、极微观、极端条件和极综合交叉”科学研究的重要手段,空间科学在产出重大成果方面被寄予厚望。人类1957年进入太空时代以来,空间科学相关领域获11项诺贝尔物理学奖,约占诺贝尔物理学奖(61项)的18%,其中,美国获奖者占3/4[29]。时至今日,中国还没有产出具有世界影响力的诺贝尔奖级重大成果。虽然中国在高影响力期刊中发表的论文数量已经超过美国,但在全球前1%的高被引论文中,中国的排名远低于美国和欧洲[30]图1)。中国空间科学队伍规模小,一些重要领域(如空间天文、月球与行星科学等)的研究人员数量仅为美国、英国等单个国家的1/10[31];在科睿唯安持续发布的年度“高被引科学家”名单中,空间科学领域中国高被引科学家竟然为0[3233],尽管科睿唯安对“空间科学”的统计口径与中国的定义有所出入,但其榜单结果仍为中国了解空间科学领域高水平人才的客观差距提供了一个外部视角。与美欧等航天强国(地区),以及日本相比,中国在科学成果的数量和影响力等方面仍存在显著差距,对人类现代知识的贡献度还较低,对中国航天技术的牵引力度还不够,空间科学服务经济社会发展、培育新质生产力的“溢出效应”还未充分体现。
中国空间科学亟需持续稳定、足够强度的支持。近5年,美国国家航空航天局(National Aeronautics and Space Administration,NASA)年度预算均超过220亿美元,其中空间科学约占1/3。空间科学是欧洲航天活动重点,涵盖了宇宙观测、太阳系探索和空间地球科学。2022年欧洲空间局(European Space Agency,ESA)确认2023—2027年总投资为169亿欧元,其中,空间科学占比近1/5,且为ESA所有成员国必须支持的强制性计划。
2024年10月,《国家空间科学中长期发展规划(2024—2050年)》由中国科学院、国家航天局、中国载人航天工程办公室联合发布[34]。作为当前和今后一个时期指导中国空间科学任务部署、开展空间科学研究的依据,中长期规划提出了中国空间科学发展“三步走”战略目标,形成了至2050年中国空间科学发展路线图,届时重要领域达到世界领先水平。中长期规划凝练了极端宇宙、时空涟漪、日地全景、宜居行星、太空格物5大科学主题,围绕暗物质与极端宇宙、空间引力波探测、外日球层探测、系外行星探测、空间生命科学等17个优先发展方向配置了大中小型任务(图2),其中既有多个任务聚焦同一重大前沿,也有一项任务贡献多个前沿突破,中小型任务亦可为后续大型任务先导探路。
中长期规划为中国空间科学2050年前的发展描绘了清晰的近、中、远3阶段路线图。“十五五”横跨中长期规划的前2个阶段,具有至关重要的奠基意义。这一阶段能否科学谋划、精准施策,直接关系到整个规划体系能否顺利启动并迈出坚实的第一步。因此,当前亟需集中力量,高质量编制和落实好“十五五”的各项任务部署,确保空间科学事业在规划实施的开局阶段就打下坚实基础、赢得主动优势,为中国空间科学中长期目标的最终实现开好局、起好步。
空间科学的跨越式发展,其根本动能源于深厚的学科积淀与顶尖人才队伍的支撑。当前,中国要实现具有全球引领性的重大科学发现与原创突破,亟需在学科基础能力建设与拔尖创新人才培养上实现质的飞跃。亟需以空间科学任务作为核心抓手,系统性地培育和引进高层次创新人才,强化科学研究和工程研制的顶尖人才储备与高水平复合型人才培养体系,形成结构合理、梯次接续、活力迸发的战略人才力量梯队,努力培养造就一批具有国际影响力的科学大师、战略科学家,一流科技领军人才和创新团队、青年科技人才,以及一大批卓越工程师、大国工匠,打造空间科学人才高地。
强化国家战略科技力量的示范带动作用,联合国内优势科研机构、高校与行业部门围绕重大科学目标共同参与空间科学任务。发挥任务带学科的优良传统,加快教育、科技、人才一体化推进。应大力加强高校在空间科学相关优势学科与院系的建设,使其成为空间科学基础研究与前沿探索的“源头”。以相关高校的地球与空间科学学院、空间科学与技术学院、月球与行星科学学院等为基础,加快组建“中国高校空间科学学院联盟”,以此为枢纽,深度整合全国顶尖科教资源,打破学科壁垒与院校藩篱,构建起跨学科、跨机构、产学研深度融合的协同育人新范式。通过构筑高水平人才培养与集聚平台,为空间科学领域的持续突破和国家航天强国战略目标的实现,源源不断地输送核心骨干力量,奠定厚实的人才基石。
空间科学探索的本质在于不断挑战人类认知与技术的极限,每一项任务都是独一无二、不可复制的,其成功实施必然要求颠覆性的设计理念与前沿技术的重大突破。必须以战略眼光,集中力量突破一系列制约空间科学探索与科学发现的“卡脖子”关键核心技术,并前瞻布局具有引领未来潜力的新兴与颠覆性技术,尽早开展关键技术攻关与深化研究,为后续国家重大空间工程奠定坚实可靠的技术基石。
面向空间探测的极限挑战,亟需攻克极高分辨率与极远距离深空探测技术,提升先进科学级红外、特种光学膜系、激光干涉、超导探测器等的技术水平,推动超精密制造、极端精密测量等学科实现质的飞跃。同时,向太阳系边际,乃至更遥远的深空进发,必须突破新型高效能源与推进技术的瓶颈,并掌握在极暗弱、极低温、极远距离等极端严苛环境下稳定运行的能源供给、热控与高可靠测控通信等核心技术,发展基于新原理、新方法、新工艺的下一代探测技术和有效载荷,强力牵引带动极端环境条件下的新材料、仪器仪表与新器件等基础性技术的系统性升级与代际跃迁,牵引中国航天运载火箭、测控通信、卫星平台、载人飞船等共性通用技术的进步。
要充分发挥空间科学任务作为尖端空间技术“策源地”与“试验场”的独特需求牵引作用,主动拥抱科技革命浪潮。随着人工智能的快速发展,人工智能与空间科学的深度融合正在不断催生新手段、新平台、新方向与新范畴。通过发挥人工智能在海量数据、多模态多维度复杂问题处理上的强大能力,实现空间科学任务智能规划,大幅提升空间天气预报精度、深空复杂环境下长期自主运行、发现新天体,推动空间科学研究范式的深刻变革。超前部署和培育量子传感器、超强激光等可能对未来航天,乃至整个科技领域产生影响的颠覆性技术,系统性提升中国航天技术的原始创新能力,为航天强国建设注入科学驱动力。
空间科学的重大原始创新成果产出具有显著的长周期性特征,必须建立覆盖“任务孵化—工程实现—成果产出”全生命周期的体系化推进机制,着力破解“前后一公里”瓶颈至关重要。
针对“后一公里”重大成果产出的挑战,必须重视基于卫星工程开展的建制化基础研究[35]。优先部署系列空间科学领域的重点研发计划,依托中国空间站、月球与行星探测工程、空间科学卫星系列3大核心平台产生的“第一手”数据,协同500 m口径球面射电望远镜(FAST)、子午工程等国家重大科技基础设施,并充分结合国内外各类探测数据资源,系统开展空间科学前沿基础与应用基础研究,力争催生具有国际影响力的重大标志性原创成果,确保重大投入转化为实际科学产出。
针对“前一公里”空间科学任务培育的源头,必须强化前瞻布局与持续部署。面向《空间科学中长期发展规划(2024—2050年)》第2阶段及更长远目标,优先部署系列背景型号和预先研究项目,开展未来空间科学卫星工程的关键技术攻关与任务方案深化研究,系统性地解决空间科学创新价值链源头的关键瓶颈问题,为“十五五”期间及后续更长远时期持续孵化具有重大科学潜力的新空间科学任务“种子”、确保创新源头活水不断。
加强体系保障,构建适应科研新范式的基础设施平台。针对空间科学研究及相关项目实施的测试实验的迫切需求,亟需加快建成国家卫星有效载荷产品质量检验检测中心,加快建设国际一流的国家空间科学数据中心,建设地外生存与保障、数智卫星平台等重大科技基础设施群,助力突破关键核心技术,提升科技基础能力,保障重大成果产出。
空间科学集中体现了科学研究向极宏观拓展、向极微观深入、向极端条件迈进、向极综合交叉发力,不断突破人类认知边界的显著特征。
21世纪已步入第3个10年的后半程,世界百年未有之大变局加速演进,新一轮科技革命和产业变革正在重构全球创新版图、重塑全球经济结构。局部冲突和动荡频发,全球性问题加剧,科技竞争与合作复杂多变,中国空间科学发展的挑战机遇并存。
1) 把握国际变局下的重大发展机遇期。当前,国际空间科学发展格局面临深刻变革。美国NASA的空间科学方向与任务优先级呈现一定程度的摇摆和调整。“十五五”期间正是中国充分发挥新型举国体制优势,保持战略定力,坚持规划目标,抢抓机遇、迎头赶上,甚至实现赶超的战略攻坚期。
2) 实现国家中长期规划第1阶段目标。一方面,高质量完成中长期发展规划至2027年的第1阶段目标,依托中国空间站、月球与行星探测器、空间科学卫星3大平台加强基础研究,在“后一公里”实现科学研究水平整体跃升,在高能时域天文、日地联系、月球成因和火星演化、微重力物理和空间生命等方向形成若干有重要国际影响力的原创成果,进入世界空间科学大国第一方阵。另一方面,坚持重大科学目标牵引和世界级成果导向,聚焦宇宙起源、空间天气起源、生命起源等重大前沿问题,在“十五五”期间布局实施一系列科学卫星任务,力争在宇宙黑暗时代、太阳磁活动周、系外类地行星探测、极端宇宙条件下的物理规律等方面实现新突破。围绕中低频引力波探测、地外生命探寻、日地耦合与全球变化、暗物质与暗能量本质等目标,新论证实施若干科学任务,探索宇宙与地球奥秘,提升空间应用与服务能力,为中长期发展规划2028—2035年实现重大原创成果集群突破,成为中国跻身创新型国家前列的标志性成果。
3) 实现航天发展战略与战术高效协同。国家空间科学中长期发展规划可谓“科技树”,5年计划是“施工图”,两者构成了“战略−战术”双层决策体系。要科学制定“十五五”规划,将中长期规划的宏大叙事落地为重大专项任务和重点研发计划,将目标分解为2026—2030年期间可执行的计划,明确重大工程节点与考核指标,前瞻安排好背景型号和预先研究。
星空浩瀚无比,探索永无止境。“十五五”时期,唯有锚定目标、脚踏实地,加强原始创新和关键核心技术攻关,方能加快抢占空间科技制高点,实现从“大”到“强”的质变,推动空间科学、空间技术、空间应用全面发展,为建设科技强国、航天强国作出重要贡献。
