This paper makes a systematic analysis of the characteristics of the new-type research and development institutions which have shown strong innovation competitiveness in recent years and their advantages in crossing the obstacles of innovation. According to the problems in the integration and innovation of the two scientific and technological systems and the existing practical exploration, this paper puts forward a collaborative innovation platform based on the nature of a new-type research and development institutions jointly built by the military and the local government, and builds an innovation ecology composed of enterprise groups, parks, investment and financing, and policy systems.
