In order to achieve the goal of cost reduction and efficiency enhancement in emergency logistics,the comprehensive capabilities of emergency logistics suppliers were evaluated from the perspective of suppliers by utilizing the Cloud TOPSIS. Based on the characteristics of emergency logistics,a comprehensive evaluation index system for emergency logistics suppliers was constructed from five aspects: emergency response capability,material quality,cost control,emergency response flexibility,and internal and external conditions of the enterprise. Drawing on the ideas of game theory,the objective weights obtained by the improved entropy weight method and the subjective weights obtained by Analytic Hierarchy Process (AHP) were taken as game opponents to determine the optimal combination of weights. The cloud model was used to solve for the decision-making cloud of indicators and the weighted cloud for the fuzzy qualitative evaluation semantics quantification of suppliers. Finally,using the TOPSIS method,the positive and negative ideal solution sets were constructed,and the relative closeness to these ideal solutions was determined by calculating the distance of alternative solutions,thus identifying the optimal alternative. Research indicates that the Indicator Decision Cloud can accurately quantify evaluative language,and the results of the Cloud-TOPSIS method are more reasonable. In the ranking of suppliers' relative closeness,the difference between the best and worst calculated by the Cloud-TOPSIS method is 0.331 5,while for the TOPSIS method,it is 0.088 2,with a difference of 0.243 3. This suggests that the evaluation results of the Cloud-TOPSIS method have a greater degree of differentiation,which can more intuitively assist decision-makers in making optimal choices.

为实现应急物流降本增效的目标,从供应商层面出发,运用云-逼近理想解排序法(TOPSIS)评价应急物流供应商综合能力;根据应急物流特点,从应急响应能力、物资质量、成本控制、应急响应柔性、企业内外部条件等5方面,构建应急物流供应商综合评价指标体系;借鉴博弈论思想,将用改进熵权法求得的客观权重和用层次分析法(AHP)求得的主观权重作为博弈对手,确定最优组合权重;运用云模型量化指标决策云和加权云对供应商的模糊定性评价语义;采用TOPSIS法构建正负理想解集合,计算备选方案与正负理想解的距离确定相对贴近度,确定最优备选方案。研究结果表明:指标决策云能准确地将评价语言量化,云-TOPSIS法的评价结果更合理;在供应商相对贴近度排序中,采用云-TOPSIS法计算的最优与最劣者差值为0.331 5,而TOPSIS法为0.088 2,两者相差0.243 3,表明云-TOPSIS法的评价结果区分度更大,能更直观地辅助决策者做出最优选择。

为实现应急物流降本增效的目标,从供应商层面出发,运用云-逼近理想解排序法(TOPSIS)评价应急物流供应商综合能力;根据应急物流特点,从应急响应能力、物资质量、成本控制、应急响应柔性、企业内外部条件等5方面,构建应急物流供应商综合评价指标体系;借鉴博弈论思想,将用改进熵权法求得的客观权重和用层次分析法(AHP)求得的主观权重作为博弈对手,确定最优组合权重;运用云模型量化指标决策云和加权云对供应商的模糊定性评价语义;采用TOPSIS法构建正负理想解集合,计算备选方案与正负理想解的距离确定相对贴近度,确定最优备选方案。研究结果表明:指标决策云能准确地将评价语言量化,云-TOPSIS法的评价结果更合理;在供应商相对贴近度排序中,采用云-TOPSIS法计算的最优与最劣者差值为0.331 5,而TOPSIS法为0.088 2,两者相差0.243 3,表明云-TOPSIS法的评价结果区分度更大,能更直观地辅助决策者做出最优选择。

In order to achieve the goal of cost reduction and efficiency enhancement in emergency logistics,the comprehensive capabilities of emergency logistics suppliers were evaluated from the perspective of suppliers by utilizing the Cloud TOPSIS. Based on the characteristics of emergency logistics,a comprehensive evaluation index system for emergency logistics suppliers was constructed from five aspects: emergency response capability,material quality,cost control,emergency response flexibility,and internal and external conditions of the enterprise. Drawing on the ideas of game theory,the objective weights obtained by the improved entropy weight method and the subjective weights obtained by Analytic Hierarchy Process (AHP) were taken as game opponents to determine the optimal combination of weights. The cloud model was used to solve for the decision-making cloud of indicators and the weighted cloud for the fuzzy qualitative evaluation semantics quantification of suppliers. Finally,using the TOPSIS method,the positive and negative ideal solution sets were constructed,and the relative closeness to these ideal solutions was determined by calculating the distance of alternative solutions,thus identifying the optimal alternative. Research indicates that the Indicator Decision Cloud can accurately quantify evaluative language,and the results of the Cloud-TOPSIS method are more reasonable. In the ranking of suppliers' relative closeness,the difference between the best and worst calculated by the Cloud-TOPSIS method is 0.331 5,while for the TOPSIS method,it is 0.088 2,with a difference of 0.243 3. This suggests that the evaluation results of the Cloud-TOPSIS method have a greater degree of differentiation,which can more intuitively assist decision-makers in making optimal choices.

近年来,全球范围内的突发性灾害事件层出不穷,灾后救援行动也成为人们关注的热点。灾后救援具有紧急性,第一时间启动应急响应极其重要[1]。应急物流作为突发事件的一种紧急保障手段,在重大灾害事故处置时越来越受到重视[2]。但由于突发事件的不可预测性,仅由政府独立完成应急救援工作难度很大。为此,一些学者提出应急物流军民融合[3]、应急物资政企联合储备[4]等模式,加强应急物资采购与储备的合作过程[5],力求在物流成本和应急反应能力之间取得平衡[6]。但在运用这些模式时都必须解决在物流环节如何实现降本增效的问题,其中,政府选择综合能力强的应急物流供应商至关重要。
现有研究大都在构建应急物流供应商指标体系基础上,运用不同方法评价供应商,然后在多个方案中选取综合能力最强者。EDIZ等[7]从交货因素、物资质量、采购成本3个维度建立指标体系,采用线性规划模型选取对应急救援后勤支持最优的供应商。韩瑞珠等[8]构建了成本、时间、质量、柔性、核心竞争力5个维度的指标体系,在引入决策者风险偏好因素基础上,采用模糊层次分析法求解应急物流供应商绩效评价模型。商丽媛等[9]考虑了环境因素,引入灰熵模型建立评价体系;闫佳丽[10]利用决策实验室分析法识别构建指标中的重要因素,提出了基于D数和多维偏好分析线性规划决策方法,并通过仿真模拟验证该方法在应急物流供应商评价问题上的可行性;陕振沛等[11]通过组合赋权法求解指标权重,在灰色系统理论基础上使用改进的逼近理想解排序法(Technique for Order of Preference by Similarity to Ideal Solution,TOPSIS)计算贴近度,并提出应急物流供应商评价方法;叶万红等[12]构建了灰色关联与改进TOPSIS评价模型;郭子雪等[13]采用概率语言术语集标度专家评分,并通过改进交互式多准则决策方法综合评价物流供应商。上述方法都是在考虑各种主观因素和客观因素的基础上评价应急物流供应商综合能力,但评价信息的模糊性与随机性问题仍未得到有效解决。李德毅等[14]提出云模型,提供了一种新的语言评价量化方法,有效解决了评价信息的模糊性和随机性问题;高志方等[15]提出将云模型与TOPSIS法结合来解决多准则决策问题,但对于云的合成处理提及较少。
鉴于此,笔者拟综合考虑专家主观评价和客观指标评价因素,采用云模型结合改进TOPSIS法,利用加权云综合评价应急物流供应商;基于博弈论的组合赋权方法,构建云-TOPSIS评价模型,将模糊评价语言量化[16],从而确定备选方案中综合能力最优的应急物流供应商,以期解决被评对象能力评价中的模糊性与随机性问题,提高评价结果的客观性与全面性。
多数学者在构建应急物流供应商评价体系时以应急物流综合能力为首要目标,兼顾考虑物资质量和成本等因素。构建的应急物流供应商指标主要参照文献[13],并咨询相关领域专家意见,以应急物流供应商综合能力为目标层,准则层(一级指标)包括5个维度,即应急响应能力、物资质量、成本控制、应急响应柔性、企业内外部条件,并进一步细化为19个二级指标。具体指标体系见表1
在以上二级物流供应商评价指标体系中,二级指标大部分为定量指标,可通过对应急物流供应商在应急物流事件中的实际表现测量。对其中的定性指标S21S52S53S54,由相关领域专家组采用10分制评级获取对应指标初始数据值。
在构建应急物流供应商评价指标体系基础上,针对应急物流供应商评价模型中存在评价信息的模糊性与随机性问题,同时,为规避决策者评价偏好、参照依赖等行为,通过基于博弈论组合赋权计算指标权重,采用云模型将语义评估量化,结合TOPSIS法计算各方案的贴近度,求出最优备选方案。具体流程如图1所示。
采用改进熵权法计算客观权重,同时,为克服单一权重计算方法的局限性,采用基于博弈论的组合赋权确定指标综合权重。
1) 改进熵权法。在传统熵权法中,信息熵细微变化可能导致结果出现成倍扩大的现象[17],为避免熵值Hj→0时熵传递信息不一致的情况,在熵权法基础上采用改进熵权法[18],见下式:

式中:bj为改进熵权法计算的权重; H ¯为所有不为1的熵值的平均值; b 0 j为传统熵权法计算的权重; b 1 j为一次改进后的熵权法权重。
2) 基于博弈论的组合赋权。组合赋权一般通过加法、乘法的方式,将所求的指标权重简单合成,但以这种方式求解的组合权重未能考虑不同方法间存在的冲突,所得结果并非最优组合。因此,借鉴博弈论思想,以2种方法求解的权重作为博弈对手,在多次博弈中寻找权重间的利益平衡点,确定最优权重组合。
设AHP法求解的指标权重向量为 ω 1 = ( ω 11 ω 12 ω 1 m ),改进熵权法求解的指标权重向量为 ω 2 = ( ω 21 ω 22 ω 2 m )。则组合权重计算方法见下式:

式中α1α2为主客观权重系数。根据博弈论原理,寻找权重间的平衡点,使得ωω1ω2偏差极小化,目标函数产生的约束条件为:

U是一个数值论域,C是与U相联系的定性概念,若定量值x U是定性概念C的一次随机实现,且xC的隶属度 μ ( x ) [ 0,1 ]是具有稳定倾向的随机数。即

式中:x为云滴;C(x)为xU上的分布为云模型。
云模型由3个数字特征期望值Ex、熵En、超熵He共同表达一个定性概念。其中,Ex表示所有云滴在数据中的重心位置;En表示不确定程度,即云滴分布的模糊性;He表示熵的不确定性,反映云滴的凝聚程度。如图2所示为正态云分布图,其Ex=10,En=1,He=0.1。
设2朵云为C1( E x 1 E n 1 H e 1),C2( E x 2 E n 2 H e 2),将a(C1C2)称为云距离系数;该系数越小,表示2朵云越接近,反之越远。其计算过程遵循下式:

1) 语言评估标度。在多方案评价时,一般需要设定语言评估标度尺,以便专家评价方案中的指标。设论域U的双边约束条件为U=[XminXmax],对应语义集合为{差,较差,中等,较好,好},分别对应的5朵云称为评价标准云。设中心云C0=( E x 0 E n 0 H e 0),对应语义为中等。在中心云左边的云称为半降云,反应云的定性概念稍差;右边称为半升云,反应云的定性概念较好[20]。5朵云数字特征计算过程见表2,其中,k为常数,根据实际模糊阈度调整。
2) 云的集成。设任意2朵云C1=( E x 1 E n 1 H e 1),C2=( E x 2 E n 2 H e 2),每朵云的重要程度为w1w2,将2朵云合成为一朵综合云C(ExEnHe)的过程称为云的集成[21],集成后的云C的数字特征遵循下式。

3) 指标加权决策云。设 x i j k为专家 T k针对方案 A i ( 1 i m )下指标 C j ( 1 j n )的评分值,通过表2的语言评估标度尺将评分转换为对应云模型。但由于专家认知往往存在差异、偏好,因此,在计算决策评价云时可引入专家权重。设第k位专家权重为vk,则指标决策评价云zij的数字特征计算过程见下式。

得到指标决策评价云zij的数字特征后,结合指标权重 ω j *确定指标加权云rij

TOPSIS法通过构建正负理想解集合,计算待选方案与正负理想解的欧氏距离确定相对贴近度,从而选择最优方案。结合云-TOPSIS的思想,构建正负理想云集合,见下式。

式中: m a x i r i j为同一指标中期望Exij最大的指标加权云,若存在多个期望值相等的情况,选择对应EnijHeij最小的; m i n i r i j表示期望Exij最小的指标加权云,若期望相等时选择对应EnijHeij最小的[22]
计算指标加权云与正负理想综合云的距离系数,见下式:

计算待选方案的综合贴近度Ui:

相对贴近度越大,表示备选供应商综合能力越高,反之越低。
选取4家应急物流供应商企业作为备选方案,记为A1、A2、A3、A4。每家企业对应的定量指标数据来源于企业应对自然灾害应急事件的调查数值,定性指标则由专家组对企业实际运营过程评级打分。
效益型指标:

式中: x i j为初始数据,表示第 i个样本数的第 j项指标; x i j *为处理后的数据。
采用层次分析法计算指标主观权重,由专家组分别对各一级指标和二级指标之间的相对重要性进行两两打分,得到其判断矩阵。然后,用Yaanp软件求出各二级指标权重的层次总排序,采用改进熵权法计算指标客观权重。最后,根据式(3)—式(10)计算基于博弈论的组合赋权,其中, α 1 * = 0.578   5   α 2 * = 0.421   5,权重计算结果见表3
具体来看,主观权重中应急响应时间S1和应急柔性S4权重更高,说明专家对应急物流供应商属性更偏好于应急物流自身特性;而熵权法计算的客观权重分布较为均衡。通过基于博弈论的组合赋权均衡主客观权重差距,求得的应急物流供应商指标权重更合理。
邀请6位专家综合评价文中构建的指标。设论域U=[0,10],k=0.1,根据表2,将语言评估标度转化见表4的标准评价云,并给出专家组对供应商A1的评价结果,见表5
为简化指标决策云的计算过程,设各专家权重相同,通过式(14)将专家语言评价云合成得到指标决策云 z i j,结果见表6
表3计算的指标权重结合指标决策云通过式(15)得到指标加权决策云。根据式(16)和式(17)确定各指标的正理想云r+和负理想云r-,见表7
表7中各供应商指标加权决策云与正负理想综合云代入式(18)和式(19)中,计算后的备选方案指标加权云与正负理想综合云距离系数见表8。通过式(20)计算相对贴近度,结果发现,A2相对贴近度最高,达到0.656 8。综合来看,4家待选供应商贴近度综合排序为A2>A4>A3>A1,4家应急物流供应商综合能力排序亦为如此。
为验证该方法的有效性与可行性,采用传统TOPSIS法结合基于博弈论的组合赋权计算本算例,得到以上4家供应商的相对贴近度为U=(0.473 6,0.555 8,0.529 8,0.484 2),4家待选供应商综合排序为A2> A3> A4 >A1。与云-TOPSIS法计算结果相比,最优和最差供应商排序一致,但中间2个供应商排序不一致。从相对贴近度来看,采用云-TOPSIS法的最优与最劣者差值为0.331 5,而TOPSIS法为0.088 2,两者相差0.243 3,差距明显,表明云-TOPSIS法的评价结果区分度更大,能更直观地辅助决策者做出最优选择。采用云-TOPSIS法计算的结果分布更加均匀,受异常值干扰更少。
1) 采用基于博弈论的组合赋权法计算各指标的权重,可以避免单一权重计算方法的局限性,有利于准确求解评价模型。
2) 引入云模型将定性语言量化,能够避免评价语言中的模糊性带来的问题,且在一定程度上消除专家认知差异和喜好偏向,使评价结果更为准确。
3) 结合云-TOPSIS对供应商综合能力有效排序,有助于充分挖掘多准则决策问题中不确定性特征,确定备选方案中综合能力最优者,评价结果相较于TOPSIS法更为清晰。
