随着生态文明体制改革的不断深入、自然资源监管体制的不断完善、国土空间用途管制的全面实施,迫切需要云计算、物联网、大数据等新一代信息技术支撑下智慧国土建设理念的创新和思路的完善。基于中国独特的社会经济背景,在分析中国"智慧国土"工程建设历程、主要内容和基本特征的基础上,以江苏省为典型案例,阐述了中国"智慧国土"项目建设的共性特征和一般路径;从国土"大数据"集成、国土可持续利用能力评价与动态管理、国土利用空间格局动态模拟与监测、国土空间管制分区仿真模拟、基于"大数据"的风险预警与风险联动管理5个层面,提出了构建基于国土空间用途管制的智慧国土框架体系。
