In order to solve the problems of lack of timeliness in the evaluation indicators of urban rail transit operation safety and some safety evaluation models ignoring the fuzzy boundaries of evaluation levels,a new evaluation index system for the operation safety of urban rail transit lines was reconstructed,including new indicators such as the implementation of infectious disease prevention and control measures by employees,the degree of cooperation between relevant units,and the completeness of prevention and control equipment. Secondly,the combination weighting of various indicators was carried out using the Best Worst Method (BWM) based on the minimization of dispersion and the anti-entropy weighting method. Then,the extension cloud was applied to determine the safety evaluation level of urban rail transit line operation. Finally,take Shanghai Metro Line 17 as an example for analysis. The results indicate that the comprehensive cloud correlation degrees of various indicators for the operational safety assessment of Shanghai Metro Line 17 are below 0.5,with a confidence level exceeding 0.99,among which the confidence levels for personnel factors,line factors,and management factors are all 1. This suggests that the employed indicator system and evaluation model are closely aligned with the current operational conditions of urban rail transit,accurately reflecting the safety levels of urban rail transit operations. Further analysis of the sensitivity of indicator values reveals that the reliability of station operational equipment has the most significant impact on the actual operational safety of the line. In practical operations,the degree of passenger cooperation in preventing and controlling infectious diseases at stations has the greatest potential to improve the indicator. It can help subway companies establish a more scientific and effective safety evaluation system to ensure the safety of daily line operations.

为解决城市轨道交通运营安全评价指标缺乏时效性和部分安全评价模型忽略评价等级的模糊界限等问题,重新构建城市轨道交通线路的运营安全评价指标体系,包括员工对传染性疾病防控措施的执行力度、相关单位的配合程度、防控设备的完备程度等新指标;其次运用基于离差最小化的最优最劣法(BWM)和反熵权法对各指标进行组合赋权;然后应用可拓云确定城市轨道交通线路运营安全评价等级;最后以上海地铁17号线为例进行实例分析。结果表明:上海地铁17号线运营安全评价各指标的各级云关联度低于0.5且置信度高于0.99,其中,人员因素、线路因素、管理因素的置信度均为1,仅设备因素的置信度为0.998;结合每个二级指标的灵敏度值分析,得出车站运营设备的可靠性对线路实际运营安全影响最大;在实际运营中,乘客对车站传染性疾病防控的配合程度越高,对综合评价的提升也越大;该评价指标体系和评价模型能够准确地反映城市轨道交通线路运营安全水平,且更加适用于目前城市轨道交通线路的运营情况。

为解决城市轨道交通运营安全评价指标缺乏时效性和部分安全评价模型忽略评价等级的模糊界限等问题,重新构建城市轨道交通线路的运营安全评价指标体系,包括员工对传染性疾病防控措施的执行力度、相关单位的配合程度、防控设备的完备程度等新指标;其次运用基于离差最小化的最优最劣法(BWM)和反熵权法对各指标进行组合赋权;然后应用可拓云确定城市轨道交通线路运营安全评价等级;最后以上海地铁17号线为例进行实例分析。结果表明:上海地铁17号线运营安全评价各指标的各级云关联度低于0.5且置信度高于0.99,其中,人员因素、线路因素、管理因素的置信度均为1,仅设备因素的置信度为0.998;结合每个二级指标的灵敏度值分析,得出车站运营设备的可靠性对线路实际运营安全影响最大;在实际运营中,乘客对车站传染性疾病防控的配合程度越高,对综合评价的提升也越大;该评价指标体系和评价模型能够准确地反映城市轨道交通线路运营安全水平,且更加适用于目前城市轨道交通线路的运营情况。

In order to solve the problems of lack of timeliness in the evaluation indicators of urban rail transit operation safety and some safety evaluation models ignoring the fuzzy boundaries of evaluation levels,a new evaluation index system for the operation safety of urban rail transit lines was reconstructed,including new indicators such as the implementation of infectious disease prevention and control measures by employees,the degree of cooperation between relevant units,and the completeness of prevention and control equipment. Secondly,the combination weighting of various indicators was carried out using the Best Worst Method (BWM) based on the minimization of dispersion and the anti-entropy weighting method. Then,the extension cloud was applied to determine the safety evaluation level of urban rail transit line operation. Finally,take Shanghai Metro Line 17 as an example for analysis. The results indicate that the comprehensive cloud correlation degrees of various indicators for the operational safety assessment of Shanghai Metro Line 17 are below 0.5,with a confidence level exceeding 0.99,among which the confidence levels for personnel factors,line factors,and management factors are all 1. This suggests that the employed indicator system and evaluation model are closely aligned with the current operational conditions of urban rail transit,accurately reflecting the safety levels of urban rail transit operations. Further analysis of the sensitivity of indicator values reveals that the reliability of station operational equipment has the most significant impact on the actual operational safety of the line. In practical operations,the degree of passenger cooperation in preventing and controlling infectious diseases at stations has the greatest potential to improve the indicator. It can help subway companies establish a more scientific and effective safety evaluation system to ensure the safety of daily line operations.

城市轨道交通作为居民的主要出行方式,其地铁车站和列车车厢相对封闭、人员密集、客流流动性大,一旦有急性传染病通过城市轨道交通进行传播,将造成严重危害。关于急性传染病应急方案的城市轨道交通线路运营安全评价,能有效提升防控管理,降低传播风险,对城市轨道交通安全运营具有重要意义。
在城市轨道交通运营安全评价方面,苏旭明等[1]采用改进后的事故模式及影响分析法(Improved Failure Mode and Effects Analysis,IFMEA),评价城市轨道交通运营并寻找潜在风险;王艳辉等[2]结合层次分析法和熵值法,综合评价城市轨道交通运营线路运营;姜林林[3]建立改进神经网络评价模型,并使用大量样本训练该模型以提高评价结果的精确度。黎新华[4]与鹿颖[5]等研究中的评价指标体系缺乏时效性,未涉及到传染性疾病给城市轨道交通运营带来的变化,同时,任刚等[6]的评价模型忽略评价等级,造成界限模糊。
鉴于此,笔者拟综合考虑国家政策及城市轨道交通的运营特点,从人员-设备-线路-管理的框架重新构建关于急性传染病应急方案的城市轨道交通运营安全评价指标体系,结合最优最劣法(Best Worst Method,BWM)、反熵权法等[7],并以上海地铁17号线为例,验证该模型的可靠性与可操作性,以期准确反映城市轨道交通线路运营安全水平,为防控宣传、传染性疾病防控的实施与调整提供理论依据。
通过查阅城市轨道交通运营安全评价和传染性疾病方面的相关研究[8],再结合《地铁设计规范》[9],并与行业内有关专家访谈,最终确定人员因素、设备因素、线路因素、管理因素4个一级指标,其下又延伸出17个二级指标,如图1所示。其中,变化最大的是人员因素。主要包含车站的员工、乘客及防控的相关单位,其执行情况和配合程度将直接影响到城市轨道交通线路的运营安全。而在以往文献中该因素相关的指标很少涉及到紧急情况下传染性疾病防控的相关执行措施,管理因素也是影响城市轨道交通线路运营安全的重要因素,它主要涉及轨道公司内部传染性疾病相关的应急预案、员工的日常培训以及对外的防控宣传力度等方面。设备因素主要有车站运营所涉及的设施设备、车辆系统、信号系统、供电系统及各车站新增的疾病防控设备,设备故障将会对城市轨道交通线路运营安全产生一定影响。线路因素考虑了外部环境和内部环境(超高峰系数、突发大客流频次及线路运输组织的稳定性)对城市轨道交通线路运营安全造成的影响。
在该评价指标体系中,B2B6B7B8B9B10B11B12、及B14为定量指标,其基础数据来源于抽查某条线路中部分车站的运营数据和实地调研结果。采用以下公式计算这些定量指标:

在该评价指标体系中,B1B3B4B5B13B15B16B17为定性指标,由专家组根据线路的运营数据、运营情况等,结合自身经验及参照评价依据给出该项指标的评价等级。
评价具体流程如图2所示。
BWM法的具体步骤如下:
1) 由专家组对所有指标进行同级比较打分,采用1—9标度法,9表示最重要,1表示最不重要。由此选出同级指标的中最优指标CB和最劣指标CU
2) 请专家组根据专业知识和工作经验,用最优指标CB与所有同层级指标比较打分以及所有同层级指标与最劣指标CU比较打分,从而得到2组比较打分值 ξ B o ξ U o
3) 最优指标权重为wB,最劣指标权重为wU,实际指标权重为wo,实际比较打分所产生的误差为 ε,以此建立模型。
4) 求解模型得到 ε,按式(5)计算检验系数CR。当CR<0.1,即通过置信度检验,即可得到各指标的主观权重wo

使用反熵代替熵对各层级指标的客观权重进行赋值[10],能够避免传统熵权法对指标权重赋值时因指标差异程度敏感性较大而产生极端权重情况的发生。具体步骤如下:

可拓云理论将一组基本物元记为R=(NCV),其中,N为事物名称、C为事物特征、V为事物特征值。在传统可拓物元法中,V 是一个确定数值,而城市轨道交通线路运营安全评价存在着随机性与模糊性,其等级界限也存在着随机性与模糊性,因此,使用云模型数字特征(ExEnHe)替原事物特征值V,其中,Ex为期望值,En 为熵值,He 为超熵值,从而实现评价过程中随机性和模糊性的数学描述。可拓云表示为

将城市轨道交通线路运营安全评价等级划分为很差、较差、合格、良好、优秀,分别对应为Ⅰ-Ⅴ级,将等级界限视为双约束空间[Cmin,Cmax],利用转换式(15)计算得到等级界限云模型的数字特征。

由式(18)可知: θ值越大,表示评判结果的分散度越小,可信度越高。当 θ 0.995时,将评价结果视作可靠。
以上海地铁17号线为例,应用组合赋权的可拓云来评价该线路的运营安全。该实例中的各项评价指标数据值由专家问卷调查和实地调研测得。
邀请专家根据线路实际情况、历史运营数据与《地铁设计规范》来划分各评价指标的等级界限,按照式(15)计算各等级界限的云模型数字特征,其结果见表2
按照式(4)—式(9)分别计算各项指标的主客观权重,再由式(10)—式(13)计算主客观权重的分配系数,解得α=0.426 5,β=0.573 5各指标的权重值见表3
将通过专家问卷调查和实地调研得到的城市轨道交线路运营安全评价指的数据代入式(16)—式(18),利用数学软件计算1 000次,即可得到各指标关于Ⅰ—Ⅴ级的云关联度和置信度,其结果见表4
表4及最大关联度原则可知:全部评价结果都通过了置信度检验。上海地铁17号线运营安全综合评价等级为Ⅳ级,其一级指标人员因素、设备因素、线路因素及管理因素的评价结果分别为Ⅳ、Ⅴ、Ⅳ、Ⅳ级。这表明:上海地铁17号线总体运营安全表现良好,其中设备方面表现优秀,人员、线路、管理表现结果均为良好。
分析当前各项指标值对评价结果的灵敏度,即可通过弥补短板的方式快速地提升城市轨道交通线路运营安全评价等级。设所有指标值在0~30%范围内变化(B10B11为负向指标,在-30%~0%范围内变化),评价结果量化指标为s,量化公式为式(19),在该变化范围内评价结果的最大差异值 m a x Δ s为灵敏度值,其计算结果如图3所示。

通过图3可知:上海地铁17号线运营安全评价指标的灵敏度顺序为B6>B7>B3>B17>B9>B10>B13>B12>B2>B14>B16>B8>B5>B1>B15>B4>B11,其中,因设备因素评价已为优秀,对其进行改进虽然能提升综合评价等级,但不会提升设备因素的评价等级,且17号线设备设施实际运营数据良好,相较其他指标能够提升的程度不大,所以,建议指标的改善顺序为B3>B17>B10>B13>B12>B2>B14>B16>B1>B15>B4>B11
结合评价结果和指标灵敏度分析,建议做好以下工作来进一步提高上海地铁17号线运营安全水平:①加强防控政策透明性与一致性,提前告知并全面宣传,确保车站防控措施统一,提升乘客配合度;②及时根据国家实际政策调整、完善地铁运营的防控政策和规章制度;③利用大数据技术精准预测客流增长,灵活调整运输组织,满足乘客需求同时保障安全高效;④强化设备维护与应急管理,定期检查更换设备,补充备品,制定并演练应急预案,确保运营持续安全。
1) 将城市轨道交通应对传染性疾病所作的应对措施纳入运营安全评价范围,从人员-设备-线路-管理4个方面重新构建一个更具有时效性、更适合实际使用的城市轨道交通线路运营安全评价指标体系。
2) 文中基于组合赋权法与可拓云的城市轨道交通线路运营安全评价模型,可有效解决其他评价模型中忽略评价等级的模糊界限这一问题,使评价结果更为准确。
3) 实证分析结果证明该评价模型具备一定的可行性与可操作性。
