This paper makes a systematic analysis of the characteristics of the new-type research and development institutions which have shown strong innovation competitiveness in recent years and their advantages in crossing the obstacles of innovation. According to the problems in the integration and innovation of the two scientific and technological systems and the existing practical exploration, this paper puts forward a collaborative innovation platform based on the nature of a new-type research and development institutions jointly built by the military and the local government, and builds an innovation ecology composed of enterprise groups, parks, investment and financing, and policy systems. 中国国防建设与经济建设对应的两套科技体系要实现融合发展与协同创新,亟需在体制机制、资源配置、科研组织方式等方面进行新的突破和探索。对近年来呈现出较强的创新竞争力的新型研发机构的基本特征和在跨越创新障碍方面优越性进行了系统分析,结合两大科技体系融合创新中出现的问题和已有的实践探索,提出了以军地共建新型研发机构性质的协同创新平台为核心,打造由企业群、园区、投融资和政策体系等构成的创新生态,形成“平台+环境”的两大科技体系融合创新的模式。
In order to realize the integration, development and collaborative innovation of the two sets of science and technology systems corresponding to national defense construction and economic construction in China, it is urgent to make new breakthroughs and explorations in the aspects of system mechanism, resource allocation, scientific research organization mode and so on.
