To effectively identify and assess different types of risk events in the risk zoo,and compare the difference of different risk metaphor events,based on theory of complex system thinking and vulnerability,risk metaphor events were identified and analyzed from 6 dimensions of risk certainty,universality,periodicity,stability,tolerance and reversibility. An assessment model of risk metaphor events was constructed based on the theory of the public safety triangle. The results show that through complex system thinking,we summarize and classify the general characteristics of risk metaphor events,and establish a multi-dimensional quantitative assessment model of risk metaphor events,which provides the application ideas and method logic for the control of risk metaphor events and ensure the scientific and reasonable establishment of risk metaphor events. Finally,the 4P (Prohibit,Suspend,Postpone,Prevent) strategy of risk prevention is proposed for the different cognitive characteristics of risk metaphor events,which provides a reference for organizations to carry out risk event control.

为有效识别与评估风险动物园中不同类型的隐喻事件,比较不同风险隐喻事件存在的差异性,基于复杂系统思维与脆性理论,分别从确定性、普遍性、周期性、稳定性、容忍性和可逆性6个维度识别分析风险隐喻事件,并基于公共安全三角形理论构建风险隐喻事件评估模型。结果表明:通过复杂系统思维对风险隐喻事件一般性的特征规律进行总结归纳与科学分类,并建立风险隐喻事件多维度定量评估模型,为风险隐喻事件管控提供应用思路和方法逻辑,同时,保证风险隐喻事件建立的科学性和合理性。针对风险隐喻事件的不同认知特点,提出风险管控4P(禁止、暂停、推迟、预防)策略,为组织开展风险事件管控提供参考。

为有效识别与评估风险动物园中不同类型的隐喻事件,比较不同风险隐喻事件存在的差异性,基于复杂系统思维与脆性理论,分别从确定性、普遍性、周期性、稳定性、容忍性和可逆性6个维度识别分析风险隐喻事件,并基于公共安全三角形理论构建风险隐喻事件评估模型。结果表明:通过复杂系统思维对风险隐喻事件一般性的特征规律进行总结归纳与科学分类,并建立风险隐喻事件多维度定量评估模型,为风险隐喻事件管控提供应用思路和方法逻辑,同时,保证风险隐喻事件建立的科学性和合理性。针对风险隐喻事件的不同认知特点,提出风险管控4P(禁止、暂停、推迟、预防)策略,为组织开展风险事件管控提供参考。

To effectively identify and assess different types of risk events in the risk zoo,and compare the difference of different risk metaphor events,based on theory of complex system thinking and vulnerability,risk metaphor events were identified and analyzed from 6 dimensions of risk certainty,universality,periodicity,stability,tolerance and reversibility. An assessment model of risk metaphor events was constructed based on the theory of the public safety triangle. The results show that through complex system thinking,we summarize and classify the general characteristics of risk metaphor events,and establish a multi-dimensional quantitative assessment model of risk metaphor events,which provides the application ideas and method logic for the control of risk metaphor events and ensure the scientific and reasonable establishment of risk metaphor events. Finally,the 4P (Prohibit,Suspend,Postpone,Prevent) strategy of risk prevention is proposed for the different cognitive characteristics of risk metaphor events,which provides a reference for organizations to carry out risk event control.

人类社会正在发生深刻的系统性结构转型,具有内生复杂性、不确定性、非线性、脆弱性等多重特征属性,并步入一个高度不确定和高度复杂的风险社会时代[1]。多领域各类“黑天鹅”“灰犀牛”等风险动物园事件不断涌现,对国家、社区、组织或个人的持续发展构成潜在的、不可预测的严重威胁。风险间的耦合性与交互影响不断迭代演化,呈现高度复杂的局面,潜藏着巨大的并发性危险。目前,全球的共识是风险事件以易变性、不确定性、复杂性和模糊性(Volatility,Uncertainty,Complexity,Ambiguity,VUCA)特征为未来的新常态。
风险社会的矛盾性、不确定性和复杂性主要表现为风险的无序性、非线性与混沌性以及风险社会系统演变的不确定性[2]。因此,有必要从复杂性与复杂系统的角度探析风险社会的复杂性特征,如范如国[3]认为复杂性是风险社会形成的根本机制,系统研究了全球风险社会形成的复杂性机制;魏玖长[4]从社会新兴风险态势演化过程中的耦合性与级联效应解析社会新兴风险的复杂性成因;AVEN[5]认为系统韧性可将复杂系统功能后果与复杂系统中可能无法访问的知识解耦,能有效应对风险的流动性、随机性、复杂性和不可控性;THEKDI等[6]突出了识别和管理复杂系统脆性的必要性,认为在风险管理中需要了解风险知情决策中复杂系统脆弱性的各种维度和时间依赖性。因此,风险事件作为风险社会的主要突出矛盾,需要从风险社会复杂系统思维探索风险事件的特征,并进行有效的评估。
复杂系统科学为人类理解和刻画各类复杂系统提供了新的理念、理论和方法。复杂系统的出现也解释了风险的形成与存在特征,拓展了人们的风险认知与管理的工具,促使风险分析师需要重新评估、管理和分析风险。笔者基于复杂系统思维,将复杂性科学应用到风险隐喻事件的识别、评估和管理等过程中,结合风险隐喻事件的复杂性成因与特征,构建风险识别与评估模型,以突破风险分析师和完全信息的假设的局限性,实现对各类风险隐喻事件的划分和分级和精准管理,以期用复杂性思维应对各类风险社会的挑战。
复杂系统是指由于系统内部组元之间存在着非线性作用,使得系统风险表现出不同程度的不可预测性和不可控制性[7]。系统性风险概念的提出弥合了风险与复杂系统科学之间的差距,显现了复杂适应系统视域下的风险动力学特征。复杂系统元素之间相互联系,系统的子单元或集群出现故障将导致其他单元中的级联事件,导致整个系统的重大干扰甚至完全故障。当危险不仅会导致系统部分的负面影响,甚至会导致整个系统的故障时,就会发生系统风险。系统性风险的特点是具有复杂性和相互依存性、越界性、非线性、临界点以及监管和感知的滞后性[8]
系统性风险评估需要汇集大量不同类型的数据和调查线索,其主要挑战是其复杂性和相关的不确定性科学数据的缺失。因此,系统性风险的评估需要考虑复杂系统的多种相互关系,不仅是那些构成风险的,还有那些介于风险之间的,这些复杂的相互依存关系,共同构成风险的系统特征。系统风险治理的重要环节是关于容忍度和可接受度的判断。系统性风险的可容忍性和可接受性判断必须基于一些先决条件,需要在感知和价值观方面采取包容性的方法。这些判断需要平衡利弊,需要分析对其潜在影响途径和覆盖范围,以及需要审议相互竞争的论点和证据主张。因此,系统性风险要求利益攸关方更全面地参与[9]
脆弱性、韧性和稳健性是复杂开放系统与外部环境之间关系变化反应过程的不同表现[10]。脆弱性源于自然灾害领域,视为系统在灾害影响下的受损度。联合国政府间气候变化专门委员会将脆弱性定义为系统对外界扰动的暴露度、敏感性和适应能力3个要素的集合[11]。韧性被认为是脆弱性概念的补充,即系统在不同条件或风险冲击下恢复正常运转的能力,韧性和脆弱性涉及系统对扰动的响应。稳健性是系统在经受内外压力维持功能稳定不变的能力,即系统的抵御能力,与脆弱性对应。韧性和稳健性的区别在于冗余的不同,稳健性建立在对“已知的未知”的理解,做好了预案,设计好的冗余。韧性则涵盖“未知的未知”领域,面对“黑天鹅”事件,有相对应的框架,具备灵活度,能够变通,敏捷快速响应。脆弱性与稳健性不是韧性本身的内在组成维度或要素,而是韧性的条件要素。
脆弱性是风险事件作用于系统的直接表现,是系统在逆境中存活下来的能力。系统对风险事件的应力是一种持续缓慢增加、非线性的压力,系统内的物质、能量和信息与外部环境不断交换,引起系统扰动,并有引发重大转变的可能性。脆弱性由系统内部功能结构所决定,而不是依赖于风险事件本身[12]。但风险事件可以根据系统脆弱性的高低进行分类,分别为:①根据干扰严重性,区分渐变式与突变式2类;②按照干扰可知性,区分意外式与非意外式2类。如果风险事件具有VUCA条件下的突变式与意外式双重特征,此类风险事件通常会演化为灾难或危机,对组织生存与发展造成严重威胁的中断性冲击或颠覆性冲击。
风险动物园从人文方面阐释了不同风险事件在时间、空间、状态的存在差异。分别从风险事件“时间-空间-状态”结构下的6个维度识别风险隐喻事件,如图1所示。
风险的不确定性是偶然的和认知的不确定性的组合[13]。偶然的不确定性源于那些已知总体的可变性,代表样本中的随机性;认知的不确定性源于缺乏对系统行为的知识而导致建模中的不确定性,对基本现象知识的缺乏。根据不同风险的认知程度,将风险类型划分3类:①未知的未知,偶然的不确定性与认知的不确定性共存,指完全不知道会发生什么,也不知道未来以哪一种方式产生影响,如“黑天鹅”风险;②已知的未知,偶然的不确定性与认知的不确定性交织存在,即部分已知部分未知,是指那些人们能够意识但不理解或能理解但没有意识到的风险,如“灰犀牛”风险;③已知的已知,代表可以意识到和理解的风险,并能够识别并预先处理应对的风险,如“金丝猴”风险。不同类型的风险事件复杂度如图2所示。
风险事件的发生与否不能简单表达为[0,1]的概率分布,在现实世界中可能取值很多,需要考虑事件的特征尺度。当系统组元在某种尺度之上表现相互独立时,系统在大尺度上的波动幅度会呈现钟形的正态分布,正如“灰犀牛”风险的长期甚至常态性存在,导致“灰犀牛群”的出现,冲击着整个系统。若系统组元之间相互关联,一些极端事件虽然发生概率较小,但比正态分布所预测的要大得多,呈现长尾分布。长尾分布的均值几乎被极端值所主导,让原本不会发生的极端事件突然涌现,“黑天鹅”事件的本质是在随机无序的复杂系统里突然同频共振导向一个极端有序,对系统造成巨大冲击。风险隐喻事件的概率分布如图3所示。
风险周期性是衡量风险事件发生时间间隔的稳定程度,是风险事件潜在后果程度与周期长度的综合体现。个体风险在空间和时间上遵循线性因果关系,如“金丝猴”“大白兔”风险,通常由某一特定因素引起的。而系统性风险往往是高度复杂性、科学不确定性、影响范围广、不可逆、具有临界点的非线性因果模式,如“黑天鹅”“灰犀牛”风险。系统性风险从风险苗头到危机爆发是一个从量变到质变的过程,系统性风险的演进可分为累积阶段、爆发阶段、传导和扩散阶段3个关键阶段。系统性风险往往有较长的累积过程和潜伏期,根据风险潜伏期和表现形式的不同,“黑天鹅”风险与“灰犀牛”风险的周期性也表现出较为明显的差异。
“黑天鹅”风险难以预测,短时间内突然爆发,对系统造成严重影响,由于其发生频率低,在发生间隔上没有固定可测的循环时长,多以难以预先根据时间周期估计其发生时间,同时,其风险水平的波动幅度非常不平稳。“灰犀牛”风险往往会显现出征兆,通过一定时间积累开始爆发,影响时间较长,表现出典型的爬行特征,具有相对稳定可观测的变化周期。“金丝猴”事件发生较为频繁,对系统扰动的程度较小,周期长度更加均匀,风险水平的波动相对较为平稳。而“大白兔”事件发生概率较低,周期性起伏不明显,风险水平的波动幅度较为平稳,但其发生频率和风险指数可能随着时间和系统演化发生变化,风险隐喻事件的发生周期如图4所示。
能量释放理论认为风险蕴含着某种物质和能量,当能量超过系统的临界点或临界走廊,将对外释放能量,系统就会发生不可逆的变化[14]。当风险蕴含的能量积聚到一定量之后就会达到饱和,导致风险事件爆发,对外释放能量。从风险事件状态来看,当多个耦合的风险饱和度都较高时,会产生相互激发的现象,其不确定状态会被放大;当不同风险因素的饱和度差距较大时,较高的风险会表现出汲取效应,从而弱化较低风险的状态。“大白兔”“金丝猴”等个体风险成因相对较为简单,蕴含的能量较低,能在短时间内达到饱和;而“灰犀牛”“黑天鹅”等系统风险成因复杂,能量经过较长时间内聚集才能爆发。
系统内多因素交织与协同演化的不确定性和系统间多风险耦合与协同演化的复杂性等新特征造成能量不断流动、汇聚,导致风险事件转化、蔓延、衍生或耦合。能量在风险事件的各个节点流动和蔓延形成风险流,“大白兔”风险的能量流动沿着2个方向发展,“趋频大白兔”能量释放的频率不断加快,在更短时间内达到饱和,朝着“金丝猴”方向流动;“趋灾大白兔”能量释放强度不断扩大,造成风险在短时内汇聚,使得风险饱和度不断上升,朝着“黑天鹅”方向流动,2条风险流最终都将可能汇聚成“灰犀牛”风险,如图5所示。因此,风险治理需要进行单目标风险控制措施的强度研判;也要进行多目标风险的横向对比,从而进行风险管控的分级优化决策。
风险的可容忍性或可接受性的描述和讨论是风险决策的关键。容忍度是指主体在面临风险决策时而愿意承担风险的意愿范围,可接受度表示在规定时间内或系统某一行为阶段内的风险等级可被接受的程度,是风险分析和减缓措施制定的参考依据。可接受性或可容忍性的区域划分在风险治理中是困难的,需要利用各种不同的知识背景。既需要来自风险评估阶段的风险估计,也不能忽视与之相关的额外评估数据。风险隐喻图谱中可容忍和可接受水平曲线划分如图6所示。其中,“灰犀牛”、部分“黑天鹅”“金丝猴”风险位于不可接受区域,需采取强制性措施减少风险;部分“黑天鹅”“金丝猴”与“大白兔”风险处于最低合理可行区,需要尽量减少风险,即分析各种风险处理措施方案的成本效益等,以决定是否采取措施;“大白兔”风险处于很低的水平,一般是可接受的。
风险的可逆性是指风险事件发生后系统恢复到事前状态的能力,即系统抗风险干扰的能力。脆弱性以另一个视角来探究风险事件发展变化的原因以及系统应对、适应和处理外部干扰的能力与状态。根据不同风险事件对系统的冲击和扰动,系统脆弱性变化曲线如图7所示。系统脆弱性并不是静态的,而是不断变化的。系统脆弱性发生变化的4个原因分别为:①系统脆弱性可能会随着时间的推移而发生改变,如从未发生的黑天鹅事件,或具有重大冲击力的“灰犀牛”事件的消失;②风险事件的发生概率改变,“黑天鹅”事件转化成灰犀牛事件;③风险事件后果的变化,“金丝猴”事件向“灰犀牛”事件的演化;④系统适应能力(韧性)的改变,决策者制定新的政策和行动,或展示某些行动能力的可能。
风险动物园旨在提供一种结构化的知识框架,用以识别目标,并研究其受各类不确定性因素的影响机制。传统的风险评价从后果和可能性2个方面进行风险分析,限于评价主体对不同风险事件认知的局限性,导致风险沟通和决策出现偏差。基于复杂系统脆性思维,对风险隐喻事件的一般属性进行归纳与分类,从而建立多维度风险评估模型,包含时间、空间和状态3类6个维度。
公共安全三角形理论[15]认为,风险的大小取决于危险源的破坏性、承灾体的脆弱性和管理系统的韧性三者的综合影响。其中,致灾因素的破坏程度可延伸为风险事件发生可能性和事故后果严重程度的综合度量。承灾体的脆弱性表示受灾载体所能承受的危险大小,脆弱性一般包括物理脆弱性和社会脆弱性。承灾体的物理脆弱性是指承灾体的内在固有属性,表现为一定致灾因子强度下承灾体的平均破坏或损失程度;社会脆弱性则包括承灾体所在的自然地理环境、区域社会经济水平、区域综合减灾能力等要素。将系统韧性管理补充到风险管理中,这种韧性可体现在遭遇事故时系统的恢复能力,即可恢复性。基于此,基于公共安全三角形理论开展风险隐喻事件的评估。
结合公共安全三角形理论,分别从致灾因子的危险性、承灾载体的脆弱性和系统管理的韧性3个维度评估风险隐喻事件。其中,致灾因子的危险性主要包括风险的普遍度Rp、周期度Rc、稳定度Rs;承灾载体的脆弱性由暴露度Ae与容忍度At决定,其中,暴露度是指风险受体暴露在各类风险事件下受影响的程度;系统管理韧性由可逆度Sr和确定度Sd决定。各指标与风险水平的相关性见表1
基于以上构建风险隐喻事件的定量评估模型。

上述风险分析模型对风险动物园中事件的分析与评估过程中均可以进行有选择性的应用。但要同时保证不同事件在不同目标、不同需求等差异化分析的目的下具有应用思路与流程模式上的科学性、灵活性和合理性。首先,明确分析对象的事件类型,从复杂系统视域下系统梳理各类事件,包含要素、结构关系、时间环境、空间环境等方面,确定风险分析目标与具体实践需求,遴选适合的定性、定量分析的方法和模型;其次,通过专家研判、计算分析各个维度的取值范围,采用分级度量的方式,将风险事件的各个指标维度分为高、中、低3级,按变量和参数类别归纳整理数据;最后,将所得的风险多维分析结果进行整体综合性的分析,并依此制定相应的决策方案。
通过比较不同风险事件的特征,划分风险隐喻事件的各个特征维度等级,见表2。综合各个维度层级划分,“灰犀牛”风险发生周期较高、系统对其容忍度较低、造成系统损伤基本不可逆;而“黑天鹅”风险具有高度不确定性和不稳定性,其事件发生后往往也无法应对;“金丝猴”与“大白兔”风险产生原因较为单一,相对较为稳定,又因为“金丝猴”风险发生较为频繁,不确定性程度较低,其造成的事故后果往往是可容忍和接受的;“大白兔”风险发生的周期性和普遍性较低,导致其具有高度的不确定性,未来可能转化为更高的风险,因此,也要注意防范。
针对不同风险隐喻事件类型,要因事制宜地提出针对性的预防策略,进而转化为更具体的行动指南。风险预防原则起源于环境领域,其含义是:在存在严重或不可逆转的损害威胁情况下,不应以缺乏充分的科学确定性为由推迟采取具有成本效益的措施来防止环境退化。在存在科学不确定性的情况下,风险管理强调稳健性和弹性,使系统能够更好地抵御和应对意外和不可预见的危险。风险预防原则的一般思维结构均与对危害预期、不确定性、预防措施及认知状况等要素及要素间关系的认识有关[15]。基于风险预防原则,提出风险管控“4P”策略,如图8所示。
根据风险事件的不同认知,将风险认知维度简单划分为意识和理解2个维度,进而将系统风险划分为已知的已知、已知的未知、未知的已知和未知的未知4类。针对已知的已知应采取禁止策略(Prohibit),如针对交通事故、企业安全生产事故等,政府、企业等会颁布一系列禁止性规范用于防范风险,并取得立竿见影的效果。对已知的未知的风险事件采用暂停策略(Pause),应该终止或暂停某项或某类业务相关经营活动与计划,选择相关备选方案。对于未知的已知的风险类型应采取推迟策略(Postpone),即尽可能长时间地保留选择的余地,但明确不包括寄希望奇迹发生的管理拖延。高度不确定性的系统,有目的地推迟一些决策或承诺可以通过获取更多或更好的信息来降低风险,从而导致更好的决策。在面对未知的未来风险时,应当采取预防策略(Precaution),韧性管理或将成为值得贯穿的主题,如通过提升风险预防意识、建立安全冗余、系统监控与预警等提升系统韧性。
1) 基于复杂系统思维,将风险隐喻事件的特征划分为时间、空间、状态3类,共包含确定性、普遍性、周期性、稳定性、容忍性和可逆性等6个维度。
2) 结合公共安全三角形理论,从致灾因子危险性、承灾载体脆弱性和系统管理韧性3个维度识别与评估构建风险隐喻事件,为风险隐喻事件多维分析提供合理可操作的应用范式。
3) 根据不同类型风险隐喻事件认知特点,基于风险预防原则,针对风险动物园中不同类型的风险隐喻事件提出风险管控“4P”策略,包含风险禁止、风险暂停、风险推迟和风险预防。
