In order to coordinate the distribution and use of materials in the emergency supply chain,the reliability evaluation indexes of the emergency supply chain were refined based on literature analysis. The reliability evaluation index system of the emergency supply chain was established,which was composed of three first-level indicators of organizational guarantee reliability,system institutional reliability and operation process reliability and 17 corresponding second-level indicators. AHP,EWM,and trigonometric fuzzy number were used to calculate the index weights,and the partial order relationship containing weight information was introduced into the evaluation,and the combined weighting-partial order set model was constructed to evaluate the reliability of the emergency supply chain. The reliability level of the emergency supply chain in five county-level cities of city C was evaluated and analyzed by using the model. The results show that the reliability of the emergency supply chain in the five county-level cities can be divided into four categories,among which the reliability level of region 03 is high,the reliability level of region 04 and 02 is relatively high,the reliability level of region 05 is medium,and the reliability level of region 01 is low. Through comparative analysis,the strengths and weaknesses of each region,and the areas needing improvement are obtained. This evaluation model can effectively evaluate the reliability level of the emergency supply chain.

为协调好应急供应链中物资的分配与使用,基于文献分析等方法提炼应急供应链可靠性评价指标,建立由组织保障可靠性、系统制度可靠性以及运作流程可靠性3个一级指标及其对应的17个二级指标组成的应急供应链可靠性评价指标体系;利用层次分析法(AHP)、熵权法(EWM)和三角模糊数计算指标权重,将蕴含权重信息的偏序关系引入评价研究中,构建组合赋权-偏序集模型评价应急供应链的可靠性,并应用该模型评价分析C市5个县级城市的应急供应链可靠性水平。结果表明:5个县级城市的应急供应链可靠性程度可分为4类,其中,地区03的可靠性水平高,地区04、02的可靠性水平较高,地区05的可靠性水平中等,而地区01的可靠性水平低;通过对比分析,获取各地区的优势环节和薄弱环节以及需改进的地方。该评价模型可有效评估应急供应链可靠性水平。

为协调好应急供应链中物资的分配与使用,基于文献分析等方法提炼应急供应链可靠性评价指标,建立由组织保障可靠性、系统制度可靠性以及运作流程可靠性3个一级指标及其对应的17个二级指标组成的应急供应链可靠性评价指标体系;利用层次分析法(AHP)、熵权法(EWM)和三角模糊数计算指标权重,将蕴含权重信息的偏序关系引入评价研究中,构建组合赋权-偏序集模型评价应急供应链的可靠性,并应用该模型评价分析C市5个县级城市的应急供应链可靠性水平。结果表明:5个县级城市的应急供应链可靠性程度可分为4类,其中,地区03的可靠性水平高,地区04、02的可靠性水平较高,地区05的可靠性水平中等,而地区01的可靠性水平低;通过对比分析,获取各地区的优势环节和薄弱环节以及需改进的地方。该评价模型可有效评估应急供应链可靠性水平。

In order to coordinate the distribution and use of materials in the emergency supply chain,the reliability evaluation indexes of the emergency supply chain were refined based on literature analysis. The reliability evaluation index system of the emergency supply chain was established,which was composed of three first-level indicators of organizational guarantee reliability,system institutional reliability and operation process reliability and 17 corresponding second-level indicators. AHP,EWM,and trigonometric fuzzy number were used to calculate the index weights,and the partial order relationship containing weight information was introduced into the evaluation,and the combined weighting-partial order set model was constructed to evaluate the reliability of the emergency supply chain. The reliability level of the emergency supply chain in five county-level cities of city C was evaluated and analyzed by using the model. The results show that the reliability of the emergency supply chain in the five county-level cities can be divided into four categories,among which the reliability level of region 03 is high,the reliability level of region 04 and 02 is relatively high,the reliability level of region 05 is medium,and the reliability level of region 01 is low. Through comparative analysis,the strengths and weaknesses of each region,and the areas needing improvement are obtained. This evaluation model can effectively evaluate the reliability level of the emergency supply chain.

近年来,突发灾害在我国时有发生,2021年河南的洪水灾害、2022年的芦山地震、2023年的河北洪水灾害等,由于灾害具有不确定性、紧急性和突发性,使得灾害背景下的应急供应链无法满足应急物资需求,如果不能在灾害发生之后提高物资供应能力的精益性、敏捷性和可靠性,就不能最有效地发挥出救灾物资的作用,从而不能减少和避免由主要灾害造成的环境破坏、社会秩序的混乱、水、电、食物等基础设施瘫痪造成人员伤亡此类次生灾害造成的不良影响,也不会对不断变化的市场及时快速的作出反应。如何协调好应急供应链中物资的分配与使用,成为首要考虑的问题。
近年来,国内外学者对应急供应链的研究不断丰富,主要围绕韧性影响因素分析[1-3]、风险识别[4-6]、模型构建[7-9]、决策评价[10-12]和应急物流供应能力评价[13-14]等方面进行了充分讨论,如DUBEY[6]应用偏最小二乘法结构方程模型分析了印度117个非政府组织数据,研究了数字技术对应急供应链信息可见性和协作的影响,以及危机领导力的调节作用;梁瑾璠等[7]为提高突发公共事件的应对效率,在明确应急物资供应链结构特征、信息流以及物资流基础上,整合多层级供需信息,总结了应急物资供应链的快速构建模式;CHEN Jianhua等[12]采用模糊综合评价法和改进易感-感染-恢复模型,研究了应急供应链的风险传播特征并提出相应的风险防范措施。目前,对应急供应链可靠性的评价方式较多,但大多都偏重于使用单一的主观赋权法或客观赋权法[15],主观赋权法由于主观性强从而导致客观数据本身所附有的信息得不到体现,客观赋权法则是由于过于客观而忽视专家经验,可能会出现与现实不符的情况,使得可信度不高;虽然也有学者综合应用主观赋权和客观赋权2种方法评价应急供应链的可靠性[16],但仍不可避免需要确定具体指标权重数值,容易对评价结果产生干扰。而蕴含权重信息的偏序集方法成功应用于绩效评价、韧性评价等方面,只需要确定权重排序而不需要精确权重,可有效解决权重争议,并能够体现样本间的层级信息和聚类分析。
鉴于此,笔者拟基于层次分析法(Analytic Hierarchy Process, AHP)、熵权法(Entropy Weight Method, EWM)和三角模糊数计算评价指标权重,引入偏序集理论,构建基于组态赋权-偏序集理论的应急供应链可靠性评价模型,并以C市5个县级市为例,应用该模型评价应急供应链的可靠性,以期为各地区供应链应对突发事件提供一定的参考。
应急供应链主要是为突发事件(如疫情、洪涝灾害等)提供应急物资,具有时效性、突发性、不确定性等特点[16]。只有建立科学、完备、实用的应急供应链可靠性评价指标体系,才能进行更加科学、客观地评价,因此,所构建的指标能够全面、有效地反映应急供应链的可靠性,选取指标时主要有以下原则:
1) 系统性与科学性原则。各评价指标之间要有一定的逻辑关系,并应该遵循应急供应链的发展特征。
2) 定性分析与定量分析相结合原则。要符合同时采用主观赋权和客观赋权2种方法分析评价指标的研究思路。
3) 层次性与可操作性原则。选取的各项评价指标应能有效体现应急供应链的层次性,并不能过于理想化或理论化。
为使建立的可靠性评价指标体系能够符合应急供应链的特点,通过文献检索方式,以应急供应链可靠性、应急可靠性管理、可靠性评价等为关键词在中国知网以及Web of Science等数据库进行检索,分析其中15篇涉及应急供应链评价的文献,识别出32个指标;再采用专家访谈的方式征求相关领域专家意见,依据反馈意见并参考《供应链风险管理指南》(GB/T24420—2009)、《“十四五”应急管理标准化发展计划》等国家标准及政策,补充应急物资监管能力等8个评价指标。通过2种途径,初步识别评价指标40个。
采用问卷调查方式对初步识别的因素进一步筛选并划分维度。问卷选用李克特五级量表法确定最终评价指标,采用线上与线下结合的方式,邀请应急管理部门工作人员以及从事应急管理研究的专家学者进行评分,维度分数为1~5分,分数越高,代表该维度的划分越合理。共发放问卷120份,有效回收问卷116份,有效率为96.7%。问卷调查统计结果表明:被调研者有85%来自应急部门工作人员,15%来自于与应急管理相关的专家学者;克隆巴哈系数(Cronbach's α)为0.965,KMO(Kaiser Meyer Olkin)检验统计量值为0.931,显著性Sig.为0,远小于0.001,调查结果的可靠性和有效性能够满足调查的要求和目的,且适合进一步作因子分析。剔除公因子方差小于0.6的因子,根据计算结果,原数据中共有16个因子被剔除,分别为信息交流频率、信息资源整合能力、信息传输系统可靠性、信息存储备份可靠性、连接水平、结合水平、端端可靠性、K端可靠性、网络吞吐量完成度、传输时延完成度、计划准确率、保障持续时间、适时补给率、保障程度率、配送路径优化能力、信息系统无故障工作能力。为保证因子的解释程度,采用最大方差正交旋转法,得到因子载荷矩阵,结果提取到3个主成分,根据应急部门管理人员和专家学者的意见将因子和原始变量间的关系重新进行分配与合并,如将采购资金保障率、生产资金保障率、调度运输资金保障率、管理运作资金保障率4个因素合并为资金保障能力,最终从组织保障可靠性、系统制度可靠性以及运作流程可靠性3个维度共确定17个代表性的二级评价指标,由此建立应急供应链可靠性评价指标体系,见表1
在评价应急供应链可靠性时,不同的权重分配会对最后的结果产生很大的影响,因此,选择合适的权重比例直接关系到所构建模型的有效性。由于各个因素对应急供应链可靠性的影响各有不同,为达到合理分配各指标权重的目的,并且由于主观赋权法带有一定的主观性,客观赋权法可能会出现与现实不符的情况,因此,采用组合赋权评价模型,结合主观赋权法和客观赋权法,增强评价模型的可扩展性。组合赋权中主观赋权法主要采用AHP,客观赋权法采用EWM:准则层各因素的对应权重为 W i = { W 1 W 2 W 3 },并且 i = 1 3 W i = 1;指标层各因素的对应权重为 W i k = { W 1 k W 2 k W 3 k },并且 k = 1 n W i k = 1
对于数值型指标,依据AHP计算相关权重;对于语言评价值指标,设语言评价集 V = { V i | i 0,1 T },其中, V i表示V中的第i个评价值,T一般为偶数,需先利用下式将其转化为区间数,再计算相对权重。

1) 偏序集方法。对于含有m个方案和n个指标的决策问题,岳立柱等[17]根据偏序集间的包含关系,将各指标按权重大小排序(ω1≥ω2≥…≥ωn),对矩阵进行累加变换,构造出用矩阵表示含有权重信息的偏序集:

式中: a m n为方案m第n个指标的评价分数或评价等级;A为原始评价矩阵; I = 1 1       0 1 为上三角矩阵。根据岳立柱等[18]得出的理论结果,由矩阵G计算出比较关系矩阵。依据范懿[19]给出的下式,比较关系矩阵计算得到Hasse矩阵。

进而绘制出Hasse图,可清晰地展示出各评价样本相互之间的传递性、结构性以及相关性,进而帮助决策者把握各方案间的层级以及聚类关系。
2) Hasse图。Hasse图用来表示有效偏序集的一种数学图表,它是一种以图形形式对偏序集的传递简约。用数学符号表示:对于偏序集合( G ),把G的每个要素表示为图的顶点,从某空间拓扑平面 x y偏序方向上的边,只要y覆盖x,这些弧线相互交叉但不能触及任何非其端点的顶点,带有标注顶点的图唯一确定这个集合的偏序。
构造基于组合赋权-偏序集的应急供应链可靠性评价模型,主要步骤如图1所示。
C市位于中国西南部,共包含5个县区,由于该市位于多个地震带,在地震带的相互作用下,容易造成岩层断裂,发生错位,从而引发地震灾害。市政府为应对突发灾害,需要准确了解该市应急供应链的可靠性水平,从而积极开展相应的保护措施。依据表1所确定的评价指标体系研究分析该市的5个县级市的应急供应链可靠性水平。
针对应急供应链可靠性的评价指标体系,选择该市应急管理部门人员以及政府相关人员组成评审团征询相关意见,根据其自身对当下应急供应链的了解程度对准则层指标 U 1 U 2 U 3的重要程度打分,判断同层中的因素对上一层的重要性,若因素集U中第i个元素对评价集V中第1个元素的隶属度为 p i 1,则对第i个元素单因素评级的结果用模糊集合表示为 P i = ( p i 1 p i 2 p i n ),以m个单因素评价集( P 1 P 2 P m)为行组成模糊判断矩阵: P = p 11 p 12 p 1 n   p 21 p 22 p 2 n       p m 1 p m 2 p m n ,该矩阵是由因素m与因素n相比较所获得的数值构成的,确定3个准则层指标对于目标层的判断矩阵P:

评价应急供应链可靠性的各项指标时,将各指标分为7个等级: V = { V 0 V 1 V 6 } = { }
选取C市5个县级市的相关数据确定评价指标权重顺序,其中,区间数型指标和数值型指标是根据5个县级城市的实际应急数据获取,而语言评价值型指标则是采用问卷调查的方式向C市的应急管理人员以及应急管理方面的专家学者收集评价数据,并根据实际数据以及调查结果整理统计数据,得到评价指标原始数据,见表2
将各语言评价值利用式(1)—式(4)转化为区间值。计算中心值权重时,其公式为:

得出各指标层指标的权重并进行排序,见表3
邀请5名应急管理部门人员根据17个评价指标分别对C市5个县级城市的应急供应链可靠性程度进行打分,各评分范围均在[0,100],评分越高,代表该地区的应急供应链越可靠。将各指标评分的算术平均值按照指标权重顺序进行排序,见表4
由于各指标的评分均在[0,100],因此,不需要再归一化处理数据,累加变换数据后依据偏序集理论构造出比较关系矩阵。
根据式(6)建立Hasse矩阵,确定层级总数以及要素所属层级。其中,层级划分就是解释结构模型(Interpretive Structural Modeling, ISM)的层级划分。绘制代入的有向边为一般性骨架矩阵,即代入Hasse矩阵进行绘制。
根据Hasse矩阵可以了解到C市5个县级城市可划分为3个大的层级,其中,地区01为一层级;地区03为一层级;地区02、04和05属于同一层级,而地区04和地区05可直接达到地区01的状态,而地区02需要经过地区05过渡才能实现地区01的状态,因此,得到Hasse图,如图2所示。
根据评价结果得出C市5个县级市的应急供应链可靠性程度可分为4类:第1类是地区03,应急供应链可靠性水平为“高”;第2类是地区04和地区02,应急供应链可靠性水平为“较高”;第3类是地区05,应急供应链可靠性水平为“中等”;第4类是地区01,应急供应链可靠性水平为“低”。
图2可知:①地区03在组织保障可靠性、系统制度可靠性以及运作流程可靠性3方面均强于其他地区。②地区02在储备中心辐射范围、法律保障能力、应急物资筹备率和监管能力、响应机制建设水平和应急物资运输及时性以及完好率等方面与地区03有较大差距。③地区04在响应机制建设水平、评估系统建设水平、信息协同能力和信息传递及时性以及准确性方面的指标得分较低,并且在评估系统建设水平方面有很大的提升空间。④地区05的应急供应链可靠性水平为“中等”,但在一些方面仍有较大优势,其在经济通道机制建设水平、运输网络管理能力以及安全性、信息传递及时性以及准确性等方面均高于其他地区。⑤地区01的应急供应链可靠性程度水平“较低”,即在所有的指标评分中得分均比较低。通过应急部门工作人员采用随行检查以及访谈等方式进行验证,构建的组合赋权-偏序集理论模型评价结果与实际情况相符。
1) 通过对现有文献、国家标准和政策以及专家意见征询等方法,共识别出40个评价指标体系,最终建立由组织保障可靠性、系统制度可靠性和运作流程可靠性3个维度及其对应的17个二级指标构成的应急供应链可靠性评价指标体系。将蕴含权重信息的偏序关系引入到评价研究中,构建了基于组合赋权-偏序集的应急供应链可靠性评价模型。
2) 应用组合赋权-偏序集理论模型评价C市5个县级市的应急供应链可靠性水平,并对比分析5个城市的最终结果,得出各地区的薄弱环节并以期得到改进,同时,组合赋权法避免仅采用其中一种方法时的主观性或不实性,从而使评价结果更加切合实际。偏序集评价方法规避指标权重精确赋值问题,在一定程度上能够提高评价结果的可靠性。
3) 仅对比分析C市5个县级城市之间的横向差异,后续可分析不同地区或地级城市之间的纵向差异。
