Smart cities in China have recently developed rapidly and the number of smart cities is increasing. The top layer design is a guarantee of healthy and efficient construction of the smart city. In order to strengthen the smart city top layer design in terms of management, rationality, and implementation, a management process is developed in this study for all level adminstrative smart city management departments. Moreover, research on visualization of the top layer design is also carried out.
