To advance environmental risk prevention and control in the Yellow River basin and achieve high-quality development,this study utilized air pollution,water pollution and carbon emissions to characterize environmental risk factors in this region. Firstly,the kernel density estimation method was employed to construct a kernel function,perform density smoothing,and analyze the spatial agglomeration patterns and evolutionary characteristics of environmental risk factors. Secondly,a spatial autoregressive model that accounts for spatial dependence was adopted to dissect the influences of multidimensional factors on environmental risk factors. The results indicate that air pollution,water pollution,and carbon emissions are primarily concentrated in the middle and downstream cities of Yellow River basin,delineating distinct regions for environmental risk prevention and control. Optimizing industrial structures and promoting green technological innovation in enterprises can reduce environmental risk factors. However,unreasonable energy conservation and environmental protection expenditures may lead to an increase in environmental risk factors. Furthermore,an inverted U-shaped relationship was observed between economic levels and population density and risk factors. From a long-term strategic perspective,regional collaborative governance and synergistic pollution reduction and carbon mitigation should be the strategic priorities. Strengthening cooperation among middle and downstream cities,optimizing industrial structures and increasing investment in industrial technological innovation are crucial steps towards achieving an economic development model transformation.

为深入推进黄河流域环境风险防治,实现黄河流域高质量发展,利用大气污染、水污染、碳排放表征黄河流域环境风险因素,采用空间核密度方法构建核函数进行密度平滑处理,分析环境风险因素空间集聚态势及演化特征;采用考虑空间依赖性的空间自回归模型剖析多维因素对环境风险因素的影响。结果表明:大气污染、水污染、碳排放主要集中在黄河流域中下游城市,环境风险防治区域明显;产业结构优化升级及企业绿色技术创新可降低环境风险因素,但节能环保支出不合理会导致环境风险因素升高;经济水平和人口密度与风险因素之间存在倒U型曲线关系。从长远发展战略看,应该以区域协同治理、减污降碳协同治理为战略主导,加强中下游城市协作,优化产业结构,加大行业技术创新投入,实现经济发展模式转型。

为深入推进黄河流域环境风险防治,实现黄河流域高质量发展,利用大气污染、水污染、碳排放表征黄河流域环境风险因素,采用空间核密度方法构建核函数进行密度平滑处理,分析环境风险因素空间集聚态势及演化特征;采用考虑空间依赖性的空间自回归模型剖析多维因素对环境风险因素的影响。结果表明:大气污染、水污染、碳排放主要集中在黄河流域中下游城市,环境风险防治区域明显;产业结构优化升级及企业绿色技术创新可降低环境风险因素,但节能环保支出不合理会导致环境风险因素升高;经济水平和人口密度与风险因素之间存在倒U型曲线关系。从长远发展战略看,应该以区域协同治理、减污降碳协同治理为战略主导,加强中下游城市协作,优化产业结构,加大行业技术创新投入,实现经济发展模式转型。

To advance environmental risk prevention and control in the Yellow River basin and achieve high-quality development,this study utilized air pollution,water pollution and carbon emissions to characterize environmental risk factors in this region. Firstly,the kernel density estimation method was employed to construct a kernel function,perform density smoothing,and analyze the spatial agglomeration patterns and evolutionary characteristics of environmental risk factors. Secondly,a spatial autoregressive model that accounts for spatial dependence was adopted to dissect the influences of multidimensional factors on environmental risk factors. The results indicate that air pollution,water pollution,and carbon emissions are primarily concentrated in the middle and downstream cities of Yellow River basin,delineating distinct regions for environmental risk prevention and control. Optimizing industrial structures and promoting green technological innovation in enterprises can reduce environmental risk factors. However,unreasonable energy conservation and environmental protection expenditures may lead to an increase in environmental risk factors. Furthermore,an inverted U-shaped relationship was observed between economic levels and population density and risk factors. From a long-term strategic perspective,regional collaborative governance and synergistic pollution reduction and carbon mitigation should be the strategic priorities. Strengthening cooperation among middle and downstream cities,optimizing industrial structures and increasing investment in industrial technological innovation are crucial steps towards achieving an economic development model transformation.

改革开放以来,我国在经济发展方面取得了引人瞩目的成就。过度追求经济增长的粗放型模式也带来了不可忽视的环境问题[1]。《黄河流域生态环境保护规划》[2]提到,黄河流域作为我国重要的能源、煤化工基地,煤化工行业企业数量约占全国的80%,且黄河流域水质和各省区空气质量均低于全国平均水平,环境风险问题突出。因此,围绕大气污染物、水污染与碳排放情况,分析黄河流域环境风险因素的时空演变趋势,探究黄河流域环境风险因素的影响因素,对加强黄河流域环境风险防治、实现黄河流域生态保护和高质量发展具有重要的现实意义。
目前,黄河流域生态环境的研究不断涌现[3-4],但大多集中在经济与水[5]、能源[6]的耦合协调发展,以及碳排放[7]、PM2.5[8]、二氧化硫[9]等空间演化分析,尚未有研究从黄河流域环境风险因素角度讨论污染物与碳排放的时空演变趋势及防治措施。另外,在分析黄河流域大气污染、水污染与碳排放中,无论是研究演变趋势还是分析演变趋势的影响因素,均建立在单一排放情况的基础上,缺乏对三者的综合考虑,且环境风险因素的影响因素众多[10-11],相关研究虽然分析了环境风险因素的影响因素,但多采用代表年份研究[12],忽略了时间连续性产生的影响。
鉴于此,笔者拟选定涵盖环境质量与气候变化的大气污染物、水污染、碳排放三者作为黄河流域环境风险因素,通过空间核密度方法分析其影响因素及时空演变特征,明确未来发展中的重点防治区域,以期为优化黄河流域环境风险防治、实现流域高质量发展提供依据。
研究区以自然黄河流域范围为基础,而四川已属于长江经济带,且东四盟(呼伦贝尔市、赤峰市、通辽市和兴安盟)也被纳入东北振兴计划[13],所以综合考虑沿黄区域经济社会发展与黄河流域的关联性[7],确定研究区域为青海、甘肃、宁夏、内蒙古、陕西、山西、河南及山东8省,除去各州、盟、示范区和数据缺失的单元,共涉及2008—2021年65个城市。
大气污染由多种污染物融合而成,单用某种污染物难以全面衡量[14]。于是参照我国大气质量监测标准,选取PM2.5浓度、SO2排放量、工业烟粉尘排放量来表征大气污染。其中,由于我国大部分城市2013年后才开始PM2.5的检测,且部分城市数据有缺失,故运用地理加权回归校准的全球地面观测PM2.5浓度栅格数据,得到2008—2021年黄河流域65个城市的年均PM2.5浓度[15]。水污染通过工业废水排放量表征。SO2、工业烟粉尘(Industrial Smoke and Dust,ISD)和工业废水(Industrial Wastewater,IW)排放来源于《中国城市统计年鉴》、《中国统计年鉴》、各省统计年鉴、各地区统计年鉴、各地区生态环保局的环境质量公报,少部分缺失数据采用线性插值法加以补充。
由于缺乏官方统计公布的碳排放数据,借鉴李新安的方法[16],以工业生产中能源消费产生的碳排放进行衡量,利用原煤、焦炭、原油、汽油、煤油、柴油、燃料油、天然气8种能源,采用联合国政府间气候变化专门委员会提供的公式计算城市碳排放量。

式中: t i j分别为黄河流域 t年度第 i城市的第 j种能源消耗; Q C O 2为城市碳排放量; E q分别为不同城市的能源消费量与碳排放系数。碳排放系数见表1
基于数据的可得性并参考相关文献,选择影响因素变量及控制变量。
1) 经济发展水平。环境库兹涅茨曲线假说认为,环境污染与经济增长具有“倒U”型关系[17],而其对于黄河流域的大气污染、水污染、碳排放的影响是否也是如此还有待考证。因此,采用人均国内生产总值(Gross Domestic Product,GDP)表征经济发展水平,并加入二次项,考察经济发展水平与黄河流域污染物及碳排放之间的关系。
2) 产业结构。由于第二产业的能耗相对较高,加快产业结构调整[18],促进工业企业转型是各地区节能减排、绿色发展的关键手段。考虑到黄河流域急需转变的经济增长模式及协同减污降碳的需要,产业结构优化将成为黄河流域发展的首要任务之一,因此,明确产业结构对黄河流域大气污染、水污染及碳排放的影响具有很强的现实指导意义。故采用第二产业生产总值与GDP的比值度量产业结构。
3) 人口密度。改革开放以来,产业变革和经济结构的调整推动了我国的城市发展[19]。城市化进一步导致人口集聚,给城市带来较高的经济效益,但人口过度集聚也会产生拥挤效应,带动能源消耗[20]。因此,人口密度对碳排放绩效的影响存在较大的不确定性。用常住人口与行政区划面积比值表征人口密度,并将人口密度及其二次项引入方程,考察人口密度对大气污染、水污染、碳排放的影响。
4) 技术创新。技术创新作为推动经济绿色转型的重要引擎,可有效缓解环境恶化[21]。采用科学技术支出占财政支出比例表征黄河流域城市技术创新,探究技术创新增加对大气污染、水污染、碳排放的影响情况。
5) 环境规制。环境规制作为政府的重要手段,在供给侧和需求侧发挥着不同作用,一方面,供给端通过要素升级与技术创新推动产业结构升级;另一方面,需求端通过消费升级倒逼产业结构升级[22]。文中从供给端入手,以节能环保支出与一般公共预算支出的比值衡量环境规制,考虑其在黄河流域城市减污降碳中的作用。
除上述主要解释变量外,还将对外开放程度、交通情况、绿化建设作为控制变量引入方程,以期控制其他因素对大气污染、水污染、碳排放的影响。其中,对外开放程度以地区实际利用外资总额与地区GDP的比值进行衡量,交通情况以地区民用汽车拥有量予以度量,绿化建设以建成区绿色覆盖率进行表征,并全部对其进行对数化处理。
1) 空间核密度。核密度通过估计空间上一系列点的分布情况,来反映某一地点附近的特定现象的密集程度[12]。假设空间 n个样本是从分布密度函数为 f的总体中抽取的独立同分布,计算如下式:

2) 空间自回归模型。由于黄河流域城市之间在经济运行、环境治理等方面通常会表现出很强的关联关系。如邵帅等[23]指出,PM2.5浓度、水污染及碳排放等变量具有明显的空间溢出效应。因此,在考察大气污染、水污染、碳排放的时空演变影响因素时,考虑空间关联性是十分有必要的。故文中构建了考虑因变量空间依赖的空间自回归模型,如下式:

式中: R为环境风险因素; m l为黄河流域各城市;s为年份; W m l为空间权重矩阵; L为经济发展水平;I为产业结构; P为人口密度; T为技术创新; H为环境规制变量; X为其他控制变量; η 0 η 6 ρ为待估参数; φ为随机扰动项。
以2008、2015、2021年作为研究时点,基于大气污染、水污染、碳排放的排放情况及核密度分析方法,剖析环境风险因素的时序变化特征及空间分布特点,如图1图2所示。
研究期内,PM2.5浓度与工业烟粉尘排放量呈现出先升高后下降的趋势,SO2排放量大幅降低。3种大气污染物均在时空格局上由大范围连片集聚高污染向小范围集中低污染的特征演进,与核密度研究结果一致。PM2.5浓度的核密度变化较小,集聚空间基本固化在下游城市,SO2、工业烟粉尘排放的核密度由“中下游大区域”向“陕晋”发展,运城、朔州等局部城市集聚明显。具体而言,PM2.5主要集中在黄河流域下游城市,而SO2和工业烟粉尘主要集中在中游城市。
其原因可能在于黄河中游城市为煤炭资源型城市,以工业发展为主,其工业发展过程中导致PM2.5、SO2、工业烟粉尘等污染物的排放,而随着工业技术的不断发展,工业生产过程中的污染物排放逐步减少[4],使污染物在空间上呈现出“集中低污染”的现象。除此之外,黄河下游城市更注重经济发展,而经济发展势必导致能源消耗、交通运输等情况的增加,进而导致PM2.5、SO2、工业烟粉尘等污染物的增加。由此可见:未来黄河流域中下游城市大气污染环境风险因素问题突出。
研究期内,工业废水排放依旧保持“连片集聚、零星高排”的时空特征,但范围有所缩减。而从核密度分析来看,工业废水排放也由“豫鲁连片”向“鲁中晋北”分化发展。其中,连片集聚排放主要集中在下游城市,以山东城市为主,如济宁、青岛、烟台等;零星高排主要表现为中游城市,包括朔州、榆林、西安等。可能的原因是黄河中游城市工业生产产生大量工业废水[5],且由于水的流动性也会对黄河流域下游水资源产生影响;其次,下游城市经济较发达,使得企业聚集发展,也进一步增加了工业废水的排放。由此可见:黄河流域中下游城市未来水污染环境风险因素问题也很突出。
与其他污染物不同,CO2排放量尚未达峰,一直呈增长态势且空间规模尚未缩小。从核密度结果来看,范围变化较小,集聚空间基本固化,但排放程度有所减弱,总体呈现“零星高排”向“中下游高排”的态势,空间上表现出“V字”的集聚特征。主要原因在于“V字”区域集中在内蒙古、山西、陕西、河南和山东部分城市,其中,内蒙古、山西、陕西、河南工业占比48%,二产比例较大的经济发展模式必定导致高碳排放,而山东服务业占比达45%,其在推动经济快速增长过程中消耗大量能源,也会导致碳排放增加。由此可见:黄河流域中下游城市碳排放环境风险因素同样突出。
综合3种环境风险因素的时空演变特征,黄河流域中下游同时面临大气污染、水污染、碳排放3种突出的环境风险隐患,进一步验证了生态环境部《减污降碳协同增效实施方案》提到的环境污染物与碳排放高度同根同源,说明生态环境多目标治理中协同推进减污降碳的重要性。
利用空间自回归模型,通过考虑各城市之间的依赖关系,探究各环境风险因素的影响因素。
基于黄河流域65个城市2008—2021年面板数据,得出空间自回归总效应检验结果,见表2。从表2可以看出,大气污染物(PM2.5、SO2、工业烟粉尘)、水污染(工业废水)及碳排放(CO2)3种环境风险因素的空间溢出效应均通过显著性检验,说明各城市之间的环境风险因素存在很强的空间相关关系,即本地区环境风险因素加剧,会导致邻近地区环境风险因素情况发生变化。其中,PM2.5浓度的空间系数在5%的显著性水平下为正,表明各地区之间的PM2.5浓度存在很强的正向空间相关关系,即本地区的PM2.5年均浓度每增加1%,将使邻近地区的PM2.5年均浓度增加0.314 1%。此外,SO2、工业烟粉尘、工业废水、CO2排放的空间系数均显著为负,与PM2.5浓度相反。其可能存在的原因是:①集聚外溢效应,图2中,研究期内PM2.5核密度变化较小,集聚空间固化,相比而言,SO2、工业烟粉尘、工业废水、CO2排放由“连片高排”向“部分高排”分化,排放源较集中,进而导致其周围地区的SO2、工业烟尘、工业废水与CO2排放降低;②治理效应,随着减污降碳、节能减排的加强,环境治理效果在区域发展考核中权重增加,高污染、高碳排放的能源资源型城市首当其冲,减污降碳的同时对周围区域起到警示作用。由此可见:区域协作将是黄河流域环境风险治理的必要方式。
为保证结果的准确性,以直接效应与间接效应相互关系的总效应系数来分析各因素对不同环境风险因素的作用。
1) 以人均GDP表征的经济水平对环境风险因素产生“倒U型”影响,符合环境库兹涅茨曲线假说。
具体而言,经济水平与PM2.5浓度、工业废水排放之间呈现“U型”曲线关系,而与SO2排放之间呈“倒U型”曲线关系。但通过系数比较发现,经济水平对SO2的影响要大于对PM2.5和工业废水的影响。其主要原因在于,黄河流域城市资源禀赋、经济水平、产业结构、交通状况等各有悬殊,情况复杂,进而导致不同时期PM2.5、工业废水、SO2的主要排放源有所差异。经济发展初期,黄河流域城市大多经济基础薄弱,主要依赖传统农业,部分城市涉及钢铁、煤炭、化工等重工业,这一现象决定了初期PM2.5、工业废水主要来源为农业活动、交通排放、燃烧排放,SO2来源为工业生产。随着社会不断发展,农业技术、交通方式发生转变,PM2.5浓度、工业废水排放逐步改善,而由于工业生产技术落后导致生产过程中大量SO2排向大气;经济发展水平的不断提高,促使黄河流域城市由农业向工业及工业服务业并重的经济模式转变,工业生产的扩大导致工业废水排放增多,同时,由于煤、石油、天然气的燃烧等产生大量PM2.5颗粒物,但工业技术不断革新,尤其是脱硫技术的推广应用,有效降低了SO2排放。因此,针对黄河流域这一特殊区域城市,如何全面推动集约型、技术型经济增长,加快“后工业”时代绿色发展步伐显得十分重要。
2) 以第二产业生产总值和国民生产总值之比衡量的产业结构导致环境风险因素增加。
产业结构对PM2.5、CO2具有显著的促排效应,这与我国的第二产业中高能耗、高排放的重工业密切相关。因此,在考虑工业生产与生态环境约束的条件下,第二产业比重越大,空气质量与碳排放越不尽人意,所以,产业结构转型升级将是推动黄河流域城市降低环境风险隐患的关键途径之一。
3) 以地区常住人口与行政区划面积之比表征的人口密度对环境风险因素产生“倒U型”影响。
虽然人口密度与PM2.5浓度之间呈“U型”曲线关系,与SO2排放量、工业废水排放量呈“倒U型”关系,但人口密度对SO2和工业废水的影响要大于对PM2.5的影响。首先,人口密度与PM2.5之间的关系可能在于以下2个方面:①人口集聚促进了能源集中供应,在保证城市原来生活水平不变的前提下使得能源的总消耗下降,进一步减少PM2.5颗粒物排放;②人口集聚也会对出行方式产生影响,高密度人口有利于公共交通设施的发展,进而降低整个区域煤、石油、天然气等能源的燃烧[24]。但是,人口过度集聚会产生拥挤效应,拥挤效应对PM2.5的影响主要体现在交通排放部分,人口过度集聚造成交通拥堵,对交通能源消耗产生不良的影响[25]。其次,人口密度与SO2排放、工业废水排放之间的关系可能的原因在于,人口密度加速推进阶段通常表现出工业快速发展和交通工具快速增长的特征,因此,人口的快速增加往往伴随着高能耗、高排放的粗放式经济增长模式。然而,人口集聚也促使企业不断提高行业标准、推动脱硫技术的使用以及清洁能源为主的交通方式,进一步降低SO2和工业废水的排放。
4) 以科学技术支出与财政支出之比表征的技术创新显著降低黄河流域环境风险因素。
技术创新对SO2、工业烟粉尘、工业废水、CO2均具有显著的降排效应,表现出十分稳健的“技术红利”,表明黄河流域技术创新成果可有效转化为绿色生产力。因此,可进一步加强技术创新的扶持力度,强化工业技术绿色化,促使其进一步释放技术创新对环境风险因素的抑制效果。
5) 以节能环保支出与一般公共预算支出之比表征的环境规制并没有降低环境风险隐患。
环境规制增加了工业废水排放,这与一般研究相反[26],可能原因是,节能环保支出注重工业设备的改进,虽然降低了工业排放,但节能设备的冷却系统依旧会产生大量废水。除此之外,脱硫脱氮的节能设备在处理过程中也会产生大量废水。因此,环境风险防治要注重源头治理与末端治理并重,调整节能环保支出比重,使环境规制作用最大化。
1) 推动流域中下游区域协同治理、减污降碳协同治理。环境风险因素外溢与同根同源的特征需要黄河流域中下游城市相互协作,共同应对环境挑战,建立区域协议和合作伙伴关系,协调解决污染与碳排放问题。
2) 调整产业结构,加快企业绿色转型。能源城市密集、二产比重过大促成了黄河流域城市工业化与城市化进程中高能耗、高排放的特征。要想从根本上实现黄河流域城市经济发展的绿色低碳转型,必须调整产业结构,削减以煤为主的能源消费结构,减少经济发展产生的环境负外部性。加快可再生能源的开发利用,积极培育黄河流域低碳绿色的发展新动能,以可持续发展为导向制定科学的城市发展规划,促进经济发展模式的绿色转型。
3) 加大技术创新投入,引导其充分发挥技术红利,减少产业转移和“搭便车”行为对空间关联地区造成的环境压力。技术具有社会正外部性,但城市间的排他性以及污染“搭便车”效应增加了邻近地区的污染排放,要想激发技术创新对本地及空间关联地区的减排效应,必须致力于区域协同,打破区域边界,实施技术共享、人才共享的激励手段,促进区域间的协同减污降碳。
4) 合理分配节能环保支出,聚焦技术研发,强化源头治理。研究结果显示,以节能环保支出为主的环境规制因素虽然对大气污染物的影响为负但不显著,还造成了工业废水的增加,且黄河流域能源产业居多。这意味着现有节能环保支出结构作用有限,重构节能环保支出比重,聚焦环保技术的研发和创新,以提高环保设施和技术的效率和性能,争取在源头上降低环境风险隐患。
