In order to realize the effective rescue of various complex rail transit accidents,the present situation and development trend of the existing rail fire rescue systems at home and abroad were analyzed through a literature search first. Then,the applicability of road and rail dual-purpose vehicles in mountain urban rail transit systems and the feasibility of modular transformation were summarized and analyzed. Finally,a new fire and rescue rail transit system was proposed,which was suitable for mountain urban rail characteristics. The results show that the designed road and rail dual-purpose fire rescue vehicle meets the requirements of track fire rescue. The system is adopted with a high-intensity modular and prefabricated design concept. It is equipped with a fire extinguishing and smoke exhaust system for controlling various fire conditions,a traction winch,emergency power generation,medical supplies,and other emergency rescue equipment,which can deal with the rescue work of track accidents in a closed and heavy smoke environment. The loss caused by accidents is significantly reduced.

为实现对各种复杂的轨道交通事故的有效救援,应对各种复杂的轨道交通事故,首先,通过文献检索,分析国内外现有轨道消防救援系统的现状及其发展趋势;然后,总结和剖析路轨两用车在山地城市轨道交通系统中的适用性及模块化改造的可行性;最后,提出一套适合山地城市轨道特点的新型轨道交通路轨两用消防救援系统。结果表明:路轨两用消防救援车符合轨道消防救援使用要求。系统采用高强度模块化以及装配式设计理念,配备有控制各种火灾工况的灭火及排烟系统、牵引绞盘、应急发电、医护用品等应急救援装备,能够针对性的应对密闭、浓烟环境下轨道事故救援工作,极大减少发生事故后造成的损失。

为实现对各种复杂的轨道交通事故的有效救援,应对各种复杂的轨道交通事故,首先,通过文献检索,分析国内外现有轨道消防救援系统的现状及其发展趋势;然后,总结和剖析路轨两用车在山地城市轨道交通系统中的适用性及模块化改造的可行性;最后,提出一套适合山地城市轨道特点的新型轨道交通路轨两用消防救援系统。结果表明:路轨两用消防救援车符合轨道消防救援使用要求。系统采用高强度模块化以及装配式设计理念,配备有控制各种火灾工况的灭火及排烟系统、牵引绞盘、应急发电、医护用品等应急救援装备,能够针对性的应对密闭、浓烟环境下轨道事故救援工作,极大减少发生事故后造成的损失。

In order to realize the effective rescue of various complex rail transit accidents,the present situation and development trend of the existing rail fire rescue systems at home and abroad were analyzed through a literature search first. Then,the applicability of road and rail dual-purpose vehicles in mountain urban rail transit systems and the feasibility of modular transformation were summarized and analyzed. Finally,a new fire and rescue rail transit system was proposed,which was suitable for mountain urban rail characteristics. The results show that the designed road and rail dual-purpose fire rescue vehicle meets the requirements of track fire rescue. The system is adopted with a high-intensity modular and prefabricated design concept. It is equipped with a fire extinguishing and smoke exhaust system for controlling various fire conditions,a traction winch,emergency power generation,medical supplies,and other emergency rescue equipment,which can deal with the rescue work of track accidents in a closed and heavy smoke environment. The loss caused by accidents is significantly reduced.

由于设施设备复杂、电容电器负荷大、人为以及恐怖袭击等,极易造成城市轨道交通系统发生交通事故,而且,由于其相对封闭,人员密集等特点,易造成更大的损失,因此,轨道消防救援成为保障轨道安全运营的一个关键且必要的环节。
火灾是轨道交通应急救援的最大挑战之一,火灾导致轨道现场充斥浓烟、毒气,造成大量人员伤亡[1-2]。同时,地下信号微弱,普通通信设备在事故发生时发挥的作用极其有限[3]。地铁深埋于地下,人员疏散不易,王冠宁等[4]考虑恐慌情绪的行人疏散模型有效提高人员疏散效率,但是对如何快速转运伤员没有相应解决方法;秦宁然等[5]针对列车在山区铁路发生火灾难以救援的情况,研制了一款铁路轨道消防救援车,这款轨道消防救援车具载水量大、保护半径广、灭火效能高等特点。然而该轨道消防救援车不具备动力系统,需要轨道牵引车进行牵引,不够机动灵活。罗常明[6]介绍了城市消防车的发展现状和特点,城市主战消防车针对城市进行消防救援,机动性更强、辅助功能更多、智能化程度更高;陈奕冰等[7]将集成创新理念运用到消防车设计中,使城市消防车有多功能、多成员、短轴距、功率强的特点;郑凯恒等[8]针对当前城市消防车功能单一、体量庞大的问题,优化设计了城市消防车,模块化的设计理念提高了消防车的实用性和功能性;MAGALHÃES等[9]设计优化了多个轨道车辆组件,以提高其在运行安全性、行驶质量和轨道负载方面的操作性能;周先平等[10]分析了国外轨道救援的难点和问题,认为现有的救援技术和设备显然不能完全适应该轨道救援作业,要根据轨道特点,补充和细化相关救援手段,升级改造相关救援装备;许创等[11]通过研究国内外路轨两用消防车的技术状况和发展趋势,指出路轨两用消防车具有公路、铁路两栖使用以及侧重于地铁消防救援的2个主要功能。综上,国内外学者为轨道救援车提供了设计思路,提出路轨两用系统在城市轨道消防救援的实用性,然而,缺乏针对城市轨道消防救援的相关设计,未对路轨两用消防车做出具体设计。
鉴于此,笔者拟提出一套新型轨道交通路轨两用消防救援系统,该系统采用模块化设计思想,包含医疗、通信、灭火、牵引、照明等多个模块,各种功能模块进行重组以满足不同需求,以期有效应对各种复杂的轨道事故,保障人民群众生命安全。
轨道消防救援车是应对各种各样的突发事件和自然灾害以及抢险、抢救等各领域的特勤消防车,被广泛应用于消防部队等。在重大火灾事故中,消防车的种类和响应时间对事故救援的及时性有着至关重要的作用[12]。救援车一般都会配备数量众多的各种灭火设备和工具,如防护、破拆、侦检,这些工具模块空间布局合理,拿取工具安全便利,具有起吊、牵引、医疗、清除障碍、发电、照明等多种功能。
国外对轨道消防救援车的设计方面具有领先性,主要依托路轨两用消防车进行事故救援,国外典型路轨救援车如图1所示。
针对不同环境下的救援采用不同的特种救援车,如遭遇狭小空间救援时可采用短臂梯式救援车,遭遇高架轨道救援时可采用长臂梯式救援车,遭遇需要打洞桩孔的救援情形时,则采用大型桩孔救援车协助救援,如图2所示。
国外针对轨道救援下不同事故情况做出特定的救援车样式,以满足救援要求,在多种救援事故的时候能够提高救援效率。但在其设计之初考虑环境单一且功能过于单一,无法满足山地城市轨道交通特性。
我国路轨两用消防车相比于国外起步较晚,相关设施设备的研究与生产都较少,还在起步阶段,国内典型路轨两用消防车的技术参数见表1
根据功能的不同将轨道工程车辆分为轨道检修工程车、轨道探伤工程车、轨道通勤工程车等,然而此类轨道救援车功能较单一,救援效率低,无法满足现有复杂条件下的救援要求。
山地城市轨道交通系统结构复杂,电气设备多,一旦遇到突发事故,必定给救援工作带来不利影响,影响救援作业的安全和效率。特别是由于地铁轨道的特殊构造,事故现场的救援工作难度极大,需要搜救、消防、医疗等各种设施设备,有必要设计轨道救援车[13]。路轨两用救援车配备适合路面和轨道运行的橡胶轮和轨道轮,能够在道路和轨道之间进行转换,以便适应各种复杂条件下的救援活动[14]。目前,救援设备研发投入的力度不够,无法按照国内情况自行研制和开发,很多设备都是从国外进口的,而适配的救援设备和合理的使用方式对救援效率有重大影响[15]。因此,结合山地城市轨道交通特征,设计一种包含灭火及排烟系统、牵引绞盘、应急发电、医护用品等应急救援装备的新型轨道消防救援车,以满足综合性能更强、辅助功能更多、智能化程度更高的应急救援需求。
大部分现役城市消防救援车是整体式结构,体积大、普适性弱,不能根据救援需求进行针对性的调整,功能单一。新型轨道消防车运用模块化设计思想,在车体整体框架的基础上,对其各种功能属性展开分解和重组,从而达到在特殊环境下,利用特殊功能的目的。此外,现有消防救援车大部分只安装了公路行走系统,针对轨道消防事故有较大局限性,而专门的轨道抢险救援车功能单一且无法应对地上普通消防事故。新型轨道消防救援车安装有路轨2套行走系统,可根据需求自由切换,能较好地应对地上普通消防事故和轨道消防救援事故。
在火灾事故中,最常用的是采用高压细水雾和高压水炮进行消防灭火,并利用高温防火防烟专用风机进行排烟处理。文中设计方案选取的消防水炮流量为30 L/s,射程为60 m,随车细水雾灭火方舱外形尺寸为1 000 mm×700 mm×1 100 mm,流量为42 L/min,细水雾卷盘数量为2只,射程≥20m,配备高压泵。排烟系统选用高温防火(High-Temperature Fire,HTF)轴流式消防排烟风机,尺寸为550mm。新型轨道消防车模块化设计如图3所示。
针对轨道事故中出现运营车辆突然的动力丢失或脱轨,以及事故发生地点照明条件不佳或事故造成的照明器械被破坏等情况,需要在消防救援车中配置相应的牵引和照明模块。牵引系统牵引绞型式为电动,钢丝绳长度为38 m,绞盘最大拉力≥158 kN,额定拉力≥54.4 kN,绞盘电压为24 V,安装形式前置位于牵引钩下方;照明系统的升降灯杆型式为气动,可升展高度为7 m,走线型式为内走线,主照明灯距地高度>8 m,主照明灯功率为4×1 000 W,工作电压为220 V,使用寿命>3 000 h,控制箱输入电压为交流电(Alternating Current,AC)380或220 V。
为不错过抢救的黄金时间,在消防救援车内设置医疗救援模块并随车配置2名医生,且在车中配置医疗箱、急救包等医疗器械。由于轨道交通结构复杂、电器设备多,事故发生时一般都会导致周围电力缺失,尤其是地铁。为满足应急发电需求,在车中配置发电机系统,其额定功率为5 kVA,最大功率为6.5 kVA,额定电压为380/220 V,额定频率为50 Hz,启动方式为电动。
在抢险救援中,为实现紧急救援、快速反应、信息通畅的要求,系统构建起信息采集、无线传输和综合保障3层框架,充分保证救援过程的通信通畅。采用移动数字电台(Mobile Digital radio,MD)780/350 MHz车载电台,由天线、集成数字增强型通信网络(Integrated Digital Enhanced Network,IDEN)模块、音频处理电路、串口扩展电路、控制芯片电路、前面板显示和按键电路、直流供电电路组成。单兵通行装置采用高速无线宽带传输和无中心网状自组网技术,无需基站和其他公共通信网络基础设施,支持视频、音频等多媒体信息的实时传输。中继站起到传递和放大信号的作用,用来增加通信距离和扩大信号覆盖面,需要大功率、极强的抗干扰能力。
新型轨道消防车包含各功能模块具体尺寸,各功能模块与主车架在空间上完美贴合,设计图纸如图4所示。
新型轨道消防车除主车外,还设计了与主车相连的备用车节,规划的载人区域可搭载大量救援人员快速进入事故现场,同时,备用车节内部留有较大空间初步治疗伤员。设置的载物区域确保能够运送大量物资同主车一起及时进入事故现场,保障救援资源充足。新型轨道消防车装备有升降式路轨转换系统,其中,轨道行驶系统由一对前导向钢轮及一对后驱动钢轮组成,行驶及制动动力均来自闭式液压系统。新型轨道消防车通过地铁站附近专为特种车辆设计的应急通道进入地铁轨道系统,车辆进入轨道对准后,使用液压系统将前导向轮和后驱动轮降下,使其接触轨道后即可在轨道上行驶。整车设计符合《消防车 第1部分:通用技术条件》[16]和《汽车、挂车及汽车列车外廓尺寸、轴荷及质量限值》[17]。新型轨道消防救援车的具体配置见表2
1) 结合山地城市轨道交通特点,设计的新型轨道消防车采用路轨两用系统,相比于普通消防车或轨道专用消防车,具有更大的机动性,占用铁道资源较少。
2) 新型轨道消防车的模块化设计能够整合各种先进的灭火救援设备,根据具体需求进行功能的重组升级,更加适应节能、环保、高效的需求,能够有效提高救援的成功率、及时性和有效性。
3) 应对紧急突发事故的轨道救援车,面对自然和人为灾害能够成为救援现场的攻坚力量,下一步可改进救援车的整体技术参数和进行模块升级,以达到更好的救援效果。
