In order to improve pilots' emergency response capability in emergency situations and reduce civil aviation safety accidents,the pilot task process was analyzed based on the decision-making model and stress theory model. The index system of pilot emergency response capability was established from the aspects of pilot operation safety capability and pilot reserve safety capability. FAHP was used to establish the index system including safety operation capability B1 and reserve safety capability B2,and the membership degree of the second-level indexes was determined by combing the expert opinions. Then,the core indicators of pilot emergency response capability were obtained. The comprehensive evaluation of pilot emergency response capability by experts in the field of civil aviation safety was integrated through the ER algorithm. 2 crew pilots of an airline were selected for empirical analysis. The results of the study show that the proposed model can reduce the impact of uncertainty on evaluation results,thus significantly improving the reliability of the evaluation results.

为提高飞行员在紧急情境下的应急处置能力,减少民航安全事故,基于决策模型和应激理论模型,分析飞行员任务过程,从飞行员运行安全能力和飞行员储备安全能力2个方面建立飞行员应急处置能力指标体系;运用模糊层次分析法(FAHP)建立包含安全运行能力B1和储备安全能力B2指标体系,结合专家意见确定二级指标的隶属度,得到飞行员应急处置能力的核心指标;通过证据推理(ER)算法合成民航安全领域相关专家综合评价飞行员应急处置能力的流程,并选取某航空公司2个机组飞行员进行实证分析。研究结果表明:评价飞行员应急处置能力模型很好地降低不确定性对评价结果的影响,从而显著提高评价结果的可靠性。

为提高飞行员在紧急情境下的应急处置能力,减少民航安全事故,基于决策模型和应激理论模型,分析飞行员任务过程,从飞行员运行安全能力和飞行员储备安全能力2个方面建立飞行员应急处置能力指标体系;运用模糊层次分析法(FAHP)建立包含安全运行能力B1和储备安全能力B2指标体系,结合专家意见确定二级指标的隶属度,得到飞行员应急处置能力的核心指标;通过证据推理(ER)算法合成民航安全领域相关专家综合评价飞行员应急处置能力的流程,并选取某航空公司2个机组飞行员进行实证分析。研究结果表明:评价飞行员应急处置能力模型很好地降低不确定性对评价结果的影响,从而显著提高评价结果的可靠性。

In order to improve pilots' emergency response capability in emergency situations and reduce civil aviation safety accidents,the pilot task process was analyzed based on the decision-making model and stress theory model. The index system of pilot emergency response capability was established from the aspects of pilot operation safety capability and pilot reserve safety capability. FAHP was used to establish the index system including safety operation capability B1 and reserve safety capability B2,and the membership degree of the second-level indexes was determined by combing the expert opinions. Then,the core indicators of pilot emergency response capability were obtained. The comprehensive evaluation of pilot emergency response capability by experts in the field of civil aviation safety was integrated through the ER algorithm. 2 crew pilots of an airline were selected for empirical analysis. The results of the study show that the proposed model can reduce the impact of uncertainty on evaluation results,thus significantly improving the reliability of the evaluation results.

飞行安全是民用航空的第一追求和永恒主题,确保民航飞行安全是民航的头等大事。民航运行安全的三大要素是人、机和环境,人-机-环作为飞行安全链条的3个环节,以串联的方式而非并联的方式对飞行安全产生影响,单个环节失效足以引发民航事故[1]。由于民航运行系统的复杂性,航空系统无法绝对避免危险和相关风险,当特殊情况发生时,飞行员作为保障飞行安全的最后一道防线,其应急处置能力对保障民航运行安全具有重要作用[2]。因此,研究飞行员应急处置能力及其表征,对于日后提高机组应急能力和保障航空器在紧急情况下安全运行具有重要意义。
应急处置能力指的是在危险或应急情况下个体保持冷静准确处理威胁的能力[3]。依据《中华人民共和国突发事件应对法》以及《中国民用航空应急管理规定》(CCAR-397),将飞行员应急处置能力定义为:当发生的突发事件会对民用航空活动造成严重危害,或者民用航空活动发生、引发突发事件,飞行员能够及时正确处置减少和防范突发事件对民用航空活动的威胁与危害,控制、减轻和消除其对民用航空活动的危害的能力。在研究飞行员应急处置能力方面,SKORUPSKI等[1]运用模糊推理法以及专家评价法,构建了应急处置能力、心理特性等飞行能力模型;PAYNE等[4]基于心理测量原理研究发现,飞行员应急处置能力是飞机操纵质量水平的重要影响因素;蒋浩等[5]通过分析飞机快速存取记录器数据,并结合风险指数评价方法,构建了飞行员安全行为模型,发现应急处置能力是安全行为能力的重要组成部分。也有学者研究了民航运行安全相关人员的应急处置能力,如GEOTERS等[6]建立了包含应急处置能力的飞行员能力指标体系;王汉滋等[7]通过访谈专家,并依据相关规章,建立了乘务员应急能力结构方程模型分析得出了基本素质对乘务员应急处置能力影响最大;王燕青等[8]依据管制员的工作特性,构建了包含知识、技能、意识、个人特质的管制员应急处置能力指标集。以上学者对民航运行安全应急能力的研究大多集中在应急处置能力影响因素的识别,缺乏对飞行员应急处置能力评价的研究。
因此,笔者拟从认知决策理论和应激理论的角度,结合飞行员飞行任务过程,建立飞行员在紧急情境下应急处置能力指标体系,利用模糊层次分析法(Fuzzy Analytic Hierarchy Process,FAHP)计算应急处置能力权重的大小,融入证据推理(Evidential Reasoning,ER)算法建立客观应急处置能力评价流程,选取2个机组飞行员评价、提高进行实证分析,并验证评价结果的有效性,以期为评价飞行员应急处置能力提供理论依据。
大约有80%~90%的飞行事故是由人的因素造成的,其中,有50%~60%是由飞行员操纵失误造成的[9]。飞行事故或飞行事故征候的发生通常取决于飞行员的个人能力水平和客观要求之间的差距,主观原因指的是飞行员个人能力难以应对外界因素,客观原因指的是飞机本身的严重故障、天气恶劣或指挥错误等[2]。因此,要确定飞行员在突遇恶劣气候、航空器突然故障、指挥员的指挥错误等紧急情况的能力指标,不仅需要考虑飞行员的胜任能力因素,还需要充分挖掘其飞行储备能力因素,一般来说,在正常飞行条件下,飞行员的能力能够满足安全飞行的需要,但在特殊紧急情境下,飞行员的储备能力可能会起到决定性作用[10]。飞行储备能力的大小在一定程度上决定飞行员能否正确面对紧急情境,进而正确处理应激性飞行事件,减少和避免飞行事故的发生[4]。因此,飞行员应急能力需要综合考虑飞行员在正常运行情况下的能力,还需要考虑飞行员飞行储备能力。基于决策模型,并结合民航局对飞行员安全飞行的相关能力要求,确定其能力影响因素;基于应激理论模型确定其储备能力影响因素,并结合民航飞行安全专家意见,确定飞行员应急处置能力指标。为减少专家认知水平差异性造成评价结果的模糊性和不确定性,引入ER算法计算各指标在评语集上的置信度,建立飞行员应急处置能力评价体系模型。
在飞行过程中,飞行员依据总的飞行目的,通过接收来自飞机和外界环境的各种信息操纵飞机[11]。基于认知的观点,飞行员的大脑可假定为一个信息处理系统,一旦环境信息与飞行员的任何一个感觉(如视觉、触觉味觉等)发生联系,大脑会经过一系列阶段或心理操作,最终产生一个反应[12]。飞行员在执行过程中,决策过程描述为:飞行员在所处的环境多重线索中取样,来评估环境状态,对比这些线索和长期记忆力存储的知识,判断当前的状态,如果问题已经确定,需要作出选择:采取哪种行动或采取怎样的对策,在这个过程中需要对可能的对策加以评价,在决策任何一个环节,飞行员根据额外获得的信息(以指向的直觉后注意表示)来改进情景评估或加大反应的力度。基于决策模型飞行员任务过程分析如图1所示。
依据飞行员决策过程将飞行员决策任务过程划分为信息接收、信息处理、反应动作3个阶段。信息接收阶段主要是接收来自飞机和外界环境的各种信息,在这个过程中会受到各种干扰因素的影响。信息处理阶段指的是飞行员处理信息接收阶段获得的信息后作出判断和决策的过程。在一般情况下,飞行员都能进行正确处理。但需要在短时间内处理大量信息的时候,由于人的信息处理能力是有限的,而且需要逐一处理信息,因此,常会出现信息处理上的错误。对于飞行员来说,飞行失误的最终表现形式是反应动作上的失误[7]。信息接收和信息处理方面的失误可能引发判断和决策的失误,而判断和决策的失误又可以导致反应动作的失误。影响飞行员应急处置能力的因素有多种,因此,评价飞行员应急处置能力是一个多指标决策问题[10]。飞行员胜任力是用来有效预测和评价飞行员安全绩效水平的一个重要维度,能够在特定条件下运用相关知识、技能和态度执行活动或任务的行为予以显现和观察。飞行员应急处置能力也可以表示为在非预期航空器状态下飞行员所表现出来的稳定能力[4]。因此,为全面客观评估飞行员运行安全能力,结合《运输类飞机复杂状态预防和改出训练指导材料》[13]、《大型飞机公共航空运输承运人运行合格审定规则》[14]、《飞行训练中心合格审定规则》[15]规定的民航飞行员核心胜任力指标,分析飞行员任务过程3阶段所需要的运行安全能力,并根据民航局相关文件,确定飞行员运行安全能力指标,见表1
应激是个体对环境刺激的生物学反应,应激过程被认为是个体与环境交互作用的结果,当环境要求超过个体能力时,个体在此环境下可能会产生应激反应[16]。根据应激源持续时间的长短,将应激源划分为急性应激源和慢性应激源。急性应激源指的是飞行员在飞行过程中出现飞机本身的严重故障、天气恶劣或指挥错误等外界环境剧烈变化时,会产生的应激反应,在急性应激作用下,飞行员产生认知评价和情绪改变,进而选择和实施应对策略。认知评价是个体察觉到认知情境对自身影响的连续、动态的过程,包括刺激对个体是否有害及自身应付能力的初级评价,也包括对应付效果以调整措施的次级评价[17]。初级评价涉及应激事件对个人的意义,即根据应激事件潜在的利弊分析它对个体有积极、消极还是中性的价值。次级评价是个体对于应激源带来的危害性作肯定识别后,随即作出有关应对策略的权衡与分析。慢性应激源主要指的是使人精疲力竭的应激源,如人际关系长期紧张、长期过分担心生活安全等。由于飞行活动受物理、工作、人际环境的影响,飞行员可能受到急性应激源和慢性应激源的影响。因此,为全面评估飞行员储备安全能力,结合应激理论模型,从急性应激源和慢性应激源2方面确定飞行员在应激情境下储备安全能力指标。根据应激模型相关理论,认知评价、应变反应能力、特情驾驶技能能够直接或间接影响飞行员的急性应激过程;沟通协调能力、专业学习能力、组织管理能力能够直接或间接影响飞行员的慢性应激过程。同时,参考目前学者对飞行员飞行品质的研究,结合航空心理学相关专家意见确定飞行员储备能力指标,见表2
基于运行安全能力指标和储备能力指标的研究,并结合民航安全领域专家相关意见,建立包含飞行员应急处置能力的21项指标体系,包含警觉能力、注意分配能力等10项运行安全能力指标;包含特情驾驶技能、身体素质水平等11项储备能力指标。飞行员应急处置能力指标体系如图2所示。
采用FAHP确定飞行员应急处置能力权重指标的大小,步骤如图3所示。
图2建立的飞行员应急处置能力指标体系为Q,包含21个指标,Q= { U 1 U 2 U 21 },结合民航安全领域相关专家采用0.1~0.9标度[18]建立n阶优先判断矩阵F=( f i j)n。将F转化为n阶模糊矩阵如下:

根据式(1)—式(3),利用Matlab计算得到飞行员应急处置能力各层指标权重大小,见表3
根据表3计算储备安全能力与运行安全能力之比为3∶2。相比于其他行业,飞行职业是充满挑战、充满刺激、充满危险性的一项工作,同样也充满压力,特别是在飞行过程中遇到突发意外事故时,对飞行员的能力提出了更高要求,相比较运行安全能力,在紧急情况下飞行员储备能力的高低在一定程度上决定了飞行任务能否安全完成。在急性应激源作用下,当环境要求超出个体能力,个体在应付环境过程中的压力条件作用下,飞行员的情绪取决于个体对自己能否完成飞行任务的认知评价,飞行员操作的正确与否取决于飞行员的应变反应能力和特情驾驶技能。
减少专家或评判人员认知水平差异对飞行员应急能力评价结果的模糊性和不确定性,建立飞行员客观应急处置能力模型,融合ER 算法,建立飞行员应急处理能力的综合评价模型。

式中:I(i+1)为集成i+1个底层指标;K为冲突因子,表示各指标不同时支持同一评价等级的程度; β H为未被分配给任何评价等级的置信度。
通过ER算法合成民航运行安全专家综合评价飞行员应急处置能力。综合评价流程如图4所示。
邀请民航安全领域10名专家,评估国内某航空公司B737系列2组飞行机组的应急处置能力。
测试分为3部分:①应急能力测试模拟题。主要测试C8C20,测试题目参考《民用航空驾驶员合格审定规则》(CCAR-61-R4),并结合相关专家意见确定应急能力测试题目。②测试运行安全能力。主要测试运行安全能力指标C1C7C9C10;储备安全能力指标C19C21参考游旭群等[19]编制的航线飞行能力测试题项。③评价飞行员在飞行模拟训练设备的紧急情境下的操作。参考《飞行模拟训练设备管理和运行规则》。
专家组归一化处理2组驾驶员应急处置能力的各项指标结果,得到21项指标的隶属度。利用Matlab编程计算,分别得到2组驾驶员运行安全能力和储备安全能力评价结果的隶属度,见表4
采用ER算法合成B1B2指标,得到专家组对2位驾驶员应急处置能力评价隶属度,见表5
表5可以看出,飞行员2的应急处置能力为优的程度高于飞行员1。根据最大隶属原则,应急处置评价结果飞行员2为优,飞行员1为良。
以飞行员2为例,专家组对飞行员2的应急处置能力评价的不确定程度为0.013,该值作为评价结果精度的测量。同时,由[ β n ( β H + β n )]引出置信区间的概念,以区间的形式刻画评价等级的上限和下限,如优的置信区间为[0.844,0.897]。同理可知:飞行员1优的置信区间为[0.396,0.418],区间值相对于点值更具有说服力和客观性。
为进一步验证文中提出方法对评价飞行员应急处置能力的可靠性,以飞行员2为例,对比分析建立的ER算法模型与用AHP模型计算的评价结果隶属度,见表6
表6可以看出,ER算法模型和AHP模型总体评价结果一致,但ER算法模型对评价数据的一致部分可以有效融合,对于一致性较强的评价(评价良)会进行加强,且很好地降低不确定性,从而使评价结果更加有效可靠。
1) 基于决策模型和应激理论模型,结合飞行员任务过程,从飞行员运行安全能力和储备安全能力2方面建立飞行员应急处置能力指标体系。基于FAHP方法计算出飞行员应急处置能力时运行安全能力与储备安全能力指标权重之比为2∶3,结合专家意见确定应变反应能力、特情驾驶技能、自我感知能力是飞行员核心应急处置能力指标。
2) 融合ER算法的FAHP模型可有效融合评价数据,很好地降低不确定性对评价结果的影响,从而显著提高评价结果的可靠性。
3) 由于在模型应用阶段选取的2组机组人员均选自同一机型,未考虑机型对研究结果产生的影响,未来需要进一步验证机型是否会对研究成果产生影响。
