2011年7月，美国国家研究理事会正式发布了《K-12科学教育框架——实践、跨领域的概念和核心概念》（以下简称“《框架》”）。这一《框架》由科学教育标准（K-12）框架制订委员会历时18个月完成。该委员会是由美国国家研究理事会遴选的来自自然科学、数学、工程学、认知发展心理学、学习科学、教育政策与执行、科学课堂教学研究和科学教育实践等领域的18位专家组成。《框架》明确提出了学生需要学习和参与的核心概念和实践活动，是为美国新的《国家科学教育标准》的制订而开展的前期工作。计划于2012年秋发布的美国《国家科学教育标准》将以这个《框架》为基础。
