China has made significant achievements on the applications of satellite ocean remote sensing since 1970s. Three series of Chinese ocean satellites including the ocean color satellites, marine dynamic environment satellites and ocean surveillance satellites have already been constructed, and a preliminary complementary operational application system of satellite ocean remote sensing has been found. In this paper, we review the important progresses of the application of ocean satellite remote sensing in China, focusing on the typical satellite remote sensing application demonstration systems in marine environment and resources monitoring, marine disasters monitoring, marine rights and interests maintaining, marine environment forecasting and safety assurance, as well as typical operational marine satellite monitoring applications. Finally, we give a prospect of the future development of ocean satellite remote sensing applications in China.

我国海洋遥感应用自20世纪70年代起步以来,取得了长足发展,构建了覆盖海洋水色、海洋动力和海洋监视监测的三大系列海洋卫星,并初步形成了具有优势互补的卫星海洋遥感业务化应用体系。本文回顾了我国海洋卫星遥感应用取得的重要进展,重点介绍了卫星遥感在海洋环境与资源监测、海洋灾害监测、海洋权益维护、海洋环境预报与安全保障等方面所构建的典型应用示范系统,以及开展的典型业务化监测应用。最后,文章对我国海洋卫星遥感应用下一步发展进行了展望分析。

我国海洋遥感应用自20世纪70年代起步以来,取得了长足发展,构建了覆盖海洋水色、海洋动力和海洋监视监测的三大系列海洋卫星,并初步形成了具有优势互补的卫星海洋遥感业务化应用体系。本文回顾了我国海洋卫星遥感应用取得的重要进展,重点介绍了卫星遥感在海洋环境与资源监测、海洋灾害监测、海洋权益维护、海洋环境预报与安全保障等方面所构建的典型应用示范系统,以及开展的典型业务化监测应用。最后,文章对我国海洋卫星遥感应用下一步发展进行了展望分析。

China has made significant achievements on the applications of satellite ocean remote sensing since 1970s. Three series of Chinese ocean satellites including the ocean color satellites, marine dynamic environment satellites and ocean surveillance satellites have already been constructed, and a preliminary complementary operational application system of satellite ocean remote sensing has been found. In this paper, we review the important progresses of the application of ocean satellite remote sensing in China, focusing on the typical satellite remote sensing application demonstration systems in marine environment and resources monitoring, marine disasters monitoring, marine rights and interests maintaining, marine environment forecasting and safety assurance, as well as typical operational marine satellite monitoring applications. Finally, we give a prospect of the future development of ocean satellite remote sensing applications in China.

海洋卫星遥感具有全天时、全天候、大范围、长时序观测的独特优势,广泛应用于海洋生态与资源监测调查、海洋灾害监测、海洋权益维护、海洋环境预报与安全保障等领域。新中国成立70年来,我国十分重视海洋卫星遥感应用技术的发展,构建并发射了海洋水色、海洋动力环境和监视监测系列海洋卫星,初步形成了具有优势互补的卫星海洋遥感业务化应用体系,基本实现了海洋卫星遥感的业务化应用,取得了显著的经济和社会效益。
我国海洋遥感应用先后经历了20世纪70年代的起步和探索阶段,80年代的试验和初步应用阶段,以及90年代以来的业务化应用阶段。1973年我国开始接收美国NOAA气象卫星资料[1],70年代末至80年代期间,我国利用气象卫星和陆地卫星数据开展了海洋气象分析、海冰、海水污染、海表温度、中尺度涡旋、大尺度海洋动力学和河口近岸悬浮泥沙观测等应用研究[2-10],并在渤海湾、杭州湾等海域使用航空遥感开展了溢油[11]、地物分类[12]、滩涂资源[13]和海表温度[14]等遥感应用研究。20世纪80年代末至90年代初,陈干城[15]、黄润红和王其茂[16]开展了卫星遥感数据的渔场速报应用研究;黄润恒等[17]开展了渤海海冰卫星遥感监测业务系统研制;郑全安等[18-19]利用Landsat卫星对胶州湾进行海湾面积、岸线和动力参数的监测应用。1997年9月,自然资源部第二海洋研究所(原国家海洋局第二海洋研究所)卫星地面站实现了美国SeaWiFS海洋水色卫星资料的实时接收、处理和分发,为我国海洋遥感业务化应用提供了准实时、高质量的水色卫星资料[20]。此外,刘建强等[21]利用加拿大RADARSAT-1卫星资料开展了渤海海冰监测应用研究;林明森等[22]开展了利用全球导航卫星反射信号(GNSS-R)开展海面风场信息提取的应用研究;蒋兴伟等[23-24]利用意大利COSMO-SkyMed卫星合成孔径雷达(SAR)图像开展浒苔信息快速提取应用研究,并依托国家卫星海洋应用中心构建了浒苔(绿潮)灾害卫星遥感应急监视监测系统;邹亚荣等[25]开展了海上溢油监测应用研究,目前国家卫星海洋应中心、自然资源部北海局(原国家海洋局北海分局)等相关单位均已实现海上溢油的业务化监测应用。另外,SAR高分辨率遥感图像已被广泛应用于海浪、海流、海冰、风场、海水污染及海岸变迁等监测[26-29]
我国从20世纪80年代开始进行自主海洋卫星的论证工作,构建了海洋水色环境卫星(海洋一号,HY-1)、海洋动力环境卫星(海洋二号,HY-2)、海洋监视监测卫星(海洋三号,HY-3)3个系列卫星的发展规划。2002年至2011年间,我国分别发射了HY-1A、HY-1B和HY-2A 3颗试验卫星,并建成了相应的海洋卫星地面应用系统,分别开展了HY-1和HY-2卫星的海温监测、近海水质监测、海岸带动态监测、大洋渔场业务化应用、海平面上升辅助决策、海洋风暴潮监测、海冰监测预报、海洋重力场应用、海–气相互作用应用等领域的示范应用[30-43]。2016年8月我国发射了搭载C波段SAR的GF-3卫星,其高分辨率SAR数据已广泛应用于海上目标、内波、绿潮、溢油、洪灾、台风灾害等海洋应用领域[44-46]。此外,我国于2002年3月和12月发射的“神州三号” “神舟四号”飞船上分别搭载了中分辨率水色成像光谱仪CMODIS[47]和多模态微波遥感器[48-49]。2016年发射的“天宫二号”空间站上搭载了中分辨率宽谱段水色成像仪和三维成像微波高度计,对新型海洋卫星遥感载荷进行研制和试验。2018年9月和10月分别发射了我国第一批业务化海洋卫星HY-1C和HY-2B,研制了业务化运行的地面应用系统。2018年10月发射了国际合作科研试验卫星—中法海洋卫星(CFOSAT),搭载了微波散射计和波谱仪两个微波遥感载荷。后续,我国还将发射HY-1D及HY-2C卫星,与HY-1C、HY-2B形成星座进行业务化海洋观测。根据《国家民用空间基础设施中长期发展规划(2015–2025年)》,我国还将继续发射新一代海洋水色卫星、新一代海洋动力环境卫星、盐度卫星、1 m分辨率C-SAR卫星、高时间分辨率静止轨道海洋卫星等,使3个系列卫星达到业务化、长寿命、不间断稳定运行,提高海洋环境预报和海洋灾害预警的准确性和时效性,为海洋环境与资源监测、海洋权益维护、防灾减灾、国民经济建设和国防建设提供服务[50]
我国在自主海洋卫星工程建设和近40年卫星海洋遥感应用研究成果的基础上,在海洋环境与资源、海洋灾害、海洋权益、海洋预报与安全保障等方面开展了典型遥感应用示范系统构建和业务化遥感监测应用,取得了丰硕成果。
在海洋水色水温环境遥感监测应用方面,我国在“十二五”期间自主研制出了海洋水色水温卫星遥感应用系统,实时接收我国HY-1系列卫星、FY-1系列卫星及国外NOAA系列卫星、EOS/MODIS系列卫星的水色水温遥感资料,自动进行卫星数据预处理、几何校正、地理定位、大气校正,以及海洋、大气、陆地环境信息的提取,生成16种海洋环境信息遥感专题产品。该系统已在国内10余家单位安装和业务化运行应用。同时,在海洋公益性行业科研专项等的支持下,针对我国沿海水质环境恶化、灾害(富营养化、赤潮和污染等)频发、水体服务功能下降和持续利用能力降低,而常规现场监测方法又无法满足大面积沿海水质环境实时动态监测、评价和服务决策需求的现状,以我国海洋水色卫星HY-1B资料为主,综合多种海洋水色水温卫星资料和GIS技术,构建了一套业务化运行的“长三角”沿海水质遥感实时监测和速报系统,实时向相关省市政府和海洋生产部门提供沿海水质状况(图1)及信息应用服务[51]
针对近海复杂水体海–气二氧化碳通量遥感估算问题,通过海洋遥感、海洋化学、海洋模式、海洋地理信息系统等多学科交叉,建成了一套集现场观测、遥感监测和信息服务为一体的中国近海海–气二氧化碳通量遥感监测评估系统(www.satco2.com),为我国发展长时间稳定运行的海洋碳立体监测系统提供了科学和技术支撑。该系统根据不同用户等级,分为专业版和公众版两种。专业版系统服务于业务中心的碳通量监测和评估工作,实现了走航、浮标、岸基站等现场观测数据和遥感监测数据的一体化管理和可视化分析,以及现场和遥感数据的自动匹配、相互评估、产品精度评价、长时序变化分析、碳通量评估及专题图制作等业务化功能。公众版系统通过互联网发布基础的海洋环境遥感信息,可便捷地进行查询、浏览和统计分析。根据业务化服务链条和不同用户需求,该系统已部署到自然资源部东海局(原国家海洋局东海分局)东海环境监测中心、国家海洋环境监测中心等进行了应用示范。
HY-2系列卫星上的微波散射计、微波辐射计和雷达高度计,以及CFOSAT卫星微波散射计和波谱仪等载荷,每天对全球海洋进行观测并提供业务化产品(图2),其中HY-2系列卫星单星单天可覆盖全球90%以上的海洋。HY-2系列卫星提供的海面风场、有效波高等遥感专题产品已应用于海洋风能、波浪能等自然资源调查。
以自主HY-1系列、HY-2系列海洋卫星资料为主要数据源,结合国外海洋卫星,我国自主研发了“卫星遥感大洋渔场环境信息的数据共享及快速分发平台”。渔场环境海洋卫星监测与分析结果分布图示例见图3。结合海洋渔业渔情预报系统,实现了对太平洋金枪鱼、北太平洋柔鱼、东南太平洋茎柔鱼、西南大西洋鱿鱼、中大西洋金枪鱼等七大海域、3种捕捞对象的每周1次的渔情分析与预报。该系统实现了业务化运行应用,可向渔业企业提供渔情预报、海况分析等大洋渔场渔情速报服务,为我国远洋渔船的生产起到了重要的指导作用,取得了显著的经济效益。
GF-3卫星SAR高分辨率数据则广泛用于监测我国管辖海域海岛新生沙洲、海岸变迁、海岸带典型地物分类,以及海域使用类型、位置分布、用海面积监视等,为全面、及时掌握海岸带与海域使用现状提供重要的客观依据。图4展示了GF-3卫星SAR图像的黄河口湿地分类结果。
我国近海海域是赤潮高发区域,尤其是在浙闽沿岸。近年来,综合利用我国HY-1系列卫星及国外EOS/MODIS、SNPP/VIIRS和GOCI等多颗海洋水色卫星资料,构建了赤潮卫星监测业务化系统,实现了我国近海复杂水体条件下的赤潮自动化卫星遥感识别[52]。该系统监测结果准确度高、产品制作时效性强,可满足业务化监测需求,已在东海开展了多年的赤潮遥感卫星监测(图5),相关结果以多种形式报送给国家遥感中心、自然资源部东海局东海监测中心、温州海洋监测中心站等有关单位及沿海相关省市,为赤潮灾害的监测和防灾减灾提供了信息服务。
我国海洋微波遥感广泛应用于海上溢油、海冰、热带风暴(台风)、绿潮等监测。海上溢油灾害监测主要是利用欧空局ENVISAT卫星、加拿大RADARSAT-1/2卫星、意大利COSMO-SkyMed卫星以及中国GF-3卫星等SAR数据,结合海上溢油漂移路径预报系统及溢油辅助信息数据库,对渤海、东海和南海重点海区进行了全天候近实时监测,向海洋环境监测等相关单位提供及时可靠的溢油卫星遥感监测结果[53]图6为2018年1月28日“桑吉”油轮东海海上溢油的GF-3卫星SAR监测结果。
当我国渤海、黄海海域进入结冰期,海冰灾害对渤海和黄海北部区域会造成严重的影响。利用雷达卫星影像资料,并结合光学卫星数据,我国对渤海和黄海北部海冰冰情进行业务化遥感监测,制作海冰冰情实时监测通报,通过传真、电子邮件和网站的方式向自然资源部主管部门、国家海洋环境预报中心、自然资源部北海局和环渤海三省一市等部门和单位实时发布[54]图7所示为我国渤海冬季海冰SAR业务化遥感监测结果示例。
针对2008年北京奥运会青岛帆船比赛场地暴发大规模绿潮灾害的问题,国家卫星海洋应用中心牵头构建了浒苔(绿潮)灾害卫星遥感应急监视监测系统,综合利用光学及微波遥感卫星对黄海、东海进行了为期3个月的监视监测,发布绿潮遥感监测信息,为奥运会帆船比赛海域浒苔自然灾害前线指挥部应急响应、决策指挥提供了有力、有序、有效的技术支持[24]。在此基础上,利用GF-3、RADARSAT-1/2、ENVISAT等卫星微波遥感数据,结合我国HY-1卫星、北京一号卫星等光学遥感数据及其他相关资料,实现了我国近海绿潮灾害的业务化监测。监测通报向自然资源部有关单位及沿海相关省市发布,为绿潮灾害的监测和防灾减灾提供信息服务。图8所示为绿潮SAR遥感监测结果示例。
针对我国沿海台风灾害频发且对沿海人民生命财产与经济发展造成严重影响的问题,我国充分利用卫星遥感的大面积、全天时、全天候的观测优势,对台风灾害进行了业务化监测。我国HY-2系列卫星及CFOSAT卫星上搭载的微波散射计能够获取全球海面风场,可监测台风的移动路径,并识别台风中心[55-56]。我国HY-2系列卫星海面风场、有效波高和海面高度等资料数据,也已进入我国风暴潮、海啸预警等海洋灾害监测的业务应用系统,并发挥了重要作用。此外,基于GF-3卫星SAR的高分辨率优势,对台风的高分辨率海面风场结构进行了卫星监测[46, 57]。目前,我国利用海洋卫星已实现了对进入我国海域台风的业务化监测,并及时发布台风海面风场产品。图9所示为基于HY-2卫星微波散射计和GF-3卫星SAR的台风海面风场监测结果示例。
除国家卫星海洋卫星应用中心、自然资源部第二海洋研究所等单位建有卫星海洋灾害监测业务化应用系统外,我国沿海省市也建有各自海区的海洋灾害和海洋环境立体监测应用系统,用于海洋灾害的监测防治[58-59]
利用SAR高分辨率观测的特点,我国已实现了利用GF-3卫星SAR数据对海岛、海上油气平台、舰船的分布情况进行监视监测,获取非法建设、油气平台,以及非法海洋捕捞船只的分布,为海上维权执法、维护海洋权益提供监视基础数据的能力。图10所示为GF-3卫星SAR获得的南海油气平台监测专题产品。
此外,我国业务化海洋卫星HY-1C和HY-2B上新增了船舶自动识别系统(AIS)设备,具备全球AIS信号侦听能力。利用AIS结合GF-3卫星SAR的观测,目前已初步实现基于自主海洋卫星AIS和SAR数据联合应用的船舶监测,可一定程度上消除SAR海上目标检测结果中的不确定性,为执法监察提供更有针对性的辅助决策信息支持。
HY-1系列卫星水色水温仪(COCTS)和HY-2系列卫星的微波辐射计均可提供全球的海表温度产品,HY-2系列卫星微波散射计和雷达高度计提供的海面风场和有效波高数据,均作为重要的基础观测数据,已应用于我国海洋环境预报。其中HY-2A卫星扫描辐射计获取的西北太平洋海面温度数据自2011年11月26日已正式纳入国家海洋环境预报中心对外发布的海洋环境信息海洋环境预报系统中,并通过CCTV13频道每周对外发布(图11),服务于社会公众和相关海洋产业部门。
此外,HY-2系列卫星上搭载的微波散射计和微波辐射计为全球观测,在极地航行保障、极地海冰变化等方面具有极大观测覆盖优势。GF-3卫星SAR数据对极地科考船和航运舰船的航线冰情监测及其态势分析,具有全天时、全天候和高分辨率的优势。联合陆基海洋卫星地面站及“雪龙”号船载移动海洋卫星接收处理与应用系统,我国海洋卫星多微波遥感载荷的对地观测,已基本实现了极地航行海洋环境的遥感应用保障,可提供极地海洋海面风场、有效波高、海表温度、海冰边缘分布及其密集度等业务化海洋卫星遥感基础观测和应用产品[60]图12所示为两极海区的HY-2B卫星海面风场业务化监测产品。
除海洋环境与资源监测、海洋灾害监测、海洋权益维护、海洋环境预报与安全保障等业务化应用外,我国卫星海洋遥感数据还广泛应用于海平面上升、全球气候变化、海–气相互作用、大气环境、海洋动力过程和现象(内波和锋面)等领域,业务化应用能力稳步提高,应用领域等得到逐步拓展。
在充分继承已有HY-1A/B/C、HY-2A/B、GF-3和CFOSAT卫星工程建设经验和应用成果的基础上,我国还将发展多种光学和微波遥感技术,建设新一代海洋水色卫星和海洋动力环境卫星,发展海洋监视监测卫星,进一步提高观测时空分辨率、观测精度和应用能力。
根据我国海洋卫星发展规划,近期将再发射HY-1D和HY-2C卫星,与目前在轨的HY-1C和HY-2B一起构成我国自主的全球海洋卫星观测网。在“十四五”期间,我国还将继续研制和发射新一代海洋水色卫星、新一代海洋动力环境卫星、盐度卫星、1 m分辨率C-SAR卫星、高时间分辨率静止轨道海洋卫星等。我国的新一代海洋水色卫星将进一步优化波段设置、增加可编程高光谱传感器,提高水体观测光谱分辨率和信噪比、丰富观测要素,以及提高海岛海岸带观测的时空分辨率。同时,将发展小时级高时间分辨率的静止卫星海洋水色观测技术,以及具有探测海洋次表层信息的激光雷达遥感技术。在海洋动力环境要素观测方面,将增加海面高度和海浪谱的宽刈幅观测,同时发展全极化微波散射计和海洋盐度计,构成对海洋温、盐、流、浪、海面风等动力环境多要素的精细观测。在海洋监视监测方面,除发射高分辨率SAR业务化极轨卫星外,还将发展静止卫星SAR观测技术。未来,我国将构建更加完善、成熟的优势互补的海洋卫星综合观测体系,充实全球海洋立体观测网。
以我国海洋卫星观测体系为基础,我国海洋卫星应用将以天地协调、布局合理、功能完善、产品丰富、信息共享、服务高效为目标,监测范围覆盖全球海洋,满足我国在海洋资源调查与开发、海洋环境保护、海洋防灾减灾、海洋权益维护、海域使用管理、海岛海岸带调查和极地大洋考察等方面的重大需求,同时兼顾气象、农业、环保、减灾、测绘、交通、水利、统计等行业应用需求。通过不断拓展我国自主海洋卫星数据的应用潜力,提升自主海洋卫星数据的应用广度、深度,显著提高海洋环境预报和海洋灾害预警的准确性和时效性,有效实施海洋环境与资源监测,为维护海洋权益、防灾减灾、国民经济和国防建设提供服务。同时,不断完善产品多样化、数据标准化、应用定量化、运行业务化的海洋卫星综合观测体系,满足海洋监视监测现代化、科学化、信息化、全球化的新要求,为实施海洋开发战略与发展海洋产业提供强有力的技术支撑。
