The theoretical framework and the technical system of the territory and spatial planning are proposed in this paper based on a review of the related available theoretical researches and technical explorations of the territory and spatial planning. The theoretical framework not only integrates "the theory of space" and "the theory of planning" according to the concepts of "people-orientated, ecological civilization, five-in-one, and sustainable development", but also integrates the "five principles" and "five systems" of the science of human settlements, and integrates the“five-level and three-class”system of the territory and spatial planning. While the technical system includes the“double evaluation”of territory spatial resources, the determination of“three-boundary and four-zone”, as well as the planning and management information system. 国土空间规划是国家空间治理体系的重要组成、是可持续发展的空间蓝图、是国土资源保护与利用的基本依据。在梳理国土空间规划既有相关理论与技术的基础上,提出了基于人居环境科学的国土空间规划理论框架和技术体系,理论框架将“空间的理论”与“规划的理论”按照“以人为本、生态文明、五位一体、持续发展”等4大理念进行整合,将人居环境科学的5项原则、5个系统以及国土空间规划的五级三类体系进行统筹;技术体系涵盖国土空间规划中非常重要的国土资源“双评价”、“三线四区”划定以及规划管理信息平台。
