以国土空间开发保护格局优化为出发点，分析了“双碳”目标下国土空间规划与用途管控的理论转型、关键途径以及相应的碳中和管理策略，提出了未来适应“双碳”目标的国土空间格局优化和规划应对的难点和重点，指出为实现“双碳”目标，应建构基于主体功能区的“双碳”责任区域分工体系、探索从“空中”到“落地”的减排增汇规划理论体系、研究助力碳中和精细化管理的关键规划技术途径。
