长期以来由于缺乏顶层设计、技术标准不统一等原因，导致海洋数据共享开放程度低，难以支撑海洋强国战略需求。以海洋科学数据开放共享的法律法规、政策规划、标准规范为研究对象，在梳理国外主要海洋国家发展现状的基础上，总结了部分发达国家海洋科学数据共享的发展模式，分析了当前世界海洋科学数据共享格局，提出中国目前面临的问题及发展建议。

As a new strategic asset, the marine data-sharing could not sufficiently support the development of the sea-power strategy due to the shortcomings in the top-level design and the technical standards. With the developing status of the main marine countries in mind, this paper analyzes the marine data sharing laws and regulations, policies, standards, as well as the development models of different marine data sharing, the current marine data sharing pattern of the world, and our country's problems. Some suggestions are made for the marine data open sharing.
