To effectively assess the various risks faced by the multifunctional reserve general warehouse,a comprehensive safety evaluation method for the multifunctional reserve general warehouse was proposed. First,the integrated risk characteristics of dynamic-static unity,subjective-objective unity,and direct-indirect unity for multifunctional the reserve general warehouse were summarized. Next,based on the combination of a static risk index system and a dynamic risk assessment model,a method for measuring the triggering effects and calculating the residual risks of the multifunctional reserve general warehouse was proposed. Lastly,safety evaluation criteria were delineated. Taking the core area of a logistics hub in China as the application case,the safety risks of the selected district were evaluated. The applicability and shortcomings of the proposed comprehensive evaluation method for the multifunctional reserve general warehouse were discussed. The results indicate that the method can effectively reflect the risks and their changing trends of the studied warehousing system. The practical application demonstrates that it is crucial to determine the trigger relationships and residual risks for accurately characterizing and evaluating the safety status of the multifunctional reserve general warehouse.

为有效评估多功能储备通用仓库面临的多种安全风险,提出面向多功能储备通用仓库的整体性安全评价方法。首先,总结多功能储备通用仓库动态-静态一体、主观-客观一体、直接-间接一体的风险特征;其次,基于静态风险指标体系和动态风险评估模型相结合的路径,提出衡量多功能储备通用仓库安全风险的触发效应和剩余风险计算方法;最后,划分安全评价标准。并以某国家物流枢纽核心区为应用对象,评估该区域安全风险,讨论所提整体性评估方法对多功能储备通用仓库的适用性和不足之处。结果表明:该方法能有效反映仓储系统的安全风险及变化趋势。实例应用证明,触发关系和剩余风险的确定是有效表征和评价多功能储备通用仓库安全状况的关键。

To effectively assess the various risks faced by the multifunctional reserve general warehouse,a comprehensive safety evaluation method for the multifunctional reserve general warehouse was proposed. First,the integrated risk characteristics of dynamic-static unity,subjective-objective unity,and direct-indirect unity for multifunctional the reserve general warehouse were summarized. Next,based on the combination of a static risk index system and a dynamic risk assessment model,a method for measuring the triggering effects and calculating the residual risks of the multifunctional reserve general warehouse was proposed. Lastly,safety evaluation criteria were delineated. Taking the core area of a logistics hub in China as the application case,the safety risks of the selected district were evaluated. The applicability and shortcomings of the proposed comprehensive evaluation method for the multifunctional reserve general warehouse were discussed. The results indicate that the method can effectively reflect the risks and their changing trends of the studied warehousing system. The practical application demonstrates that it is crucial to determine the trigger relationships and residual risks for accurately characterizing and evaluating the safety status of the multifunctional reserve general warehouse.

国家储备既是防灾救灾和灾后恢复重建工作的基础,也是维护国内乃至国际社会稳定的重要方面[1]。狭义的国家储备物资指由中央政府储备和掌握的,国家安全和发展战略所需的关键性矿产品、原材料、成品油及特殊用途的其他物资;广义的国家储备物资包括粮食储备、能源储备、战略物资储备及应急物资储备4个方面,其中,战略物资储备即狭义的国家储备物资。
在公共服务市场化不断推进的当下,除国家重点管理和规制的关键性粮食和能源资源外,将应急物资和部分战略物资逐渐交由社会和市场参与流通和储备,是新形势下保障国家储备的现实趋势[2]。特别是,应急物资和部分战略物资分布较广且流通度较大,相对而言其仓库面临的不确定性更高。因此,相较于其他类型的国家储备仓库,识别和评价这种存储应急物资和部分战略物资的仓库的风险情况,显然更为突出和紧迫。这种仓库称为多功能储备通用仓库。
据美国劳工统计局统计,美国2014年在物流运输和仓储行业的死亡人数位居所有工商行业第2,每10万名工人中约有13.5人受伤,是各行业平均受伤率的4倍左右[3]。一项基于78个荷兰仓库事故的研究,将仓库主要危险源归结为交通运输、安全培训、工作环境和存储作业,其中,交通运输是最主要的危险源[4]。但也有研究指出,仓储系统作为物流运输的节点,通常作为劳动密集型的工作场所,涵盖分拣、存储、调度和工艺路线等多种流程和操作,因此,仓储过程也存在系统和复杂的安全问题[5]。相对而言,运输安全已有大量研究,但关于仓储安全的研究仍然较少,且多数关于国家战略物资储备的研究仍是从物流调集的角度出发,并将仓储安全作为物流安全的子问题。多功能储备通用仓库具有分布广泛、物资多样以及作业交叉综合的特性,形成了动态-静态一体、主观-客观一体、直接-间接一体的风险特征,因而需要一种整体性的安全评价方法开展相对独立的问题研究。然而,目前能够提供的分析思路并不多,相关研究多体现在物流系统[6]和工业园区[7]等方面。对多功能储备通用仓库而言,并没有成熟简单的评估方法或数学模型。
鉴于此,笔者在分析多功能储备通用仓库的综合性风险特征基础上,提出一种整体性的安全评估方法并开展实例分析,以期为国家多功能储备通用仓库及其他国家储备仓库的安全评价提供理论支撑。
仓库的安全水平主要取决于自身和外部环境存在的危险源和相应的风险管理能力[8]。因此,风险特征和相应的风险管理能力是多功能储备通用仓库安全评价中的2个关键要素。其中,风险特征包括危险源的危害性和仓库自身的脆弱性,风险管理能力主要体现为防控能力和其他能力。
在管理学中,风险分为固有风险、控制风险和检查风险[9]。对仓库的风险管理而言,可构建风险和风险管理能力之间的逻辑关系,如图1所示。对某一危险源,固有风险由危害性和脆弱性共同决定,风险防控措施实施后仍然存在的风险称为剩余风险,需要通过持续有效的评估和管理措施加以控制。
在此基础上,应基于多功能储备通用仓库面临的安全风险特征开展整体性安全评价:
1) 多功能储备通用仓库安全风险具有动态-静态一体的特征。所谓动态风险是指仓库日常运作过程中面临的风险,静态风险是指存储的物资本身及相关设施设备面临的安全风险。一方面,辨识危险源并进行风险等级划分,是安全评价的基础。另一方面,少数关键风险演化往往决定系统整体安全状况,这些关键风险也需要通过整体风险分析和评估完成筛查。
2) 多功能储备通用仓库安全风险具有主观-客观一体的特征。仓库涉及的危险源较多,既面临自然灾害等客观风险,又面临仓库运作过程和管理中人因的责任风险。但关键危险源是综合性风险评估中重点分析的对象[10]。因此,重点是筛选出关键的风险事故和事件,通过深入研究这些风险的演变过程来开发更有效的风险管理方法。
3) 多功能储备通用仓库安全风险具有直接-间接一体的特征。仓库既面临自然灾害、意外事故等现实威胁,更面临潜在风险向突发事件的转变,主要表现为因仓储物品失效导致的应急服务失灵,进而造成间接损失。因此,通过综合各种关键安全事件的剩余风险和对应的能力,可有效评估仓库整体安全状况。
基于多功能储备通用仓库的综合性风险和管理逻辑,其整体性安全评价流程如图2所示。其中,有2项承上启下的关键任务:确定固有风险等级和剩余风险等级。前者是筛选关键危险源的基础,后者则是分级评价风险及其应对能力的基础。基于这2项关键任务,形成整体性的安全评价方法。
安全评价有诸多方法,这些方法的共同之处在于,根据不同类型的风险制定具有针对性的权重指标和量化标准,进而完成指标汇总和计算。鉴于此,首先选择赋权模型。根据多功能储备通用仓库的综合性风险特征,采用层次分析法(Analytic Hierarchy Process,AHP)-熵权法为整体性安全评价方法提供权重模型,通过综合主观赋权与客观赋权,使得安全评价的权重模型更具整体性和更加合理[11]。据此,风险的评价值r计算公式为:

式中:n为风险指标; ω 1 i为第i个风险指标的主观权重,采用AHP计算; ω 2 i为第i个风险指标的客观权重,采用熵权法计算,取值范围为[0,1]; r i为第i个风险指标的评价值, r i { 1,2 5 };AB分别为 ω 1 i ω 2 i的权重,满足A+B=1,考虑多功能储备通用仓库一体化的风险特征,取A=B=0.5。通过建立风险评估动态数学模型并结合实例,形成整体性安全评价方法框架,如图3所示。
1) 固有风险分析。根据《Risk management - guideline》(ISO 31000-2018),固有风险是影响和可能性的乘积结果[12]。换言之,固有风险Ri是系统受到风险事件危害性和自身脆弱性(或韧性)的乘积,即

式中: H r i为第i个风险事件的危害性评估值; V r i为第i个事件导致的仓库脆弱性评价值。这2个数的计算方法为式(1)。此外,2022年10月中国发布《风险管理指南》(GB/T 24353—2022),该标准等同于ISO 31000-2018,这表明该风险计算方法的一般适用性。
同时,考虑到多功能储备通用仓库的风险特征,间接风险(不能有效提供战略或应急服务导致的损失)是该类型仓库关注的重点,故考虑风险触发效应的放大作用。引入风险增强系数 ϕ i表示第i个事件对m个次级事件的触发效应。于是,考虑综合触发效应的固有风险 R ' i由下式给出:

α i = R i - 1 25 - 1 = 1 24 ( R i - 1 )
式中: ϕ i为将 R d i标准化后的系数, ϕ i取值在[1,1.5]; R d i为考虑风险触发效应的第i个事件的风险评估值,取值范围是[0,25]; α i为第i个事件引发次级事件的概率参数,取值范围在[0,1]; R j为第j个事件的一般固有风险评估值,取值范围是[1,25]; R i取值范围是[1,25]。所以当 ϕ i = 1时,表示没有触发效应,此时 R ' i = R i。文中将风险的触发效应最大设置为 ϕ i = 1.5
2) 剩余风险分析。根据多功能储备通用仓库安全要素的逻辑关系,对剩余风险的评估是将静态风险指标和动态风险评估模型相结合并形成整体性方法的关键。剩余风险与控制因子有关,控制因子项越突出,剩余风险越小,反映风险控制能力的强弱[13]。据此,剩余风险Rri由下式计算得出:

式中: ϕ c i为第i个事件的危险源控制能力系数;ϕpi为对第i个事件的风险防范能力系数,取值范围是[0.8,1]; ϕ i为风险增强系数, ϕ x i表示 ϕ c i ϕ p i,由下式计算得出。
ϕ x i = 1.05 - 0.05 x i
因此, ϕ c i ϕ p i代表的是源头控制能力评估值和风险防范能力评估值从[0,5]标准化至[0.8,1]的系数,即 x i的取值范围是[0,5]。将风险防控能力(即控制因子)的最大值设置为0.2,当 ϕ c i = ϕ p i = 0.8时,表示仓库对风险控制的影响很大;而当 ϕ c i = ϕ p i = 1时,仓库几乎没有风险防范能力。
显然,风险评估模型改变了原始数据相对均匀的分布。以式(2)为例, H r i V r i的原始值在[1,5]中均匀分布。但是, R i的值在[1,25]中并非均匀分布。对非均匀分布值的情况,基于聚类思想的自然断点法(称Jenks法)是一种合理分类方法[14]。故采用自然断点法将固有风险和剩余风险的评估值分为5个等级,分别由式(2)和式(6)计算得出。具体评价标准见表1
以某国家物流枢纽为例,应用提出的整体性方法完成仓库系统安全评价。以该区域为案例的原因在于:①国家物流枢纽具有仓储资源相对集聚、物流运行效率较高及具备一定综合服务能力的特质,与涵盖应急物资和部分战略物资的多功能储备通用仓库的要求相似,符合直接-间接一体的特征。②国家物流枢纽的仓库系统在需要体现出较高的协同效应,因而对仓储的组织方式提出要求,从国家物流枢纽的建设和运行方式出发,有利于理解和分析多功能储备通用仓库的运行和服务流程,也符合动态-静态一体的特征。③国家对枢纽的日常运行监测体系建设提出要求,既包括灾害因素监测,也包括对人员行为的监测,符合主观-客观一体的特征。
选择的枢纽位于中国东部沿海省份。该枢纽核心区(称E区)占地5km2。其中,仓储用地位于E区,占地面积约1.79km2。自2019年起建,E区一期建设的铁路货场及海关监管区、集拼仓储区等功能配套平台已建成运营。E区平面如图4所示,画圈处为仓储区。
根据该枢纽的地理条件、社会经济特征、规划设计和执行报告以及仓储物流管理的基础数据,综合评估E区2019—2022年的安全风险。所有信息均来自当地政府、部分企业和实地调研。
根据提出的整体性评估方法和流程,需先归纳E区的静态风险指标,而后根据动态模型计算风险评估值,具体分为风险识别、分析和评估3步。
1) 风险识别。根据当地的地理特征和产业特点,筛选出影响E区安全的主要风险事件,见表2
2) 风险分析。由政府相关部门负责人、行业专家和调研人员共同总结确定关键危险源的风险指标对应的风险因素,见表3
在确定风险因素基础上,确定指标的危害性、脆弱性的权重和分值,利用式(1)计算评价值。根据相关文献中的触发效应统计分析结果和E区的实际情况,分析危险源之间的触发关系,利用式(2)和式(4)—式(6)计算连锁效应下重大危险源事件的风险提升系数。分析结果见表4
3) 风险评估。利用式(3)计算考虑综合触发效应的危险源的固有风险值 R ' i,并利用式(7)、式(8)计算剩余风险值( R r i)。结果见表5
在得到14个指标的固有风险值( R ' i)和剩余风险值( R r i)后,根据表1确定相应的固有风险等级和剩余风险等级。
E区2019—2022年主要危险源的风险评估情况见表5。结合表1可看出,在2019年,处于第3级及以上的固有风险有7项,可认为当时E区有7个主要危险源。这些危险源对应的剩余风险在3级及以上的有3项,可认为当时的E区有3个关键危险源,对应物理环境和物资存放问题。2020年的情况与2019年类似,并且主要危险源的风险评估值还在小幅度上升。到2021年,主要危险源中物理环境的风险逐渐下降,仓库的操作和库存风险逐渐上升。2022年E区危险源的风险评估值呈整体下降的趋势。
2019—2022年的风险评估结果对比如图5所示。与一般的固有风险相比,考虑综合风险触发的固有风险 R '显著增加,同时也小于剩余风险值 R r。这表明综合风险触发效应对E区的风险产生了重大影响。其中,除人因风险和设施风险外,其他各类风险均保持在较高的3级左右,某些类型的风险还在增长。总体看,主要危险源呈现出E区建设初期(2019年)和快速发展期(2022年)风险评价值较高的特点,而其他类型风险总体趋势较为稳定。
1) 触发效应是多功能储备通用仓库整体性风险特征的数学模型和现实情况表征。触发效应广泛见于人为过程、自然灾害和技术风险的连锁效应中,并互相关联发展为多重风险[15]。这样的多重风险,一定程度上反映了多功能储备通用仓库的主观-客观、动态-静态以及直接-间接一体的风险特征。有研究指出,面向应急物资储备和服务的仓库在构建评价指标时,要注意多灾害共存和多仓库联动等因素,以提高评价的精准性[16]
现有的仓库风险评估方法一部分问题在于,传统综合评估方法虽然简单易行,但无法整体考虑综合风险及其演化机制;数学模型尽管精细,但需要大量动态数据[17]。风险触发效应既能反映仓库的自然、土地、政策等外部条件,也能表征具体的物流和仓储情境。可以说,风险触发效应的引入,是对一般指标体系评价方法的数学优化,也是对数学模型的情境化处理,从而使评价模型更加符合仓库面临的风险情况。
有研究者通过案例分析提出,仓库因相对独立和封闭,同时又存在大量相似类型要素的聚集,具有一种“仓库效应”,使得风险更具关联性和综合性[18]。在案例中,自2019年起,随着设施不断完善以及数字化和智能化程度提高,E区在施工、运输和储存等方面的人因事故逐渐减少,但更高关联性的流程也使得发生人因事故后风险的严重性更高。触发效应趋势如图6所示。触发效应最低的时期发生在2019和2020年,涉及风险类型主要是人因风险和设备风险。这主要是因为E区建设前期涉及因素较少且关联程度低,但并不代表此时发生的相关事故较少,反而在此时发生的相关事故更多。随着仓库建设的完善和仓储运营范围的增加,风险因素的关联性不断增强。
2) 剩余风险是结合静态风险指标构建动态风险评估模型,进而形成整体性评价方法的关键。剩余风险反映了对风险控制能力的强弱。对多功能储备通用仓库而言,控制风险的主要目标是在保障自身基本运行状况的前提下有效提供应急服务。但是,目前关于国家储备仓库的研究主要关注的是如何在宏观层面上建立有效的应急储备网络,包括仓库的选址、数目及分配的资源等[19],缺少中观和微观下的仓库安全评价研究。有研究者认为,仓储安全管理主要包括物资入库验收、储存保管和出库发运3阶段[20]
一方面,物资入库和出库阶段与物流运输紧密挂钩。对多功能储备通用仓库而言,既有可能因为在物流运输中的风险导致意外事故,也会面临紧急情况下难以有效提供物资的风险。有研究指出,当前国家物资储备仓库仍面临设施陈旧、自动化水平不高以及调集环节割裂等问题,仍难以匹配和衔接现代物流体系,容易导致应急保障失灵等情况出现[21]。现实问题还在于,当前国家物资储备仓库推动引入市场机制,但在仓储过程中的供应链管理和物流管理界限模糊,导致难以独立对仓储出入库的物流安全问题制定监管政策和开展研究。因此,确定风险防范系数时,主要以装卸搬运和中转运输等仓储作业的安全措施,以及区域内物流运输车辆纳入动态监管体系的情况为依据。
另一方面,仓储的安全风险与物资种类和数量等相关。现有仓库储存研究主要从物资本身的危险性(如危险化学品性质)和仓库建设和管理的现代化技术出发。对国家储备仓库而言,信息化运营系统和安全设施不仅对仓库本身至关重要,也会很大程度影响货物及相应的物流服务提供水平[22]。这也反映在案例的信息安全风险的较高评估值上。
对文中案例,E区2019—2021年风险应对能力系数的趋势如图7所示,每一类风险对应的能力系数是 ϕ c i × ϕ p i的值(值越小防控能力越高)。总体看,E区的风险应对能力逐步提升,主要原因是各类危险源动态监管系统、移动执法平台等信息化技术手段,以及仓库内包含质量检验、流程追溯、防汛防火报警、温湿度控制等功能的智慧平台的应用,提高了源头管控能力。
3) 在前述分析之上,不足之处主要有2方面:①触发效应是回应和评估多功能储备通用仓库整体性风险特征的关键。然而,当前对仓库系统的触发效应研究主要集中在大型自然灾害(如地震、洪水)和特定事故(如火灾)的具体分析中,而不同仓库系统的外部环境和内部特征都不同,目前只能根据已有研究进行粗略分析。②仓库的风险应对能力系数难以独立确定,因为当前关于仓库风险应对的研究主要以宏观的物流或供应链网络为视角,将仓库风险应对作为独立主题的研究较少。在未来,有待进一步探讨和分析仓库系统的一般性安全管理要素和过程。
1) 整体性既指将仓库系统作为一个相对独立的研究问题,也指多功能储备通用仓库面临的动态-静态一体、主观-客观一体、直接-间接一体的风险特征。
2) 整体性安全评价方法由考虑固有风险和剩余风险的动态风险评估模型以及基于现实情况构建的静态指标体系构成。
3) 分析发现,触发效应能有效表征仓库面临的整体性风险,风险应对能力系数能反映出仓库有效提供服务需要关注的危险源。
4) 未来有待引入更加具体和多样的国家物资储备仓库实例,结合宏观、中观和微观层面的各类因素,形成具有现实指导意义的整体性安全评价指标划定规则。
