In order to explore the innovative work safety control model empowered by information technology and intelligent technology,this study analyzed the characteristics of information flow in the safety control process from a perspective of safety informatics,and proposed a multi-level edge intelligent management and control mode. Based on SI-SB system safety model,the principles of safety decision lag and deviation in the safety management and control process were analyzed,and the idea of improving the performance of safety management and control system was proposed. Combined with the characteristics of safety organization management systems and the advantages of digital technologies,the foundation of digital technologies in enabling information perception and transmission,safety information interpretation,and safety behavior guidance was analyzed. And the pathways of digital technology in enabling digital perception,intelligent decision-making and multi-level control were analyzed. On this basis,the multi-level edge intelligent management and control mode for work safety with intelligence,agility,flexibility,and unity was proposed. Finally,the performances of responding with safety events were calculated and compared before and after the application of the digital control mode in the three types of scenarios: emergency,short-cycle control and long-cycle control. The results show that the proposed multi-level edge intelligent management and control mode can significantly improve the effectiveness of safety control.

为探索信息化、智能化技术赋能下的创新型安全生产管控模式,从安全信息学的角度分析安全管控过程中的信息流动特点,提出安全生产多层级边缘智能管控模式;基于安全信息-安全行为(SI-SB)系统安全模型分析安全管控过程中安全决策偏差和滞后的机制,提出安全管控系统性能改进的思路;结合安全生产组织管理体系特点和数字化技术优势,阐述数字化技术在信息感知传递、安全信息解释和安全行为引导等3个方面的赋能依据,以及数字化感知、智能化决策和多层级管控等3个方面的赋能途径,并提出具备智能决策、敏捷响应、弹性扩展和人机协同特点的安全生产多层级边缘智能管控模式;在紧急事件、短周期管控、长周期管控3类场景中,对应用智能管控模式前后的安全事件响应进行时效性计算和对比。结果表明:所提出的多层级边缘智能管控模式能够显著提高安全管控效能。

为探索信息化、智能化技术赋能下的创新型安全生产管控模式,从安全信息学的角度分析安全管控过程中的信息流动特点,提出安全生产多层级边缘智能管控模式;基于安全信息-安全行为(SI-SB)系统安全模型分析安全管控过程中安全决策偏差和滞后的机制,提出安全管控系统性能改进的思路;结合安全生产组织管理体系特点和数字化技术优势,阐述数字化技术在信息感知传递、安全信息解释和安全行为引导等3个方面的赋能依据,以及数字化感知、智能化决策和多层级管控等3个方面的赋能途径,并提出具备智能决策、敏捷响应、弹性扩展和人机协同特点的安全生产多层级边缘智能管控模式;在紧急事件、短周期管控、长周期管控3类场景中,对应用智能管控模式前后的安全事件响应进行时效性计算和对比。结果表明:所提出的多层级边缘智能管控模式能够显著提高安全管控效能。

In order to explore the innovative work safety control model empowered by information technology and intelligent technology,this study analyzed the characteristics of information flow in the safety control process from a perspective of safety informatics,and proposed a multi-level edge intelligent management and control mode. Based on SI-SB system safety model,the principles of safety decision lag and deviation in the safety management and control process were analyzed,and the idea of improving the performance of safety management and control system was proposed. Combined with the characteristics of safety organization management systems and the advantages of digital technologies,the foundation of digital technologies in enabling information perception and transmission,safety information interpretation,and safety behavior guidance was analyzed. And the pathways of digital technology in enabling digital perception,intelligent decision-making and multi-level control were analyzed. On this basis,the multi-level edge intelligent management and control mode for work safety with intelligence,agility,flexibility,and unity was proposed. Finally,the performances of responding with safety events were calculated and compared before and after the application of the digital control mode in the three types of scenarios: emergency,short-cycle control and long-cycle control. The results show that the proposed multi-level edge intelligent management and control mode can significantly improve the effectiveness of safety control.

近10年以来,由于信息化、智能化技术的发展,各行业生产方式发生重大转变,安全生产形势严峻,传统安全管理技术和方法难以满足需求。应急管理部出台政策意见推动数字化、网络化、智能化安全技术、装备的研发和促进工业互联网在安全生产中的融合应用,以提高工业生产本质安全水平[1-2]。目前,安全生产管控数字化和智能化成为工业互联网时代安全生产管理方向的研究重点,将其应用于安全产业实践具有重大现实意义。
在安全生产管控与数字化、智能化技术相结合的研究领域,褚健[3]、张玉梅[4]等分别根据流程工业和危化行业的生产特点提出集成化的智能管控平台解决方案;曹旭[5]、陈龄龙[6]等基于工业互联网技术优势分别构建了油气管道和钢铁生产的智能化管控系统;张伟[7]、蒙国往[8]等结合物联网分别研发了塔式起重机和城轨施工安全监控系统;阙建立[9]、朱墨然[10]等针对煤矿行业分别设计了生产运营集成平台和防突信息管理系统。总体而言,上述研究主要是围绕风险控制和预防事故开展数字装备开发、安全监测系统设计、信息化平台建设方面工作,并在工程中取得了一定的应用成效。然而,面向多样化的安全生产场景,如何构建现有安全生产组织管理体系与这些数字化装备、系统、平台协同工作的安全管控模式,还需要进一步从安全信息角度分析各相关单元之间的信息传递过程和其对安全管理工作的影响,以探索充分释放人与数字化基础设施潜力的途径。
当前基于安全信息学的安全管理研究主要有安全管理中安全信息的重要性和影响分析[11-12]、基于安全信息的管理方法[13-14]、基于安全信息的安全行为干预机制[15-16]和安全信息的管理研究[17-18]4个方面。其中,安全信息-安全行为(Safety-related Information-Safety-related Behavior,SI-SB)系统安全模型的研究将安全信息和安全行为结合,阐释了系统安全信息传播和系统安全信息缺失形成机制,可以为安全管理提供良好的实践指导,并且在高铁信息系统安全管理[19]和化工安全管理[20]的场景应用中均得到有效的论证。
因此,笔者拟结合数字化技术的优势,以SI-SB系统安全模型为理论基础,开展以人为核心的安全生产管理组织体系与以设备为基础的数字化安全监控体系深度融合的研究,以期实现人机协同、敏捷响应的安全生产数字化管控模式的构建与应用。
我国大部分生产单位的安全生产管理组织结构采用直线职能制组织结构[21],在管控过程中存在差异化个体特性导致安全行为效果不理想和时空割裂严重导致信息流通不畅的局限,造成传统依赖经验判断的安全生产管控手段效能受限[22-23]
SI-SB系统安全模型是王秉等[16]从系统与系统安全信息传播相结合的角度,根据申农通信模型与主要的系统安全行为活动所构建,阐释了系统安全信息传播和系统安全信息缺失形成机制,如图1所示。安全信息缺失原因包含安全行为主体局限性、系统复杂性、技术方法与设备缺陷等;诸多因素对应急响应行动时效性的重大影响在相关文献中通过量化分析对比得到验证[24-25]
基于SI-SB系统安全模型对安全生产管控过程建模,如图2所示。安全生产管控过程中,由采集者接收来自管理对象的安全信息并根据自身特性提取后,经多级预测者接收、加工和发送后传递至顶层决策者,完成安全信息的流通;由决策者达成决策后,经多级执行者接收、落实后传递至底层执行者,并最终直接调控管理对象,完成安全决策的贯彻。安全生产管理系统不同层次的人员在安全信息学模型中各自对应着信息正向流通的作用单元和反馈决策贯彻的执行单元。
以上2个阶段形成安全生产管控闭环,全过程的周期T和产生信息损失Δ可由下式表示:

式中: t i f为第i次安全信息传递过程所需时间; t j d为第j次安全决策传递过程所需时间; δ i f为第i次安全信息传递过程中的信息损失量; δ i d为第j次安全决策传递过程中的信息损失量。
定性分析安全生产管控过程的阶段性时间消耗t、信息偏差δ、周期T、信息偏差累计量Δ,见表1。由表1可知:①在局部工作环境和压力背景下,每个个体或部门所做决策看似安全,但考虑到更大的系统背景下信息传递过程中出现的偏差,可能是不安全的。②安全生产管控系统单元的时延、环节的时耗影响信息流和控制流的时效性,并最终影响安全生产管控的效率。③低层次个体、部门的行为往往能作出比高层次个体、部门更加及时的反应,且响应周期随着层次变化发生量级的改变。
由第1.1节分析可知:各层次安全生产管理组织人员分别具备达成不同类型安全决策的能力,并且在及时有效的信息流通条件下获得足以支撑安全决策的生产安全信息,可实现多层级、敏捷响应的安全管控模式,与之对应的决策方式见表2
当前物联网、边缘计算、人工智能等数字化技术的发展为此提供了有力的技术支撑,可实现智能决策、敏捷响应、弹性扩展和人机协同的安全生产数字化管控。
通过基于SI-SB系统安全模型分析安全生产管控过程分析可以明确,传统安全生产管理系统3个有待优化的方面分别是:①信息感知传递的效率。改善信息传递时耗和信息缺失问题,降低对安全行为活动的影响。②安全信息解释的科学性。从安全信息中挖掘充足的安全决策依据保障安全问题得到科学的解读。③安全行为活动的及时性。面对不同场景的安全问题作出及时的响应,避免安全问题进一步发展。
各类数字化技术可以很好地应用于优化这些需求,并从3个主要方面实现传统安全生产管理系统的赋能,分别是:①数字化感知。传感器、摄像头等各类感知设备实时获取大量精确的数据,提供稳定的信息源,并通过无线通信技术跨越时空障碍,支持稳定高效的信息流通。②智能化决策。将人的经验、知识以程序、模型的方式嵌入不同类型的智能管控设备中,赋予站点级、区域级、工厂级智能化决策能力,避免人的特性和环境因素影响。③多层级管控。站点级、区域级、工厂级安全生产管理人员分别借助边缘智能传感器节点、边缘智能移动管控仪、边-云平台提供的智能化决策,及时实施相应的安全行为活动,实现多层级的敏捷响应和管控。数字化技术赋能安全生产管控如图3所示。
安全生产多层级管控中,同一层级的决策从属于上游决策并影响上游决策指标,同时,支配下游决策指标并受其牵制,与生产系统中的各层级安全状态的级联关系匹配,通过分析生产过程中关键工序和装置的状态指标,制定达成策略,实现精准决策与系统管控。
边缘智能设备在靠近生产线终端的边缘侧提供高级数据分析、场景感知、实时决策等服务,可以完成传统多层级管控体系中依赖中央系统执行的数据分析、决策制定过程,达成实时决策与反馈。具体而言,安全生产管控存在紧急事件、短周期管控业务和长周期业务等不同场景需求。前两者具备不同量级计算能力的生产一线终端的智能传感器节点、边缘侧的移动智能管控仪,实现站点级和区域级智能化决策输出,为相应层次的安全管理人员提供安全行为活动引导,形成紧急事件、短周期事件的管控闭环。长周期业务借助边-云平台的高性能计算能力实现工厂级的宏观决策输出,为该层次的安全领导者提供安全决策支持,形成长周期事件的管控闭环。
通过数字化技术赋能安全生产管理组织结构,将中央系统决策权限部分下沉边缘侧,人员、设备、物质、工艺、环境边缘节点面向毫秒级现场反馈需求提供快速分析、感知、决策与预警效能,构建精准高效决策、动态实时预警和多场景敏捷响应的多层级边缘智能管控模式,如图4所示。
从安全决策行为的角度来看,完成安全决策所需的有效资源量、执行主体的决策能力、时间消耗是主要影响因素,评估指标体系如图5所示。
资源数量、资源质量、决策能力对时效性的影响如图6所示。资源少于一定数量Q1时,无法执行安全决策,安全决策行为不具备时效性,时效因子无限趋近于0;资源高于一定数量Q3时,可完全支持安全决策,安全决策行为时效性可最大化,时效因子无限趋近于1[15]
时间消耗控制在一定范围内,具备较高的时效性,随着异常状态逐步发展并扩大影响,时效性将随着时间产生剧烈的衰减,并最终不具备任何时效性,在紧急事件、短周期、长周期3类场景中的影响关系如图7所示。
资源数量p、资源质量q、决策能力r时效因子 u ( x n )的关系为:

时间消耗 t时效因子 u ( t )的关系表示为:

资源数量、资源质量、决策能力和事件消耗4方面影响因素的权重系数分别为 ω 1 ω 2 ω 3 ω 4,满足下式:

最终时效性评估结果表示为:

钢铁行业是代表性的生产行业,炼钢厂是钢铁行业典型的生产单位,其生产组织结构主要分为 3个层次:①站点级。以关键生产设备或流程工序为单元的多个管控节点,如连铸作业区的钢包回转台、中间包、结晶器等。②区域级。依据生产作业类型划分多个空间上交接的管控片区,如精炼作业区、连铸作业区等。③工厂级。设置多个负责厂区不同管理业务的职能部门,如安全监督科、生产技术科等。
依据数字化安全管控理念构建该炼钢厂的安全生产多层级边缘智能管控体系架构,如图8所示。
1) 站点级。众多智能传感器节点感知连铸作业区各生产设备的运行状态信息和流程工序的技术状态信息,依靠内置中央处理单元和AI芯片初步处理和分析数据,并达成针对关键装置和工序的站点级决策,以声、光等多种途径进行实时示警。
2) 区域级。移动智能管控平台收集下游基站上行数据,整合处理和快速分析数据,针对连铸流程生产线进行安全生产状态评估和达成区域级管控决策,并向下游传递区域级决策的反馈指令信息,在靠近生产设备终端的边缘侧完成实时决策达成和形成短周期反馈控制回路。
3) 工厂级。边缘云平台集成大量工控数据、生产过程数据、安全管控数据等,基于高性能的存储、计算资源为各职能部门提供工厂级的管理平台,即根据各自需求进行独立业务操作,也能协同其他部门共同达成工厂级的宏观管控决策。
基于炼钢厂连铸作业特点和安全生产管控需求,构建炼钢厂多层级边缘智能决策机制在云端进行系统全面的工厂级宏观决策,在边缘侧完成精准高效的区域级局部决策,在生产设备终端实现实时动态的站点级节点决策,形成面向整体安全管控、区域安全管控、站点安全管控场景需求的长周期、短周期、紧急反馈控制回路,满足各场景对时效性的差异化需求,以提升炼钢厂安全生产管控效能。
假设该炼钢厂的连铸工艺作业期间,出现生产安全异常状态,现需侦察到该异常并作出安全行为予以控制,防止安全事件发生,分别在采用标准状态、智能管控、经验判断下达成安全决策管控目标。
按第2节内容所述,考虑信息获取质量、信息获取效率、信息获取数量、安全决策能力、安全决策时间对安全决策管控时效性的影响,时效性按照式(2)—式(7)计算。
相关参数均以单位数量进行梯度表示,取值范围为[0,10],具体参数配置见表3
时效性计算结果见表4
表4可知:①标准状态下所有配置恰好满足管控场景对安全决策管控时效性的基本标准,其时效性保持为标准值1.00;②智能管控模式由于通过数字化技术提高信息采集能力、安全决策能力和信息流通效率,安全决策管控时效性在3类场景中均保持着高于标准值的水平,尤其是在紧急事件中表现出突出的优势;③经验判断模式由于信息流通、个体特性方面的局限,导致安全决策管控存在一定的滞后性,尤其是在紧急事件中表现出明显的时滞,将导致安全事件的影响随时间不断扩大,如图9所示。
1) 直线职能制组织结构的安全生产管理组织系统中,各环节的信息损失可能导致个体、部门决策的失效,阶段时耗累计造成管控周期量级的变化,优化信息流通效率、提高单元决策能力和下放部分决策权限是优化安全生产管控模式的有效思路。
2) 结合数字化技术优势,围绕精确感知获取信息、高效通信保障信息流通、知识智能模型支撑科学决策提出安全生产多层级边缘智能管控模式,可以满足对紧急事件、短周期管控、长周期管控等多场景的敏捷响应,提高安全生产管理组织系统的效能,具备智能决策、敏捷响应、弹性扩展和人机协同的特点。
3) 钢铁行业转炉炼钢厂的应用结果表明:所提出的安全生产多层级边缘智能管控模式为基础的智能管控在3类场景中均能实现高于标准值的时效性水平,相比经验判断的管控模式有了显著提高,尤其是表现出在应对紧急事件时的突出优势,有效改善了安全生产管理系统的局限和增强安全生产管控效能。
