To scientifically assess the effectiveness of safety development in China's transportation sector, this study employs the SBM model and the GTWR model to evaluate the transport safety development efficiency across 30 provinces in China from 2005 to 2017. The results reveal a steady increase in overall efficiency, but with pronounced regional disparities, exhibiting a spatial pattern of "higher in the east and lower in the west." The evolution of efficiency also demonstrates significant spatial clustering and a "club convergence" effect. Factors such as road density and per capita vehicle ownership contribute positively to efficiency improvement, whereas education level, income, and industrial structure exert a negative influence in most regions. These findings indicate that improvements in traffic safety do not automatically accompany socioeconomic development. Accordingly, this study recommends advancing intelligent governance systems, establishing regional coordination mechanisms, and fostering public participation to enhance the overall effectiveness of traffic safety governance.

为科学评估中国交通运输行业的安全发展成效,基于超效率松弛度量(SBM)模型和地理时空加权回归(GTWR)模型,测度了2005—2017年中国30个省份交通运输安全发展效率并分析其演化特征与影响机制。研究发现,中国整体安全发展效率虽稳步上升,但区域差异显著,呈现“东高西低”分布格局,且效率演化表现出明显的空间集聚和“俱乐部趋同”特征;道路密度、人均汽车拥有量等对效率提升有积极作用,教育、收入和产业结构等在多数地区反呈负效应,表明交通安全水平并不随社会发展自动改善。基于此,提出了推进智慧治理体系建设、构建区域协同机制和激发公众参与活力等建议,以提升交通安全治理效能。

为科学评估中国交通运输行业的安全发展成效,基于超效率松弛度量(SBM)模型和地理时空加权回归(GTWR)模型,测度了2005—2017年中国30个省份交通运输安全发展效率并分析其演化特征与影响机制。研究发现,中国整体安全发展效率虽稳步上升,但区域差异显著,呈现“东高西低”分布格局,且效率演化表现出明显的空间集聚和“俱乐部趋同”特征;道路密度、人均汽车拥有量等对效率提升有积极作用,教育、收入和产业结构等在多数地区反呈负效应,表明交通安全水平并不随社会发展自动改善。基于此,提出了推进智慧治理体系建设、构建区域协同机制和激发公众参与活力等建议,以提升交通安全治理效能。

To scientifically assess the effectiveness of safety development in China's transportation sector, this study employs the SBM model and the GTWR model to evaluate the transport safety development efficiency across 30 provinces in China from 2005 to 2017. The results reveal a steady increase in overall efficiency, but with pronounced regional disparities, exhibiting a spatial pattern of "higher in the east and lower in the west." The evolution of efficiency also demonstrates significant spatial clustering and a "club convergence" effect. Factors such as road density and per capita vehicle ownership contribute positively to efficiency improvement, whereas education level, income, and industrial structure exert a negative influence in most regions. These findings indicate that improvements in traffic safety do not automatically accompany socioeconomic development. Accordingly, this study recommends advancing intelligent governance systems, establishing regional coordination mechanisms, and fostering public participation to enhance the overall effectiveness of traffic safety governance.

党的十八大以来,随着中国经济发展由高速增长阶段转向高质量发展阶段,“统筹高质量发展和高水平安全”成为国家战略的重要指导思想,安全由此被提升为衡量发展质量的关键指标。交通运输作为国民经济的重要基础性行业,也是安全问题最为突出的领域之一。以道路运输为例,全球每年约有135万人死于道路交通事故,另有20万~50万人遭受非致命伤害[1]。在中国,交通事故对人民生命财产安全构成严重威胁,且交通安全水平在空间上呈现明显差异。基于此,本研究立足“统筹发展和安全”视角,测算并分析了交通运输安全发展效率的演化特征与影响机制,旨在为推动交通运输高质量发展提供决策参考。
为系统刻画中国交通运输安全发展的效率水平及其空间演化特征,本研究基于中国30个省(不含港澳台和西藏地区)2005—2017年数据,构建空间分析框架,采用超效率松弛度量(slack−based measure,SBM)模型测算交通运输安全发展效率[2],并引入空间马尔可夫链(spatial Markov chains)和地理时空加权回归(geographically and temporally weighted regression,GTWR)模型,分析其时空演变规律及影响机制。投入指标涵盖交通基础设施资本存量(永续盘存法估算)[34]、交通运输业从业人数和能源消耗量(标准煤折算);期望产出包括交通运输业增加值、客运周转量和货运周转量,非期望产出选取道路交通事故死亡人数。在时空地理加权回归模型中,影响因素指标选择收入水平(以人均国内生产总值(GDP)表征)[5]、教育水平(以平均受教育年限表征)[67]、人口密度[8]、道路密度[9]、人均汽车拥有量[10]、产业结构水平(以第三产业比重表征)[11]等6项。数据来源于《中国交通运输统计年鉴》《中国统计年鉴》和《中国能源统计年鉴》。
通过MAXDEA软件的超效率SBM模型对2005—2017年中国省级交通运输安全发展效率进行测算,结果表明,全国平均效率长期低于0.7,区域均值普遍低于1.0,整体处于低效水平,安全问题仍较突出。分区域看,东部和中部地区效率较高,西部与东北地区明显偏低并长期低于全国平均水平。从时间趋势上看,各区域交通运输安全发展效率整体稳步上升,其中,西部和东北地区增速较快;中部地区提升较缓,效率值长期维持在0.7~0.9;东部地区则在相对较高水平(约0.8)内波动。边际效益的角度进一步揭示了这一现象:西部和东北地区由于基础薄弱、起点较低,基础设施建设对效率提升作用显著;而东部地区起点高、建设趋于饱和,新增投入边际效益递减,效率水平趋于稳定。
为探讨中国省域交通运输安全发展效率的等级转化特征,基于Python编程计算了传统与空间马尔可夫链的转移概率矩阵。传统马尔科夫链结果显示,省域安全效率存在“俱乐部趋同”现象,尤以中低效率和高效率等级最为稳定,其对角线概率明显高于其他转移概率。除高效率外,各等级向中低效率等级的维持或转化概率普遍较高,反映出中低效率是当前多数地区的“稳定态”,在制度压力较小和监管激励不足的背景下易于固化。
为进一步揭示空间特征与演化规律,引入空间马尔可夫链模型(表1)。结果显示:(1) 不同效率类型受邻域环境影响显著,且呈现出与传统马尔科夫链不同的演化路径,说明空间维度的引入有助于提升效率演变分析的精度;(2) 低效率集群稳定性较弱,维持原状的概率分别为0.400、0.296、0.333和0,处于这一状态的省份无论邻域环境如何,均表现出较强的跃升趋势,尤其易转化为中低效率类型(转化为中低效率类型的概率分别为0.400、0.370、0.444、0.300,且在相应邻域环境中均高于其他大多数位置的效率值),反映出该类省份具备提升动力和政策响应意愿;(3) 中低效率集群稳定性最强,在同样的邻域背景排序下,维持原状的概率分别为0.556、0.463、0.600、0.566,均为各位置的最大值,表现出“路径依赖”特征,与传统模型结果一致;(4) 中高效率集群稳定性较差,在由低到高的邻域背景下,维持原状的概率分别为0、0、0.125、0.083,从转移概率来看,向中低效率转化的概率分别为0、0.500、0.625和0.417,反映出该类省份发展基础尚不稳固,易受负面溢出效应影响;(5) 高效率集群同样存在向下转化风险,尤其在低效邻域包围下,呈现出明显的退化倾向。
在分析开展前需指出,交通运输是高度网络化的行业,交通安全不仅受本地因素影响,还受到跨省人员流动和外来车辆的干扰,具有显著的空间外部性。GTWR模型通过引入地理位置和时间权重,可捕捉变量间在不同地点和时间的局部关系,适用于揭示交通安全发展效率的空间异质性。基于GTWR模型对交通运输安全发展效率的回归结果见表2。统计结果显示,各变量对效率的影响呈现显著的区域梯度,反映出不同地区在交通安全治理中的差异性。从平均回归系数来看,道路密度、人均汽车拥有量和人口密度对效率具有正向影响,而收入水平、教育水平和产业结构水平的系数为负。具体来看:(1) 道路密度提升有助于分散交通流量、缓解拥堵,从而降低事故发生概率;人均汽车拥有量高的地区通常配套应急响应和医疗救援系统更完善,事故处置的能力更强;人口密度高的区域往往公共交通体系健全,管理措施更严格,也有助于提升安全效率;(2) 收入水平和教育水平未表现出正向促进作用,可能是因为其在短期内主要带来出行需求上升与交通负荷加重,未能同步带动安全条件改善;(3) 产业结构中第三产业比重较高的地区多为城市化水平高的区域,交通压力大,事故风险随之上升,反映出产业结构升级过程中对交通安全管理提出更高要求。
本研究系统分析了中国省域交通运输安全发展效率时空演变特征及其影响因素。研究发现:(1) 整体上,中国省域交通运输安全发展效率呈逐步上升趋势,区域分布表现出“东高西低”的格局,东北和西部地区效率水平长期低于全国平均;(2) 马尔可夫链与空间马尔可夫链分析表明,效率演化存在一定的“俱乐部趋同”特征,中低效率与高效率省份趋于稳定,邻近地区的效率变动对本省具有显著的影响;(3) 道路密度、人均汽车拥有量和人口密度等因素对效率具有正向的促进作用,而收入、教育水平和产业结构则在多数区域呈现抑制效应,反映出交通安全绩效并不会随着社会经济发展水平的提升而自然改善,亟须依靠制度优化和治理能力提升来驱动安全绩效的跃升。基于上述发现,从治理体系、区域协同与公众参与3个关键维度,提出以下政策建议。
在“东高西低”的区域发展差异下,中国交通运输安全发展面临显著的治理效能分化,亟须以治理体系现代化为抓手,推动整体安全绩效的协同提升。一是加快“智慧交通”基础设施建设和场景落地。推动人工智能、大数据、物联网等信息技术在交通管理中的深度集成,构建交通流量预测、风险预警、应急调度于一体的“交通大脑”系统,加快打通交警、应急、医疗等部门数据壁垒,提升应急处置的协同效能和响应速度。二是推动数据驱动的制度变革和治理创新。依托交通流量、事故分布、违规行为等多源数据,建立分层分类的风险预判模型,推动形成执法资源按数据评估风险精准投放机制,探索动态限速、智能管控等制度应用,逐步实现由经验主导向数据驱动、智能决策的交通治理模式全面转型。三是强化制度约束与主体责任协同。持续完善健全《道路交通安全法》《运输安全管理条例》等法规体系,探索将交通安全绩效纳入地方政府绩效考核体系,督促企业强化本质安全管理,推动形成政府引导、企业负责、公众参与的共建共治共享格局。
空间马尔可夫链分析结果显示,交通运输安全效率具有显著的“空间集聚”特征,邻近地区间效率演化存在较强的互动影响。基于此,应突破行政区划限制,积极推动跨区域协同治理机制建设。一是优化基础设施布局与韧性能力建设。重点支持西部、东北等低效率地区基础设施建设,通过加大中央财政专项转移支付和长期资本支持,完善道路网络特别是国省干线网络结构,提升路网网络广度与通达性,增强路网系统应对极端天气和突发事件的抗压与恢复能力。二是完善东中西部“结对帮扶”机制。依托东部发达地区和高效率省份的辐射带动作用,围绕制度借鉴、技术转移、人才培养等方面对中低效率地区精准赋能。例如,可将浙江、江苏在交通事故快处快赔、道路精细化管养等先进经验复制推广至西部关键省份。三是重点城市群率先建立跨省联合治理平台,推动交通信用、风险预警、监管制度“三统一”,打造统一规范、高效协同的区域交通治理格局。
实证分析发现,教育水平对交通安全效率在多个省份中呈现负向影响,反映出当前教育体系在交通安全领域的内容设置和行为引导方面尚存在明显短板。因此,应着力推动从交通安全发展“以设施为核心”向“以人为核心”转变,强化公众参与和安全文化建设。一是构建分层分类的交通安全教育体系,将交通安全知识系统纳入中小学课程体系和驾驶员培训内容,推动从“应试导向”向“素养导向”转型,并针对高风险人群与区域实施精准化教育干预。二是拓展公众参与渠道,鼓励群众通过“随手拍”、举报小程序等方式参与交通违法监督,激发社会共治活力。三是推动行业协会、志愿组织、媒体等共同参与交通安全文化建设,通过评选“最美司机”“文明出行典范”等活动强化正向激励,培育群众自觉守法、文明出行的行为规范,最终实现交通安全意识的制度化、常态化和全民化。
