In order to improve air traffic controllers' emergency response ability,a reliability model of air traffic controllers' SA was constructed from three aspects: air traffic controllers' personal ability,air traffic control task characteristics and air traffic control equipment. Tower control simulation software and SA Global Assessment Technique (SAGAT) were used to measure the air traffic controllers' SA level in emergency situations. Based on BN,SA reliability was quantitatively analyzed to predict air traffic controllers' level of SA,and based on Bayesian inference,the key factors affecting the reliability of air traffic controllers' SA were analyzed. The results show that the reliability of SA of air traffic controllers is positively correlated with the level of SA in emergency scenarios,and the SA level can be predicted by air traffic controllers' SA reliability. The BN inference analysis reveals that the factors with a higher degree of influence and sensitivity to the reliability of controllers' SA were the deployment of aircraft availability time,the accuracy of the control equipment and the controller's memory. The causal chain that has the greatest impact on the air traffic controllers' SA reliability is the deployment of aircraft availability time→mission characteristics→SA reliability.

为提升管制员的应急处置能力,从管制员的个人能力、管制任务特点和管制设备3个方面构建管制员情境意识(SA)可靠性模型;利用塔台管制模拟软件和SA全面评价技术(SAGAT)测量管制员在应急情境下的SA水平;基于贝叶斯网络(BN)对SA可靠性进行定量分析,进而预测管制员的SA水平,并基于贝叶斯推理分析影响管制员SA可靠性的关键因素。研究结果表明:应急情境下,管制员SA可靠性和SA水平显著正相关,可通过管制员的SA可靠性预测SA水平;通过BN推理分析发现,对管制员的SA可靠性影响程度和敏感程度较高的因素为调配飞机可用时间、管制设备的精准度和管制员的记忆力;对管制员SA可靠性影响最大的致因链为调配飞机可用时间→任务特点→SA可靠性。

In order to improve air traffic controllers' emergency response ability,a reliability model of air traffic controllers' SA was constructed from three aspects: air traffic controllers' personal ability,air traffic control task characteristics and air traffic control equipment. Tower control simulation software and SA Global Assessment Technique (SAGAT) were used to measure the air traffic controllers' SA level in emergency situations. Based on BN,SA reliability was quantitatively analyzed to predict air traffic controllers' level of SA,and based on Bayesian inference,the key factors affecting the reliability of air traffic controllers' SA were analyzed. The results show that the reliability of SA of air traffic controllers is positively correlated with the level of SA in emergency scenarios,and the SA level can be predicted by air traffic controllers' SA reliability. The BN inference analysis reveals that the factors with a higher degree of influence and sensitivity to the reliability of controllers' SA were the deployment of aircraft availability time,the accuracy of the control equipment and the controller's memory. 空中交通管制员(简称管制员)承担着确保航空器安全和高效运行的重要责任。然而,随着航空运输量的不断增加,管制员的工作压力也在不断增大,尤其是当出现复杂气象条件或空管设备异常等紧急情况时,更需要管制员具备良好的情境意识(Situational Awareness,SA),保持冷静心态应对突发事件,从而作出迅速且准确的决策,确保航空器间的安全间隔。
ENDSLEY[1]通过分析民航事故调查报告发现,71%的民航事故与人为差错有关,其中高达88%的事故是由于机组人员和管制员的SA错误造成的。因此,国内外学者逐渐对飞行员、管制员等民航关键岗位人员的SA开展深入研究。ENDSLEY[2]建立了SA的三层次模型,将SA分为感知、理解和预测3个层次,奠定了SA的理论基础。WICKENS等[3]基于三层次模型结合飞行操作特点,提出了飞行员的SA,包括三维空间意识、系统意识和任务意识。学者们还对SA水平测量方法开展了相关研究,如靳慧斌等[4]采用最近邻算法量化方法,剖析了管制员的眼动注视特征,得出不同注视特征的管制员的SA和操作绩效的关系。YUVARAJ等[5]通过采集并分析管制员的脑电和眼动数据,挖掘管制员的注意表现特点,以确保管制员可以保持良好的SA水平完成空中交通管制任务。另外,也有学者对导致管制员SA下降或丧失的影响因素开展了研究,如杨越等[6]深入分析了国外空管不安全事件的调查报告,发现管制员的SA中感知环节的听觉感知差错和视觉感知差错是导致不安全事件发生的重要因素。刘继新等[7]构建了人为因素-SA结构模型,分析得出管制员的应激调节能力和注意力等因素均对管制员的SA有显著影响。王莉莉等[8]运用事故树法,分析得出造成管制员SA下降或丧失的主要影响因素有轮班制度不合理、睡眠效率低等。王永刚等[9]采用结构方程模型探究了管制员内部心理和外部环境对管制员SA的影响,得出记忆、注意力、系统特性、工作负荷对管制员的SA有显著影响。
目前,多数研究关注于采用主观测量、生理测量和绩效测量等方法测量管制员的SA水平,很少从SA的可靠性角度分析管制员的SA。SA可靠性是人因可靠性分析的重要组成部分[10],定量评价SA可靠性不仅可以寻找导致管制员SA下降或者丧失的致因因素,还可预测管制员的SA水平。因此,笔者拟基于人因可靠性理论,构建在应急情境下管制员的SA可靠性模型,分析影响管制员SA水平的致因因素,预测应急情境下管制员的SA水平,以期为提高管制员的应急处置能力提供培训依据。
管制工作具有任务繁杂、时间紧迫等特点,管制员需要在短时间内完成调配飞行冲突、与航空器建立联络、监视航空器位置等工作。在此期间,管制员需要接收和处理大量信息,并且,航空器的信息是不断更新变化的,管制员只有保持良好的SA水平才能顺利完成管制任务。特别是在遇到应急情境时,如恶劣天气导致的航空器备降、多架航空器发生飞行冲突、通信失效或发动机失效等,管制员的SA更易下降甚至丧失。
以由于突发恶劣天气而导致多架飞机备降作为应急情境,管制员需要快速搜集大量信息并传达正确的管制指令,这导致管制员的工作压力增大,出现注意力分配不合理,记忆力暂时减退等现象,从而影响管制员的SA水平,最终导致错、忘、漏事件发生[11]。因此,将注意品质和记忆力作为研究SA可靠性的影响因素。
当出现应急情境时,由于管制任务的紧迫性,留给管制员思考的时间并不充分,进而调配飞机可用时间也会明显减少,给管制员带来巨大压力,导致管制员心理和生理上的紧张,从而影响SA水平。另外,天气/环境的复杂性和管制设备的精准度也会给管制任务带来一定复杂性,如恶劣天气条件下指挥飞机显然比天气状况良好条件下指挥更加复杂。同样,管制员需要根据雷达显示的信息,实时识别和理解管制区域内航空器的动态信息,因此,管制设备的精准度也是管制员顺利完成管制任务的先决条件之一。故将调配飞机可用时间、天气/环境的复杂性、管制设备的精准度作为研究SA可靠性的影响因素。
管制员面对复杂的航路结构,遗漏任何一个细节都可能带来安全隐患,因此,管制工作的特点会给管制员带来紧张和焦虑情绪[12]。若管制设备精准度低、设备设计不符合人体工效学,则会增加管制员的工作负荷,影响管制员的可用工作时间和工作情绪,从而增加管制安全风险,故将管制设备的精准度、管制设备的人性化作为研究SA可靠性的影响因素。
行为形成因子(Performance Shaping Factor,PSF)是对人的行为产生影响作用的情境环境因素。在人因可靠性分析中,人的失误概率预测技术(Technique for Human Error Rate Prediction,THERP)、人误评估与减少技术(Human Error Assessment and Reduction Technique,HEART)、成功似然指数法(Success Likelihood Index Method,SLIM)和认知可靠性与失误分析方法(Cognitive Reliability and Error Analysis Method,CREAM)等方法均采用了PSF量化人为差错概率[13],文中参考以上分析方法量化管制员SA的人为差错概率。通过走访一线管制员,筛选出管制员SA的PSF,划分为好、中、差3个等级,并建立相应的评价标准,具体见表1
基于第2代人因可靠性分析方法,即关注操作者在情境中的失误,并结合人-机-环-管的知识,将上述管制员的7个PSF分类对应到个人能力、任务特点和管制设备3个中间节点。个人能力是指管制员完成管制任务的内部因素,将个人能力作为记忆力和注意品质的父节点;任务特点是指管制任务的复杂性和其他外部环境因素,将任务特点作为调配飞机可用时间和任务复杂性的父节点;管制设备是指管制员在完成管制任务的所需要的硬件设备,将管制设备作为管制设备的精准度、管制设备的人性化的父节点。综上,构建管制员SA可靠性模型,如图1所示。
为测量管制员的SA水平和SA可靠性水平,以塔台管制任务为例,正常情境为天气良好,正常指挥飞机的起降;应急情境为由于突发恶劣天气,需要接收多架备降到本场的飞机。
采用塔台管制模拟软件Tower.2011和SA全面评价技术(SA Global Assessment Technique,SAGAT)[15]测量管制员的SA水平。Tower.2011操作界面包括飞行空域跟踪雷达、进离场监测雷达、进程单和指令发送栏4个功能分区,如图2所示。每位管制员分别完成正常情境和应急情境下的管制任务,试验场景如图3所示。在管制员开始管制操作时,每隔5 min暂停一次,覆盖电脑屏幕的内容,要求管制员根据覆盖画面之前的情境回忆,填写管制员SA水平测量问卷和SA可靠性PSF测量问卷。填写完毕后继续完成剩余管制任务。
贝叶斯网络(Bayesian Network,BN)是描述变量之间依赖关系的一种推理模型[16-17],其核心思想是基于贝叶斯定理,即根据已有观测数据来更新先验概率,进而得到后验概率。
先验概率采用由专家确定的主观先验概率,根据专家填写的管制员SA可靠性影响因素权重赋值问卷,计算各个PSF的先验概率,见表2

由于距离是标量,在计算节点间距离时需要加入绝对值,ROED[18]认为,不同子节点状态与父节点状态的相对距离可以利用距离的绝对值计算;李鹏程等[19]考虑到节点间正距离和负距离可相互抵消,故在原有公式基础上与节点权重相乘,得到父节点状态与子节点状态的加权距离的计算公式:

式中:Dj为父节点在某一状态下与子节点在不同状态之间的加权距离;j为子节点处于好、中、差中的某种状态,分别用a、b、c表示;n为子节点的个数;Dij为某个状态下第i个子节点的状态与j状态下的父节点之间的距离,如子节点记忆力处于良好状态,父节点个人能力处于中等状态,则Dij=1;xi为管制员SA可靠性PSF的相对权重。
ROED等[18]建议的概率分布公式如下:

式中:Pj为父节点在不同状态下的条件概率;R为PSF间的相对权重,将PSF在某个状态下的条件概率作为分子,将PSF在好、中、差3个状态下的概率和作为分母,目的是使子节点在同一个状态下Pj的和为1。
表4为个人能力中间节点在不同状态下的条件概率分布。同理,依照上述步骤计算得到其他中间节点的条件概率。
基于人的可靠性(Human Reliability Analysis,HRA)分析方法计算管制员的SA可靠性,需要计算SA失误的条件概率。参考CREAM[20]方法,将SA可靠性失误的基本概率定为F,值为0.01;参考SPAR-H[21]和THERP[22]等的方法,将Q作为调整因子。当所有的PSF都处于最佳状态时,会降低SA可靠性的失误概率,此时调整因子的数值为0.01;当所有的PSF都处于最差状态时,会增加SA可靠性的失误概率,此时将调整因子的数值调整为100。SA可靠性失误的条件概率计算公式如下:

式中:s为SA可靠性的两种状态,s=1代表可靠,s=2代表失误;F为SA可靠性失误的基本概率,取0.01;v为子节点的个数;wm为第m个子节点的权重,某一个父节点对应的子节点权重之和为1;Pmk为第m个子节点的PSF处于不同状态k(k=好、中、差)的概率;Q为调整因子。

式中:H1为管制员的SA可靠性概率;H2为管制员的SA可靠性失误概率。由式(3)计算得管制员的SA可靠性失误概率H2,代入式(4),得到管制员的SA可靠性概率。
基于SA水平测量问卷可分别得到正常情境和应急情境下管制员的SA水平得分,将正常情境和应急情境下管制员的SA水平得分和SA可靠性得分进行独立样本t检验,发现管制员的SA水平和SA可靠性在正常情境与应急情境下均有显著差异(显著性p<0.05),见表5
在正常管制任务下,管制员能够按照常规程序指挥飞机,因此,管制员的SA水平保持中等水平,SA可靠性也较高;但当出现突发情况,管制员不能按照常规程序指挥飞机,同时受到调配飞机可用时间、管制设备的精准度等因素的限制,管制员需要高度集中注意力,从而导致他们的工作压力增加。因此,在应急情境下,管制员的SA水平会比正常情境下的SA水平有所提高。但当管制员长时间处于高度紧张的环境中,则管制员的SA可靠性会降低。
进一步分析管制员的SA水平与SA可靠性的相关性。在正常情境下,管制员的SA水平得分与SA可靠性得分没有显著的相关性(相关系数r=0.283,显著性p=0.328>0.05);而在应急情境下,管制员的SA水平得分与SA可靠性得分二者呈显著的正相关(相关系数r=0.797,显著性p=0.000 6<0.001),表明当处于应急情境下,管制员的SA可靠性降低,管制员的SA水平随之也会降低。因此,为了更好地预测应急情境下管制员的SA水平,可以对管制员的SA可靠性进行深入分析,寻求影响SA的致因因素和致因路径。
利用GeNIe软件,输入记忆力、调配飞机可用时间、管制设备精准度等各个节点的先验概率和条件概率,实现BN推理,得出各个节点的好、中、差3种状态的概率,进而得出在应急情境下,管制员SA可靠性为好、中、差的概率分别为51%、36%、12%,GeNIe中将好、中、差分别显示为High、Medium、Low,评估结果如图4所示。
将不同的节点设置为不同的状态(差、中、好),记录SA可靠性节点的后验概率,并计算其增加的占比,结果见表6。占比提高的比例越高,说明该因素对SA可靠性的影响程度越深。由表6可知:当管制员面对应急情境时,调配飞机可用时间对管制员SA可靠性的影响最大,其次为管制设备的精准度和记忆力。
后验概率是BN推理常用的分析方法[23]。逆向推理管制员的SA可靠性节点,找出在不同状态下最有可能导致SA可靠性降低的致因因素。将SA可靠性分别设置为好、中、差3种状态,记录各个节点的后验概率。在应急情境下,当管制员的SA可靠性降低时,可能会导致SA水平下降,进而造成管制差错。因此,重点分析影响管制员的SA可靠性=差时的致因因素。
经BN推理,得到在不同状态下各PSF的后验概率,详见表7。当节点状态为差时,调用飞机可用时间是最有可能导致SA可靠性降低的致因因素。
各个节点的后验概率已通过GeNIe软件计算得到结果,可以进一步通过后验概率和先验概率的对比找到对SA可靠性影响较大的因素。文中假设SA可靠性=差,节点先验概率和后验概率的变化情况,见表8
表8可知:当SA可靠性为差的状态时,调配飞机可用时间的变化占比最大,表明SA可靠性对其最敏感,该节点出现微小波动可能对SA可靠性产生较大的影响,是影响SA可靠性的最主要原因;其次,管制设备的精准度和记忆力变化占比较大,表明SA可靠性对管制设备的精准度和记忆力比较敏感。
敏感性分析可用于评估输入变量对输出变量的影响程度。在BN中,子节点的后验概率会随着父节点先验概率的变化而变化。敏感性分析将由父节点发生变化而引起的子节点参数变化程度进行量化,从而识别出BN模型中的关键因素[23]。将SA可靠性作为目标节点,对整个网络进行敏感性分析,节点颜色越深,表明其敏感性越高,如图5所示。各个节点的敏感性数值如图6所示,敏感性最高的是调配飞机可用时间,其次是管制设备的精准度和记忆力。当敏感性较高的节点出现小幅度的变化时,可能会对管制员的SA可靠性产生较大影响。因此,在应急情境下,对敏感性较高的因素进行重点关注和预防,能够有效提高抵抗风险发生的能力。
将SA可靠性设定为目标节点,通过BN的最大致因链寻找关键性风险因素,箭头加粗的风险致因链即是最可能导致事故发生的关键风险路径[16],如图7所示。根据图7综合得出,对整个网络影响最大的4条致因链为①调配飞机可用时间→任务特点→SA可靠性;②记忆力→个人能力→SA可靠性;③管制设备的精准度→管制设备→SA可靠性;④管制设备的人性化→管制设备→SA可靠性。其中,调配飞机可用时间是最有可能使得SA可靠性降低的因素,其次是记忆力和管制设备的精准度。因此,管制员在日常工作中应关注以上关键的致因因素,降低其成为差状态的概率,预防不安全事件的发生。
1) 从人因可靠性分析的角度构建管制员的SA可靠性模型,实现了在应急情境下通过SA可靠性反映和预测管制员的SA水平,有利于对管制员的SA水平和应急处置能力进行评价。
2) 结合BN推理分析,发现了在应急情境下,影响管制员SA可靠性的关键因素为调配飞机可用时间、管制设备的精准度和管制员的记忆力,SA可靠性对以上因素敏感度较高。保持上述因素处于良好状态,有利于管制员SA水平和SA可靠性的提升,减少错、忘、漏事件发生的概率。
3) 研究侧重于应急情境下管制员SA可靠性影响因素的确定和分析,而管制员的SA会随着管制任务的变化而发生变化,在未来需要对管制员SA可靠性的动态分析进行深入研究。
