In order to promote the improvement of the new mode of contactless delivery,improve the quality of cold chain food,and develop new quality productive forces,it is necessary to study the internal influence mechanism of risk factors of contactless delivery of food cold chain. Firstly,the characteristics of the contactless delivery mode were systematically analyzed based on the national standard documents and related literature,and the risk index system of the contactless delivery of food cold chain was constructed,including six first-level indicators and 17 second-level indicators. Then,the FDANP was used to evaluate the risks at all levels,determine the causal relationship between the factors,and quantify the weight of the risk factors. The results show that information risk,personnel risk,cold chain technology,and equipment risk can affect other risk factors in the first-level indicators. Among the second-level indicators,factors such as natural disasters,delivery timeliness,and optimal transportation planning are the key risk factors. In the future,the new mode of contactless delivery of food cold chain can be improved from three aspects: improving the level of informatization,attaching importance to emergency response capabilities,and enhancing supervision.

为促进无接触配送新模式的完善,提升冷链食品质量,发展新质生产力,探究食品冷链无接触配送风险因素内部的影响机制。基于国家标准文件和相关文献,系统分析无接触配送模式特点,构建包含6个一级指标及17个二级指标的食品冷链无接触配送风险指标体系;综合运用模糊决策实验室与网络层次分析法(FDANP)评价各级风险,确定因素之间的因果影响关系并量化风险因素权重。结果表明:一级指标中,信息风险、人员风险、冷链技术与设备风险能够影响其他风险因素;二级指标中,自然灾害、交货时效性、运输规划最优性等因素是关键风险因素。未来可从提升信息化水平、重视应急能力和增强监管力度3个方面完善食品冷链无接触配送新模式。

为促进无接触配送新模式的完善,提升冷链食品质量,发展新质生产力,探究食品冷链无接触配送风险因素内部的影响机制。基于国家标准文件和相关文献,系统分析无接触配送模式特点,构建包含6个一级指标及17个二级指标的食品冷链无接触配送风险指标体系;综合运用模糊决策实验室与网络层次分析法(FDANP)评价各级风险,确定因素之间的因果影响关系并量化风险因素权重。结果表明:一级指标中,信息风险、人员风险、冷链技术与设备风险能够影响其他风险因素;二级指标中,自然灾害、交货时效性、运输规划最优性等因素是关键风险因素。未来可从提升信息化水平、重视应急能力和增强监管力度3个方面完善食品冷链无接触配送新模式。

In order to promote the improvement of the new mode of contactless delivery,improve the quality of cold chain food,and develop new quality productive forces,it is necessary to study the internal influence mechanism of risk factors of contactless delivery of food cold chain. Firstly,the characteristics of the contactless delivery mode were systematically analyzed based on the national standard documents and related literature,and the risk index system of the contactless delivery of food cold chain was constructed,including six first-level indicators and 17 second-level indicators. Then,the FDANP was used to evaluate the risks at all levels,determine the causal relationship between the factors,and quantify the weight of the risk factors. The results show that information risk,personnel risk,cold chain technology,and equipment risk can affect other risk factors in the first-level indicators. Among the second-level indicators,factors such as natural disasters,delivery timeliness,and optimal transportation planning are the key risk factors. In the future,the new mode of contactless delivery of food cold chain can be improved from three aspects: improving the level of informatization,attaching importance to emergency response capabilities,and enhancing supervision.

新质生产力是依靠创新驱动形成生产效率爆发的生产力[1]。新冠疫情催生出的无接触产业打破了传统面对面接触的方式,成为推进消费升级与行业变革的重要动能[2]。在新质生产力视角下,无接触配送作为一种基于物联网、大数据等信息技术创新的物流配送模式,以数据为核心资源,通过智能化工具代替人的体力和脑力劳动,以提高物流“最后一公里”的配送效率。然而,无接触配送同样存在特有的风险,例如:人和人不见面,产品的无接触交接过程中可能存在货物损害责任界定不清的问题。此外,对温度环境有特殊要求的食品冷链物流和新兴的无接触配送服务相结合,还会存在新的问题,例如:末端的智能快递柜无法实现低温保存的要求等。
目前,关于新质生产力的研究主要集中在3个方面:新质生产力理念的诞生及其深层含义[3]、新质生产力在行业中的运作路径[4]以及数字经济如何推动新质生产力的进步[5]。关于物流配送“最后一公里”及食品冷链风险研究,郭笛等[6]利用解释结构模型法(Interpretative Structural Modeling,ISM)分析了生鲜冷链物流末端使用智能冷藏柜过程中存在的风险因素,指出商务平台的稳定性、物流跟踪信息的传递和用户自提的效率是影响风险的直接因素;李荷华等[7]运用熵权法和社会网络分析法探究了后疫情时代生鲜冷链物流风险因素,得出该物流过程中的重要风险因素排序。“无接触技术”在物流“最后一公里”配送中具有较好的研究前景[8]。关于无接触配送,SONG Byungduk等[9]提出了一种混合整数线性规划算法,探讨无人机在物流配送中的应用,用于推导持久的无人机交付计划。JIANG Yi等[10]通过构建结构方程模型,探究了显著影响消费者使用无接触配送服务意愿的因素,这些因素包括便利性,隐私性、可靠性、安全性和灵活性。综上,当前鲜有关于物流行业与新质生产力的结合研究,尤其是无接触配送的风险研究,加之冷链的特殊性,食品冷链无接触配送的过程中风险因素的分析和梳理更为繁琐。此外,在物流风险因素研究的方法上,较少有研究同时关注风险指标间的因果影响和指标权重。
鉴于此,笔者基于新质生产力的视角,针对食品冷链无接触配送新模式中存在的风险因素开展定量研究,通过梳理文献构建风险指标体系,综合运用模糊决策实验室与网络层次分析法(Fuzzy DEMATEL&Analytic Network Process,FDANP),确定关键风险因素间的因果关系及各指标权重,并基于分析结果提出针对性管理启示与政策建议,以期促进无接触配送新模式的完善,发展新质生产力。
针对无接触配送存在形式和方式多样的特点,在确定风险因素时,需尽可能全面地反映食品冷链无接触配送的实际状况。物流系统是指由所需输送的物料和输送工具、仓储设备、人员以及通信联系等若干相互制约的动态要素构成的具有特定功能的有机整体[11],强调系统内部的联系。而外部环境的稳定性同样会对其产生重要影响。食品冷链无接触配送的特殊性在于,无接触概念强调智能化和自动化技术,冷链物流强调全过程的温控技术和设备,因此,物流系统中的风险因素需加以更深入的考量。
2020年11月19日,我国正式发布国家标准《商品无接触配送服务规范》(GB/T 39451—2020)[12],从中可以提取出无接触配送中需要加以关注的要点,为风险识别提供依据。例如:标准在“服务要求”中说明:平台应具备与开展无接触配送服务相配套的信息服务功能;消费者信息安全保护措施应符合相关的法律法规;宜选择智能取餐设备、取货柜,无人车和无人机等设备,并按要求使用,实现无接触服务等,强调信息化水平和信息安全性,以及智能运输设备的运用;在服务流程中提出:配送员应将商品放置在消费者指定的位置,通过电话和发送图片的方式告知消费者已完成配送,提示其尽快收取等,强调无接触过程中配送者与收货者之间的沟通与交付。在异常情况处理中强调商品异常处理、紧急事件应对的特殊情况,提示需关注面对突发情况时的风险因素。
综上,基于物流系统要素和相关国家标准,可将食品冷链无接触配送中的一级风险指标确定为人员、冷链技术与设备、运输、交付、信息、突发状态,共6个维度。通过标准文件与相关文献的梳理,归纳各一级指标对应的二级风险指标,具体见表1
FDANP法是一种基于模糊集理论的多属性决策方法,它综合了Fuzzy DEMATEL和ANP的优点,相较于最常见的层次分析法而言,既可以在减小专家评分的主观模糊性的前提下探讨复杂系统中因素间的因果联系,并将风险关系可视化,还可以确定每个因素的权重[17]。该方法已被广泛地运用于政策评估、因素研究等众多领域[18]。食品冷链无接触配送正是一个包含多元风险因素的复杂系统,并且因素之间存在着明显的相互影响关系。通过FDANP法能够对其中的风险因素进行较为全面的评价,进而针对关键风险因素提出防控建议。
1) 专家为每个因素间的影响关系赋分并对其进行模糊化[19]。文中邀请对冷链物流无接触配送相对了解的专家和科研人员组成咨询小组,分别对各影响因素之间的直接影响关系的强弱评分,分数范围为(0,1,…,4),依次表示没有影响、影响很小、影响较小、影响较大和影响很大。然后,再根据文献[20]中的专家语言变量模糊化转换关系表将具体分值转换为三角模糊数。
2) 使用重心法去模糊化,获得直接影响矩阵。对任意一组三角模糊数(lijmijrij),运用下式进行去模糊化处理,获得一级和二级指标的直接影响矩阵A

式中:aij为直接影响矩阵A中的元素;lijmijrij分别为一组三角模糊数的参数。
3) 规范化矩阵并获得综合影响矩阵。运用下式获得规范化矩阵B,再将B代入下式,分别获得一级和二级指标的综合影响矩阵TCTR

式中:B为规范化矩阵;T为综合影响矩阵;I为单位矩阵。
4) 计算各个因素的影响度、被影响度、原因度和中心度。每行的行和d表示每行元素对所有其他元素的综合影响;每列的列和r表示每列元素受到所有其他元素的综合影响;每个因素的d+r为中心度c,表示该因素的重要程度;每个因素的d-r为原因度h,代表该因素的原因性和结果性。在此基础上,以中心度为横轴、原因度为纵轴绘制因素影响图,从而更直观地展示因素间的关系。
5) 将二级指标的综合影响矩阵变换为未加权超矩阵。将二级指标的综合影响矩阵按照h个一级指标维度分别进行行和列的划分,形成h2个分块矩阵。接着标准化处理每一个分块矩阵,得到标准化分块矩阵 T R α n m。以子矩阵 T R 12为例,见下式。每个子矩阵经过标准化处理后放入矩阵原位,最后将总矩阵转置,得到未加权超矩阵S,其对应的新子矩阵记为Snm

6) 计算加权超矩阵。根据下式得到加权超矩阵Wα:

式中: T C α为一级指标的综合影响矩阵标准化处理后的转置矩阵,得到;Sij为未加权超矩阵S的子矩阵;Wα为加权超矩阵。
7) 计算极限超矩阵,得到最终权重值。根据下式计算加权超矩阵Wα的极限,极限超矩阵中各行元素稳定的数值即为各风险因素的权重值。

邀请5位来自冷链物流领域和智慧物流领域的专家组成咨询小组,经过小组商议讨论,最终确定了各因素之间的影响分值,形成初始分数表,再结合最大隶属度原则将数值模糊化处理。运用式(1)获得食品冷链无接触配送风险因素的直接影响矩阵,运用式(2)进行矩阵的规范化处理,再基于式(3)得到综合影响矩阵,及其相关的影响度、被影响度、中心度、原因度,见表2
风险因素影响网络关系如图1所示,通过绘制影响网络关系图直观展示因素之间的影响关系,以一级指标和二级指标中的R1~R9为例。其中,中心度和原因度分别为横、纵坐标,箭头表示因素间的影响关系,被指向者为被影响因素。原因度大于0(坐标轴上方)的因素为原因因素,代表该因素倾向于影响其他因素;小于0(坐标轴下方)的因素为结果因素,代表该因素倾向于受其他因素影响。中心度则代表该因素在系统中的重要程度,中心度越大则重要性越强。
在此基础上,以中心度2,原因度0划分4个象限,综合分析所有的二级指标,如图2所示。第1象限:为驱动要素,该类型要素对食品冷链无接触配送风险的影响度最大,仅包含R14;第2象限:为支援因素,即起到辅助性作用的因素,包含R1R4R6R7R9R13;第3象限:独立因素,指模型中较为重要的被影响因素,包含R2R5R8R11R12R15;第4象限:核心问题因素,指在模型中最易受其他因素影响的关键因素,包含:R3R10R16R17
由式(4)和式(5),将一级指标和二级指标的综合影响矩阵进行标准化和转置处理,最终得到加权超矩阵。通过式(6)将加权超矩阵转换为极限超矩阵,最后得到食品冷链无接触配送风险因素的相应权重,见表3
对于一级指标,主要从原因度和中心度2个维度分析。原因因素的原因度由高到低分别为C5C1C2,即C5对其他风险因素的影响度最大,若能提高信息传递效率,保证信息资源的充分性,则其他类别的风险也会随之减小;其次为C1,若能使配送者在无接触配送的新场景下保证冷链物流的配送质量,提高收货者对新技术的接受程度和理解程度,其他的风险因素会随之减小。结果因素按其原因度绝对值从大到小依次为C4C6C3,即交付环节和突发状态下的物流最容易受其他因素的影响。从中心度来看,排名前3的风险因素依次为C6C3C1,即这3个维度的风险是食品冷链无接触配送过程中的相对关键风险因素。
二级指标风险因素可从原因度、中心度、因素分布图、权重4个方面综合分析。二级指标中原因因素一共有7个,其中排名前3的因素为区域信息化程度R14,信息传递效率R13,配送者工作能力R1。结合因素分布图的第1象限,R14同样为驱动因素。这说明信息化水平以及配送者工作能力很大程度上会影响到其他的风险因素,例如:信息传递效率影响交付的时效性和准确性,信息化程度影响运输路线规划,进而影响整体的配送质量和效率。结果因素一共有10个,其中,绝对值排名前3的因素为R10R17R16,这说明在食品冷链无接触配送的过程中,物流本身时效性是最容易受到其他因素影响的,突发事件状态下的物流较脆弱。
从中心度来看,排名前5的风险因素从大到小分别为R16R17R10R14R3。由表4可以看到,权重排名前5的风险因素依次为R10R16R17R8R3,该权重结果与中心度基本一致。结合考虑因素分布图中第4象限的核心问题因素,因素同样包含R3R10R16R17,与上述分析结果也十分一致。
1) 需要提升信息化水平,升级传统工具。通过风险评价分析,区域信息化程度是影响其他风险因素的关键。无论是冷链技术还是智能交通运输技术,都离不开物流工具技术创新。无接触配送各环节应充分融合人工智能、区块链技术,实现工具设备的信息化、智能化转型。此外,借助区块链技术,使收货者能在冷链食品发生质量问题时进行逆向溯源和责任追究,增长消费者心理的安全与信任感,推动无接触配送的应用。
2) 需要重视应急管理,提升应急能力。通过风险评价分析,突发状态下的无接触配送过程是最易受到影响的风险因素。无接触配送本是因应急而兴起,为了保障应急状态的快速响应和组织调度,应促进冷链应急主体之间的协调性。对于冷链末端配送,应合理规划网点,发展多元化冷链共同配送模式。
3) 需要加强人员管理,增强监管力度。针对无接触配送者能力,需加以严格培训,并制定相应的人员管理制度。针对冷链及智能运输设备,要对现有冷链物流标准进行系统地梳理完善,研究制定智能化冷链的温度监测设备的技术标准和检验方法。还应当加强对冷链各环节温控记录和产品品质的监督和不定期抽查,对无接触配送的智能设备定期测试及更新,对不合格设备进行及时的整改,对违反规定的企业加以合理的惩戒。
1) 运用FDANP法确定了风险因素之间的因果关联及权重。结果表明:信息化风险是影响其他风险因素的关键,突发环境状态下的物流最易受影响。
2) 根据风险评价结果,未来可从提升信息化水平、重视应急能力和增强监管力度3个方面完善食品冷链无接触配送新模式。文中的风险指标均来源于标准文件和文献梳理研究,未来可进一步结合实证方法以验证指标结构的合理性。
