In order to ensure the safe and efficient operation of the emergency command system of hydropower stations and improve the level of digitalization and intelligentization of emergency responses,the difficulties of traditional emergency responses of hydropower stations were analyzed. The knowledge graph technology was used to standardize the massive heterogeneous information of hydropower stations,and a standardized information base was formed. The research and application of multi-source heterogeneous information fusion technology in the process of accident responses were carried out to realize the real-time acquisition,processing,and analysis of multi-source heterogeneous information. By means of data mining,analysis and processing,fusion and application,the fault early warning model was built to accurately study the nature of the accident and fault location and automatically generate the optimal response guidance scheme,so as to guide emergency response personnel to carry out fault control,equipment isolation,and risk identification safely and efficiently. In addition,it helped deduce the effect of emergency response measures and fault development situations intelligently in the response process and dynamically optimize response measures. At the same time,by building a visual information sharing platform,the key points of accident responses and the progress of measures were displayed dynamically,and the key guidance information was pushed intelligently according to the division of duties of the personnel in the emergency command system,so as to realize the complementary interaction and cooperative command of each level of emergency response and establish an efficient,intelligent,and visual emergency command system.

为保障水电站应急指挥体系安全高效运转,提升事故应急处置的数字化、智能化水平,通过分析水电站传统事故应急处置的难点,采用知识图谱技术对水电站海量异构信息进行标准化处理,形成标准化信息库。开展多源异构信息融合技术在事故处置过程中的研究与运用,实现多源异构信息的实时获取、处理、分析,并通过数据挖掘、分析处理、融合应用等方式,构建故障预警模型,精准研判事故性质及故障部位,自动生成最优处置指导方案,指导应急处置人员安全高效进行故障控制、设备隔离及风险鉴别等工作,并在处置过程中智能推演应急处置措施成效及故障发展态势,动态优化处置措施。同时通过搭建可视化信息共享平台,动态展示事故处置要点及措施进展,按照应急指挥体系人员职责分工智能推送关键指导信息,实现应急处置各层级的互补联动、协同指挥,建立高效化、智能化、可视化的应急指挥体系。

In order to ensure the safe and efficient operation of the emergency command system of hydropower stations and improve the level of digitalization and intelligentization of emergency responses,the difficulties of traditional emergency responses of hydropower stations were analyzed. The knowledge graph technology was used to standardize the massive heterogeneous information of hydropower stations,and a standardized information base was formed. The research and application of multi-source heterogeneous information fusion technology in the process of accident responses were carried out to realize the real-time acquisition,processing,and analysis of multi-source heterogeneous information. By means of data mining,analysis and processing,fusion and application,the fault early warning model was built to accurately study the nature of the accident and fault location and automatically generate the optimal response guidance scheme,so as to guide emergency response personnel to carry out fault control,equipment isolation,and risk identification safely and efficiently. In addition,it helped deduce the effect of emergency response measures and fault development situations intelligently in the response process and dynamically optimize response measures. At the same time,by building a visual information sharing platform,the key points of accident responses and the progress of measures were displayed dynamically,and the key guidance information was pushed intelligently according to the division of duties of the personnel in the emergency command system,so as to realize the complementary interaction and cooperative command of each level of emergency response and establish an efficient,intelligent,and visual emergency command system.

水电站具备完整的应急管理制度,但数字化、智能化建设程度较低,信息传递存在较多瓶颈,应急指挥体系智慧化效能发挥不突显。值守人员无法快速、直观地掌握生产设备变化情况,对设备安全运行性能评估不够高效,对关联设备影响关注度可能缺失,易造成事故处置指令存在局限性和不适应性。事故信息共享渠道不畅通,各系统协同能力有限,无法支撑融合统一的应急指挥需求。需进一步深化应急处置全流程中的数据、物资、救援力量等信息融合应用,提高事故应急处置的指导、预警能力,消除基层应急管理“弱”的现状,提升安全隐患事故“防”的能力,打通信息交互融合“隔”的障碍。
自2018年应急管理部成立以来,应急管理工作呈现信息化、智能化、智慧化多层并进、蓬勃发展的发展态势。目前国内外应急管理信息化现状主要通过5G、大数据、区块链、人工智能等技术,充分发挥人的集体智慧和技术的信息处理能力,最大限度地实现敏捷应急、科学应急、精准应急、动态应急,实现从认识上、结构上和效能上推动应急管理方式全面重塑,成为依靠科技创新推进应急管理能力现代化的重大战略举措。
因此,笔者拟综合分析水电站传统事故应急处置存在的难点,构建典型事故预警模型,自动跟踪处置措施执行情况及关联设备运行情况,智能优化处置措施,同时通过搭建可视化信息共享平台,动态展示事故处置成效,正确高效指导应急处置工作。通过信息网络技术,形成统一指挥、高效运转、协调有序的安全应急指挥体系,全面提升应急处置能力。
水电站生产信息极其庞大,且信息结构存在多样性,利用知识图谱技术可实现静态数据(文本、图表、基础数据等)、动态数据(感知设备产生的各类实时数据)及各类服务等信息的提取、处理及融合。通过实体合并及消歧技术,融合不同数据,实现数据标准化处理,不断挖掘隐含知识信息,并进行推理拓展,提高知识准确率。从基础数据(设备运行数据、水情气象数据、地灾位移形变数据等)、数据服务(设备性能评估结果、事故案例处置要点、智能感知监测等)、数据增值(设备运行建议、经济调度调整、事故处置指导等)3个层面实现数据价值的全方位共享。构建设备相关实体、关系、属性等多源异构数据的知识图谱信息库,满足应急调度响应的快速关联检索需求。
知识图谱的构建技术主要有自顶向下和自底向上2种。自底向上构建法:通过对数据层的处理,包括实体和关系抽取非结构化数据,对数据归纳总结后,形成模式层,并不断优化结构;自顶向下构建法:通过预先定义模式层,并依次知识抽取数据,不断优化模式层。水电站设施设备场景具有一定的专业性,采用自顶向下的方式需要具有一定经验的专家指导,使用自底向上的方法又需要大量的数据用以归纳出模式层,因此,需要在具体的研究和应用中,来取舍自顶向下和自底向上以及混合法构建模式。知识图谱构建流程如图1所示。
多源异构数据具有数据来源多样化、数据结构差异大、数据特征不一致等特点。通过知识推理和识别从原始数据源中得出评估和判决,以增加数据的置信度,提高系统响应的实时性。结合电厂生产运行海量数据分析、基于空间定位技术的人员位置感知、基于人工智能的语音交互及视频智能分析等技术手段,整合各类电站生产相关业务数据,实现各项数据跨专业、跨业务的分析挖掘、信息提取及信息融合,并且通过数据挖掘分析,提高水电站应急指挥体系的数字化、智能化效能。
根据设施设备的运行原理及故障变量因素,对接电站已建信息化系统,通过接口接入有效数据,采集设施设备各项运行指标参数、内外部环境参数等。对于结构化数据,可使用结构化查询语言等标准查询语言直接抽取所需的信息。对于半结构化数据,可利用相应的解析库进行抽取。而对于非结构化数据(如文本、图像),可采用自然语言处理、计算机视觉等技术手段进行信息提取。
由于采集的数据单位、数据类型和量纲皆有不同,不同的数值特征对结果产生不同的影响,通过实时数据获取、历史数据整理、外部服务结构化处理等信息融合技术,实现数据的量级、单位、类型、编码等不同属性的信息融合处理,并把信息转换成计算机能够接收的形式,以便后续的分析和运算。在已构建的知识图谱信息库的基础上,采用建立通信协议、统一数据标准格式等方式,明确数据处理对象按照实际需求进行数据检索,快速实现多源异构数据的信息融合共享,提升数据处理质量和效率。
很多变量因素都有不同的特征,多源异构数据的特征分析从复杂的数据中提取出有用的信息。通过控制变量的平移,使各数据达到同步性,并对需要统计分析的特征因素,计算其均值、最值、方差、标差等,取得相应的特征维度。以线性回归、梯度下降等基础算法和各自的扩展算法,建立数据特征分析预警模型,同时充分运用知识图谱技术不断完善预警模型架构,自动针对设备不同运行工况的关键要素实现智能筛选、智能预警。为提高模型的计算准确度,选用不同的训练样本训练模型,最大化的提高模型的预测精准度,从而减少实际运行中对数据特征的误判。
数据可视化技术通过将海量的数据转化为直观、易懂的图表、图像或地图等形式,帮助应急处置人员全面精准掌握故障发生成因、发展趋势及事故后果,并通过实时跟踪分析处置措施执行进度,智能推演事故控制成效,动态指导处置人员采取安全可靠、及时有效的处置措施。依托各类静态资源数据、动态监控数据以及处置流程数据,以图表、弹框等多方式实现水电站事故处置过程中涵盖应急指挥体系多维度的可视化展示。在事故发生时,指挥人员通过展示大屏对应急资源、视频监控、设备状态、处置人员分布、处置任务反馈、事态发展、处置流程信息等做出快速部署和精准救援。
基于数据可视化服务的技术路线,梳理、整合、分析事故处置过程中各类信息,实现事件回溯、情景再现。通过对事故各处置阶段、处置方式、处置效果、经验教训等关键要素的抽取整理,将关键参数导入预警模型进行智能推演,以过程重现的方式,分析已有案例推演情景形成的灾变演化场景特征,在应急处置过程中自动关联匹配历史相似案例,为案例总结评估和应急指挥体系完善提供决策支撑。
在综合信息汇聚、专题研判基础上,利用多源数据融合、大数据关联分析、机器学习、案例推演等技术,建立面向各类事故灾害的辅助决策知识模型,采用系统智能推演、人工干预等方式,分析各类事故灾害发生特点、演化特征、救援难点等内容,提出风险防护、应急处置等决策建议,形成可视化、流程化、动态化的应急处置指导图表,主要包括事故灾情预测分析、知识辅助分析、辅助决策方案等功能,为应急指挥体系发挥高效化、专业化效能提供支撑。某水电站应急指挥可视化平台展示如图2所示。
1) 事故灾害预测分析。以事故灾难事件事发地为中心,根据突发事件类型、级别及风险分析范围(固定半径、行政区划、自由标绘等方式)等相关信息,预测分析灾情,叠加危险源、防护目标、风险隐患点等信息,形成灾情风险圈,支持多圈分析与比较,辅助决策者应急指挥。
2) 知识辅助分析。根据避护场所、救援队伍、应急物资与装备、专家、应急预案、典型案例等应急基础数据的分类规范编码,生成资源分类树,在分类树的基础上结合事故灾难相关的法律法规、标准规范、事件链、预案链、事故案例、资源需求、专业知识等信息,建立决策模型,进行知识辅助分析。
3) 辅助决策方案。以事故灾情事发地为中心,进行资源分析;叠加避护场所、救援队伍、应急物资与装备等信息,形成资源圈,进行多圈分析与比较,并结合辅助决策知识模型,采用系统智能推演、人工干预等方式生成辅助决策方案。
4) 应急监测联动。将各设备监测数据、视频监控数据、人员定位数据、广播系统、会商系统在互联网页面中集成。当事故发生时,可通过大屏查看事故点位周边其他设备信息、视频画面,掌握事故周边人员分布情况,并通过语音广播系统,持续进行事故信息播报。同时利用智能感知设备分析故障发展趋势,切实减少事故的衍生扩散,最大化的保障人员的生命安全。
5) 线上指挥调度。基于可视化地图,在互联网页面集成调度指挥系统,在事故发生时,支持通过手机软件,快速实现任务的下发与上报,全面掌握应急处置情况,及时部署和调度相关的人和物资,实现协同指挥、有序调度,提高指挥调度效率。
6) 信息反馈。根据应急处置方案,自动生成各救援队伍任务指南,包括任务编辑、审核和分发等功能。任务分发后,通过动态跟踪任务的执行情况,查阅当前正在任务执行进展,线上会商解决各项问题。
7) 信息共享。通过搭建应急处置流程可视化共享平台,实现应急处置措施完成信息共享及后续应急措施提示,各应急处置人员可在软件中看到所有任务执行情况,避免出现处置措施执行漏项或重复执行。
根据突发事件的应急处置流程,再现应急过程,建立各类突发事件处置评估模型,实现对应急处置过程的时效性、有效性等综合效果总结评估,为应急指挥能力提升提供支撑。主要包括过程再现、事件评估、总结评估报告、应急能力评估等功能。
1) 过程再现。实现按时间轴形式管理事件全过程链,包括事件多个过程节点信息的抽取、过程节点的组织与展现、过程节点的维护、并生成过程再现报告。
2) 事故评估。实现应急过程事中评估和应急过程事后评估。应急过程事中评估是指结合应急预案以及实际的评估结果进行存储、查询、统计分析。
3) 总结评估报告。处置结束后,针对事件处置过程进行总结,按照时间节点、处置步骤,生成总结报告。
4) 应急能力评估。根据评估指标体系和评估模型,综合评价应急队伍、应急物资、应急装备、应急技术等,生成应急能力评估报告。
1) 采用多源异构信息融合技术,可实时获取电站应急过程中的核心信息,动态展现应急处置全过程的可视化信息,实现跨层级、跨地域、跨系统、跨部门、跨业务的信息实时共享及应急处置提示,为决策层提供整体宏观视野,提升事故应急处置决策指导能力。
2) 通过丰富的可视化效果、灵动的视觉交互手段、交互式的分析体验,让应急处置人员更直观的掌握事故处置流程,准确研判事故发展控制成效,让应急处置简洁化、流程化、智能化,为各级人员应急处置措施的精准性、实时性及安全性提供全面可靠的技术支撑。
