To solve the information fusion and situation awareness issues of terminal decision-making groups in emergency rescue of major chemical fires,a fire situation awareness model for large-scale storage tanks was proposed based on the evolution characteristics of the storage tank fire situation and the multi-layer network theory. A network edge weight calculation method based on Bayesian parameter estimation was proposed by developing a chemical storage tank fire situation information set. Node importance and inter-layer correlation coefficient were used to present the connection strength of nodes within the network layer and the correlation strength between network layers,respectively. Moreover,the evolution trend of key situations within and between storage tanks was identified. Then,the evolution process of the fire emergency rescue situation in a tank was analyzed. The results indicated that the situation awareness model based on multi-layer networks can better analyze the fire situation evolution characteristics of large storage tanks. The greater the importance of the node,the faster the fire evolution of the corresponding storage tank. The stronger the correlation between layers,the more significant the evolution trend between adjacent storage tanks.

为解决重特大化工火灾应急救援现场信息融合和终端决策群体态势感知难题,基于储罐火灾态势演化特征和多层网络理论,提出大型储罐区火灾态势感知模型。通过构建化工储罐火灾态势信息集合,提出基于贝叶斯参数估计的网络边权值计算方法;以节点重要度和层间关联系数分别度量网络层内部节点的连接强度和网络层之间的关联强度,进而识别储罐自身、储罐与储罐之间关键态势的演化趋势;通过对某储罐区火灾应急救援态势演化过程进行分析。结果表明:基于多层网络的态势感知模型能够更加客观地反映大型储罐区火灾态势演化过程;节点的重要度越大,节点所对应的储罐内部态势演化速度越快;层间关联强度越强,相邻储罐之间的态势演化趋势越显著。

To solve the information fusion and situation awareness issues of terminal decision-making groups in emergency rescue of major chemical fires,a fire situation awareness model for large-scale storage tanks was proposed based on the evolution characteristics of the storage tank fire situation and the multi-layer network theory. A network edge weight calculation method based on Bayesian parameter estimation was proposed by developing a chemical storage tank fire situation information set. Node importance and inter-layer correlation coefficient were used to present the connection strength of nodes within the network layer and the correlation strength between network layers,respectively. Moreover,the evolution trend of key situations within and between storage tanks was identified. Then,the evolution process of the fire emergency rescue situation in a tank was analyzed. The results indicated that the situation awareness model based on multi-layer networks can better analyze the fire situation evolution characteristics of large storage tanks. The greater the importance of the node,the faster the fire evolution of the corresponding storage tank. The stronger the correlation between layers,the more significant the evolution trend between adjacent storage tanks.

近年来,我国大型化工园区、超大型石化基地和炼化一体化项目快速发展,大型储罐火灾应急救援面临较大挑战。2022年,《“十四五”国家应急体系规划》进一步突出无人机、红外、微波遥感和各类安全生产数据采集系统等先进信息采集技术在重特大灾害应急救援中的支撑地位,而救援现场海量、多源、异构信息的动态解析、深度融合与智能感知则是提升重特大化工事故应急救援效能的关键技术。
作为救援现场的终端决策群体,处于战术执行层的一线指挥员对化工事故的精准感知在很大程度上决定着应急救援工作的成败[1-3]。围绕态势感知,LUOKKALA[4]研究了不同决策群体对突发事件态势的理解与应急响应能力的差异。陈珑凯[5]利用多源数据融合与数据挖掘技术,提出基于物联网的危险化学品泄漏态势感知方法。王雪栋[6]利用系统动力学理论,研究了民众对化工事故风险感知的形成机制。NADERPOUR等[7]基于证据理论和动态贝叶斯网络,构建了化工事故态势风险感知方法。OLIVEIRA[8]通过融合地理信息系统数据和环境信息等,开发了用于辅助森林火灾应急决策的态势感知系统。窦珊[9]通过融合储罐泄漏量监测数据、危险品运输车辆路径轨迹数据和地理信息系统等多源信息,提出化工园区危险区域态势感知方法。综上所述,当前针对灾害事故态势感知的研究主要侧重事前风险防范,对于辅助灾后应急决策与指挥则鲜有涉及。
为此,笔者拟从一线消防指挥人员的终端决策需求出发,将储罐火灾态势演化分为储罐自身态势演化和储罐与储罐之间态势演化2个维度,借助多层时变网络思想度量演化,创新性地构建大型储罐区火灾态势感知模型,以期为基层消防指战员研判灾情提供决策支持。
重特大化工事故应急救援现场,不同层级终端决策群体对现场态势的关注角度和决策偏好存在较大差异[10]。作为救援现场终端决策群体,一线指挥员重点关注的是对具体战术运用和资源使用有重要影响的连续性突变态势,如全液面火灾、密封圈火灾、浮盘卡盘、罐壁坍塌等。其对每一种态势状态的感知过程可分为态势信息察觉、当前态势理解和未来态势预测3个阶段,即决策者在融合救援现场大数据信息的基础上,预测当前态势状态的严重程度及其未来演化路径。近年发生的福建古雷腾龙芳烃有限公司爆炸事故、河北沧州鼎睿石化爆炸事故均表明:上述态势在实际救援现场存在多维演化规律。如浮盘卡盘造成罐壁破裂,会诱发大面积地面流淌火,同样,浮盘卡盘或沉没也可能诱发全液面火灾,而大面积流淌火和全液面火灾均可能导致相邻未着火储罐爆炸。因此,大型储罐火灾态势演化在同一时空上具有2个显著维度:一是起火储罐内部各种态势之间存在相互演化行为,二是起火储罐与相邻储罐之间存在态势演化行为。
1) 单层网络模型构建。基于上述储罐火灾态势演化理论可知:大型储罐区火灾态势演化网络由起火储罐态势演化网络和相邻储罐态势演化网络构成。首先,需要提取储罐火灾态势状态集合,并构建与每一种态势状态对应的信息集合。从应急救援实战角度出发,根据国内外化工储罐火灾应急救援经验,提取一线指挥员重点关注的8种突变态势,分别是密封圈火灾、浮盘卡盘、罐顶爆炸、油品沸溢和喷溅、全液面火灾、可燃液体复燃、储罐罐壁坍塌、大面积地面流淌火。上述8种态势在储罐与储罐之间、储罐区与储罐区之间均存在相互演化趋势。综合考虑救援难度、事故危害程度和演化路径数量对上述态势排序,罐顶爆炸>全液面火灾>沸溢和喷溅>罐壁坍塌>地面流淌火>浮盘卡盘>可燃液体复燃>密封圈火灾。将上述态势状态为网络节点、态势演化路径作为有向边、态势状态之间的关联度为边权值,构建态势演化有向加权网络,具体构建过程如下:
将储罐区第α个起火罐内部态势演化网络表示为Gα=(VαEα),其中,Vα={v1αv2αvNαα}为起火罐态势节点集合,节点数为Nα;Eα={e1αe2αeMαα}为态势节点的边集合,eijαEα表示态势节点viα到态势节点vjα的边,边数为Mα。根据储罐内部态势演化关联关系,以邻接矩阵Aα=(aijα)Wα=(wija)表示第α个起火罐不同态势之间的连接情况,如果态势节点viα~vjα存在演化趋势,则aijα=1,且wija=eijα的边权值,反之,aijα=0,且wija=0。将第β个临近罐的态势网络表示为Gβ,其态势节点数为n,若起火罐有s个态势节点与临近罐t个态势节点存在层间连边,则层间邻接矩阵A[αβ]为一个s×t阶矩阵,将邻接矩阵A[αβ]=(aijαβ)W[αβ]=(wijaβ)表示第α个起火罐与第β个临近罐态势之间的连接情况,如果态势节点viα~vjβ存在演化路径,则aijαβ=1,且wijaβ=eijαβ的边权值,反之,aijαβ=0,且wijaβ=0。
2) 多层网络模型构建。依据多层复杂网络理论[11-12],将起火储罐态势演化网络视为底层网络,临近罐内部态势演化视为上层网络,通过网络层之间不同态势节点的相互作用实现底层网络与上层网络之间的连接,进而构建化工储罐火灾多层动态网络模型,如图1所示。图1中,αβ分别表示着火罐和相邻罐。实际重特大化工火灾应急救援现场,着火罐和临近罐可能为多个储罐,多层态势网络可在此基础网络上扩展。指挥员到达现场后,通过归一化处理采集到的态势信息,计算得到态势节点的综合权重,以此作为多层网络节点的边权值,通过节点的重要度和层间关联系数判断现场态势的最有可能演化路径及储罐之间态势的影响程度。
刻画多层网络节点之间、层与层之间紧密程度的指标主要有节点度、平均路径长度、介数中心性、集群系数和层间相关系数等指标。文中重点研究不同时刻,态势网络层内部节点之间、态势网络层之间的关联程度,进而识别关键态势节点的可能传导路径。因此,选择节点重要度和层间相关系数分别作为评估态势节点传导能力和态势网络层之间相关性的重要指标。
1) 节点重要性。节点重要性通过量化同一网络层内节点与其相邻节点的紧密程度,实现对储罐态势状态演化的趋势判断。节点重要度C(i)的计算过程如下:

式中:D(i)为节点的进度和出度之和;N(i)为与节点i相连的次邻居节点的个数;μiλi为影响因子;ξi为节点i与其相邻节点的紧密程度;M(i)为以任意节点为中心2步领域内节点的总数;δk为节点i与其相邻节点的耦合强度。
2) 层间关联系数。多层网络之间的连接越多,意味着层间的关联性越强,越能判断储罐之间的态势影响程度。考虑到不同储罐之间的态势节点可能存在异质性特征,采用加权网络关联系数进行计算[13]

式中:Rαβ为网络层α和网络层β的关联度;WαWβ分别为网络层α、网络层β的总权重;WK为网络层α和网络层β之间所有层间连边的总权重;wijαwi'j'β分别为网络层α节点对(ij)和网络层β节点对(i'j')的边权值。
某化工企业吸附分离装置区发生爆炸后,形成的碎片击中了与其相邻的多个储罐,导致储罐区内3个容积均为10 000 m3的内浮顶储罐(编号为607、608、610)同时起火,如图2所示。其中,607和608号罐为重石脑油储罐,609和610号罐为轻重整液储罐,事故发生时,4个储罐的可燃液体储量分别为6 622、1 837、1 563和4 020 m3,有关4个储罐的其他态势信息可通过储罐区各类安全生产数据采集系统和无人机采集系统获取。
1)确定关键态势状态。此次火灾为3个内浮顶储罐同时出现全液面燃烧,辖区消防救援站到场后,由于4个储罐的液位均相对较低,初期处置的重点围绕防止3个着火罐出现罐壁坍塌造成浮盘卡盘,以及609储罐可能出现闪爆展开。现场应急处置分为2个阶段:第1阶段为607、608和610储罐从形成全液面火灾到相继被扑灭;第2阶段为救援现场出现的降雨和大风破坏了覆盖的泡沫层,导致610和608号罐相继出现复燃,随后608号罐罐壁坍塌,导致浮盘卡盘,并形成大面积流淌火,再次引燃607储罐,随后609储罐顶部发生爆炸,此时4个罐均形成全液面火灾。表1为根据应急救援报告提取的现场指挥员重点关注的态势。
2) 确定态势节点连边。态势节点连边表示从初始态势出发,在现场环境和应急处置措施的综合影响下,初始态势可能演化的路径,确定态势节点连边需要基于大量事故案例进行科学分析。以607号储罐为例,其储存有超过65%的重质油品,形成全液面火灾后,由于现场救援资源仅能维持对罐壁进行降温,全液面火灾可能沿着“全液面火灾→罐壁坍塌→浮盘卡盘→地面流淌火”路径发展,也可能沿着“全液面火灾→沸溢或喷溅→罐壁坍塌→地面流淌火”路径发展。因此,态势节点的连边既有单向连边,也可能有双向连边,即任何一种态势的演化均可能存在多条路径。
3) 网络边权值的确定。对于图1中有向加权网络,边权值反映出任意2个态势节点之间的演化趋势强弱。由于4个储罐在容积、内外部构造上并无显著差异,且同一储罐在同一时刻可能存在相同演化路径,为区分不同储罐、相同态势之间的演化趋势强弱,采取贝叶斯参数估计方法计算关联节点的概率,以此作为网络边权值绘制态势网络图。
首先,针对表1中任一态势状态建立态势信息集合,并归一化处理态势信息,基于态势信息分级标准,利用式(8)计算态势节点的条件概率。例如:罐壁坍塌可以用{罐体类型;液位/储罐高度;冷却强度}的信息集合表示。其次,以Beta分布描述态势节点的先验分布,基于247起化工火灾统计数据[15],得到Beta分布参数;最后,利用式(9)计算得到更新后的节点条件概率。

式中:S为态势节点;d为救援现场采集到的动态数据;f(S|d)为更新后的节点条件概率;f(S)为节点的先验分布;ab为Beta分布参数;g(d|S)为节点初始条件概率。
将607—610这4个储罐的态势状态分别用SαSβSγSδ标注,图3为该起火灾2阶段应急救援态势演化关联网络图,图4给出了态势节点的重要度分布。在应急救援第1阶段,609号罐顶部爆炸、呼吸阀起火、610号罐全液面火灾、609号罐罐壁变形应是现场指挥员优先应对的态势场景。层间相关系数Rγδ=0.64、Rαδ=0.51、Rβδ=0.35,结果进一步表明:610号罐由于液位较低,罐壁变形坍塌的风险更高,可能形成的地面流淌火对其他3个储罐的威胁更为严重。因此,610罐全液面火灾→610号罐罐壁坍塌→地面流淌火→609号罐呼吸阀起火→609号罐罐顶爆炸为第1阶段最有可能演化路径。根据此次事故应急救援报告,610罐由于长时间低液位燃烧导致罐壁坍塌,引发的防火堤流淌火是导致609号罐爆炸的主要原因,表明610号罐对609号罐的态势影响最大。
在应急救援第2阶段,节点重要度表明:607号罐全液面火灾、609号罐罐顶爆炸及其全液面火灾、608号罐全液面火灾、607号罐罐壁坍塌形成的地面流淌火应是现场指挥员优先应对的态势场景。一方面,经过第1阶段长时间燃烧,液位最低的610号罐由于再次受到热辐射的影响,罐壁坍塌的风险依然较高,但由于此时液位相对较低,罐壁破裂后形成的地面流淌火对其他3个储罐的威胁可以忽略。另一方面,发生复燃的607和608号罐,由于罐壁温度并未降低到可燃液体燃点以下,其力学性能在油品复燃后会进一步降低,罐壁破裂后形成地面流淌火的风险更高。在此阶段,608罐全液面火灾→608号罐罐壁坍塌→地面流淌火→609号罐呼吸阀起火→609号罐罐顶爆炸应是现场指挥员重点关注和防范的态势演化路径。根据事故应急救援报告,608号罐破裂形成地面流淌火是导致609号罐爆炸的主要原因。
1) 从理论层面提出面向终端决策的大型储罐区多罐火灾态势演化的二维分析模型,得到大型储罐区火灾应急救援态势感知模型,该模型可用于辅助基层指挥员进行态势研判。
2) 通过构建态势状态信息要素集合,基于多源异构信息归一化处理结果,得到大型储罐火灾态势信息分级标准。实例分析表明:研判大型储罐火灾关键态势需要综合考虑层间关联强度和节点重点度2个关键参数。与单层网络模型相比,多层网络模型能更加科学地预测大型储罐区火灾态势演化特征。
