Aiming at the problem of economic capacity allocation of large-scale wind power hydrogen production under the goal of "double carbon" and improving the flexibility of power grid, this paper will analyze the scenario value of hydrogen energy storage participating in frequency modulation auxiliary service, and put forward the calculation method of economic capacity to realize the calculation of the optimal hydrogen production capacity of single wind farm and provincial wind power. Considering the scale cost effect of electrolyzed water hydrogen production system, taking the maximum net present value as the goal, and considering the power grid frequency regulation demand, the objective function of economic optimization of hydrogen production capacity is constructed, and the initial investment cost, hydrogen production electricity price, frequency modulation mileage, electrolytic cell conversion rate and equipment degradation rate of electrolyzed water hydrogen production system are sensitively analyzed, and on this basis, the future hydrogen production economy of wind farms/groups is predicted. Finally, a typical wind farm in Jilin Province is taken as an example for analysis. The results show that the participation of wind power hydrogen production in the frequency modulation auxiliary service market can maximize the consumption of wind power and improve the dynamic regulation capacity of the power grid, while achieving the optimal economic objectives.

针对“双碳”目标下风电消纳及电网灵活性提升的规模化风电制氢经济容量配置问题,分析了氢储能参与调频辅助服务可实现保障电网稳定运行、优化可再生能源消纳、提升能源系统灵活性与跨时空配置能力以及促进环境友好等综合价值,提出了考虑平准化氢气成本、调频补贴收益和售氢收益的全生命周期经济容量计算方法,实现单个风电场及省级风电最佳制氢容量计算。在计及电解水制氢系统规模化成本效应的情况下,以净现值最大为目标,考虑电网调频需求,构建了制氢容量经济优化目标函数,对电解水制氢系统的初始投资成本、制氢电价、调频里程、电解槽转化率和设备退化率等参数进行敏感性分析,得出制氢电价和调频里程是其两个主要敏感性因素这一结论,并在其基础上预测未来风电场制氢经济性,预计可再生能源平均上网电价将降至0.25元/kWh以下时,对应制氢成本可降至15元/kg以下。最后,以吉林省某典型风电场为例进行算例分析,结果表明,风电制氢参与调频辅助服务市场能够在最大化消纳风电、提升电网动态调节能力的同时实现经济最优。建议相关部门和企业应加大对风电制氢技术研发的投入,提高电解槽转化率,降低成本,完善相关政策和市场机制,推动风电制氢产业的规模化发展。

针对“双碳”目标下风电消纳及电网灵活性提升的规模化风电制氢经济容量配置问题,分析了氢储能参与调频辅助服务可实现保障电网稳定运行、优化可再生能源消纳、提升能源系统灵活性与跨时空配置能力以及促进环境友好等综合价值,提出了考虑平准化氢气成本、调频补贴收益和售氢收益的全生命周期经济容量计算方法,实现单个风电场及省级风电最佳制氢容量计算。在计及电解水制氢系统规模化成本效应的情况下,以净现值最大为目标,考虑电网调频需求,构建了制氢容量经济优化目标函数,对电解水制氢系统的初始投资成本、制氢电价、调频里程、电解槽转化率和设备退化率等参数进行敏感性分析,得出制氢电价和调频里程是其两个主要敏感性因素这一结论,并在其基础上预测未来风电场制氢经济性,预计可再生能源平均上网电价将降至0.25元/kWh以下时,对应制氢成本可降至15元/kg以下。最后,以吉林省某典型风电场为例进行算例分析,结果表明,风电制氢参与调频辅助服务市场能够在最大化消纳风电、提升电网动态调节能力的同时实现经济最优。建议相关部门和企业应加大对风电制氢技术研发的投入,提高电解槽转化率,降低成本,完善相关政策和市场机制,推动风电制氢产业的规模化发展。

Aiming at the problem of economic capacity allocation of large-scale wind power hydrogen production under the goal of "double carbon" and improving the flexibility of power grid, this paper will analyze the scenario value of hydrogen energy storage participating in frequency modulation auxiliary service, and put forward the calculation method of economic capacity to realize the calculation of the optimal hydrogen production capacity of single wind farm and provincial wind power. Considering the scale cost effect of electrolyzed water hydrogen production system, taking the maximum net present value as the goal, and considering the power grid frequency regulation demand, the objective function of economic optimization of hydrogen production capacity is constructed, and the initial investment cost, hydrogen production electricity price, frequency modulation mileage, electrolytic cell conversion rate and equipment degradation rate of electrolyzed water hydrogen production system are sensitively analyzed, and on this basis, the future hydrogen production economy of wind farms/groups is predicted. Finally, a typical wind farm in Jilin Province is taken as an example for analysis. The results show that the participation of wind power hydrogen production in the frequency modulation auxiliary service market can maximize the consumption of wind power and improve the dynamic regulation capacity of the power grid, while achieving the optimal economic objectives.

根据国家“双碳”目标计划,到2030年,非化石能源消费比重达25% 左右;到2060年,非化石能源消费比重达到80% 以上[1]。中国在稳步推进以新能源为主体的新型电力系统建设,风/光发电占比不断攀升,但其具有间歇性和波动性,电网的调频压力日趋严峻,故亟需优质的调频资源,以确保电力系统稳定运行。氢能作为理想的新型能源载体,将其与电能复合形成氢储能系统具有明显的优越性,将可再生能源发电与氢能结合起来可以实现全过程二氧化碳零排放,故开展氢储能耦合新能源场景的研究十分重要[2]。为激励储能参与调频服务,国内外均已推出相应的政策以及市场机制[3]。在整体协调机制方面,中国市场主要采用现货电能量与调频辅助服务市场顺次出清机制[4]。现有学者研究集中于常规储能参与电力市场的机制[511]。但是,目前关于氢储能参与现货市场的交易策略及参与调频辅助服务等方面的研究较少。氢储能系统具有快速充放电的特性,能够快速响应电力系统的调频指令,有效应对新能源发电的间歇性和随机性带来的频率波动问题。因此对于氢储能参与调频辅助服务的研究具有重要意义。
本研究首次提出一种综合考虑规模化成本效应的氢储能系统参与电网调频辅助服务的经济容量计算方法,以净现值最大化为优化目标构建制氢容量经济优化目标函数,能定量计算单个风电场及省级风电最佳制氢容量,为风电制氢系统经济性评估提供新理论工具。同时构建多参数敏感性分析与未来经济性预测框架,开展电解水制氢系统关键参数敏感性分析并预测未来风电场制氢经济性,揭示影响风电制氢经济性的主要因素,为相关项目长期规划和政策制定提供科学依据。
风电场电解水制氢系统结构如图 1所示,包括风电场、升压站和电解水制氢系统(制氢、储氢以及相关换流设备)等。
鉴于《东北电力辅助服务市场运营规则》[12]中有关第三方独立主体参与调频辅助服务市场的细则仍未完善,在此基础上结合辽宁市场《辽宁省电力市场规则》[13],净负荷模拟定义为负荷经由各发电厂分担后剩余的需由风电场承担的负荷,则风电场收益分为以下2部分:(1)电解水制氢系统以满足出清时段调频需求为目标,向电网购电制氢参与电网调频辅助服务,获得调频补贴收益;(2)电解水制氢系统运行期间,向电网购电制得的氢气可以销售给工业和交通等行业,获得售氢收益。
利用净现值(net present value,NPV)法对电解水制氢系统参与电网调频辅助服务的全寿命周期经济性进行计算。
风电场制氢系统成本主要由平准化氢气成本(LFCH)组成。作为生命周期内单位功率成本的衡量指标,在计算时考虑了初始投资成本、固定运行成本、可变运行成本、设备退化率、折旧、企业所得税和资金时间价值等因素。
LFCH是指电解水制氢系统在其生命周期内消耗1 kWh电量所需的成本,可表示为

式中,fh为电解水制氢系统的平准化固定运行成本,为包含企业所得税和折旧在内的税收系数,为平准化电解水制氢容量成本。
系统在t时段获得的收益由售氢收益和调频补贴收益2部分组成,可表示为

式中,CVh为氢气转换价值,即将电力转化为氢气获得的收益;zt|kh)为t时段制氢容量系数;CTh为调频补贴价格。
氢气转换价值CVh(t)可表示为

式中,η为电解槽转化率,即每千瓦时电力可以转化的氢气量;ph2为氢气售卖价格;wh为电解水制氢系统的可变运行成本;pe为制氢电价;pw为电解用水成本。t时段制氢容量系数可表示为

式中,CF为风机容量系数,即风电机组实际功率与该机组额定功率的比值;CL为负荷容量系数,即净负荷模拟功率按风电机组额定功率折算后的容量系数;kh为电解水制氢系统相对于风机的容量系数。
对调频市场中标的机组进行调频里程补偿和调频机会成本补偿。综合调频性能指标(m):用于衡量调频机组响应AGC控制指令的综合性能表现,包括调节速率m1、调节精度m2和响应时间m3 3个指标因子[14]
NPV是指一项投资所产生的未来现金流的折现值与项目投资成本之间的差额,可表示为

式中,MPh为电解水制氢系统的初始投资成本。
所提模型的计算流程如图 2所示。具体步骤如下。
此典型风电场额定容量为198 MW。分时电价按照《吉林省发展改革委关于进一步完善分时电价政策有关事项的通知》[15]中规定的2022年大工业电价选取,如表 1所示,其中双蓄电价参考《河北省发展和改革委员会关于核定河北省级电网2020—2022年输配电价及销售电价的通知》[16]
各省储能调频政策价格如下。东北三省:用户侧双边交易,0.1~0.2元/kWh。广东:调频报价,6~15元/MW。山东:AGC调频,6元/MW。福建:AGC调频,0.1~12元/MW[17]
市场初期,调频辅助服务补偿包括调频里程补偿和调频机会成本补偿,调频里程补偿依据市场集中竞价方式形成,调频机会成本补偿由现货电能量市场报价及出清结果计算形成。本文中调频容量报价取2~7元/MW。
电解水制氢系统采用碱性电解水技术;风电上网电价以国家发展改革委发布的《国家发展改革委关于完善风电上网电价政策的通知》中对2020年Ⅲ类资源区的规定为准[18]。盈亏平衡价格为0.231元·kg-1,最佳容量系数为0.504,风机额定容量为198 MW[19-23]
图 3可知,随着电解水制氢系统相对于风机容量的不断升高,净现值呈现先增后降的趋势。主要原因是随着电解水制氢系统容量的升高,风电消纳量以及制氢量均得到提高,使得售氢收益增加,但当其容量达到一定值后,售氢带来的收益不足以弥补电解水制氢系统增加的初始投资成本以及运行成本,因此经济性有所下降。
电解水制氢系统的初始投资成本MPh是主要的成本来源,因此,有必要分析净现值对其的敏感性;制氢电价pe和调频里程ph作为主要经济因素、电解槽转化率η和设备退化率x作为主要技术因素亦对项目净现值有较大影响,对其进行敏感性分析,结果如图 4所示。其中,敏感性因素的变化幅度取正负向40%,间隔取10%。
从制氢电价来看,当其价格上升时,内部收益率会出现一定程度的下降;从调频里程来看,当调频里程降低时,内部收益率也会出现一定的下降(图 5)。故制氢电价和调频里程是其2个主要敏感性因素。
本文提出了一种计及调频辅助服务的风电场经济制氢容量计算方法,所提方法可有效计算单个风电场及省级风电经济最佳制氢容量,可为目前风电场安装制氢设备容量提供理论参考。同时,针对既定风电场,本文可计算出盈亏平衡点调频补贴价格、对应调频补贴价格下最佳经济制氢容量。此外,氢气售卖价格、电解槽转化率、制氢电价以及电解水制氢系统的初始投资成本是影响风电制氢经济性的主要因素,氢电池造价和调频里程是2个调频敏感性因素,通过国家政策的支持,有望进一步降低成本。
为有效提升氢储能系统参与调频辅助服务的经济性,提出以下建议。首先,应完善调频市场机制,通过提高调频补贴价格及引入动态补贴机制,明确氢储能参与规则与收益模式,以增强其市场竞争力。其次,可通过财政补贴或税收优惠直接削减造价,降低电解水制氢系统的初始投资成本。此外,制定长期氢能发展规划与稳定的价格机制至关重要。综合上述措施,能够显著提升氢储能参与调频服务的经济性,推动新能源与氢能协同发展,为“双碳”目标的实现提供有力支撑。
