To improve the emergency management level of coal-fired power generation and ensure the safety and stability of the coal-fired power industry,an index system for the evaluation of the emergency management ability of coal-fired power plants was established in this paper from the aspects of emergency preparedness ability,emergency prevention and early warning ability,emergency response ability,emergency support ability,and emergency recovery ability. An improved fuzzy comprehensive evaluation method based on entropy weight was constructed,and the safety emergency management ability of a typical coal-fired power plant was evaluated systematically. Finally,measurements and suggestions for optimizing safety emergency management were proposed. The results show that the weight of the evaluation indexes for the emergency management ability of coal-fired power plants taper off as emergency recovery ability (0.269),emergency support ability (0.227),emergency preparedness ability (0.197),emergency prevention and early warning ability (0.172),and emergency response ability (0.135). The fuzzy comprehensive evaluation model can effectively solve the difficulty of evaluating complex problems with multiple factors and levels and improve the objectivity and scientificity of emergency management evaluation in coal-fired power plants.

为提升煤电应急管理水平,保障煤电行业安全稳定,从应急准备能力、应急预防与预警能力、应急响应能力、应急保障能力和应急恢复能力等方面,建立燃煤电厂应急管理能力评价的指标体系,构建基于熵权的改进模糊综合评价方法,并从系统角度综合评价分析某燃煤电厂安全应急管理能力,提出安全应急管理优化的措施和建议。结果表明:燃煤电厂应急管理能力评价指标影响权重由大到小依次为应急恢复能力(0.269)、应急保障能力 (0.227)、应急准备能力(0.197)、应急预防与预警能力(0.172)和应急响应能力(0.135);模糊综合评价模型能有效分析多因素、多层次复杂问题,可为提升燃煤电厂应急管理评价的客观性和科学性提供依据。

为提升煤电应急管理水平,保障煤电行业安全稳定,从应急准备能力、应急预防与预警能力、应急响应能力、应急保障能力和应急恢复能力等方面,建立燃煤电厂应急管理能力评价的指标体系,构建基于熵权的改进模糊综合评价方法,并从系统角度综合评价分析某燃煤电厂安全应急管理能力,提出安全应急管理优化的措施和建议。结果表明:燃煤电厂应急管理能力评价指标影响权重由大到小依次为应急恢复能力(0.269)、应急保障能力 (0.227)、应急准备能力(0.197)、应急预防与预警能力(0.172)和应急响应能力(0.135);模糊综合评价模型能有效分析多因素、多层次复杂问题,可为提升燃煤电厂应急管理评价的客观性和科学性提供依据。

To improve the emergency management level of coal-fired power generation and ensure the safety and stability of the coal-fired power industry,an index system for the evaluation of the emergency management ability of coal-fired power plants was established in this paper from the aspects of emergency preparedness ability,emergency prevention and early warning ability,emergency response ability,emergency support ability,and emergency recovery ability. An improved fuzzy comprehensive evaluation method based on entropy weight was constructed,and the safety emergency management ability of a typical coal-fired power plant was evaluated systematically. Finally,measurements and suggestions for optimizing safety emergency management were proposed. The results show that the weight of the evaluation indexes for the emergency management ability of coal-fired power plants taper off as emergency recovery ability (0.269),emergency support ability (0.227),emergency preparedness ability (0.197),emergency prevention and early warning ability (0.172),and emergency response ability (0.135). The fuzzy comprehensive evaluation model can effectively solve the difficulty of evaluating complex problems with multiple factors and levels and improve the objectivity and scientificity of emergency management evaluation in coal-fired power plants.

我国能源资源禀赋决定燃煤发电将在未来较长一段时期内作为电力安全可靠供应的基石。随着新能源装机及发电量快速提升,传统电源在电力系统中的定位发生显著变化,煤电机组利用小时数不断降低,煤电将承担更多调峰任务,逐步由电量型电源向电量、电力调节型电源转变[1-4],煤电机组安全运行面临一系列新的挑战,特别是“总体国家安全观”的提出,对燃煤电力供应的应急管理能力提出了更高的要求[5-6]。为此,亟需建立科学客观的燃煤电厂安全应急管理评价指标体系,从系统角度综合分析评估电厂应急管理指标,提升煤电应急管理水平,保障煤电行业安全稳定。
众多学者对电厂安全应急管理体系进行了广泛的研究。孙继华[7]从打造专业预警机制、建立完整管理体系、提升人员专业素质等角度,提出电厂运行安全及应急管理的策略。李兴华[8]分析了电力各种事故的应急处置对策及安全事故应急管理策略。孙志春等[9]采用安全系统工程方法,开展电力企业安全生产管理体系评价,建立安全管理评价系统。电厂应急管理的评价以及权重的确定主要采用专家委员会主观评价的形式,大多情况无法对其评价指标值量化,且各因素权重的确定直接影响评价的结果。然而,目前在发电应急管理中的权重设置基本来源于单个专家的经验或偏好[10-12]。这种确定权重的方法具有主观性和随意性,导致评价结果失真。
鉴于此,笔者拟建立燃煤发电企业突发事件应急能力评估指标体系,借助熵权法确定燃煤电厂安全应急管理评价指标的权重,同时结合模糊综合评价法构建燃煤电厂安全应急管理评价模型,并以某燃煤电厂作为实例进行评价分析,以期增强煤电行业的应急管理能力,为燃煤电厂安全应急管理评价研究提供一定的参考。
燃煤电厂应急管理能力评价体系由3部分构成:评价指标集、基础数据集和评价模型。评价指标集是评价体系的主要组成部分,由一系列有内在联系和有代表性的,能概括电厂应急管理系统整体水平的指标要素构成。基础数据集是定量分析评价指标的基础,包括分析评价指标所需的原始数据评价模型。评价模型是一种定量分析模型,利用数学模式描述系统诸要素间的关系,采用一定的演算方法,给出评定结果。评价模型的分析对象是评价指标集,根据指标集中不同子集的特点,选择合理的评价模型。
根据应急管理的一般理论,将应急准备、应急预防与预警、应急响应、应急保障和应急恢复5个阶段作为电厂应急管理能力评价指标体系的一级指标,结合电厂应急过程具体应急手段,细化出若干二级指标,构建电厂应急管理评价指标体系,如图1所示。
模糊综合评价借助模糊数学对多种因素所影响的事物或现象做出综合评判,其优点:数学模型简单,容易掌握,对多因素和多层次的复杂问题评价效果比较好。主要步骤如下:
1) 确定评价对象的评价指标C

3)建立模糊关系矩阵R。构造等级模糊子集后,逐个从每个因素上量化被评事物,从而得到模糊关系矩阵:

式中rij为某个被评事物从因素ci来看vj对等级模糊子集的隶属度。
4) 确定评价因素的权向量W。使用熵权法[13]确定各指标综合权重。
5) 模糊综合评价。一级指标C1下的4个二级指标的综合权重矩阵为W1=[w1w2w3w4],则C1的模糊综合评价结果为:

1) 基本情况。某燃煤电厂厂址占地约9 hm2,呈不规则梯形。发电机组为热电联产供热机组,装机容量约100万kW。公司设有主控制室、信息分析诊断中心、成本利润中心、安全消防保卫中心、党建行政部和热电项目部共6个部门;现有在册员工147人,消防保卫、食堂、车队、保洁绿化等后勤服务人员和长期承包商近200人。
2) 厂区消防设备。消防泵房安装2台型号为300RJC220-135,流量220 m3/h的电动消防泵,由电动机驱动,为工作泵;另设置备用泵1台,由柴油机驱动。厂区配有8 t水罐消防车、泡沫消防车(5 t泡沫、3 t水)各一辆,消防车24 h处于应急备防状态。在生产厂房、天然气增压站、集控楼、网控楼、变电站、气体绝缘开关设备楼和化学楼等处,均配备有灭火器,重点防火部位均设有火灾报警装置和部分重要区域配置气体灭火设备。厂区内设450 m3消防水池2座。厂内消防水系统为环行管网,建有20座室外地下消火栓,200座室内消火栓。
3) 内部应急力量。该厂设有专职消防队,20名专业消防人员。成立消防安全委员会,设立专兼职消防安全管理人员,设立火灾应急管理办公室负责紧急情况下应急救援指挥,各部门设立义务消防员,形成三级防火组织。备有8人保安应急小分队负责紧急情况下的应急警戒和疏散等工作。
4) 外部应急力量。周边6 km范围内有2个消防中队,一旦发生火情,5~10 min内可到达厂区支援。
5) 应急物资装备资源。各部门的备品备件、通讯装备、交通工(器)具、交通车辆、维修工具、照明装置、防护装备、升降装备、救护装备、急救药品等完善。
结合1~5分评分机制,采用群策分析打分法,对该电厂突发事件应急管理能力进行专家咨询和打分。其中,1分为最差,5分为最优。专家主要为电力行业中的高校相关专业教师、电厂管理人员、电力设计人员以及能源行业的其他人员,且具有5 a以上工作经验。打分的基础数据见表1

计算各级指标的评价值,结果见表5。该电厂应急准备能力得分为4,表现良好;应急预防与预警能力得分为3,表现中;应急响应能力得分为4,表现良好;应急保障能力得分为3,表现中;应急恢复能力得分为3,表现一般。总体模糊评价值为(0,0.011,0.380,0.603,0.006),总体表现为良好。
1) 加强对危险化学品的控制。按照《危险化学品安全管理规定》等有关规定,加强对危险化学品的安全管理,规范产品鉴定和风险评估,加强对隐患的调查和管理,确保彻底调查危险化学品的安全隐患,实施各种风险控制措施。此外,根据行业规定的要求,应当确定和评估主要危险源,加强对危险化学品的主要危险源管理,确保生命和财产的安全,避免发生存储不当引发的事故。
2) 提升高风险作业现场管理。采取事前控制、事中监管和事后评价相结合的方式开展现场作业监管。重视事前控制手段,将安全风险控制在作业前,从而为事中监管提供良好的管理基础。在事中监管方面,利用大数据和网络信息等科技手段,设计符合企业安全管理要求的创新监管手段。在事后评价方面,在现场作业完成后,及时评价安全情况,采用安全行为观察等手段找出作业过程中人的不安全行为、物的不安全状态及管理上的缺失,从而针对性制定更符合现场实际的控制措施。
3) 加强员工安全意识。定期开展安全沟通研讨会或安全意识培训,以帮助员工改善思维并提高安全意识。在安全教育培训方面,首先应该完善培训机制,根据各岗位工作内容制定详细的年度培训计划,在培训内容上要分层次、分专业对待,做到有针对性。培训方式除采用传统的集中授课的方式外,还可以采取其他多种多样的形式。
1) 构建本质安全管理体系。按照人员、设备、环境、管理及其所统领的要素梳理安全管理工作,形成主经线;分解每个要素,提出具体、指导性和可衡量的要求,同时以相关制度作为支撑,形成较系统的文件化管理要求。
2) 加强消防管理。特别是必须能够首次发现并扑灭初起火灾的消防系统。建立具有足够消防设施的消防应急组织。为确保现场操作和维护人员有安全且合格的安全工具可以使用,必须建立一系列有效地业务流程和控制机制,以确保现场使用的安全设备可控和受控制。
3) 建立信息化管理体系。持续开展安全专项整治,利用企业内部办公自动化系统和专用短信平台等及时开展预警预测和信息发布,与地方公安、消防、环保、安监和卫生等相关部门签订相关互助协议,争取应急救援外部力量。建立完整的信息化管理体系,将专业技术和相关信息充分纳入安全生产监督工作中,通过信息中心的高效运行,对燃煤发电企业进行大数据管理并分析潜在的隐患,为企业的安全运行和标准化作业提供强大的技术支持。
1) 事后动态总结和评估,完善安全管理制度。企业应该实行动态管理的方法,采用持续的内外部检查和讨论分析等手段,不断总结反思当前安全管理制度中存在的问题。研讨事故原因,建立和完善事后事故的总结、评估、处理制度;对于造成严重后果的事故,要开展全员事后批评和教育大会。
2) 完善恢复与重建生产制度。建立事故损坏分级制度,根据不同损毁程度,采用零部件维修、大修和退役报废等方式处理。完善事故损毁资产的报废制度,根据损坏程度记入成本和其他费用。建立财务缓冲机制,应对事故恢复过程中可能出现的额外成本,包括保险覆盖、紧急基金和信贷安排等。
1) 结合问卷调查法和群策分析打分法得出指标影响权重,由大到小依次为: 应急恢复能力、应急保障能力、应急准备能力、应急预防与预警能力、应急响应能力。
2) 通过熵权模糊综合评价法对燃煤电厂安全应急管理能力评价为良好级别,该电厂应急准备能力、应急响应能力方面建立了有效的安全管理体系,但在应急培训与演练、应急物资与保障能力、突发事件总结与评估能力等方面存在不足。
