This paper proposed an evaluation method for emergency logistics facility site selection schemes in uncertain environments based on IT2F-BWM-MABAC. Firstly,in response to the fuzzy uncertainty problem of evaluation information in the evaluation process of emergency logistics facility site selection schemes,an IT2F set was used for processing,and the site selection schemes were ranked in MABAC. In order to address the issue of obtaining attribute weights from external sources in traditional MABAC,BWM based on IT2F was adopted to determine the weights of attributes. Finally,the method proposed in this article was applied to the evaluation of emergency logistics facility location schemes in a certain city,and the feasibility and effectiveness of the proposed location method were verified. The results show that the proposed method can solve the problem of emergency logistics facility location selection in uncertain environments while ensuring the quality of scheme evaluation.

针对不确定环境下应急物流设施选址方案评价问题,提出一种基于区间二型模糊集(IT2F)-最优最劣法(BWM)-多属性边界近似区域比较法(MABAC)的应急物流设施选址方案评价方法。首先,针对应急物流设施选址方案评价过程中评价信息的模糊不确定性问题,采用IT2F处理,并利用MABAC对选址方案排序;然后,针对传统的MABAC中属性权重需要从外部获得的问题,采用基于IT2F的BWM确定属性的权重;最后,将所提方法应用于某城市应急物流设施选址方案评价研究,并验证所提选址方法的可行性和有效性。结果表明:所提方法能够解决不确定环境下应急物流设施选址问题,同时能够保证方案评价的质量。

针对不确定环境下应急物流设施选址方案评价问题,提出一种基于区间二型模糊集(IT2F)-最优最劣法(BWM)-多属性边界近似区域比较法(MABAC)的应急物流设施选址方案评价方法。首先,针对应急物流设施选址方案评价过程中评价信息的模糊不确定性问题,采用IT2F处理,并利用MABAC对选址方案排序;然后,针对传统的MABAC中属性权重需要从外部获得的问题,采用基于IT2F的BWM确定属性的权重;最后,将所提方法应用于某城市应急物流设施选址方案评价研究,并验证所提选址方法的可行性和有效性。结果表明:所提方法能够解决不确定环境下应急物流设施选址问题,同时能够保证方案评价的质量。

This paper proposed an evaluation method for emergency logistics facility site selection schemes in uncertain environments based on IT2F-BWM-MABAC. Firstly,in response to the fuzzy uncertainty problem of evaluation information in the evaluation process of emergency logistics facility site selection schemes,an IT2F set was used for processing,and the site selection schemes were ranked in MABAC. In order to address the issue of obtaining attribute weights from external sources in traditional MABAC,BWM based on IT2F was adopted to determine the weights of attributes. Finally,the method proposed in this article was applied to the evaluation of emergency logistics facility location schemes in a certain city,and the feasibility and effectiveness of the proposed location method were verified. The results show that the proposed method can solve the problem of emergency logistics facility location selection in uncertain environments while ensuring the quality of scheme evaluation.

近年来,各类突发事件频发,造成严重的人员伤亡、经济损失和社会负面影响,对突发事件的防范和应对变得越来越重要。应急物流设施可在短时间内组织和协调各种资源,保障救援、救灾和恢复工作顺利进行。所以,加快应急物流设施建设,可大大减少突发事件造成的损失[1]
应急物流设施建设的核心是选择合适的位置[2]。关于选址问题的研究,多属性决策得到了广泛应用[3]。而目前多属性决策在选址中的应用还存在3点不足:一是不能准确表达选址方案评价过程中评价信息的模糊性和不确定性;二是属性的数量过多时,难以保证选址属性权重的准确性;三是需要选择合适的方法对选址方案排序。针对方案评价过程中信息的模糊性和不确定性问题。ZADEH等[4]提出模糊集理论,模糊集使用[0,1]中一个清晰的数字作为隶属度值,通常很难获得模糊集的精确隶属函数。二型模糊集作为模糊集的扩展,将模糊集的隶属度进行模糊化处理,在处理不确定方案评价问题上具有更高精度和灵活性。但使用二型模糊集常常导致大量计算。区间二型模糊集(Interval Type-2 Fuzzy,IT2F)可有效地减少计算复杂度,是目前最常用的二型模糊集。利用IT2F作为评价信息处理方案评价问题已得到广泛应用[5]。针对选址属性权重的计算问题,一些学者利用层次分析法(Analytic Hierarchy Process,AHP)计算选址属性的权重[6],但当方案评价过程中属性个数较多时,AHP很难保证一致性检验要求。RAZAEI[7]提出最优最劣法(Best-Worst Method,BWM),该方法简化了属性间的比较过程,能够保证结果的可靠性。目前,BWM方法在决策领域得到了得到了广泛应用[8]。多属性决策选址方案评价过程中的最后一步是对选址方案排序。考虑到应急物流设施选址是一个复杂的多属性决策问题,利用多属性边界近似区域比较法(Multi-attributive Border Approximation Area Comparison,MABAC)方法[9]对备选方案排序,在复杂多属性决策问题中得到了广泛应用[10-11]
鉴于此,笔者拟提出一种基于IT2F-BWM-MABAC的应急物流设施选址方案评价方法,首先,采用IT2F改进BWM计算各属性的权重;然后,利用IT2F作为评价语言纳入MABAC中,并对备选方案排序;最后,将该方法应用于某城市应急物流设施选址实际案例中,并与AHP-MABAC方法对比分析,验证所提方法的可行性和有效性。
使用传统的BWM方法进行属性间对比时,采用1~9个刻度打分,但在应急物流设施选址过程中,评价信息具有模糊性和不确定性,因此,采用IT2F改进BWM方法计算,保证所求权重的准确性。根据IT2F的7个粒度的的语义量化表[12],得出BWM中量化值与语义评价标度的对应关系,见表1
将IT2F与BWM相结合计算属性的权重,具体步骤如下:
步骤1:在属性集 { C 1 C 2 C n }中选取最优选址属性CB和最劣选址属性CW
步骤2:经专家讨论,采用IT2F进行评价,确定最优选址属性CB相比于其他所有选址属性Ci的偏好程度,构建IT2F比较向量DB= ( d B 1 d B 1 d B n ),其中, d B i代表最优选址属性CB与其他选址属性Ci相比的偏好程度。根据IT2F的去模糊化转换方法[12],得出IT2F的去模糊化结果 R ( A ~ ) B i
步骤3:同理,确定其他所有选址属性 C i相比于最劣选址属性CW的偏好程度,构建IT2F比较向量DB= ( d 1 W d 2 W d n W ),其中, d i W表示其他选址属性Ci与最劣选址属性CW相比的偏好程度。根据IT2F的去模糊化转换方法[12],得出IT2F的去模糊化结果 R ( A ~ ) i w
步骤4:下式为IT2F-BWM模型,使用Matlab求解得出应急物流设施选址属性的权重 ( w 1 * w 2 * w n * )

IT2F在处理评价信息时解决了语言变量的个体性差异问题,能够更好地表达语言变量的多含义的特征。采用IT2F处理MABAC中备选方案在每个属性下的评价值,确保了评价信息的准确性。IT2F对应的评估语义量表见表2
其具体步骤如下。
步骤1:给出方案Xi在属性Cj下的评价值xij,用IT2F表示,构建决策矩阵Z = [ x i j ] m × n
步骤2:根据IT2F的去模糊化转换方法[12],将矩阵中的IT2F转化为精确值 R ( A ~ i j )。对去模糊化的初始决策矩阵Z = [ R ( A ~ i j ) ] m × n进行规范化处理。如果是效益型属性采用式(2)计算,如果是成本型属性采用式(3)计算,最后得出规范化矩阵N= [ n i j ] m × n

步骤3:根据基于IT2F-BWM方法求得的属性权重,构建加权决策矩阵V,按下式计算V中每个元素的值vij

步骤6:通过下式对距离矩阵Q的每一项元素求和,得到备选方案的最终函数值Si,根据函数值大小对备选方案排序,Si越大表示方案Xi越优。

某城市在每年7—9月处于台风多发区域,为减少台风带来的损失,降低台风对居民生活的影响,该城市准备建造一个应急物流设施。综合考虑该市的实际情况,合适的选址区域有4个(X1X2X3X4)。采用文中所提应急物流设施选址方法,对选址区域Xi(i=1,2,3,4)排序,6个专业属性Cj(j=1,2,3,4,5,6),以选择合适的方案,具体应急物流设施属性见表3
经专家组讨论,得出C2为最优属性,C6为最劣属性,采用区间IT2F评价属性间的比较关系,将其他属性Ci分别与C2C6对比,得出的比较结果见表4。根据IT2F的去模糊化转换方法[12],将表4中的IT2F进行去模糊化处理,结果见表5
根据式(1)的IT2F-BWM模型,使用Matlab求得各属性的权重,计算得出w1=0.316,w2=0.356,w3=0.196,w4= 0.061 2,w5=0.037 8,w6=0.033 6。
根据专家讨论给出方案Xi在属性Cj下的评价值为xij,评价值用IT2F表示,具体见表6。根据IT2F的去模糊化转换方法[12],将表中评价值xij进行去模糊化,具体见表7
利用式(2)和式(3)对去模糊化的初始决策矩阵进行规范化处理,具体见表8。根据基于区间二型模糊BWM方法求得的属性权重,利用式(4)计算加权决策矩阵V中每个元素的值vij,具体见表9
利用式(5)和式(6),得出加权决策矩阵与边界近似区域决策矩阵之间的距离矩阵Q,具体见表10
通过式(8)计算得出各选址区域的最终函数值Si,根据函数值大小对各选址区域排序,得出S1>S4>S3>S2,所以应急物流设施应该建立在区域X1
TAPAS等[13]采用AHP-MABAC方法来对备选方案排序。采用应急物流选址数据,利用AHP-MABAC方法与文中方法对比。将IT2F引入AHP中,构建专家评价矩阵见表12。从表12可以看出,采用AHP方法需要36次属性对比,而BWM只需11次属性对比。通过IT2F的去模糊化转换方法[12],将IT2F去模糊化,见表13。再利用Matlab计算得出各准则权重分别为w1=0.290,w2=0.333,w3=0.174,w4=0.092,w5=0.075,w6=0.036。与文中利用基于IT2F-BWM方法求出的属性权重排序结果一致,根据表6表7,利用式(2)—式(8)计算选址区域Xi的函数值,具体计算结果见表14。根据函数值得出的排序结果为S1> S4> S3> S2,所以,选择区域Xi为选址地点。所提方法与对比方法所求出的排序结果一致。但对比方法使用AHP计算属性的权重,当属性越多时,AHP方法复杂,所要进行属性间的对比越多于BWM方法。因此,当属性过多时,对比方法明显不适用。
1) 运用IT2F表示选址过程中专家的评价信息,使得不确定信息得以更加准确地表达。利用IT2F改进BWM方法来计算选址属性的权重,能够保证当属性过多时计算简便和结果可靠。利用IT2F改进MABAC对选址方案排序,可为应急物流设施的选址提供新的解决思路。
2) 应急物流设施的选址过程相对复杂,要考虑选址过程中的多个方面,所以,在未来方法的创新上,需要构建更加科学全面的属性评价体系,可将应急物流设施选址问题引入到大群体决策方法中,以保证选址结果更加可靠。
