The “unveiling and leading” mechanism is based on open competitions to select the best candidates to lead key research projects. Recent decades have seen several innovative approachs. An effective interaction between the innovation themes, the unveiling mechanism, active leading mechanism, free flow of innovative ideas, and rewarding and punishing mechanisms, is essential for constant innovation system development, which ensures the acceleration of the innovation and technology transfer.
