To fully identify the interaction and coupling effects between the subsystem elements in SPO mode,an improved FRAM was developed to propose a quantitative analysis model based on the risk evolution mechanism. Firstly,the fuzzy comprehensive evaluation method was used to evaluate the functional variability of system functional modules. Then,the concept of structural importance was introduced to analyze upstream and downstream coupling variability of functional modules of the computational system and determine the coupling effect mechanism between various functional elements of the system. Finally,the Monte Carlo simulation method was used to calculate the functional resonance risk index for SPO-specific scenarios,analyze potential functional resonance situations,and set effective functional barriers. The results showed that the improved functional resonance analysis method can explain the nonlinear coupling situation of SPO. The functional variability coupling change index of modules such as air traffic control and services,pilot cognitive state,and captain control was relatively high with a value of more than 2.5. In the approach and landing scenario,eight functions (e.g.,crew technical training,important meteorological information,air traffic control services,and ground information support) were prone to functional resonance. Combined with the functional resonance results,the physical,symbolic,functional,and invisible functional safety barrier measures were set to provide specific operational suggestions.

为充分识别单一飞行员运行(SPO)模式下各子系统要素间的交互关系和耦合作用,梳理风险演化机制,使用改进功能共振分析法(FRAM)构建定量分析模型。采用模糊综合评判法评估系统功能模块的功能可变性;引入结构重要性概念,分析计算系统功能模块的上下游耦合变异性,厘清系统各功能要素间耦合作用影响机制;针对SPO特定场景案例,应用蒙特卡罗模拟法计算功能共振风险指数,分析潜在功能共振情况,并设置有效功能屏障。结果表明:改进的FRAM法可以解释SPO的非线性耦合情况,空中交通管制服务、飞行员认知状态、机长操纵等模块的功能可变性耦合变化指数较大,均超过2.5;进近着陆场景中机组技术培训、重要气象信息、空中交通管制服务、地面信息保障等8个功能容易出现功能共振情况;结合功能共振结果,设置物理、象征、功能、隐形种功能安全屏障措施,并以此得出针对性运行保障建议。

为充分识别单一飞行员运行(SPO)模式下各子系统要素间的交互关系和耦合作用,梳理风险演化机制,使用改进功能共振分析法(FRAM)构建定量分析模型。采用模糊综合评判法评估系统功能模块的功能可变性;引入结构重要性概念,分析计算系统功能模块的上下游耦合变异性,厘清系统各功能要素间耦合作用影响机制;针对SPO特定场景案例,应用蒙特卡罗模拟法计算功能共振风险指数,分析潜在功能共振情况,并设置有效功能屏障。结果表明:改进的FRAM法可以解释SPO的非线性耦合情况,空中交通管制服务、飞行员认知状态、机长操纵等模块的功能可变性耦合变化指数较大,均超过2.5;进近着陆场景中机组技术培训、重要气象信息、空中交通管制服务、地面信息保障等8个功能容易出现功能共振情况;结合功能共振结果,设置物理、象征、功能、隐形种功能安全屏障措施,并以此得出针对性运行保障建议。

To fully identify the interaction and coupling effects between the subsystem elements in SPO mode,an improved FRAM was developed to propose a quantitative analysis model based on the risk evolution mechanism. Firstly,the fuzzy comprehensive evaluation method was used to evaluate the functional variability of system functional modules. Then,the concept of structural importance was introduced to analyze upstream and downstream coupling variability of functional modules of the computational system and determine the coupling effect mechanism between various functional elements of the system. Finally,the Monte Carlo simulation method was used to calculate the functional resonance risk index for SPO-specific scenarios,analyze potential functional resonance situations,and set effective functional barriers. The results showed that the improved functional resonance analysis method can explain the nonlinear coupling situation of SPO. The functional variability coupling change index of modules such as air traffic control and services,pilot cognitive state,and captain control was relatively high with a value of more than 2.5. In the approach and landing scenario,eight functions (e.g.,crew technical training,important meteorological information,air traffic control services,and ground information support) were prone to functional resonance. Combined with the functional resonance results,the physical,symbolic,functional,and invisible functional safety barrier measures were set to provide specific operational suggestions.

随着航空技术的不断进步,单一飞行员运行(Single Pilot Operation,SPO)模式以其大幅降低的机组运行成本和高效可靠的航空运行效率成为未来商用飞行的主要发展趋势。该模式由一名飞行员操纵和监控驾驶舱,先进智能机载自动化设备予以辅助,地面保障系统与团队提供保障[1-2]
对于SPO模式安全风险问题的讨论成为目前国内外的研究热点。出于对副驾驶备份作用缺失的担忧,国际民航飞行员协会[3](Air Line Pilots Association,ALPA)在 2019 年发布的白皮书《单人飞行操作的危险》中明确反对SPO。HARRIS等[4]指出,单一飞行员需要在高压环境下快速作出准确决策,这对认知能力提出更高要求。而长时间驾驶操作不仅可能导致飞行员认知过载和负荷超限,进而影响飞行品质,更会增加人为差错的发生概率。此外,在面对紧急情况时,单一飞行员决策和处置能力不足,增加了飞机运行的安全风险[5]。因此,研究SPO模式的风险演化机制,对理解SPO的运行特点,控制飞行运行风险,提高航班安全可靠性具有重大意义。
飞机运行风险主要受到飞机运行状态、飞行外部环境因素和飞行员认知能力等因素影响。汪磊等[6]利用飞行快速存取记录器数据建立了飞机操纵风险分析模型;张兆宁等[7]利用传统位置误差模型和最大期望算法,基于贝叶斯网络建立了风险模型;李涵等[8]利用模糊层次分析法建立了飞行员综合素质评价模型,有效控制了飞行员安全风险;肖超等[9]利用序关系分析法验证了飞行员疲劳风险评估体系。以上研究从不同角度评估分析了飞行运行风险,取得了可观的研究成果。然而,诸多成果均相对孤立地研究人-机-环-管因素,却忽略了各类因素间的相互作用。此外,大部分研究都是基于双人制机组的运行背景[10-11],未考虑SPO模式的复杂性,具有一定局限性。
在SPO方面,王淼等[12]基于TsCluster算法聚类挖掘了单一飞行员的飞行任务环境,提出一种单一飞行员驾驶模式任务-功能分配验证方法;张同荣等[13]提出SPO驾驶舱人机交互自适应结构,动态分配了飞行员和自动化的工作负荷;时统宇等[14]建立了基于生理指标和外部条件的认知能力评估模型,并设计了飞行员诱发振荡自适应调节策略。但是,目前对SPO 的研究还停留在人机任务和负荷的分配上,人-机-环-管多因素耦合的风险分析领域还有待探索。作为系统致因理论的典型代表,功能共振分析法(Functional Resonance Analysis Method,FRAM)最初由ERIK[15]提出。该方法有助于理解和解释单一飞行员模式风险演化机制中的多耦合传播的复杂过程。针对航空安全事故,ROGIER等[16]基于功能共振原理识别了人、技术、组织相互之间的耦合作用,并制定安全屏障措施,但在开展定量分析上存在缺陷[17]
综上所述,在对SPO风险演化问题的研究中,采用FRAM法可充分识别子系统要素间的耦合作用,梳理风险演化机制,从而制定更为完善的防护措施。但拓展FRAM在定量分析中的应用仍存在局限性。因此,笔者拟综合考虑人-机-环-管多风险因素,针对SPO运行特点,引入解释结构模型(Interpretative Structural Modeling,ISM)方法划分风险演化网络结构层次,评估计算功能模块的结构重要度;建立功能可变性的评价准则,采用模糊综合评判法定量评估功能模块的功能可变性;评估系统功能可变性,定量计算潜在功能共振情况;计算模块功能共振风险指数,描述模块最终的功能共振风险情况,相应提出多属性的功能屏障手段,以期为SPO风险演化机制分析与安全事故预防控制提供一定理论支撑和实践指导。
航空运输系统由多种要素复合组成,系统结构庞大且相互作用关系复杂,属于复杂社会技术系统。而飞行运行又是其中一个十分复杂的过程,易受到飞行员、机组、飞机、环境(空域、空中交通、天气)、飞行任务和风险等方面的相互影响。各因素间通过业务逻辑、数据流转等相互作用,形成错综交汇的网状结构,是典型的包含人、机、环、管因素的复杂巨系统[18]
风险管控则是在飞行运行控制过程中,基于经典安全理论,利用多源大数据集成更新与敏捷分析,在风险可容忍的范围下,给出最优运行方案的过程。风险管控的实现需要深入分析随着时间推进,风险因素在系统内发展演变的相互关系和运行机制[19]
SPO模式[20]图1所示。与双飞行员运行模式不同,在SPO下,工作负荷和疲劳问题、飞行员失能问题、人-机协同效率、飞行技术能力水平、应急决策能力等,都对飞行安全带来新挑战。因此,需系统详尽地量化分析SPO的风险演化机制,制定风险管控策略,设置风险传播屏障,保障飞行安全,减少事故发生。
FRAM利用功能共振来描述上下游功能模块间的耦合作用,上游功能输出端的变化通过功能连接向下游功能传递,并进一步影响下游功能变化。
FRAM中功能模块由6个属性描述,呈现正六角形形状,如图2所示。①输入I,开启功能的事物;②输出O,功能运行的结果,以产生某个实体或出现状态变化形式输出;③前提P,功能执行前须存在的前提条件;④资源R,功能执行所需要或消耗的事物;⑤时间T,影响功能效果的时间约束;⑥控制C,功能是如何被监管和控制的。
基于FRAM的风险分析包括4个步骤:
1) 识别并描述系统的基本功能。将系统的运行转化为各功能模块按照拓扑网络链接的形式,并使用上述6属性来描述和刻画各功能模块。
2) 确定各功能的潜在变化。各功能模块自身可能会出现潜在变化,功能的变化与人、机、环、管等因素有关,在民航领域,人的因素需重点关注。
3) 分析功能模块间的振荡,构建网络图。分析出每个功能的潜在变化后,还需分析功能模块间的耦合共振作用。上游功能的输出可以影响下游功能的输入、前提、资源、控制或时间。因此,功能模块间通过上述6个属性连结,构成功能网络图。
4) 制定措施,设置防控屏障。根据功能共振分析结果,确定可能失效的关键路径,重点监控可能发生不期望变化和出现功能共振的功能模块提出防控屏障,防止风险放大传播。
FRAM既可进行归纳式的推理,又具备演绎推理的逻辑,认为事故的发生是由于系统中存在的某个功能模块失效引发一系列功能模块随之共振导致的[21]。基于FRAM的风险演化层级架构如图3所示。其中,Si表示功能模块,i为功能模块序号。
1) 风险因素层。SPO系统是一种动态多变量的、开放的、人为因素起主要作用的复杂社会-技术系统。不确定的因素多,逻辑关系复杂。空管、机场、航司运控等各个子系统分工明确,专业性强,涉及的风险因素种类繁多。文中采用一种风险要素混合识别方法,首先,在民航局咨询通告AC-121-FS-2015-125 风险分析体系指导下,选取适用于SPO的部分人、机、环风险因素,并增加相关性强的管理因素;然后,以飞行各阶段中国民航进近不安全事件/事故/事故征候报告为依托,采用扎根理论[22]编码;最后,参考国内外文献中描述的有关SPO特点,增加机载辅助决策、地面辅助系统等特殊的功能模块。需要注意的是,SPO模式下飞行员仅为一人,所有对飞机的操纵和决策都十分重要。此外,空管、公司运行控制人员、机场人员也对飞行运行有直接的影响作用。因此,人的风险因素是SPO风险中的重要组成部分。
2) 功能模块层。风险因素层中各类风险因素会对功能模块层中的功能模块Si产生影响,不仅会使功能模块Si产生变化,也会使与Si相连的下游功能模块出现功能的不良共振,导致部分功能失效和链路断裂。
3) 飞行运行系统层。随着越来越多的功能模块振荡参与到风险演化过程中,共振作用超出系统风险-事故临界阈值时,系统就可能失去控制,发生事故。
传统的FRAM主要以定性分析方式识别各个功能模块间的共振关系,应用在SPO风险演化分析时层次划分度不足;在刻画 FRAM 模型的潜在功能共振发生可能性及功能共振风险上缺乏有效定量方法。对此,需优化演化分析流程,使用改进的FRAM法量化分析和传播控制SPO风险。优化后的分析流程如图4所示。
通过引入ISM划分FRAM的功能网络图的结构层次,计算各功能模块结构重要度,采用模糊综合评判法定量评估功能可变性,并通过系统耦合影响模型解析系统功能共振情况,以厘清SPO风险演化过程,采取有效措施,改善飞行安全。
基于改进FRAM的SPO风险演化分析流程主要包括4个关键步骤:
1) 利用ISM法对建立的SPO系统功能共振网络梳理分层,分析系统组成要素之间难以描述的相互影响关系。
根据FRAM建立的风险演化网络确定ISM的系统要素集,每个FRAM的功能模块对应一个ISM有向图的节点,编号为 s i s i { s 1 s 2 s n },其中,n为功能模块个数。根据功能连接情况确定各要素之间的直接关系,用直接关系矩阵 A = [ a i j ]表示。若功能模块 s i的输出端O对功能模块 s j有直接影响,则 a i j取1,否则取0,其中,j为功能模块序号。将FRAM网络图转化为基于ISM的有向网络关系图。随后,将直接关系矩阵转化为可达矩阵M,见下式,经过分解可达矩阵,最终完成 ISM-FRAM 模型网络结构的递阶分层。

在ISM-FRAM分层网络中,假设系统为K层,各层级为, L ( 1,2 K )。假设ISM-FRAM模型各层级权重大小为 G L,见下式:

借鉴节点出入度概念,构建功能模块的结构重要度计算公式如下:

式中: W i为功能模块i的结构重要度; G L i为待计算功能模块i所在层级权重; G L j i为指向i功能的j功能所在层级权重;k为功能模块标号; G L i ki功能指向的 k 功能所在层级权重。
2) 进行功能模块的功能可变性定量评价,以直观表征功能模块输出端变化差异性的大小。
功能模块的可变性从输出时间和精度2方面评价。时间方面可分为过早、准时、过晚和不发生。其中,不发生意味着输出的时间非常晚,以至于可以认为没有发生,无法实现任何目标或目的;精度方面可分为精确、可接受和不精确,上游输出是否精确直接影响下游是否需要调整。对功能可变性的定量分析能削弱对耦合变化主观判断的依赖性。设置系统功能模块性能变化在时间与精度方面的定量分数,见表1。将时间与精度的定量分数相乘,可表征输出可变性(Output Variability,OV)的大小[23],见下式:

式中 V T V P分别为时间和精度维度的功能可变性指标。
由于载客SPO尚未实际实现,不能通过数据统计的方法准确评估功能可变性,借鉴层次分析和模糊数学方法思路,引入模糊综合评判方法,根据不同技术经验和专业背景的专家打分情况综合评估可变性等级发生概率。
专家评审角色集合为 U = { U 1 U 2 U x } 因各评审角色意见的重要性存在差异,所以,使用权系数行向量 B = ( B 1 B 2 B x )来表征各评审角色的权重,评价基准价值量F表示某模块不同功能变化情况的发生概率评价值,出于对取值范围和间隔考虑,取 F = ( 0.9,0.7,0.5,0.3,0.1 )。此外,为便于计算,每类评审角色选取的专家人数是相同的。
首先,计算模糊综合评价矩阵见下式:

经过归一化后的模糊综合评价矩阵经过加权,得到专家模糊综合评价结果。

计算得到不同模块不同可变情况的发生概率后,再次进行合并归一化,得到 V j T V j P的概率分布。
3) 考虑功能模块变化耦合效应的系统功能可变性评估。根据上游功能模块的输出端与下游模块不同连接情况,确定上游功能输出对下游功能产生的影响。
α T α P分别为从时间变化和精度变化方面的上游输出在该系统中对应连接的下游功能的传播因子,计算得到耦合变异性(Coupling Variability,CV),见下式:

一般认为,上下游功能耦合影响分3类,分别是放大效应、阻尼效应或者无变化[24]。为便于计算,此处的3类耦合影响只受到上游模块本身功能可变性的影响。设定传播因子 α T α P取值分别为

4) 计算模块功能共振风险指数H,描述模块最终的功能共振风险情况。结合结构重要度、功能可变性和上下游耦合影响关系,计算模块i的功能共振风险指数[25] H i,计算见下式:

为全面分析SPO风险演化网络中各模块的功能共振情况,识别系统中关键变化和可能失效的关键路径,在使用模糊综合评判法评估功能可变性外,还需采用蒙特卡罗法模拟每个功能模块的随机变化,以分析功能可能失效的关键路径。
依据SPO模式特征,分析单一飞行员驾驶大型飞机进近着陆过程的场景。借鉴咨询通告中的风险要素,以XX83XX航班进近阶段空难报告为运行任务和环境背景,以其他12个中国民航进近不安全事件/事故/事故征候报告为依托,采用扎根理论编码,针对SPO下的进近特点,分解系统任务和模块,完成系统层级基本功能划分。经以上过程共得到20个功能模块并编号,依次为安全管理S1、机组技术培训S2、标准操作程序的制定S3、标准操作程序的执行S4、飞行员认知状态S5、气象信息获取S6、空中交通管制服务S7、SPO地面信息保障S8、SPO机载系统决策S9、SPO地面辅助飞行S10、SPO机载辅助飞行S11、机长决策S12、机长操纵S13、检查进近检查单S14、进行程序转弯S15、目视跑道情况S16、降落操纵S17、飞机接地S18、无线电告警S19、机场跑道安全性S20
将每个功能模块的接口按照输入I、输出O、前提P、资源R、时间T、控制C进行特征描述。以S15为例,其接口特征描述见表3
其中,I和O的连接表明了模块前后基本的时序和逻辑关系,与进近阶段的SPO运行流程相关。若接口特征匹配,则建立上下游关系,并将指定上下游接口连接起来,如无匹配项或并无相关特征描述,则选择简化缺省。设2个功能模块有线路连接,便可认为具有直接关系。基于改进FRAM 模型网络分析如图5所示。将网络图转换为有向图,并经过可达矩阵计算完成功能模块的递阶分层,结果见表4
将基于ISM-FRAM模型结构分层代入式(2),得到模块的层级权重,见表5。将层级权重与节点代入式(3),得到功能模块结构重要度,见表6
由航空公司运行人员、空中交通管制人员、高校教师等不同单位组成的15 位专家对SPO系统正常运行时各功能模块功能变化模式及其概率打分。将打分结果代入式(5)—式(7)。得到功能模块可变性概率分布表,部分计算结果见表7
基于表7的功能模块变化概率分布情况,采用蒙特卡罗模拟方式,针对各模块组合随机生成3 000组随机数来模拟系统运行的不同模块功能情况。以SPO着陆安全风险为例,分析风险在层级网络的传播。S18的系统功能CV的概率分布情况如图6所示。
计算系统功能模块的CV,并将结果带入式(10)中。功能模块的功能共振风险指数见表8
表8 可知:气象信息获取模块S6变化不易观测、输出精度差异性较大,功能可变性较高;S13可变性最高,说明专家认为SPO下,单一飞行员在控制飞机方面会面临严峻挑战,操纵需进一步规范化;S7可变性也很高,说明SPO下,空中交通服务模块输出差异较大,需予以特别关注。此外,飞行员认知状态、地面信息保障、地面辅助驾驶等功能模块可变性程度也较大。
当系统运行时,功能模块易与相连模块发生功能共振,造成功能链接断裂引发飞行事故,需加强事故功能变化分析,通过系统耦合影响模型解析系统功能共振情况,进一步厘清SPO风险演化过程,以设置有效功能屏障。
表8中功能模块的功能共振风险指数表明:S2S5S6S7S8S12模块发生功能耦合时风险较大。这些风险较大的功能模块中,大部分模块均与功能可变性较大的模块相同。值得注意的是,作为功能可变性最高的机长操纵模块S13的风险指数并不大。表明:由于其他关联功能模块的阻尼作用,风险被很大程度化解降低;而机组技术培训模块S2与机长决策功能模块由于相关模块的放大作用,风险指数增长较大,成为影响风险演化过程的重要模块。
基于FRAM的风险指数设置功能屏障的研究大致分为3类。①根据真实发生事故报告,通过FRAM方法得到失效断裂路径并分析可以设置的屏障;②对可多次重复实验的情况添加功能屏障后,开展新一轮分析,验证安全屏障的合理性和适用性;③详细分类功能安全屏障,并明确指出各类屏障的具体现实含义。
由于SPO尚处在概念设计和研究阶段,暂无法提供真实事故案例资料,更无法直观验证安全屏障的风险管控效果,本文仅尝试设置不同分类的管控手段,根据功能可变性与功能共振风险指数,筛选出SPO中需重点关注功能模块S2S5S6S7S8S10S12S13。对上述功能模块设置功能屏障用以有效控制风险传播与演化。
S5S8为例,设置功能安全屏障,制定性能变化对策措施,包括物理屏障、功能屏障、象征屏障和隐形屏障等,分别见表9表10
由上述安全屏障的设置可知:单一飞行员驾驶模式能够满足安全运行的重要保障是构建一个涵盖现有双驾驶员模式飞行操纵过程和紧急处置操作的运行构架。在此框架下,需着力提升以下方面。
1) 重视地面保障和辅助控制系统的研发工作,关注重要气象信息,加强决策支持力度,发挥第二飞行员的备份作用。
2) 针对SPO模式,加大空管、飞行员等相关责任人的培训力度,关注运行模式的特异性,完善安全管理制度,提高SPO管控和服务能力。
3) 进一步规范飞行员操作,提升飞行员应急决策能力,合理调配人-机任务负荷,保障飞行员认知状态。
1) 改进的FRAM模型能直观展示功能模块间的交互耦合作用,增强风险演化网络的层次性,有助于进一步厘清事故发生根本原因及表象原因。
2) 引入结构重要度和功能共振风险指数概念,有助于弥补FRAM风险评估定量分析的不足。
3) 构建的SPO系统风险演化网络,可有效识别SPO模式下进近着陆过程场景的功能模块,准确评估易出现功能共振的关键风险模块,并对从物理、功能、象征、隐形等方面设置有效功能屏障提供量化参考。
