To manage risk transmission and reduce the probability of construction safety accidents, the evolution process and characteristics of construction safety risk transmission in high-altitude areas were explored. Firstly, based on construction accident reports of hydropower projects in high-altitude areas and the 4M1E theory, a construction safety risk factor system was constructed from five aspects: personnel, machinery and equipment, materials, management, technology, and environment. The Decision-Making Experiment and Assessment Technique (DEMATEL) was used to analyze risk events triggered by risk factors. Then, based on the SFEP theory, a construction safety risk transmission network was established, and the risk transmission probability of each path was calculated through association rules. The SD method was utilized to construct an SD model of the construction safety risk transmission network. Finally, a large hydropower project in Xizang was taken as an example for simulation verification. The results show that the SD model of the construction safety risk transmission network reveals 29 risk transmission paths from 17 edge events, 15 process events, to 5 final events, as well as their evolution trends and sensitivities. Environmental and management risk events are identified as key nodes, and three key transmission paths are identified. Based on this, targeted risk transmission prevention and control measures are proposed, providing a theoretical basis for the management of construction safety risks in hydropower projects in high-altitude areas.

为管控风险传递,降低施工安全事故发生概率,探究高海拔地区水电工程施工安全风险传递的演化过程和特征。首先,基于高海拔地区水电工程施工事故报告和4M1E理论,从人员、机械设备及材料、管理、技术和环境5个方面构建施工安全风险因素体系,采用决策试验和评价试验法(DEMATEL)分析风险因素引发的风险事件;然后,基于系统故障演化过程(SFEP)理论建立施工安全风险传递网络,通过关联规则计算各路径风险传递概率;利用系统动力学(SD)构建施工安全风险传递网络SD模型;最后,以西藏某大型水电工程为例,开展仿真验证。结果表明:施工安全风险传递网络SD模型揭示了从17种边缘事件、15种过程事件至5种最终事件的29条风险传递路径及其演化趋势与敏感性,确定环境与管理风险事件为关键节点,识别出3条关键传递路径。据此,立足关键节点与关键路径阻断风险传递,有效降低事件发生与演化概率,减少施工安全事故。

为管控风险传递,降低施工安全事故发生概率,探究高海拔地区水电工程施工安全风险传递的演化过程和特征。首先,基于高海拔地区水电工程施工事故报告和4M1E理论,从人员、机械设备及材料、管理、技术和环境5个方面构建施工安全风险因素体系,采用决策试验和评价试验法(DEMATEL)分析风险因素引发的风险事件;然后,基于系统故障演化过程(SFEP)理论建立施工安全风险传递网络,通过关联规则计算各路径风险传递概率;利用系统动力学(SD)构建施工安全风险传递网络SD模型;最后,以西藏某大型水电工程为例,开展仿真验证。结果表明:施工安全风险传递网络SD模型揭示了从17种边缘事件、15种过程事件至5种最终事件的29条风险传递路径及其演化趋势与敏感性,确定环境与管理风险事件为关键节点,识别出3条关键传递路径。据此,立足关键节点与关键路径阻断风险传递,有效降低事件发生与演化概率,减少施工安全事故。

To manage risk transmission and reduce the probability of construction safety accidents, the evolution process and characteristics of construction safety risk transmission in high-altitude areas were explored. Firstly, based on construction accident reports of hydropower projects in high-altitude areas and the 4M1E theory, a construction safety risk factor system was constructed from five aspects: personnel, machinery and equipment, materials, management, technology, and environment. The Decision-Making Experiment and Assessment Technique (DEMATEL) was used to analyze risk events triggered by risk factors. Then, based on the SFEP theory, a construction safety risk transmission network was established, and the risk transmission probability of each path was calculated through association rules. The SD method was utilized to construct an SD model of the construction safety risk transmission network. Finally, a large hydropower project in Xizang was taken as an example for simulation verification. The results show that the SD model of the construction safety risk transmission network reveals 29 risk transmission paths from 17 edge events, 15 process events, to 5 final events, as well as their evolution trends and sensitivities. Environmental and management risk events are identified as key nodes, and three key transmission paths are identified. Based on this, targeted risk transmission prevention and control measures are proposed, providing a theoretical basis for the management of construction safety risks in hydropower projects in high-altitude areas.

水电作为实现“双碳”目标的重要清洁能源,其待开发资源一半以上集中在高海拔地区[1]。高海拔地区水电建设具有“四高”(高寒、高地应力、高地震烈度、高水头)“四大”(大埋深、大落差、大保护、大温差)“三长”(长冬歇、长隧洞、长周期)特点[2],施工安全风险因素相互传递、不断积累,易诱发安全事故。将风险传递理论引入高海拔地区施工安全管理,探究风险形成机制、传递路径及动态演化规律,提出风险传递防控策略,对预防施工安全事故、保障工程高质量建设具有重要意义。
目前,国内外学者围绕高海拔地区施工安全风险已展开系列研究。莫俊文等[3]构建了铁路工程施工人员不安全行为评估体系;成连华等[4]建立了建筑施工项目应急能力风险评价指标体系;Zhao Jing等[5]构建了大坝建设安全综合风险评价模型;牛衍亮等[6]提出了高海拔铁路隧道施工安全风险管理策略框架;谢雪凌[7]针对高海拔作业人员职业健康问题提出了防护行为意识培育路径;Wu Peng等[8]提出隧道施工海拔分级规则,为不同海拔等级的供氧和防冻提供依据;Zhang Yuxiang等[9]提出了施工保温层加装方案。现有研究多集中于建筑、铁路、隧道等领域,侧重工程结构稳定性分析与风险因素间相互作用关系,而针对高海拔地区水电工程施工安全风险传递过程的系统性研究尚显不足。
鉴于此,笔者拟运用系统故障演化过程(System Fault Evolution Process,SFEP)理论,建立高海拔地区水电工程施工安全风险传递网络,结合系统动力学(System Dynamics,SD),构建施工安全风险传递网络SD模型,并通过工程案例仿真验证,旨在揭示高海拔地区水电工程施工安全风险传递效应、识别关键节点和关键路径,据此提出针对性的风险防控策略,降低施工安全事故发生概率。
参照文献[10-12],统计分析83例高海拔地区施工事故案例,依据人-机-料-法-环(Man,Machine,Material,Method,Environment,4M1E)理论,将施工安全风险因素划分为人员、机械设备及材料、管理、技术和环境5类,按照具体的、可衡量的、可达到的、相关的、有时限的(Specific,Measurable、Attainable、Relevant、Time-based,SMART)原则[13]确定32个具体风险因素,构建施工安全风险因素体系如图1所示。
风险事件的发生是孕灾环境中风险因素相互作用的过程[14]。在高海拔地区复杂施工环境下,安全风险因素相互作用、持续累积,形成具体的风险事件,且事件间存在复杂的连锁影响关系。为量化风险事件间的影响关系,采用决策试验和评价试验法(Decision Making Trial and Evaluation Laboratory,DEMATEL)计算中心度和原因度。该方法结合图论和矩阵运算开展系统因素分析,邀请15位高海拔地区施工专家采用“0~4标度法”对风险事件间直接影响程度打分,并运用德尔菲法经3轮专家打分和反馈修正,以降低专家意见离散度。基于有效评分数据构建直接影响矩阵,经标准化处理后推导综合影响矩阵,最终计算各风险事件的中心度和原因度[15],得到的风险事件的影响关系见表1
风险传递本质上体现为风险在系统节点间的动态转移,其前提是节点间存在因果关系。初始风险因素引起风险状态转移,加之系统的整体性、关联性、脆弱性与动态性特征,最终导致系统结构破坏,即风险传递路径基于节点间因果关系,一个风险的发生可能引起相邻节点风险水平变化[16]。在高海拔水电工程施工中,风险源依托传播载体向系统外部扩散,在外界干扰下到达关联节点;该节点风险不断积累并超过其固有风险容量,成为触发风险者,随后可能演变为阻断风险者或进一步放大风险,最终传递至风险接受者,形成风险事件并诱发施工安全事故,该安全风险传递过程如图2所示。
根据高海拔地区水电工程施工特点,结合SFEP理论分析施工安全SFEP中对象、状态和连接的关系[17]。该SFEP采用由事件与连接组成并按因果关系相连的网络,其中点表示事件,线表示事件间传递路径,事件包括对象、状态和逻辑关系。SFEP理论主要组成元素[18]图3所示。
根据1.2节风险事件中心度和原因度计算结果可知:事件A1-A4B1-B4C1-C4D1-D2E1-E3原因度显著为正,仅对其他风险事件产生作用,界定为边缘事件;事件A5-A8B5-B6C5-C6D3-D6E4-E6原因度在零值附近小幅波动,既受其他风险事件影响又作用于其他风险事件,归类为过程事件;最终事件为边缘事件经过程事件传递后的终端结果,结合高海拔地区水电工程施工安全风险特点,划分为人员、机械设备及施工材料、环境、管理和技术5类。
SFEP可用于描述风险传递过程,根据风险事件间影响关系,运用树状模型系统性描述从事故原因到结果的逻辑层级,建立高海拔地区水电工程施工安全风险传递网络(图4),用以界定风险事件间的逻辑关系,明确风险传递的结构框架,直观呈现系统内的风险传递路径,为后续定量分析各条风险传递路径提供基础。
安全风险事件发生的概率分布可理解为系统中元件故障的概率分布。在安全风险传递网络基础上,确定边缘事件发生概率及事件间传递概率,进而计算过程事件、最终事件的发生概率[19-20]
收集2014—2024年83例高海拔地区施工安全事故调查报告,采用关联规则分析挖掘风险传递关系,运用Apriori算法的支持度和置信度描述风险传递关系强弱,相关定义如下:
1) 支持度(Support)反映风险事件在数据集中的共现程度,即事件XY同时出现的概率。

为保证较多风险事件被数据集包含,同时过滤极端偶然事件,设置支持度≥5%;考虑高海拔地区施工安全风险“间接触发、弱关联但强影响”的特殊性,保留强影响但弱关联的规则,并规避低置信度下的无效关联,设置置信度≥15%[21]。据此得到风险事件间传递关系的重要度与可靠度,计算风险事件间传递概率值(表2)。
由传递概率值,确定边缘事件发生概率后,计算各条风险传递路径的概率,其计算式见表3,从而得到最终事件的发生概率:

以高海拔地区水电工程施工安全风险为建模对象,确定人员、机械设备及材料、环境、管理和技术 5个子系统作为模型边界。为确保模型的逻辑性与科学性,提出以下假设:①施工安全风险系统的运行是连续渐进的行为过程;②模型仅考虑5个子系统内风险因素相互作用导致的施工安全风险,其他影响力过小的外生变量不予考虑;③工程建设管理者对施工安全风险的调控作用有限,无法完全消除负面影响。
以施工安全风险传递网络为基础,利用Vensim DSS绘制风险事件间因果关系,如图5所示。
为分析施工安全风险传递网络中最终风险事件的动态演化和传递特征,以风险事件间因果关系图为基础,应用Vensim DSS软件建立存量流量图模型,如图6所示。
根据风险传递网络及事件间传递概率,结合存量流量图,参照文献[22-23],确定施工安全风险传递网络SD模型主要变量方程式如下:

式中:Ik为输入率(Inflow,I);Xi为边缘事件;PXi为边缘事件发生概率;t1、t2为延迟时间,周;Ok为输出率(Outflow,O);Q为风险管控程度;Mi为安全风险衰减程度;PX为边缘事件对应子系统中最终事件发生概率;Sk为状态量(Stock,S);i为子系统的个数,i=1,2,…,5;k为状态变量的个数,k=1,2,…,6。
以叶巴滩水电站中双曲拱坝主体坝段施工为案例,平均海拔3 000 m,总装机容量2 240 MW,以坝段施工开始后的28周为时间跨度开展模型仿真。
采用现场调研结合工程资料,邀请施工专家、项目管理人员和一线技术人员进行三点估值法打分,取算术平均值作为模型初始值,确定边缘事件发生概率。取值范围为[0,1],其中,0表示边缘事件不发生;1表示边缘事件肯定发生,结果见表4
确定边缘事件发生概率后,计算最终事件及各风险传递路径的发生概率,采用施工安全风险传递网络SD模型进行仿真分析。
借助Vensim DSS软件开展施工安全风险传递演化分析,设定步长为0.125,时间跨度0~28周。
运用施工安全风险传递网络SD模型,分析风险传递最终事件的风险概率演化趋势(图7)和其敏感性。由图7可知:最终风险事件概率均呈先快速上升后下降态势,施工前期增速排序为:环境>管理>技术>机械设备及施工材料>人员;峰值排序为:环境>管理>技术>机械设备及施工材料>人员。模拟最终风险事件敏感性,不同颜色条带代表不同程度的敏感置信区间,敏感性以带宽为参考量,带宽越大,敏感性越高[24]。其中,管理风险事件、环境风险事件、技术风险事件、人员风险事件、机械设备及材料风险事件的敏感性带宽分别约为3.48、5.12、2.96、2.62、2.84,敏感性排序为:环境>管理>技术>机械设备及施工材料>人员。环境、管理敏感性较为突出,与基于SFEP理论的风险传递概率分析结果基本相符,确定二者为风险传递控制关键节点。
环境作为原生风险载体,管理作为核心调控变量,决定施工安全系统整体风险阈值。根据表3表4,得到导致管理风险事件的各路径概率排序为:R20(2.64%)>R19(2.57%)>R22(2.22%)>R21(1.97%)>R23(1.43%)。利用施工安全风险传递网络SD模型进行敏感性验证,管理风险事件风险传递路径概率变化如图8所示。由图8可知:路径敏感性排序为:R20>R19>R22>R21>R23,其中,R20、R19、R22影响程度明显。由此可得3条关键路径:①R20,安全管理制度不健全→安全教育培训落实不到位→安全责任未落实→管理风险事件;②R19,安全管理制度不健全→现场管理不规范→管理风险事件;③R22, 安全隐患排查不彻底和整改不及时→应急救援准备不充分→管理风险事件。施工安全风险传递网络SD模型揭示了29条风险传递路径(3条关键路径、26条常规路径),确定环境及管理风险事件为关键节点,契合案例实际安全管理重点,验证了模型有效性。
从关键节点与关键路径入手,通过“阻断”风险传递进程,降低边缘事件发生概率或事件间传递概率,进而降低最终事件发生概率,以减少施工安全事故的发生,具体措施如图9所示。
1) 高海拔地区水电工程施工安全风险传递过程中,环境风险事件与管理风险事件为关键节点,二者的风险概率演化速度、峰值及敏感性均高于其他风险事件,对系统整体风险水平具有重要影响。
2) 通过仿真分析,识别出3条关键风险传递路径:①安全管理制度不健全→安全教育培训落实不到位→安全责任未落实→管理风险事件;②安全管理制度不健全→现场管理不规范→管理风险事件;③安全隐患排查不彻底和整改不及时→应急救援准备不充分→管理风险事件。
3) 高海拔地区水电工程施工安全风险防控以环境、管理关键节点为核心,对3条关键传递路径实施精准干预,同时兼顾常规风险节点及对应路径,有助于有效抑制风险传递进程,降低施工安全风险。
