Geographic Intelligence System (GeoIS), an emerging technological framework that integrates geographic science and artificial intelligence, is rapidly becoming a key driver for the reconstruction of spatial cognition and intelligent spatiotemporal decision−making. This paper systematically reviews the development trajectory of GeoIS and the latest international research advances. Focusing on the three core capabilities of perception, analysis, and decision−making, it identifies major shortcomings in China's GeoIS ecosystem—particularly in sensor development, algorithmic foundations, platform engines, and data governance. Based on this analysis, the study proposes a development pathway centered on "core technological breakthroughs–cross−domain integration–application−driven scenarios", and offers policy recommendations including standards development, security governance, and institutional support. The goal is to provide a reference for building an autonomous, secure, and co−evolving GeoIS system.

地理智能系统(GeoIS)作为融合地理科学与人工智能的新兴技术体系,正成为驱动空间认知重构与时空智能决策的重要力量。梳理了GeoIS的发展演进与国际关键研究进展,聚焦“感知—分析—决策”3层核心能力,分析中国在传感器、算法、平台引擎与数据治理方面存在的“应用强、基础弱”结构性失衡问题。在此基础上,提出了“技术攻坚—交叉融合—场景牵引”的发展路径,并建议明确顶层战略定位、加强AI-Ready数据标准建设、强化安全治理与人才保障体系等政策建议,为构建自主、安全、协同演进的GeoIS体系提供参考。

地理智能系统(GeoIS)作为融合地理科学与人工智能的新兴技术体系,正成为驱动空间认知重构与时空智能决策的重要力量。梳理了GeoIS的发展演进与国际关键研究进展,聚焦“感知—分析—决策”3层核心能力,分析中国在传感器、算法、平台引擎与数据治理方面存在的“应用强、基础弱”结构性失衡问题。在此基础上,提出了“技术攻坚—交叉融合—场景牵引”的发展路径,并建议明确顶层战略定位、加强AI-Ready数据标准建设、强化安全治理与人才保障体系等政策建议,为构建自主、安全、协同演进的GeoIS体系提供参考。

Geographic Intelligence System (GeoIS), an emerging technological framework that integrates geographic science and artificial intelligence, is rapidly becoming a key driver for the reconstruction of spatial cognition and intelligent spatiotemporal decision−making. This paper systematically reviews the development trajectory of GeoIS and the latest international research advances. Focusing on the three core capabilities of perception, analysis, and decision−making, it identifies major shortcomings in China's GeoIS ecosystem—particularly in sensor development, algorithmic foundations, platform engines, and data governance. Based on this analysis, the study proposes a development pathway centered on "core technological breakthroughs–cross−domain integration–application−driven scenarios", and offers policy recommendations including standards development, security governance, and institutional support. The goal is to provide a reference for building an autonomous, secure, and co−evolving GeoIS system.

新质生产力的核心在于通过技术的革命性突破、生产要素的创新性配置与产业形态的深度转型升级,推动社会生产力实现质的跃升。地理智能是一种融合地理空间感知、智能分析与决策优化的新型能力体系,其内涵涵盖多个层面:在数据维度,强调多源异构时空信息的融合与高精度建模;在方法维度,依托人工智能、大模型与因果推理等智能技术实现地理过程的建模与认知;在应用维度,面向生态治理、城市管理、空间安全等复杂场景提供智能化响应能力。地理智能系统(geographic intelligence system,GeoIS)是这一体系的工程化与平台化体现,集成空天地感知网络、多源数据融合模型、智能推理算法与场景化服务平台,构建“感知—分析—决策”的闭环体系,并逐步发展为推动地理空间信息产业转型和社会生产方式跃迁的重要引擎。
相较于传统地理信息系统(geographic information system,GIS),主要侧重静态数据管理与规则驱动的分析模式,GeoIS依托遥感大数据、深度学习与大模型等新一代智能技术,显著增强了对时空数据的感知、解析与自主决策能力。如智能驱动的遥感影像解译使生态监测、灾害评估等任务迈向高频率、高精度的自动化,数字孪生城市建设推动城市治理由静态规划向实时优化转型。《中国地理信息产业发展报告(2024)》显示,2023年中国地理信息产业总产值达8111亿元,同比增长4.2%,其中GeoIS相关技术对产业自动化与智能化水平的提升贡献显著,充分体现了其作为新质生产力引擎的潜力。与此同时,GeoIS正成为国际科技竞争与博弈的战略高地。美国通过《地理信息数据法案》强化地理空间数据主权,并加快构建全球遥感与通信网络,意图占据时空信息服务的战略制高点;欧盟则试图通过《人工智能法案》在GeoIS领域的数据匿名化、算法可解释性等方面确立规则主导权。在此背景下,系统把握GeoIS的发展演进与能力体系,理清其未来发展的关键路径与制度保障需求具有重要意义。
本文以GeoIS作为分析核心,从体系视角出发,梳理GeoIS“感知—分析—决策”3层能力结构与国内外关键技术进展,识别当前中国在硬件支撑、算法生态、数据协同与标准治理等方面的短板,并结合典型应用场景与新兴融合方向,提出面向自主可控、开放协同的GeoIS发展路径与政策建议,为GeoIS作为新质生产力关键平台提供理论支撑与行动方案。
GeoIS的演进过程紧密伴随计算范式的持续变革,大致可划分为3个阶段:从早期的静态制图与空间数据管理(GIS 1.0),到网络化与服务化的分布式地理信息系统(GIS 2.0),再到当前具备认知理解、智能推理和自主优化能力的地理智能系统(GIS 3.0/GeoIS)。
1963年,Roger Tomlinson开发了世界上第一个地理信息系统——加拿大地理信息系统(CGIS),首次实现了空间数据的数字化存储与管理,奠定了现代GIS的基础架构。20世纪80年代,遥感(RS)和全球定位系统(GPS)技术取得关键突破,推动建立起全球地理空间感知体系。例如,Landsat−5卫星和GPS Block Ⅱ的部署显著增强了地球观测与定位能力。进入20世纪90年代,随着Google Earth等WebGIS平台的兴起,地理数据的分布式访问与在线可视化成为主流,标志着GIS 2.0时代的开启。
然而,传统GIS系统以静态数据处理与规则建模为主,面对多源异构、大规模与高动态的地理信息处理任务逐渐显现。进入21世纪,云计算、大数据与人工智能技术驱动下的地理信息智能逐步成型[1]。2004年,OpenStreetMap引入众包机制重塑地理信息更新模式,2010年,Google Earth Engine通过PB级在线处理能力重构地理信息共享方式。伴随Geoffrey Hinton团队提出深度信念网络开启的深度学习时代,以及Transformer架构推动的大模型时代,GeoIS向具有自学习能力、跨模态理解与泛化推理能力的“地理智能体”系统快速跃升[2]。其中,自监督学习显著降低了对标注数据的依赖,因果推理机制提升了对地理过程与复杂系统演化的建模能力,为GeoIS的跨场景泛化、复杂系统建模提供了关键支撑。2023年,受深时数字地球(DDE)国际大科学计划愿景启发,之江实验室主导打造了地学基础模型GeoGPT,初步实现了地学任务的多模态理解与自动生成。2024年,中国科学院地理科学与资源研究所牵头发布的“坤元”地理科学大模型,进一步推动了地理知识重构与多任务智能生成的融合探索。
目前,GeoIS已基本形成“感知—分析—决策”3层架构体系(图1)。在感知层,通过卫星遥感、激光雷达、街景摄像、传感器网络等多源手段,实现多模态地理要素动态采集,并通过数据融合构建起空天地海一体化的信息底座。例如,“吉林一号”星座具备每日全球重访能力,结合北斗三号提供的厘米级高精度定位,为国土规划与应急救灾等应用提供高时效感知支撑;高分遥感和街景数据融合用于城中村检查[3]
在分析层,GeoIS依托时空图神经网络、Transformer−based遥感解析、知识增强大模型等技术,实现地理模式识别、场景演化理解与因果结构建模,是系统知识生成与智能推理的核心环节。例如,整合等高线数据的形态学知识和图神经网络,实现地貌类型识别[4];具备几何感知能力的注意力网络实现移动激光扫描点云语义分割[5];基于语言大模型的知识归纳与数据分析能力实现大范围尺度的树木固碳潜力认知[6]
在决策层,GeoIS聚焦城市治理、生态监测、战场推演等复杂任务场景,通过强化学习、多目标优化等机制实现自主判断与策略执行,体现出GeoIS从分析辅助工具向具备感知反馈与自适应能力的智能体升级[7]。例如,杭州“城市大脑”通过强化学习调控2.5万个交通信号灯,使主干道通行效率提升15%;美团深圳无人机系统基于多目标路径规划算法,实现3 km范围内15 min精准送达;GeoIS还服务于数字孪生战场构建、边境态势识别与多源智能推演,展现出在国家空间战略中的广阔应用前景。
GeoIS的3层架构体系不仅体现了从数据驱动到知识建模再到智能决策的系统演进路径,也支撑其从感知系统、建模系统向智能体的递进升级。该体系整合了多源感知技术、智能算法模型与智慧服务平台,形成数据、模型和决策闭环,彰显了GeoIS作为新质生产力在要素重组、能力跃升和模式重构中的关键技术形态。
GeoIS的核心竞争力正从传统的单点感知与分析,转向“空天感知网络—智能解译引擎—平台服务生态”三位一体的系统能力构建。当前,全球主要国家正加快布局遥感卫星网络、智能算法模型与多源数据融合平台等关键领域,GeoIS的发展进入多层并进、协同共生的新阶段。
空天感知方面,美国SpaceX星链计划已完成超过5800颗低轨遥感卫星组网,通过星间激光通信实现全球分钟级遥感数据回传[8];BlackSky等商业遥感公司依托AI解译模型,构建了覆盖全球热点区域的分钟级动态监测系统。欧盟的Copernicus计划整合多国遥感资源,形成全球最大地球观测数据池,并支撑AI气候模型的训练与应用[910]
智能分析方面,国际GeoIS技术体系正向通用化大模型演进。Meta推出的Segment Anything Model (SAM)支持遥感影像的zero−shot分割[11];IBM与NASA联合研发的Prithvi模型以超300万景多光谱图像为基础,提升了土地覆盖分类与野火模拟的泛化能力;Google构建的PaLM−Geo系统,融合PaLM语言大模型与地理语义模块,具备跨语言的地理语义理解能力,能够支持地图问答、位置生成与自然语言驱动的空间操作等功能。在气象建模方面,欧洲中期天气预报中心(ECMWF)部署的AIFS系统在15天气象预测任务中准确率较传统模型提升20%;NVIDIA推出的Earth−2平台集成FourCastNet模型,显著提升了气候模拟与天气推演的效率与精度。
平台服务方面,Google Earth Engine月活开发者超过200万,形成了全球最大的地理空间数据处理社区;Esri CityEngine Pro和NVIDIA Isaac Sim等三维建模平台尝试引入神经辐射场(NeRF)和三维高斯散射(3D Gaussian Splatting)等技术实现大尺度城市三维建模,提升渲染速度和图像质量。开放科学社区构建出一批高适应性工具,有效促进传统物理模拟系统与GeoIS的融合。例如,GEO4PALM可为并行大涡度模拟(PALM)系统生成高精度地理空间输入[12];GeoSpy智能地理定位工具则通过照片元数据(如GPS坐标、时间戳等)分析,实现自动位置识别与空间语义生成。
中国GeoIS体系近年来在感知硬件、智能模型与平台生态建设方面实现协同推进,展现出强劲的发展动能。在感知层,北斗三号导航系统已完成全球组网,具备星间链路与抗干扰能力[13],在城市峡谷等复杂环境下可实现0.5 m级高精度定位;大疆推出的禅思L1激光雷达已实现核心元件国产化,距离100 m的测距误差不超过75像素,广泛应用于地形测绘与电力巡检等高精度场景。在模型层,聚焦地理知识推理的“坤元”、多模态理解与生成的“紫初·太东”、遥感影像语义分割的LuojiaNet[14],以及高光谱遥感解析的SpectralGPT等大模型初步构建了中国GeoIS的大模型技术体系;华为盘古气象大模型[15],以及中国气象局部署的“风清”(中短期预报)、“风雷”(临近预警)、“风顺”(次季节−季节预测)等系列模型代表了中国在空间气象智能化方向上的前沿突破。决策服务方面,华为GeoGenius提供遥感智能开发一体化服务,支撑自然资源、生态、气象、环保等行业数字治理;阿里AI Earth云平台面向科研用户提供多源对地观测数据的云计算分析能力,推动AI辅助的科学发现。
综合而言,国际GeoIS体系正加速迈向以AI为核心驱动的智能平台,强调模型的通用性与服务生态的可扩展性;中国则在构建高频感知网络与强化场景适配能力方面取得明显进展,为下一阶段的原始创新与体系跃升打下良好基础。
中国GeoIS体系快速发展的同时,仍存在多维度的结构性制约因素。本节从硬件基础、软件生态、数据治理、标准体系与人才支撑5个层面展开,分析制约中国GeoIS高质量演进的深层挑战。
1) 硬件基础薄弱,制约体系自主性与边缘部署能力。中国GeoIS底层硬件能力相对薄弱,国产GPU与AI芯片性能尚难匹敌国际主流产品。例如,景嘉微JM9系列GPU的FP32浮点性能仅为1.5 TFlops,远低于NVIDIA GTX 1080的11.3 TFlops。国产AI加速芯片(如昇腾、寒武纪)尚未针对地理信息应用场景优化指令集与索引加速机制,缺乏支持遥感解译、轨迹分析与GIS算子的专用加速结构。此外,大模型部署对算力和能效要求高,边缘设备普遍存在固件更新滞后、加密机制薄弱问题,限制了在能源、交通、国防等关键场景下的可用性与安全性[1617]
2) 软件生态依赖外部,高端工具与中间件体系缺位。中国GeoIS呈现出“应用强、基础弱”的结构性失衡。尽管“坤元”、LuojiaNet等模型在地理知识推理、遥感图像分割等方面取得突破,但底层软件生态仍高度依赖国外生态。例如,主流模型训练仍依赖PyTorch、TensorFlow等框架,国产平台如PaddlePaddle在地理类算子、时空索引与大模型调度支持方面覆盖率偏低。三维地理建模能力依赖Esri CityEngine、Bentley ContextCapture等商业软件,国产替代方案在自动化程度与可视化精度方面存在40%~60%的差距[18]。此外,空间数据库方面,阿里Ganos等平台尚难满足“实景三维中国”建设的高并发、实时交互与智能检索需求[19]
3) 数据体系封闭割裂,限制智能感知与迁移能力。中国地理信息数据资源分散于测绘、交通、应急、气象等多个部门,数据共享需多层审批,缺乏统一的授权机制与共享标准,导致数据融合滞后,影响应急响应和城市精细治理等智能决策[20]。不同机构在土地利用分类体系和遥感标签编码等方面标准不统一,导致数据互认度低,增加了跨区域迁移学习的成本,限制了深度学习模型在不同区域间的迁移泛化能力[21]。对比而言,美国One World Terrain(OWT)计划整合美国军方与Maxar商业遥感资源,实现对全球重点区域的高频三维建模与实时船舶识别,实现高效的跨域数据融合与多源智能处理,凸显了中国在数据治理机制与开放程度上的差距。
4) 标准参与度与制度供给不足,难以支撑平台外溢与国际引领。中国在ISO/TC 211等国际标准组织中参与度较低,主导标准比例仅为12%,远低于德国(25%)与美国(18%),尤其是在AI模型可信评估、遥感数据互操作、地理语义表达等前沿标准体系中仍缺乏主导权。此外,随着GeoIS在城市治理、空间安全等关键领域的应用加深,隐私保护与算法审计的制度空白问题日益突出。例如,杭州“城市大脑”使用手机信令优化交通信号引发公众对个人位置数据采集的担忧,算法偏见在经济评估中可能带来区域性歧视。目前中国尚未建立完整的地理数据使用边界与算法审计机制,难以从源头规避模型外部性风险。
5) 人才与转化机制薄弱,难以支撑高水平自主演进。中国虽已基本形成以地理信息科学、遥感与测绘为核心的培养体系,但在“地理+智能+计算”的复合型人才培养方面仍明显滞后,高校课程体系对大模型训练、因果推理等内容覆盖不足,跨学科供给能力有限。相比之下,欧美国家依托研究型实验平台和交叉课程体系,构建起高校−研究机构−企业协同育人的模式。在科研成果转化方面,国外GeoIS核心平台多源于科研机构并通过企业化实现快速落地,而中国在标准体系、验证平台和产研协同机制方面仍存在短板,制约了原始创新成果的工程化应用效率,亟需通过机制创新打通研发到产业的关键通道。
面对GeoIS高质量发展所面临的底层能力不足与生态协同缺失问题,亟需构建以“技术攻坚—交叉融合—场景牵引”为核心的创新体系,推动地理信息智能从“工程部署”走向“原始创新”,从“技术工具”迈向“新质生产力引擎”。
1) 强化核心技术攻坚,构建“硬件—软件—数据”协同体系。硬件方面,应加快国产地理专用芯片研发,提升地理感知任务的并行处理能力与边缘部署适配性。软件方面,建议构建兼容国产加密机制的GeoIS基础框架,实现地理信息底层技术自主可控;同时应加强围绕遥感大模型、三维图形引擎、因果图神经网络等核心技术攻关,突破算法库依赖与生态绑定问题。可积极探索将DeepSeek类通用大模型与地理感知、时空建模任务深度融合,通过提示学习、少样本适应等机制,提升模型在地理场景中的泛化能力与定制能力。在数据层面,亟需构建国家地理信息数据供给体系,统筹推进数据确权、分级开放与跨域流通。山东、浙江、贵州等地的地理数据交易平台建设经验表明,推动数据作为生产资料流通具有可行性,应加快制度供给和沙盒监管机制建设[22]
2) 推动交叉融合创新,拓展“GeoIS+X”知识体系边界。应强化GeoIS与脑科学、量子通信等前沿领域的协同攻关,构建多模态、多尺度、多物理耦合的智能体系统。在类脑智能方向,基于脑电信号解码的类脑导航模型可显著提升无GPS环境下的路径规划精度[23];在量子通信方向,合肥量子城域网部署的自主量子通信设备已验证量子密钥分发在地理数据传输中的可靠性与安全性。此外,GeoIS在低空经济、精准医疗与智慧农业等领域具有广阔前景,通过多源感知融合、因果建模与跨模态推理集成,有望构建具备知识迁移与场景泛化能力的通用型地理空间智能体[7]。例如,GeoIS可结合无人机轨迹监控、城市空域管理与实时气象数据,辅助构建“空地一体”的低空物流调度系统;可结合流行病地理建模与人口资源分布,实现医疗资源优化与健康风险预警;通过融合遥感、土壤监测与作物模型,支持农田识别、长势评估与精准灌溉,提升农业资源利用效率与区域粮食安全水平。
3) 落实产业牵引机制,打造场景驱动的GeoIS应用生态。GeoIS正在从感知层与辅助分析工具逐步演化为多行业生产过程中的智能中枢,具备重构产业流程的潜力。例如,在双碳治理中,国家电网基于LiDAR点云与强化学习模型,实现输电线路覆冰预测与融冰策略动态优化;在新能源选址方面,GeoIS用于协调风光资源分布与生态保护红线,实现生态约束下的智能布局优化[2425];在国防安全领域,GeoIS支撑南海岛礁的动态监测与边境虚拟战场模拟,为复杂环境下的空间安全建模提供支撑。在产业发展过程中,GeoIS可向虚拟地理空间构建与数据治理安全方向拓展。一方面,GeoIS融合三维建模、数字孪生等技术,支持多尺度、多分辨率的虚拟地理场景生成与智能交互;另一方面,引入区块链架构,可实现地理数据的可信存储、确权溯源与访问控制,助力解决当前跨区域、跨机构地理信息流通中的信任与安全难题。
面对GeoIS体系面临的核心技术瓶颈与制度协同不足问题,亟需构建覆盖技术研发、产业孵化、数据治理与安全监管的系统化政策支持体系,推动中国地理信息智能体系实现跨越式发展。
1) 明确战略定位,建立高层统筹机制。建议将GeoIS纳入国家战略科技力量重点方向,设立地理信息智能专项工程,明确其在空间基础设施、智能决策平台及数字中国建设中的核心地位。建立国家级GeoIS统筹协调机制,推动自然资源、科技、工信、气象、国防等多部门形成联合推进格局,强化顶层设计与任务协同。
2) 强化底层技术攻关,构建自主可控生态。设立GeoIS关键核心技术任务清单,聚焦专用芯片、高光谱成像器件、激光雷达系统等“卡脖子”装备的自主可替代路径。在软件层面,加大对国产遥感大模型、三维建模引擎、地理AI中间件的研发投入,推动形成自主可控的全栈技术体系。
3) 构建AI−Ready地理数据体系,打通数据要素流通链条。推动地理信息数据标准体系一体化建设,提升城市级三维模型、遥感标注样本等关键数据资源的规范化与通用性。建设面向人工智能训练需求的高质量样本库,支持数据脱敏、分级授权与跨域调度,逐步构建覆盖全国的地理知识图谱与时空因果数据库,为GeoIS智能建模与语义理解提供高效支持。
4) 完善标准规范与安全制度,增强国际话语权。加强在国际合作中的主动布局,推动中国在国际标准化组织地理信息技术委员会(ISO/TC211)、开放地理空间信息联盟(OGC)等国际组织中牵头制定遥感数据互操作性、GeoAI可信性评估、空间语义标准等新兴领域标准。另外,可依托“一带一路”合作机制,建设国际GeoIS开放创新平台,促进算法、模型、数据的共建共享,提升中国在国际地理信息治理体系中的影响力。
5) 推动场景示范与生态构建,激发融合创新活力。围绕双碳治理、低空经济、城市治理、国防安全等重点方向,组织实施GeoIS应用示范工程,打造一批可复制、可推广的行业平台与解决方案。鼓励央地共建GeoIS基础设施和应用集群,发挥龙头企业牵引作用,构建从标准制定、技术攻关到场景落地的生态闭环。
6) 强化人才支撑,打造地理智能人才高地。建议设立地理智能卓越人才计划,支持青年科学家与国际研究团队发展,鼓励高校增设“地理人工智能”“空间智能工程”等新兴专业方向,构建涵盖本科、硕博与继续教育的分层次人才培养体系;同时应加快制定GeoIS工程师职业标准与认证体系,推动地理智能专业人才的知识迁移与能力转化。
通过系统化政策支撑与机制保障,GeoIS有望在更广阔空间实现从数据感知到知识决策的跃升,为中国新质生产力体系提供坚实的空间智能底座。
地理智能系统(GeoIS)作为融合地理空间认知与人工智能推理的新型信息体系,正加速从辅助性空间工具演进为重构生产要素、提升国家治理能力、支撑空间安全格局的关键引擎。当前中国GeoIS体系在感知网络、遥感能力与典型应用场景方面已具备良好基础,但在高端硬件、基础算法、数据协同与国际标准主导等方面仍存在短板。为此,应围绕“核心技术攻关—交叉融合创新—产业场景牵引”构建系统性发展路径,并通过政策引导、标准构建与生态协同,加快GeoIS体系由感知导向向智能驱动跃升。GeoIS将为中国实现高水平科技自立、构建空间智能强国提供关键支撑,助力地理信息技术真正成为引领未来生产方式变革的核心力量。
