To enhance China's work safety governance, policy texts related to work safety were analyzed using text analysis and coding methods, aiming to provide an in-depth understanding of the current policy system and to identify existing gaps in China's safety governance policies. Based on Duxiu database and the website of the Central People's Government, 80 policy texts issued between 1949 and 2024 were selected. NVivo 12 plus software was used to conduct coding analysis, which was then employed to summarize the distribution and usage of policy tools in China's work safety governance. The research show that China's work safety governance policies employ a comprehensive set of policy tools. They exhibit a development pattern centered on pre-accident prevention, supported by talents and technology, and complemented by coordinated measures during and after accidents. At the same time, the current policy structure is still unbalanced. Policy tools play a prominent role, while enabling and incentive tools are insufficient. The integration degree of policy tools with governance logic elements is low, affecting the overall effectiveness of governance. In the future, it is necessary to promote the optimization of policy tool structure, balance the distribution of governance elements, and strengthen the deep integration of policies and elements to enhance the level of work safety governance.

为提升我国安全生产治理水平,运用文本分析法编码分析关于安全生产的政策文本,深入了解我国安全生产治理政策体系现状和现存政策的不足。基于独秀数据库和中央人民政府网,选取1949—2024年间颁布的80份政策文本;运用NVivo 12 Plus软件进行编码分析,进而归纳我国安全生产治理政策工具的分布和使用情况。研究结果表明:我国安全生产治理政策工具应用全面,呈现出以事前预防为核心、人才技术为支撑、事中事后协同补充的发展格局。与此同时,现有政策结构尚不均衡,保障性工具作用突出,而促进性与拉动性工具不足,政策工具与治理逻辑要素融合度低,影响治理整体效能。未来需推动优化政策工具结构、平衡治理要素分布、加强政策与要素深度融合,以提升安全生产治理水平。

为提升我国安全生产治理水平,运用文本分析法编码分析关于安全生产的政策文本,深入了解我国安全生产治理政策体系现状和现存政策的不足。基于独秀数据库和中央人民政府网,选取1949—2024年间颁布的80份政策文本;运用NVivo 12 Plus软件进行编码分析,进而归纳我国安全生产治理政策工具的分布和使用情况。研究结果表明:我国安全生产治理政策工具应用全面,呈现出以事前预防为核心、人才技术为支撑、事中事后协同补充的发展格局。与此同时,现有政策结构尚不均衡,保障性工具作用突出,而促进性与拉动性工具不足,政策工具与治理逻辑要素融合度低,影响治理整体效能。未来需推动优化政策工具结构、平衡治理要素分布、加强政策与要素深度融合,以提升安全生产治理水平。

To enhance China's work safety governance, policy texts related to work safety were analyzed using text analysis and coding methods, aiming to provide an in-depth understanding of the current policy system and to identify existing gaps in China's safety governance policies. Based on Duxiu database and the website of the Central People's Government, 80 policy texts issued between 1949 and 2024 were selected. NVivo 12 plus software was used to conduct coding analysis, which was then employed to summarize the distribution and usage of policy tools in China's work safety governance. The research show that China's work safety governance policies employ a comprehensive set of policy tools. They exhibit a development pattern centered on pre-accident prevention, supported by talents and technology, and complemented by coordinated measures during and after accidents. At the same time, the current policy structure is still unbalanced. Policy tools play a prominent role, while enabling and incentive tools are insufficient. The integration degree of policy tools with governance logic elements is low, affecting the overall effectiveness of governance. In the future, it is necessary to promote the optimization of policy tool structure, balance the distribution of governance elements, and strengthen the deep integration of policies and elements to enhance the level of work safety governance.

习近平总书记强调,要加强防灾减灾救灾、安全生产、食品药品安全、网络安全、人工智能安全等方面工作[1]。当前,我国处在安全风险持续显现、事故防范压力巨大的关键阶段。体现在风险隐患仍然突出,防控难度不断加大,应急管理基础薄弱等方面[2]。亟需从政策设计的角度提升安全生产治理成效。
当前学界相关研究聚焦于3方面,①行业安全生产治理。例如:田永秀等[3]探讨了铁路安全教育对安全生产的作用。王乾等[4]探究了油气管道事故系统致因模型的理论内涵和实践路径。②政府与安全生产治理的关系。唐雲等[5]分析了政府在安全生产治理过程中的定位、意义与影响。姜雅婷等[6]则剖析了政府官员和安全生产治理效果的相互影响。③安全生产治理新方法。刘素霞等[7]以行动者网络理论为框架,构建了中小企业安全生产协同治理行动者网络。杨志军等[8]利用系统化计算机辅助设计方法和NVivo 12 Plus软件,评估了安全生产治理政策。在国外,这些方法也有所运用,如肉类食品安全管理[9]以及药物安全[10]等。
虽然国内外学者在安全生产治理研究领域已取得较多成果,但量化研究还较为鲜见。因此,笔者拟利用NVivo 12 Plus软件,揭示现行安全生产治理政策工具的采用和分布情况,探寻政策不足,以期为优化安全生产政策,提升治理成效提供参考。
1 安全生产政策文本分析框架

利用政策工具量化研究政策文本已成为当前政策分析的主流方法[11]。以政策工具和安全生产治理逻辑2个维度为基础,X轴为安全生产治理采用的政策手段,Y轴为安全生产治理逻辑的构成要素。构建安全生产政策文本二维分析框架(图1)。
1.1 X轴维度:政策工具
Roy等[12]提出的供给型、环境型和需求型分类方法在理论、操作与实践层面,均适合文中的分析框架,理由为:①从理论基础来看,该方法综合吸收工具理性与制度分析的研究成果,具有较高的普遍性和解释力。②从包容性角度来看,该方法涵盖资源供给、制度环境营造和社会需求激发等多重治理逻辑。③从可操作性来看,该方法将政策文本解构为3个相对独立、可度量的维度,从而在定量编码、频次统计和横向比较中具有良好信度和可重复性。其中,供给型政策工具是指政府及有关部门投入至安全生产治理领域的资源。环境型政策工具即营造安全生产环境的有关途径。需求型政策工具是通过激励手段打开市场,推动相关需求发展。3类工具组合构建分析框架X维度(图2),供给型政策工具是推动安全生产治理的基础支撑,环境型政策工具为其构建制度与规则保障,而需求型政策工具则通过市场牵引相关产业发展。
1.2 Y轴维度:安全生产治理逻辑
从分散线索中抽取共性要素,并在综合政策过程理论、风险治理理论及公共安全管理理论的基础上,构建安全生产治理逻辑(图3)。
框架以公共政策过程模型以及安全科学和应急管理学中风险生命周期管理思路为基础,同时突出人才与技术的支撑作用,并融合价值引领、能力建设等要素,将各要素相互区分。
具体而言,目标理念是指党和政府对安全生产治理提出的目标、任务和要求以及安全生产治理应当秉持何种理念。人才技术则是指科学研究、安全技术标准的制定以及各类相关专业人才的培养。事前预防、事中管控和事后处理则是以安全事故为核心的分类,可以覆盖安全生产治理的全过程。
2 安全生产政策文本选取及编码

2.1 安全生产政策文本的选取
以“安全生产”为关键词,在独秀数据库与中央人民政府网检索,得到1949—2024年间颁布的80份政策文本。发文主体涵盖党中央、国务院和相关部委,行业包括全行业适用以及部分行业适用,类型包括文件通知、法律规章、生产规划等,部分安全生产政策文本信息见表1。
2.2 安全生产政策文本编码
采用NVivo 12 Plus软件编码政策文本。首先,将80份政策文本导入软件。其次,运用软件对安全生产治理文本进行词频分析,为编码奠定基础。然后,分别建立2个维度的各子节点。随后,逐段、逐句、逐字阅读,并将相应的参考点归类到对应的子节点中。最后,得出编码参考点,共计1 872项。部分内容见表2、表3。
3 安全生产政策文本的统计分析

3.1 X维度的统计分析
根据政策文本编码结果(图4),我国安全生产治理使用了全部政策工具,但其使用频次存在差异。环境型政策工具占比最高,供给型政策工具居中,而需求型政策工具占比最低。表明当前治理结构明显倾向于环境型工具,需求型工具运用相对不足。
具体而言,环境型政策工具占主导地位,尤其注重使用法律规章、监督考核、组织管理等子工具。环境型政策工具占比接近2/3,是推动安全生产治理的主要手段。其中,监督考核的参考点数量为210个,占比为22.4%,接近需求型政策工具总数的2倍,是使用频次最高的子工具。组织管理和法律规章的参考点数量分别为153和91个,占比分别为16.4%、9.7%;规划计划和宣传教育的使用频次较少。因此,目前国家安全生产治理是以监督考核为重点,通过颁布法律规章和加强组织管理等重要手段,以规划计划为指引,并辅之以宣传教育营造安全生产环境。供给型政策工具居于辅助地位,尤其侧重设施设备子工具。供给型政策工具占比不足1/3,处于相对弱势的地位,说明目前的投入还相对不足,物力尤其是人力、财力短板依然存在。其中,设施设备参考点为101个,占比为10.8%,是供给型政策工具中使用频次最高的子工具。培育培训和资金投入的参考点数量分别为96和47个,占比分别为10.3%和5%。物防作为安全生产治理的基础手段,设备设施占比最大合情合理。但是,要进一步推动物防、技防、人防结合,有关政策需要完善。需求型政策工具处于相对弱势的地位,各类子工具参考点数量与占比差异不大,均较低。例如:在需求型政策工具中数量最多的应急救援,参考点为45个,仅占4.8%。由此可见:安全生产治理溢出效益不明显,相关产品市场需求不足。
综上所述,我国当前安全生产治理更强调监管,原因是:①与政府主导型治理模式密切相关,更倾向于采用可控制、可量化的监督与管理手段。②具体实践中投入不均衡、市场机制培育不足,导致前瞻性规划和公众参与的作用未能充分发挥。
3.2 Y维度的统计分析
根据2.2节所述编码步骤和方法,绘制安全生产治理逻辑要素分布图(图5)。从图5可以看出,安全生产政策文本涵盖5个逻辑要素,但不同要素的分布情况存在差异,分布并不平衡。具体来说,事前预防的参考点数量有372个,占比为39.7%,出现频次最多。人才技术和事中管控紧随其后,而目标理念和事后处理出现频次较少,占比均小于15%。
由此看来,我国安全生产政策呈现出以事前预防为主导,以人才技术为支撑,事中管控与事后处理协同配合的整体格局。其中,事前预防占绝对优势,与我国安全第一、预防为主、综合治理的方针高度契合;人才技术要素贯穿始终,是推动治理提升的关键动力;事中管控与事后处理则作为实践保障和兜底环节,仍有待加强。在目标理念层面,以人为本、生命至上等理念在后期政策中逐步明确,体现出我国安全生产治理实践—理念—再实践的马克思主义发展路径。
3.3 X、Y维度的统计分析
利用文中分析框架,交叉分析2个维度,绘制安全生产政策工具二维分布(表4)。从表4可以看出,①从整体上看,不同程度地体现出3类政策工具的综合运用,逐渐形成了复合式政策安排。尽管在部分环节,需求型政策工具使用频次很低,但也体现出不同政策工具的互补。通过供给侧、环境侧和需求侧协同发力,治理模式正逐步转向综合施策、系统联动的科学模式。②从逻辑要素内部结构来看,政策工具的使用存在显著差异。环境型政策工具长期占据主导地位,发挥着制度规范、氛围营造等功能。供给型政策工具则主要分布于人才技术领域,通过推动技术创新以及人才培养增强治理能力。相较之下,需求型政策工具使用偏少,更多承担辅助功能。
4 结论

1) 当前我国安全生产治理政策体系已经初步形成,政策工具应用全面,包含3类12项政策子工具,在此基础上,已形成以事前预防为核心,人才技术为重要内容,事中管控、事后处理为补充达到目标理念的发展格局。
2) 现行政策工具组成结构失衡,对安全生产治理的保障能力最强,促进力量较弱,拉动力量不足。安全生产治理逻辑各要素间差异很大,整体呈现出不均衡的现象。政策工具与治理逻辑要素之间融合程度不足,极易导致公共资源的浪费,政策实施的效率降低,预期效果难以达成。
3) 为进一步提升我国安全生产治理水平,需要从以下3方面着力:①优化政策工具结构。加强供给型工具的运用,供给资金、技术和公共服务等资源;拓展需求型工具的应用,以市场激励为主线,形成政企良性互动。②平衡逻辑要素分布。协调长、短期目标的关系,着力培育持久的安全生产能力。完善兜底机制,建立从事故预警、应急处置到调查、责任划分和赔偿的全链条制度。③推动政策工具与逻辑要素深度融合。在政策制定过程中强化科学研判与前瞻设计,并建立协同治理平台,形成政府主导、多元参与、全社会共建共享的治理格局。
