分析了位于黄河下游河南省、山东省生态环境保护进展,黄河下游生态保护与高质量发展面临的水资源衰减与用水刚性增长矛盾突出、生态功能持续退化、部分地区环境污染严重、滩区治理压力大等问题,提出了黄河下游生态保护与高质量发展的基本思路与重点任务,建立健全黄河下游生态保护与发展长效机制,包括加大对黄河下游的投入力度、建立健全生态补偿机制、严格生态环境监管与执法、打通信息共享平台和健全地方立法与标准。

This paper summarizes major practices of ecological protection in the lower reaches of the Yellow River. The problems of ecological protection and high-quality development in the lower reaches of the Yellow River are analyzed, such as water resources attenuation and water use rigid growth, ecological function degradation, serious environmental pollution in some areas, and the pressure of beach area treatment. Based on discussions of these issues, the general idea, key tasks and measures for ecological protection and high-quality development are proposed, including increasing investment in the lower reaches of the Yellow River, establishing ecological compensation mechanism, tightening ecological environment supervision and law enforcement, opening up information sharing platform, and improving the local legislation and standards.
