In order to cultivate a good safety culture in the operation stage of the nuclear power plant,the evaluation index system of safety culture in the operation stage of the nuclear power plant was constructed by analyzing the operation characteristics of the nuclear power plant and summarizing the existing evaluation index system and evaluation model,which was divided into four levels: values,behavior,system and environment,and subdivided into 13 secondary indicators and 61 tertiary indicators. On this basis,considering the non-independence and possible mutual influence between indicators,a comprehensive method based on DEMATEL and ANP was proposed to determine the weight of the index system. The results show that this method can get the evaluation index weight of nuclear safety culture by combining the survey data,and identify that the key to improving nuclear safety culture lies in the safety awareness of decision-makers and setting an example,which provides guidance for the cultivation of safety culture in the operation stage of nuclear power plants.

为培育良好的核电厂运行阶段安全文化,通过分析核电厂运行特征,总结已有的核安全文化评价指标体系和评价模型,构建核电厂运行阶段安全文化评价指标体系,划分为价值观、行为、系统和环境4个层次,并细分出13个二级指标和61个三级指标;在此基础上,考虑到指标之间的非独立性和可能存在的相互影响关系,提出一种基于决策试验和评价实验法(DEMATEL)以及网络层次分析法(ANP)相结合的综合方法,确定指标体系的权重。结果表明:该方法结合调研数据,可得到核安全文化评价指标权重,并甄别出改善核安全文化的关键在于决策层的安全意识、以身作则等指标,为核电厂运行阶段安全文化的培育提供指导。

为培育良好的核电厂运行阶段安全文化,通过分析核电厂运行特征,总结已有的核安全文化评价指标体系和评价模型,构建核电厂运行阶段安全文化评价指标体系,划分为价值观、行为、系统和环境4个层次,并细分出13个二级指标和61个三级指标;在此基础上,考虑到指标之间的非独立性和可能存在的相互影响关系,提出一种基于决策试验和评价实验法(DEMATEL)以及网络层次分析法(ANP)相结合的综合方法,确定指标体系的权重。结果表明:该方法结合调研数据,可得到核安全文化评价指标权重,并甄别出改善核安全文化的关键在于决策层的安全意识、以身作则等指标,为核电厂运行阶段安全文化的培育提供指导。

In order to cultivate a good safety culture in the operation stage of the nuclear power plant,the evaluation index system of safety culture in the operation stage of the nuclear power plant was constructed by analyzing the operation characteristics of the nuclear power plant and summarizing the existing evaluation index system and evaluation model,which was divided into four levels: values,behavior,system and environment,and subdivided into 13 secondary indicators and 61 tertiary indicators. On this basis,considering the non-independence and possible mutual influence between indicators,a comprehensive method based on DEMATEL and ANP was proposed to determine the weight of the index system. The results show that this method can get the evaluation index weight of nuclear safety culture by combining the survey data,and identify that the key to improving nuclear safety culture lies in the safety awareness of decision-makers and setting an example,which provides guidance for the cultivation of safety culture in the operation stage of nuclear power plants.

核能是重要的清洁能源,在双碳目标背景下,发展核能符合国家重大战略需求。在重大核事故原因分析中,核安全文化是引起事故的重要原因之一。核电厂运行阶段的安全是整个核电厂生命周期核安全的重中之重,核电运行包括正常运行和事故处理运行,事故情境下,其安全主要受核电主控室操作班组的控制,是一个复杂的人-系统-环境-组织交互系统,受诸多因素影响。加强核安全文化建设,有利于识别影响核电运行安全文化的重要指标,建立合理的指标体系,对于提高核电厂的安全运行水平至关重要。
从1986年国际原子能机构(International Atomic Energy Agency,IAEA)首次提出安全文化一词[1]开始,国内外相关部门以及学者就不断研究核安全文化评价指标体系,典型代表有IAEA[2]、世界核电运营者协会[3]、美国核管会[4],这些机构基于所在地的核电厂特征构建了其核安全文化评价指标体系,HAN等[5]选择了适合核电站运行组评估的36个核电站基本工作单元作为评价指标;CLÁUDIO等[6]建立了一种能够预测组织安全绩效变化的安全绩效指标体系;GERARD等[7]基于工艺安全构建了涵盖安全文化和安全绩效2方面的评价指标体系。我国生态环境部核与辐射安全中心制定了中国核设施的核安全文化检查指标[8]。李鹏程[9]基于人因理论建立核安全文化评估指标体系;王亦虹[10]以企业决策层、管理层和执行层为主体,结合外部环境和内部环境因素建立评价指标体系;雷林等[11]从制度标准化、行为融合和文化同化3个方面,建立具体的评价指标体系。
上述文献均从不同视角研究了安全文化指标体系,但并没有研究我国核电厂全生命周期的核安全文化评价指标体系,确定指标权重的方法没有考虑到指标间的相互影响,无法识别改善核安全文化的关键指标。因此,笔者拟通过分析核电厂运行阶段特征,在现有研究基础上,构建符合核电厂运行阶段安全文化评价的指标体系,运用决策试验和评价实验法(Decision-Making Trial and Evaluation Laboratory,DEMATEL)-网络层次分析法(Analytic Network Process,ANP)确定指标权重,识别关键指标,以期为未来开展核电站运行阶段的核安全文化评估奠定理论基础。
2016年,IAEA的安全报告中提出了安全文化冰山模型(图1)[12],指出安全文化包括可见的人致表象以及不可见的价值观和基本假设,人致表象主要包含可见的系统和行为,表现为绩效指标和安全结果,价值观主要涉及个人的行为准则、态度与信念。基本假设主要指对现实世界的共同理解,是做出行为响应的基础,如做事的方式、什么是安全的,什么是不安全的、问题解决的方式、看待错误的方式、对自身角色的感知等。冰山模型较好地阐释了安全文化,但安全文化模型中的基本假设难以理解和分解,且可融入长期形成的价值观中,因而不再单独列出。另外,核电厂运行安全涉及人、系统、环境、组织安全。因此,针对核电厂运行阶段的安全文化特点,选取系统、环境、行为和价值观作为一级指标。
根据文献[12]中的安全文化冰山模型以及文献[13]中的安全文化通用评估模型,结合文献[14-17],以同类合并、抽象地进行具体分解、减少交叉重复以及尽可能可测量的原则确定下级指标,建立核电厂运行阶段安全文化评价指标体系。一级指标A包括价值观A1、行为A2、系统A3、环境A4共4个维度;二级指标B由决策层价值观B1、管理层价值观B2、执行层价值观B3、决策层安全行为B4、管理层安全行为B5、执行层安全行为B6、设备体系B7、责任体系B8、培训体系B9、管理体系B10、审查制度B11、工作环境B12、社会环境B13共13个二级指标组成;三级指标C细分为61个具体指标,是反映核电运行安全文化发展水平的主要因素,见表1
不同指标对核安全文化的影响不同,具有不同的重要性。尽管文中尽可能避免指标的交叉重复,但仍难以避免指标之间存在或多或少的相互影响,DEMATEL能评估指标之间的相互影响关系,ANP考虑了各因素之间的相互影响,将DEMATEL和ANP方法结合,既可识别出指标间的影响关系,又可考虑指标相互影响关系而获得更加客观的指标权重。因此,采用DEMATEL-ANP法计算指标权重。
DEMATEL法通过定量计算各指标间的影响关系以及影响程度,识别出关键因素,为ANP的网络结构模型建立基础逻辑关系[25]。为获得核电厂运行安全文化评价指标间的相互影响关系,设计核安全文化指标间相互影响程度的调查问卷,包括一、二和三级指标相互影响关系和影响程度的调查内容,邀请有经验的核电厂熟悉核安全文化的相关专家33名参与调查,共回收有效问卷33份。回收专家评估问卷后,采用自动化统计产品和服务软件(Statistical Product and Service Software Automatically,SPSSAU)进行DEMATEL分析,得到直接影响矩阵W、综合影响矩阵T以及各指标的影响度、被影响度、中心度和原因度。一级指标直接影响矩阵和关系图分别见表2图2。通过计算综合影响矩阵T,得到一级指标间的综合影响关系,见表3。利用综合影响矩阵T计算其中心度M值(影响度D值+被影响度C值)和原因度R值(D-C),并以M为横轴,R为纵轴,绘制因果图,如图3所示。图3中,第一、二象限中元素为原因因素,第三、四象限中元素为结果因素。DCRM及其权重见表4
同理,运用SPSSAU计算出二级指标综合矩阵和三级指标综合矩阵。由于篇幅限制,二、三级指标的初始直接关系矩阵和因果关系图不在此赘述。接下来,利用Super Decisions软件构建核电厂运行阶段安全文化指标网络层次结构模型,如图4所示。
分析DEMATEL的计算结果可知:中心度的意义为某要素在系统中的作用大小,该值越大意味着该要素越重要。一级指标中,中心度排序为:行为A2>价值观A1>环境A4>系统A3。原因度的意义为某要素对其他要素的影响情况,该值大于0意味着对其他要素影响更多,即原因要素;该值小于0意味着被其他要素影响更多,即结果因素。原因度排序为:价值观A1>环境A4>系统A3>行为A2,价值观A1和环境A4的原因度为正。由此得出,核安全文化中,行为在所有维度因素中重要程度最大,而价值观影响其他要素的程度最大。价值观A1与环境A4属于原因因素,行为A2和系统A3属于结果因素,价值观和环境影响行为和系统。对于核电厂核安全文化建设而言,价值观和环境建设是主要因素,而改变行为和系统对安全文化提升效果最显著。
在二级指标价值观中,决策层价值观对其他因素影响程度最大,而管理层价值观最为重要;在二级指标行为中,决策层行为对其他人员的行为影响程度最大,并且最为关键;在二级指标系统中,管理体系和责任体系对其他系统的影响程度最大且作用最大;在二级指标环境中,社会环境会影响工作环境,但二者同等重要。
在DEMATEL计算结果基础上,利用Super Decisions软件确定各评价指标的权重[26]。为识别指标间的相对权重,基于ANP设计调查问卷,同样分发上述33位专家,回收有效问卷33份。通过数据分析和计算,最终获得各指标权重结果,见表1图5图6为二三级指标权重关系图。
由基于ANP的计算结果分析可知:一级指标中,核电厂运行阶段的核安全文化评价指标权重由高到低为:价值观A1>行为A2>系统A3>环境A4,这表明:一级指标价值观对核安全文化最为重要,其次是行为、系统和环境。二级指标中,决策层价值观、管理层价值观、决策层行为、管理层行为等指标的重要性最显著。三级指标中,决策层的安全责任、安全意识、以及以身作则等指标的重要性显著,因此,这些指标在核安全文化评价中起到关键作用,需要优先对这些指标进行改善,以提升核安全文化建设水平。
1) 从核电厂运行阶段的角度构建安全文化评价指标体系,有利于全面评价该阶段的核安全文化,但不能完全适用核电厂其他阶段的安全文化评价。
2) 结合DEMATEL和ANP方法,得到评价指标权重和关键指标,有利于核电厂培育核安全文化,预防事故发生。
3) 下一步将对构建的评价指标体系和识别的指标权重进行实践论证,运用于核电厂运行阶段安全文化评估,以此检验评价指标的实用性。
