In order to solve the problems of imperfect construction of risk classification control mechanism,low informatization level,and insufficient employee participation in the construction of double-prevention mechanism in coal chemical enterprises and build a long-term double-prevention mechanism for enterprises,firstly,the design idea,system architecture,and function module of the digital platform were described in detail. Then,with risk classification control and hidden danger investigation and management as the core,data collection,intelligent analysis,early warning,task distribution,progress tracking,and other functions were integrated to realize the digital management of the whole process of safety production of coal chemical enterprises. Finally,combined with specific cases,the application effect of the double-prevention digital platform in coal chemical enterprises was evaluated. The results show that the platform can provide enterprises with a standardized and intelligent closed-loop management system from the aspects of risk identification and assessment,classification control,and hidden danger investigation and management,and it achieves good application effects in risk management and control,hidden danger investigation,and main responsibility implementation. The platform can grasp the risk dynamics in real time,discover and eliminate hidden dangers in time,improve the emergency response speed,and reduce the accident rate. It can provide a new idea for the informatization and intelligent construction of the double-prevention mechanism of coal-to-oil coal chemical enterprises and provide a reference for the construction of the double-prevention digital platform of other industrial and mining enterprises.

为解决当前煤化工企业在构建双重预防机制过程中存在的风险分级管控机制建设不完善、信息化水平低、员工参与度不高等问题,并构建企业双重预防长效机制,首先,详细阐述数字化平台的设计思路、系统架构和功能模块;然后,以风险分级管控和隐患排查治理为核心,集成数据采集、智能分析、预警提示、任务派发、进度跟踪等功能,实现对煤化工企业安全生产全过程的数字化管理;最后,结合具体案例,评估煤化工企业双重预防数字化平台的应用效果。结果表明:该平台能够从风险辨识评估、分级管控、隐患排查和治理等多个方面,为企业提供标准化、智能化的闭环管理体系,在风险管控、隐患排查、主体责任落实等方面取得应用成效;能够实时掌握风险动态,及时发现并消除隐患,提高应急响应速度,降低事故发生率;可为煤制油煤化工企业双重预防机制信息化和智慧化建设提供新的思路,也能为其他工矿企业双重预防数字化平台建设提供参考。

为解决当前煤化工企业在构建双重预防机制过程中存在的风险分级管控机制建设不完善、信息化水平低、员工参与度不高等问题,并构建企业双重预防长效机制,首先,详细阐述数字化平台的设计思路、系统架构和功能模块;然后,以风险分级管控和隐患排查治理为核心,集成数据采集、智能分析、预警提示、任务派发、进度跟踪等功能,实现对煤化工企业安全生产全过程的数字化管理;最后,结合具体案例,评估煤化工企业双重预防数字化平台的应用效果。结果表明:该平台能够从风险辨识评估、分级管控、隐患排查和治理等多个方面,为企业提供标准化、智能化的闭环管理体系,在风险管控、隐患排查、主体责任落实等方面取得应用成效;能够实时掌握风险动态,及时发现并消除隐患,提高应急响应速度,降低事故发生率;可为煤制油煤化工企业双重预防机制信息化和智慧化建设提供新的思路,也能为其他工矿企业双重预防数字化平台建设提供参考。

In order to solve the problems of imperfect construction of risk classification control mechanism,low informatization level,and insufficient employee participation in the construction of double-prevention mechanism in coal chemical enterprises and build a long-term double-prevention mechanism for enterprises,firstly,the design idea,system architecture,and function module of the digital platform were described in detail. Then,with risk classification control and hidden danger investigation and management as the core,data collection,intelligent analysis,early warning,task distribution,progress tracking,and other functions were integrated to realize the digital management of the whole process of safety production of coal chemical enterprises. Finally,combined with specific cases,the application effect of the double-prevention digital platform in coal chemical enterprises was evaluated. The results show that the platform can provide enterprises with a standardized and intelligent closed-loop management system from the aspects of risk identification and assessment,classification control,and hidden danger investigation and management,and it achieves good application effects in risk management and control,hidden danger investigation,and main responsibility implementation. The platform can grasp the risk dynamics in real time,discover and eliminate hidden dangers in time,improve the emergency response speed,and reduce the accident rate. It can provide a new idea for the informatization and intelligent construction of the double-prevention mechanism of coal-to-oil coal chemical enterprises and provide a reference for the construction of the double-prevention digital platform of other industrial and mining enterprises.

化工行业作为我国工业体系的支柱产业之一,在国民经济产业链中具有举足轻重的地位。现代化工产业普遍具有化学品种类繁杂,生产工艺技术流程复杂、耦合性强,中间物质存在易燃性、易爆性、腐蚀性等特点,一旦发生事故,往往会对国民经济和所在地区人民生命、财产安全带来难以估量的损失[1-3]。双重预防体系作为推动安全管控前移的长效工作机制,在2021年列入《中华人民共和国安全生产法》(修正案),这一举措为企业的双重预防管理工作提供了明确和体系化的要求[4-6]
近年来,国家有关部委多次出台相关文件,引导双重预防机制数字化应用场景的实现,借助数字化转型为企业双重预防管理工作赋能,对企业安全管控手段和政府安全监管方式带来重构性变革,以此提升本质安全水平、安全风险管控效率和质量[7-10]。2020年10月,工信部、应急管理部联合印发《“工业互联网+安全生产”行动计划(2021—2023年)》的通知,要求加快推进危险化学品安全治理体系和治理能力现代化,建设企业智能安全管理平台;2021年3月,应急管理部发布《“工业互联网+危化安全生产”试点建设方案》,旨在以信息化提升安全生产管理的可预测、可管控水平;2022年,应急管理部发布《关于印发危险化学品企业双重预防机制数字化建设指南(试行)的通知》,为双重预防(安全风险分级管控和隐患排查治理)数字化建设提供指导和规范要求;2023年5月,应急管理部下发《2023年关于做好危险化学品企业双重预防机制数字化系统功能优化和数据质量提升工作的函》,要求危险化学品重大危险源企业完成双重预防数字化建设应用提升工作。
基于上述背景,拟从整体设计、技术路线设计、系统业务架构设计、应用架构设计、关键技术、系统功能设计和系统应用成效等多方面,详细阐述国家能源集团智慧化工双重预防机制平台,并结合具体案例,评估煤化工企业双重预防数字化平台的应用效果,以期为企业提升安全管控效率和质量提供参考。
化工企业双重预防智慧平台的建设旨在通过信息化、智能化技术,提升企业风险分级管控和隐患排查治理效果。具体包括建立企业风险分析对象(含重大危险源)、风险分析单元等标准化的数据档案;借助风险辨识评估模型,开展厂区风险辨识,形成动态化的风险事件档案和厂区三维风险地图;建立多维度的风险管控功能,适配现场不同的隐患排查和巡检场景;将隐患排查与日常巡检相融合,减少现场人员工作量;建立标准化的隐患整改验收、隐患督办、隐患奖励等信息化流程,以提高管理效率;建立智能预警功能,智能监控隐患排查、隐患治理等情况;建立重大危险源安全包保责任履职功能;建立标准化数据分析看板,直观展示双重预防数字化运行情况。
双重预防智慧平台整体业务路线如图1所示。
1) 划分风险分析对象。依据内部数据资源获取企业重大危险源及工艺单元信息,引导煤化工企业将有安全风险伴随的生产过程、储存设施、部位、场所、区域等按照“功能独立、大小适中、易于管理”等原则,划分为若干个风险分析对象。划分时兼容重大危险源和非重大危险源,按照《危险化学品重大危险源辨识》(GB 18218—2018),构成重大危险源的区域独立作为安全风险分析对象[11]
2) 细分风险分析单元。根据生产工艺流程或设备设施布局等实际情况,将风险分析对象进一步细分为若干个相对独立的安全风险分析单元[12-13],且遵循不同介质的储罐独立划分,关键重点设备设施独立划分的原则。
3) 风险辨识评估。采用安全完整性等级评估(Safety Integrity Level,SIL)、作业前安全分析(Job Safety Analysis,JSA)、危险与可操作性分析(Hazard and Operability Analysis,HAZOP)、工作危害分析(Job Hazard Analysis,JHA)等方法,全面辨识风险分析单元的风险。平台内嵌多种风险分析模型,根据辨识结果,形成风险事件清单。根据辨识出的风险事件的严重程度,将对应的风险分析对象划分为重大风险、较大风险、一般风险和低风险4个等级,通过三维模型标绘空间分布图。
4) 制定管控措施。通过风险辨识评价,重点对常规作业和非常规作业2个方面,采用工作危害分析和安全检查表分析相结合的方法,从作业活动清单中选定一项作业活动,将作业活动分解为若干个相连的工作步骤,识别每个工作步骤的潜在危害因素,然后通过风险评价判定风险等级,制定控制措施。识别与一般工艺设备和操作有关的已知类型的危害、设计缺陷以及事故隐患,查出各层次的不安全因素,然后确定检查项目。根据事故发生的可能性和后果的严重程度确定风险度,制定控制措施。针对辨识评估出的安全风险事件,从工程技术、维护保养、人员操作、应急措施等方面制定管控措施。
5) 隐患排查。按照风险管控措施对应的频次、责任人等,将管控措施分为隐患排查任务或智能巡检任务。针对风险分析对象(含重大危险源)的日常隐患排查任务和重大危险源的安全包保责任制履职排查任务,以隐患排查任务的形式实现管控。针对风险分析对象(含重大危险源)的计划性巡检任务,以智能巡检任务的形式实现管控[14]
6) 隐患排查记录。管控措施中与巡检有关的任务推送至员工日常巡检模块,列入巡检任务,巡检结果反馈至双重预防机制模块。其中,平台中制定的巡检任务包括但不限于双重预防机制隐患排查任务、重大危险源包保责任制履职履责,而是双重预防与重大危险源包保责任制实现数据交互,重大危险源3类责任人科通过移动终端开展双重预防隐患排查,并自动推送到包保责任制排查记录中,自动记录履职情况。隐患排查任务或智能巡检任务执行完成后,生成相应的隐患排查记录。
7) 隐患清单管理。通过巡检、检查等,发现和识别潜在的安全隐患,包括设备故障、操作不当、环境问题等;在平台中详细记录发现的隐患,包括隐患的描述、位置、责任人等信息。评估记录的隐患,确定隐患的严重程度和优先级,以便合理安排整改工作。继而制定整改计划,明确整改措施、责任人和完成时间,并跟踪整改进展情况。最后验证已整改的隐患,确认整改措施的有效性和合规性,并将已验证的隐患闭环处理,包括归档、总结经验教训、开展相关培训和提出改进措施。
为固化双重预防机制业务线的标准化管理工作,压实企业安全生产主体责任,推动事故防范关口前移,根据双重预防智慧平台建设目标和整体业务路线,设计双重预防智慧平台技术路线,如图2所示。其中,NFC为近场通信(Near Field Communication,NFC)。
该平台以实现安全风险分级管控和隐患排查治理数字化为核心,按照“政府引导、企业负责”的推进模式和常态化运行机制,构建双重预防机制数字化建设的整体框架,如图3所示。
按照双重预防智慧平台建设的技术路线和业务架构,在充分考虑信息化实现和其他相关业务系统关联关系的情况下,搭建双重预防智慧平台应用架构,如图4所示。
1) 实时数据库技术。实时数据库用于打通控制层和执行层的信息通道,为平台提供支撑,关键技术点包括厂侧系统数据的采集、处理、边缘计算、协议转换、存储、边云协同和平台底座服务接口。
2) 平台底座技术。平台底座是整个智慧平台的中枢系统,完成平台和其他系统的信息和数据的交换。平台底座为应用系统提供统一、规范、可控的业务应用和数据集成能力,应用系统仅需面向底座开发和基于底座运行,不再关注复杂的集成关系,从而加速应用系统开发、集成工作,提升运维质量和效率,达到“多团队高效协作、多模块一体化运行、多系统融合互通、整体安全统一”的效果。
3) 数据可视化技术。采用Echarts数据库作为平台数据可视化的主要技术。Echarts是使用JavaScript软件实现的开源可视化库,可以兼容当前绝大部分浏览器(IE8/9/10/11、Chrome、Firefox、Safari等),底层依赖轻量级的矢量图形库ZRender提供直观、交互丰富、可高度个性化定制的数据可视化图表。
4) 基于GIS的可视化应用。双重预防智慧平台基于三维地理信息系统(Geographic Information System,GIS)平台,实现风险分析对象、风险事件、隐患一张图集成展示。三维GIS平台依托厂区三维地图构建化工厂区场景模型,提供集中展示界面。
1) 风险分析对象管理。双重预防智慧平台对风险分析对象数据执行标准化管理,建立风险分析对象数据档案。企业风险分析对象划分与重大危险源划分相兼容,重大危险源和非重大危险源的风险分析对象均需在双重预防智慧平台进行数据档案管理,并在平台关联“危险化学品登记综合服务系统”的危险源编码,实现对所在区域的统一编码管理。同时,该模块支持风险分析对象的停用和启用操作,当风险分析对象所在装置、区域等涉及检维修时,可对其一键停用。
2) 风险分析单元管理。基于平台中的风险分析对象数据档案,对风险分析单元执行标准化档案管理。对风险分析对象进一步细分,将其分解为若干个相对独立的单元,风险分析单元数据将作为风险辨识评估的基础。该模块支持风险分析单元的停用和启用操作,当风险分析单元涉及检维修时,可对其一键停用。各风险分析单元均拥有一张专属二维码“身份证”,单元的隐患排查工作均需在现场手持防爆终端扫码完成。
3) 风险清单管理。双重预防智慧平台支持安全完整性等级、工作安全分析、危险与可操作性分析等风险辨识评估方法,可借助其实现对作业风险、环境、设备设施、工艺过程等的风险辨识,评估可能导致的风险事故[15]。根据辨识评估结果,形成风险事件清单,并将其划分为重大分险、较大风险、一般风险和低风险4个等级。
4) 风险地图。综合危险化学品企业现有的厂区功能分布情况,建立三维地图图形与风险分析对象、单元之间的位置关联关系,根据辨识分析出的风险等级,生成三维风险地图,通过红、橙、黄、蓝4色图直观展示出风险分布地图。可展示固有风险地图(即厂区原始风险地图)和动态风险地图(即改进后风险地图)[16]
5) 管控总清单管理。该模块支持针对各单元辨识出的安全风险事件,从工程技术、维护保养、操作行为、应急措施等方面制定对应的管控措施。模块支持为管控措施设定管控周期及频次,并支持一键生成相应的隐患排查任务。支持将管控措施一键推送至智能巡检,关联班组日常巡检路线后直接开展相应巡检。针对重大危险源制定的管控措施,该模块支持将管控措施与重大危险源安全包保责任制履职职责直接关联,关联后管控措施对应的隐患排查任务排查记录将直接作为重大危险源安全包保责任制履职记录,无需在双重预防隐患排查的基础上单独包保履职。
6) 隐患排查任务管理。该模块主要包括隐患排查任务台账、隐患排查任务执行、隐患任务排查记录台账等。隐患排查任务台账中主要记录的内容包括管控措施中一键下发的隐患排查任务和一键推送到智能巡检的任务,同时,支持手动下发管控措施以外的临时性隐患排查任务。支持对已下发任务的变更、撤回等操作。隐患排查任务(含巡检任务)均通过APP端执行,各风险分析单元现场均设置二维码,相关责任人通过移动防爆终端扫描现场二维码可直接执行操作任务,对于排查过程中发现的隐患可直接通过移动端进行影像留存和隐患下发。针对巡检任务,现场根据巡检路线设置有近场通信(Near Field Communication,NFC)巡检点位,通过移动端可快速完成点位巡检。已完成排查的隐患排查任务和已完成巡检的巡检任务,任务执行结果均统一在隐患任务排查记录台账中记录管理。
7) 隐患管理。双重预防隐患排查任务执行、智能巡检和日常检查中发现的一般隐患和重大隐患均记录在隐患管理台账中,该模块配置有一般隐患、重大隐患整改验收审批流程,隐患责任人完成隐患整改后可通过该模块发起验收申请,由相关审批人同意验收后完成隐患闭环。同时,该模块支持隐患督办、隐患延期等功能,便于各级责任部门全过程跟踪管理隐患。
8) 重大危险源包保责任制管理。该模块支持重大危险源3类包保责任人的履职清单的统一维护,通过履职职责与管控措施的关联,直接通过隐患排查任务完成包保责任履职,排查结果将作为履职记录统一在重大危险源包保责任履职记录台账中记录管理。
9) 数据分析预警。根据应急管理部下发的《2023年关于做好危险化学品企业双重预防机制数字化系统功能优化和数据质量提升工作的函》中的模型指标计算规则,建立双重预防机制数字化建设运行效果评估模型。模型将隐含排查任务完成情况、隐患治理情况、风险分析对象分析率、管控措施去重达标率、重大危险源2 h以下任务数量、重大危险源安全包保任务覆盖率、重大隐患按期整改率和移动终端数量占比作为关键指标,整体评估企业双重预防机制数字化建设运行效果,评估结果每日更新,可帮助企业直观、快速地了解双重预防机制数字化运行中存在的问题。
智能预警功能可实时监测隐患任务执行情况、隐患整改情况和双重预防机制数字化运行关键指标,存在异常时将自动向相关责任人发起预警。该功能支持相关管理人员的预警处置,同时,在满足相应的监测阈值时可自动销警。
该平台应用于国家能源集团及下属的6家子(分)公司和20家生产企业,达到以下效果:
1) 风险管控能力提升。系统通过危险与可操作性分析、工作危害分析等定性、定量化的工业机理模型辨识评估风险事件,建立风险事件数据库,帮助企业快速、精准制定分级管控措施,有效降低了事故发生概率。
2) 风险变化动态掌控。安全风险动态管理机制预警各类原因造成的风险变化,确保了相关责任人在第一时间采取处置措施,使安全管理工作更加有的放矢。
3) 隐患排查精准快捷。通过隐患排查、智能巡检、隐患治理等功能,以及通过移动防爆终端扫描现场二维码即时查阅责任岗位人员、风险状况、整改记录等信息,使跟踪隐患排查治理情况更为便捷,提高了现场隐患排查及日常巡检工作效率。
4) 安全生产责任夯实。平台根据风险分级管控措施自动向相关责任人推送隐患排查任务或巡检任务,定点、定时监测任务执行情况,推动安全管理工作层层落实、全员安全生产责任制有效执行。
1) 煤化工企业双重预防智慧平台借助信息化、数字化技术,设计功能模块,构建化工企业双重预防数字化管理全流程业务标准化、智能化的闭环管理体系,能够满足实际应用场景。
2) 该平台能有效解决生产单位风险辨识不准确、风险管控措施不落实、现场隐患排查不精准、双重预防全员参与不覆盖、隐患整改情况难追溯等问题,可为煤化工企业双重预防管理工作提供支撑,也可为其他工矿企业双重预防数字化平台建设提供借鉴。
