柴达木盆地生态功能重要,水资源短缺,生态环境脆弱,光热资源和矿产资源丰富。柴达木循环经济试验区总体规划实施将进一步增大生态环境的系统压力。有效协调区域社会经济和产业发展与生态环境保护的关系是推进区域生态文明建设的重要举措。通过分析柴达木盆地经济和产业发展的生态环境压力,对柴达木盆地生态环境状况进行基本判断,进而提出柴达木盆地“生态保护优先”、“产业绿色发展”和“科技创新驱动”的区域生态环境保护战略和对策。
