应急管理机制是应急管理体系的重要组成部分,作为“三制”之一在整个应急管理过程中发挥基础性作用。当前关于应急管理机制的研究呈现出按突发事件类型或行业划分的特征。在政府机构改革的背景下,对监控与启动机制、处置与协调机制、运行与评价机制、监督与奖惩机制和终止与补偿机制对应急管理机制进行梳理与整合,设计出一套现代应急管理机制体系,从而探索新时代实现运行高效、协调有序的应急管理路径。
