Interdisciplinary projects are a powerful tool for advancing scientific and technological innovation in any country. However, in China, such projects heavily rely on government and university funding, creating a challenging dependency. Once funding is withdrawn, it becomes difficult for many interdisciplinary projects to sustain themselves. To address this issue, this study uses the "Unfreeze—Transformation—Refreeze" framework to analyze transformation pathways of interdisciplinary projects. The research focuses on nine successful and three failed interdisciplinary projects under the U.S. National Science Foundation's Engineering Research Centers. Through multiple case studies and fuzzy−set qualitative comparative analysis, this study identifies key transformation paths. The findings reveal that successful transformation of interdisciplinary projects requires focused attention during the unfreezing phase, progressive reforms and diversified funding acquisition during the transformation phase, and institutional development during the refreezing phase. This study outlines a four−pronged pathway to strengthen China's multidisciplinary research−funding architecture. First, establish a durable, predictable funding framework that provides long−term support and reduces policy volatility. Second, enable local governments to deploy context−sensitive instruments aligned with regional strengths and needs. Third, refine universities’ internal governance to curb fragmentation and reward collaboration. Finally, and most critically, build a three−tier industry–academia–research consortium to achieve coordinated action, integrate resource and reach a consensus.

在科教兴国与创新驱动发展战略持续深化的新时代背景下,多学科交叉项目作为推动国家科技革命与产业革命的核心引擎,战略地位日益凸显。然而,中国多学科交叉项目面临结构性困境,尚未建立起可持续的自主发展机制。为破解这一困境,基于组织变革理论并依托“解冻—转型—再冻结”框架,以美国国家科学基金会工程研究中心(National Science Foundation's Engineering Research Center,NSF−ERC)中顺利转型的9个多学科交叉项目与未能转型的3个项目为研究对象,运用多案例比较分析与模糊集定性比较分析(fuzzy−set qualitative comparative analysis,fsQCA)方法,系统剖析多学科交叉项目转型路径的组态因果机制。研究揭示,多学科交叉项目转型呈现出3阶段特征。解冻期:凝练战略注意力,破除制度惰性;转型期:推行渐进式组织变革,建立多元资助矩阵;再冻结期:巩固制度,实现可持续创新。最后提出中国多学科交叉项目资助体系的优化路径,包括国家维度:搭建长期稳定型资助体系;地方维度:构建基于场境实现的资助承接体系;高校维度:完善内部制度供给;整合维度:构建三级联动产学研共同体。

在科教兴国与创新驱动发展战略持续深化的新时代背景下,多学科交叉项目作为推动国家科技革命与产业革命的核心引擎,战略地位日益凸显。然而,中国多学科交叉项目面临结构性困境,尚未建立起可持续的自主发展机制。为破解这一困境,基于组织变革理论并依托“解冻—转型—再冻结”框架,以美国国家科学基金会工程研究中心(National Science Foundation's Engineering Research Center,NSF−ERC)中顺利转型的9个多学科交叉项目与未能转型的3个项目为研究对象,运用多案例比较分析与模糊集定性比较分析(fuzzy−set qualitative comparative analysis,fsQCA)方法,系统剖析多学科交叉项目转型路径的组态因果机制。研究揭示,多学科交叉项目转型呈现出3阶段特征。解冻期:凝练战略注意力,破除制度惰性;转型期:推行渐进式组织变革,建立多元资助矩阵;再冻结期:巩固制度,实现可持续创新。最后提出中国多学科交叉项目资助体系的优化路径,包括国家维度:搭建长期稳定型资助体系;地方维度:构建基于场境实现的资助承接体系;高校维度:完善内部制度供给;整合维度:构建三级联动产学研共同体。

Interdisciplinary projects are a powerful tool for advancing scientific and technological innovation in any country. However, in China, such projects heavily rely on government and university funding, creating a challenging dependency. Once funding is withdrawn, it becomes difficult for many interdisciplinary projects to sustain themselves. To address this issue, this study uses the "Unfreeze—Transformation—Refreeze" framework to analyze transformation pathways of interdisciplinary projects. The research focuses on nine successful and three failed interdisciplinary projects under the U.S. National Science Foundation's Engineering Research Centers. Through multiple case studies and fuzzy−set qualitative comparative analysis, this study identifies key transformation paths. The findings reveal that successful transformation of interdisciplinary projects requires focused attention during the unfreezing phase, progressive reforms and diversified funding acquisition during the transformation phase, and institutional development during the refreezing phase. This study outlines a four−pronged pathway to strengthen China's multidisciplinary research−funding architecture. First, establish a durable, predictable funding framework that provides long−term support and reduces policy volatility. Second, enable local governments to deploy context−sensitive instruments aligned with regional strengths and needs. Third, refine universities’ internal governance to curb fragmentation and reward collaboration. Finally, and most critically, build a three−tier industry–academia–research consortium to achieve coordinated action, integrate resource and reach a consensus.

在科教兴国与创新驱动发展战略纵深推进的新时代背景下,多学科交叉融合作为科技创新的关键引擎,其战略性地位日益凸显。2024年,《中共中央关于进一步全面深化改革若干重大问题的决定》明确指出,“深化教育综合改革”与“深化科技体制改革”是构建新发展格局、推动高质量发展的核心任务。同年10月,习近平总书记在全国教育大会上进一步强调,建设“具有强大人才竞争力、科技支撑力”的中国特色社会主义教育强国是新时代赋予教育的重大使命。这些论述为深入推进多学科交叉项目转型研究提供了研究动力和方向依循。尽管中国已设立“交叉学科”门类并加大资源投入,但多学科交叉资助的结构性困境依然存在。首先,多学科交叉已有的资源分配多依附于单学科资助体系,缺乏独立的资助体系。其次,高校内部多学科交叉研究呈现出碎片化、临时性特征,缺乏可持续的、稳定的资源投入机制。再者,当前的项目支撑体系以竞争性、项目制经费为主,缺乏长期稳定支持机制。加之,碎片化资助也导致资助难以集中支持高风险、长周期的交叉研究。因此,如何突破结构性瓶颈,实现多学科交叉项目的自主运转,是中国高等教育管理者、研究者和科技工作者者亟需思考的重大战略议题。
作为多学科交叉项目实践的先行者,美国已连续展开4轮多学科交叉项目资助,在多学科交叉项目转型方面具备了丰富的实践经验。1985年,美国国家科学基金会(National Science Foundation,NSF)启动工程研究中心(Engineering Research Center,ERC),并对ERC项目展开为期11年的资助。ERC作为一个实体组织,旨在将多元的科学、工程学科与各界人才聚集在一起,在可能引发强烈社会和技术影响的领域进行多学科交叉研究,通过激发创新、改变工业实践或建立新产业,产生强大的社会和技术影响。并且,每个ERC项目均隶属于一个独立的研究中心,且该研究中心只聚焦与该项目相关的研究。在资助后期,NSF会对ERC项目转型概况进行评估,以帮助其实现自主运营并停止资助。如此,在NSF资助停止前后,ERC项目转型存在哪些成功和失败经验?
本研究以美国NSF资助的9个实现转型的多学科交叉项目和3个未能转型的多学科交叉项目为研究对象,以“解冻—转型—再解冻”为分析框架,探究多学科交叉项目转型路径,为中国多学科交叉项目在国家、地方政府或高校资助撤销的情况下实现转型提供路径参考和转型建议。
在高等教育领域,项目被视为科层制的有效替代制度,是高效、快速实现科研目标的手段之一,受到管理者和研究者的追捧[1],具备从上而下的招标和自下而上的竞争特征[2]。但有关项目在高等教育领域的研究多停留于现状阐述,如中国人文社会科学项目的总体绩效不高[3];中国项目制一流学科建设存在目标偏离、过程异化、内生动力不足等问题[4];项目制人才培养存在项目竞争失效、科研探索失活、人才培养失位问题[5];项目治理与学术治理存在目标确定性与不确定性、专向性与灵活性、自上而下运行逻辑与自下而上运行逻辑的矛盾[6];而德国多学科交叉项目制博士生培养在结业阶段具备知识贡献独立性和完整性的特征[7]。虽然,研究者从学科、项目成效、人才培养、项目治理等视角展开研究,但高等教育领域项目化[8]、竞争性等结构性问题[9]依旧突出,如何纠偏与优化还有待破题。
因研究中多学科交叉项目多属于一个独立的中心,具备项目即组织的特征。故此,研究继续对多学科交叉项目和组织变革进一步展开文献简述。这一部分的研究主要聚焦于组织变革目标、组织变革保障机制、组织变革队伍建设以及组织变革过程。
在组织变革目标方面,模糊性成为制约组织变革的又一共识[10]。也有研究表明忽视组织变革目标与变革方式不匹配是组织变革低效的制度根源之一[11]
在组织变革保障机制方面,研究者不约而同地对需要明确的资源支撑机制[12]达成一致意见。Blanco−Portela等[13]提出高等教育机构变革障碍包括缺乏财力、可持续性制度化程度低。除此之外,也有研究者指出资助的减少是组织变革的前端诱因[14]
在组织变革队伍建设方面,已有研究表明领导者和师资队伍对组织变革有影响。其中,领导者的不变性[15]、领导者的核心价值观[16]以及以首席研究员为基础的研究团队和科学网络、部门界限和机构结构的转变是跨学科组织变革的核心内容[17]。在师资队伍方面,组织变革目标认可度[18]、组织文化[13]、工作满意度[19]以及组织变革政策认知缺失[20]均是影响组织变革的因素。
在多学科项目组织变革过程的研究中,所展现的阶段性特征是研究者关注的内容。其中,焦磊等[21]提出国外知名大学在推进跨学科研究发展的进程中经历了“解构—建构—制度化”的组织变革过程。潘琼[22]提出传统组织从间断性变革转向持续性变革模式经历“迁移—受挫—尝试—选择”的过程。Barth[23]认为大学组织变革过程呈现出3个特征,即学生主导的从非正式学习到正式学习的转变、可持续性作为校园运营的一个关注点、可持续性作为独特的卖点。Simsek等[24]则从师资队伍角度提出,公立大学教职员工对机构性质和宗旨的认识在高等教育变革过程中会发生转变。结合已有研究结论和勒温组织变革理论[25],研究进一步提出多学科交叉项目转型分析框架(图1)。
多学科交叉项目与项目转型相关研究主要围绕项目转型的经典问题展开研究,旨在回答项目转型原因和结果等问题[26]。其一方面聚焦于现状描述,另一方面,围绕组织目标、队伍建设、资源保障以及组织变革过程展开研究。但依旧无法回答多学科交叉项目转型路径这一问题。如此,本研究以12个ERC多学科交叉项目转型案例为研究对象,通过多案例比较、模糊定性比较研究(fuzzy−set qualitative comparative analysis,fsQCA)等方法,研究提出多学科交叉项目转型的可参考路径。
本研究采用多案例比较方法,主要基于以下3点。第一,案例研究方法特别适合具有多种关系和不明确界限的复杂情况[27],且兼顾描述性研究与探索性研究,有助于回答“是什么”和“为什么”的问题。研究中,多学科交叉项目转型研究既属于探索性研究也属于描述性研究。第二,案例研究结论具备一定的可靠性和多维对比性。相比单案例研究,其优势更为明显和具体。第三,根据已有文献可知,多学科交叉项目转型有待于进一步关注项目转型的内在逻辑。多案例比较能够从不同的维度,对多学科交叉项目转型路径进行刻画。加之,fsQCA能够进一步指明多学科交叉项目转型的路径方案。
为确保论述真实、准确并理清多学科交叉项目的转型路径,本研究在案例选择时主要考虑以下4项准则(图2)。第一,案例研究对象与研究主题的契合性。研究选取的案例在组织形态和目标上需与NSF−ERC保持一致且体现多学科交叉性。第二,案例研究对象的成熟性与可借鉴性。自1985年以来,ERC计划成功资助了54个跨学科项目实现转型,其中44个项目仍作为独立的中心运行(截至2023年底)。如此,案例选取运行年限≥8年或已完成资助周期且实现/未实现自主运转的项目。第三,案例研究对象具有显著的社会影响和经济回报。在超过35年的时间里,NSF在ERC项目上的总投资不足20亿美元,但据估计,这些项目所催生的新产品和新工艺为美国带来的经济回报已远远超过750亿美元。如此,案例选取建立成果转化链、关键技术被企业采用且在自主运转后维持多元经费结构的项目。第四,案例研究所需数据的可获取性。所选取的案例均应具有充足且可获得的数据资料,以支撑对其转型过程和结果的深入分析。
基于上述准则,本研究在NSF−ERC资助的项目中选取了覆盖先进制造,生物技术与医疗保健以及微电子、传感和信息技术3大领域的案例。所选案例包括9个成功实现转型的典型项目及3个未能实现转型的项目作为对照(表1)。判定多学科交叉项目实现转型的标准是项目是否已在经济上实现自给自足,并仍有实体机构持续开展该项目的核心研究工作。
在案例文本数据中,研究通过结构效度、内外部效度和信度确保研究结论的可靠性和研究质量[28]。在结构效度方面,笔者通过邀请在组织变革领域的权威专家审查案例描述并使用多样化的数据来源以搭建结构效度;在内部效度方面,研究通过分析框架匹配创建内部效度;在外部效度方面,研究通过复制逻辑选择案例和研究框架并梳理研究发现。在信度方面,研究进一步搭建了多案例研究数据库,其中包括案例分析数据、分析结论,以便未来的研究人员遵循此研究步骤。
在fsQCA组态分析中,研究进一步通过稳健性检验以确保研究结论的稳定性和可靠性。研究通过调整原始一致性阈值(表2),所得组态与核心条件判定依旧保持稳定。如此,研究结论具有较强稳健性与可重复性。
在“解冻—转型—再解冻”框架之下,多学科交叉项目转型呈现出注意力凝练、渐进性变革以及多资助获取共3个核心因素。并且,顺利实现转型需要因素之间的相互支撑,而不是仅靠单一因素。研究中,集中内部资源与非渐进式变革能够帮助多学科交叉项目快速实现组织嵌入。同样,持续的注意力凝练与适度的多元资助也有助于多学科交叉项目实现高水平制度化。
在注意力方面,顺利转型的多学科交叉项目呈现出积极凝练注意力的特征。其中教育、技术转移、应用研究以及打造引领性研究领域是多学科交叉项目注意力的核心锚点。在教育方面,实现转型的多学科交叉项目仍与高校保持紧密联系,通过开设课程、提供实验设备以及培养研究生延续影响力。PRC开发了2门“设计、建造、操作”课程,在经过2年的试用期后,被单独列出作为机械和材料科学与工程专业以及电气工程专业的永久高级课程。在技术转移方面,多学科交叉项目注意力聚焦成果转化,通过专利转让、建立产业会员制等方式寻求转型出路。典型案例包括PERC在实现转型后建立产学合作平台开展技术研发;iPRIME汇聚数十家企业支持材料研究并实现知识转移;CWIMS转型为产业会员制以实现自我运营,并延续ERC的技术开发使命。在应用研究方面,多学科交叉项目注重与产业加强合作,通过解决实际工程问题来维持中心的运转。HPC通过联邦和企业资助实现自主运营并开展高性能计算研究;PRC通过企业联盟等获取稳定经费,面向产业需求研发封装技术;ECT凝聚技术,构建了“工程化系统—临床需求—产业协作”的技术转化链。在打造引领性研究领域方面,多学科交叉项目依托中心自身资源,面向国家科学技术需求凝练具备竞争性、前沿性的研究方向,聚焦新兴交叉领域。CWIMS聚焦微传感系统在医疗等方向的应用拓展;ISR拓展神经工程研究方向。
在NSF所资助的多学科交叉项目中,顺利实现转型的项目普遍采取渐进式转型路径,主要体现为“类ERC”项目管理、中心降级。而未能够实现转型的项目呈现项目领导者频繁变更和未能够适应外部环境变化2个特征。在“类ERC”项目管理中,顺利实现转型的多学科交叉项目倾向于保持NSF资助时期形成的多学科交叉组织架构和产学研合作机制,以平稳应对经费撤离带来的冲击。CCISST延续了ERC时期的跨学科协同与医院−大学双场景协作机制。而未能够维持“类ERC”治理结构的项目如ECT,则被解散。在中心降级方面,部分项目采取了适度“降级”的组织转型策略,也就是说,多学科交叉项目所属中心转变为校内研究院、系或协作网络。ISR在NSF资助撤离前成功升级为永久性研究所;HPC则演化为高性能计算协作实验室,依靠多元经费实现自主运营。通过中心降级,多学科交叉项目在NSF资助退出之后依旧能够保持管理自主权和研究活力,实现从“解冻”到新常态的顺利“再解冻”。与之相反,频繁更替项目核心领导则被证明不利于项目转型。Tele在资助期内多次更换领导人,导致其战略延续性不足,在NSF资助撤离之后难以持续运作。除此之外,外部环境变化也是影响项目转型的重要因素。Tele未能够适应20世纪90年代中期产业政策和技术需求的巨变——《美国电信法》出台,促使Tele研究定位和资金来源遭受冲击,错失了自我调整的窗口。
为了替代NSF经费,顺利转型的多学科交叉项目积极构建多元化资助矩阵以支撑新阶段的发展。一方面,多学科交叉项目通过资源整合和内部创收,填补经费缺口。PERC在NSF资助末期将仪器设施组建为收费服务平台,助力项目实现转型。而ECT和IMS因未能够建立稳定的替代性资助,导致项目解散。另一方面,拓展外部合作包括争取其他政府机构项目和企业合同资助。CBE在NSF资助退出之后,获得美国能源部、国立卫生研究院等项目支持,获得企业资助以开展应用研究和测试服务,以及通过产业会员收费制维持运营。同样,CCISST将资金重心由单一经费来源转型为多元竞争性经费与合作项目。此外,多学科交叉项目普遍通过加强产学联系,提高会员费用、联合企业组建产业联盟等方式获取持续性运营经费。CNT建立产业会员计划,通过会员等级、协议与章程固化企业协同与技术转移通道,进而实现可持续的外部现金流。
对于正在实施项目转型或者打算转型的管理者而言,哪些路径能够实现多学科交叉项目制度化最优发展?为回答这一问题,本研究设定果变量为多学科交叉项目制度化水平,因变量为注意力凝练、渐进式组织变革和多资助获取(图3),并设计问卷。同时,研究根据fsQCA样本经验法则确定所需样本量为23。最后,研究者通过邮件向组织变革领域的专家发放问卷,收集数据并通过软件fsQCA41展开数据分析。
通过直接校准法,设定完全隶属点、交叉点和完全不隶属点为最大值、均值和最小值,研究进一步通过真值表分析方法设定一致性阈值为0.85,比例降低不一致性(proportional reduction in inconsistency,PIR)阈值为0.8,案例阈值为1。并基于方向性期望,并根据简单解与中间解的对照识别核心条件与边缘条件(表2),研究识别出通往“多学科交叉项目制度化水平”高水平与低水平2类结果的4条等效路径,整体解的一致性分别为0.90与0.91,覆盖度分别为0.86与0.91,表明模型对样本具有较强解释力。就单一条件而言,无论是“注意力凝练”“渐进性变革”还是“多资助获取”,三者均未表现为跨路径的单一必要或充分条件。因此,研究结论符合“多因并举、等效多径”的组态逻辑。
从多学科交叉项目高水平制度化来看,存在2条充分但异质的组态路径。第一,“非渐进—资源集中(以下简称H1)”。H1体现出渐进性变革与多资助获取均为核心缺失且注意力凝练不构成约束。H1的一致性为0.92、原始覆盖度为0.70、唯一覆盖度为0.52,这表明H1是多学科交叉项目通往高水平制度化的主导配置。同时,在特定组织条件下,多学科交叉项目可以通过更为集中的决策与资源配置实现转型,并摆脱对渐进性变革与多元资助的依赖。第二,“注意力凝练—适度资源支撑路径(以下简称H2)”。H2体现为“注意力凝练—多资助获取”的弱协同路径。这一路径中,注意力凝练为核心存在、多资助获取为边缘存在、渐进性变革不起约束作用。由H2的一致性0.83、原始覆盖度0.38、唯一覆盖度0.20可知,注意力凝练可作为核心牵引,只要获得最低限度的资金支持,即可在部分情景下促发多学科交叉项目的高水平转型。
相对地,多学科交叉项目低水平制度化并非高水平的镜像,而由L1和L2这2条路径表征。具体来看,路径L1体现为渐进性变革为核心存在、注意力凝练和多资助获取均为边缘性缺失。L1的一致性为1.00、原始覆盖度为0.73、唯一覆盖度为0.54,表明了一种低制度化情景。也就是说,在注意力与多资助获取均未达到稳态聚焦时,依赖渐进性变革易导致多学科交叉项目制度化转型停滞。路径L2的一致性为0.81,原始覆盖度为0.37,唯一覆盖度为0.18,这表明即便渐进性变革为核心存在,注意力凝练与多资助获取均为边缘存在,多学科交叉项目转型依旧指向低制度化。由此可见,渐进式变革具有稳定的阻滞效应,其核心存在与低制度化系统关联,而在高制度化组态中则以核心缺失出现。
总的来看,高水平和低水平路径组态具备替代性与互补性。在替代性方面,多学科交叉项目高水平制度化可由2条功能等价的机制驱动。第一,“非渐进—资源集中”机制即H1;第二,“注意力凝练—适度资源支持”机制即H2。在互补性方面,注意力凝练和多元资助获取在H2中呈正向协同,而渐进性变革和多元资助获取的组合在L1和L2中呈现负向叠加。也就是说,渐进式的小步推进与多元化、但可能分散的资助结构相互强化了二者深度嵌入的不利影响。多资助获取并非高制度化的必要条件,甚至在H1中以核心缺失的形态与成功共存,这表明在关键阶段“少而精、集中度高”的资源配置优于“多而散”。其次,注意力凝练的效应具备情境性,虽然其核心存在足以支撑多学科交叉项目高水平制度化发展,但其缺失仅与渐进式变革、非多资助获取耦合时导致低水平制度化发展相关。如此,多学科交叉项目高水平制度化的关键不在于单一因素,而在于能否构建相互支撑的有效组态。
2020年,中国自然科学基金委员会成立交叉科学部,尝试探索动态−持续资助机制,从国家基础研究自主管理层面破解学科交叉项目面临的结构性困境[29]。围绕研究结论可知,项目注意力的集中与协调虽是优先事项,但也需避免以渐进式改良作为主导转型逻辑。并且,多元资助的获取需服务于注意力凝练与制度集成。如此,研究从国家−地方−高校3个层面回应学科交叉项目管理面临的结构性困境。
围绕国家自然科学基金委员会长周期多学科交叉项目资助体系“稳定嵌入型”目标,研究建议从资助试点与机制创新2个维度系统推进资助体系构建。第一,以重大前沿领域为锚点,设立常态化6~8年的长周期滚动资助体系。首先,展开多学科交叉项目资助试点。优先在集成芯片、人工智能、合成生物学以及量子信息等融合性强、突破潜力大的领域启动试点。其中,资助周期需打破常规项目限制,以“3+3+2”或“4+4”模式分阶段展开资助,保证多学科交叉项目研究工作的持续性和稳定性。其次,建立阶段性评估体系,强化过程管理与目标导向。以3年或4年为一轮评估周期,围绕“学科交叉组织嵌入度、平台成形度、学科交叉人才梯队成形度、数据与设施开放度”等指标开展阶段性评估,并将评估结果与中期资助挂钩。第二,设立多学科交叉项目转型基金,构建“渐退—桥接”二级资助体系。首先,实施“阶梯式退出”机制。对即将结束资助的多学科交叉项目,重点评估其行业标准贡献度、平台可持续性、技术转移成效等并依据结果,设计阶梯式资助递减方案,推动项目逐步实现自我运营或依托其他渠道持续发展。其次,建立“桥接资助”通道,分类支持多学科交叉项目转型。针对已呈现跨学科整合优势与场景牵引力的多学科交叉项目,如牵头大科学计划、开发颠覆性技术等,可将其纳入“旗舰型”项目池,并给予资源集中支持,推动其实现非渐进式突破。针对处于探索期但前景不明的项目,需提供“跨领域种子资金”或“场景入场券”。例如,接入国家实验室平台,助其验证可行性,避免盲目扩张或资源闲置。
中国构建以地方真实场境实现的多学科交叉项目资助承接体系,研究建议从一体化项目培育和场境实验田构建2个维度布局。第一,布局“育苗—拔节—成林”的一体化项目培育序列,强化地方与国家自然科学基金员会的纵向贯通,建立分层资助体系。在“育苗”阶段,依托国家自然科学基金员会青年或面上项目,支持多学科交叉概念验证。在“拔节”阶段,引导国家或省重点实验室、技术创新中心与地方龙头企业联动,并设立联合基金与配套经费。其中,经费资助周期为4~6年。研究需围绕区域主导产业包括地方新能源产业集群、生物医药园区等特定场境展开深度研发,并推动基础研究成果向应用技术转化。在“成林”阶段,对成功通过“拔节”阶段验证的多学科交叉项目,纳入地方科技领军人才计划或重大项目,支持其形成全链条解决方案,实现规模化应用和产业孵化。第二,创设“监管沙盒”与“数据开放”式场境试验田。首先,在监管沙盒构建方面,选择有条件的地方高新区或产业园,划定“多学科交叉创新试验区”。其次,在数据开放方面,由地方政府牵头,开放公共数据、真实业务流程及基础设施接口,包括交通信号系统、医疗影像数据脱敏库、生产线数字孪生平台等,为多学科交叉研究提供宝贵的“试验床”。除此之外,地方自然科学基金还可建立“成果就地转化清单”制度,对进入转化清单的多学科交叉项目授予场境优先使用权、提供需求侧补贴以及提供简化行政审批的绿色通道。
为推动高校多学科交叉研究从“形式协作”走向“实质融合”,建议从师资队伍支撑体系与人事评价体系2方面保障多学科交叉项目的顺利开展。第一,构建可持续师资队伍支撑体系。首先,设立“多学科交叉研究员”系列专属岗位,为教师提供有竞争力的稳定薪金与长周期培养性经费。其次,建立“终身轨道−研究序列”并行的职业发展通道。再者,推行“跨单位双聘”与“联合研究生导师制”,打破院系和人事壁垒。除此之外,高校设立“学术经纪人”角色并成立“资深专家委员会”。前者负责对接需求、整合资源、管理项目;后者负责为多学科交叉项目提供常态化咨询与赋能,从而将短暂的“组织注意力”转化为高效的、常态化的“问题−方法−资源”匹配能力。第二,重塑人事评价体系,将交叉贡献纳入“硬核”指挥棒。首先,将多学科交叉研究项目的独特贡献纳入人事评价制度。在职称晋升、绩效考核、研究生学位授予等关键环节,设立刚性评价权重如20%~30%,用于评估教师在多学科交叉贡献、核心平台与标准共建、数据与设施开放共享、技术场景落地与社会影响等方面的表现。要求多学科交叉项目团队在立项与结题时,必须提交《多学科交叉贡献说明》,以清晰阐述每位成员的核心贡献、不同学科的增益效果以及项目产生的整体交叉价值,并以此引导师生投身交叉研究,形成可持续的内生动力。
为破解多学科交叉项目的结构性困境,研究建议联动国家、地方与高校3个层级,构建产学研共同体,实现从“短期项目”到“长效共同体”的跃迁。第一,国家层面重在“架构引领”与“绩效管控”。在架构引领方面,由国家自然科学基金委员会、科学技术部牵头,联合国家龙头企业、公益基金会组建联合资助池,改变单一资助模式。在绩效管控方面,建立基于“协同里程碑”的动态管理机制,设立明确的应用场景、关键技术指标与决策节点,并将“逆向条款”写入协议。若阶段性目标未达成,则自动触发资助递减或退出机制,确保国家资金的使用效率与战略导向。第二,地方层面重在“场境开放”与“资源对接”。在“场境开放”中,地方政府需与产业基金、技术转移中心协同,推出省级创新券、成果转化后补助等政策工具,并制定和发布场境开放清单。在“资源对接”中,推动成立联合研发中心,遴选企业作为“共投者、共建者”,使其深度参与研发与治理,从旁观者变为利益攸关方,打通实验室到企业试验田的通道。第三,高校层面重在“凝结共识”。首先,定期组织研究人员与政府、企业一线人员开展需求对接和联合攻关,凝结共识。其次,组织年度情景对齐会并联合发布评估报告,以持续凝聚共识并保障多学科交叉项目在外部资助撤离后,能够依托共建的治理结构、清晰的产权归属与多元的资金来源实现自我演进,完成“再冻结”,形成可持续发展的制度化合作新生态。
