This paper uses the Delphi method to set indexes in four aspects (the prevention, the preparation, the response and the recovery). Then, based on the indexes set in the first step, the expert scoring method is applied to calculate the grade for every region. Finally, we have the ranking of 31 regions in China. This ranking can help the regions to improve their emergency performance and learn from the past.
