In order to better analyze the stable sub-safety state and unstable sub-safety state existing in control sector operation,K-means algorithm was used to cluster three control sector operation stability evaluation indicators of excess-capacity ratio(ECR),retention degree and flight attitude mixing ratio so that the optimal classification of the operation stability of control sector was determined. The index threshold corresponding to each level was obtained by clustering analysis of a single index. Combined with the index weight calculated by the entropy weight method,the operational stability level of the control sector in each time period was obtained according to the principle of maximum membership degree. Then,the comprehensive evaluation model of control sector operation stability was constructed. The actual flight data of Xiamen No.01 sector was selected to more comprehensively analyze operation situation of control sector from the perspectives of stability and trend. The results show that the best effect is obtained when the control sector operation stability level is divided into three categories. The stability varies with time due to the influences of air traffic flow and control conditions,especially in the two time periods of 7: 30-9: 15 and 20: 00-21: 00,when the change of stability is most obvious. The controllers need to pay great attention to improving the safety of airspace operations.

为更好地分析管制扇区运行存在的稳定亚安全状态和不稳定亚安全状态,使用K-means算法划分超容比(ECR)、滞留度和飞行姿态混合比3个管制扇区运行稳度评价指标聚类,确定管制扇区运行稳度最佳等级划分;聚类分析单一指标,获得各等级对应的指标阈值,结合熵权法计算的指标权重,遵循隶属度最大原则,获取各时间段的管制扇区运行稳度等级,构建管制扇区运行稳度综合评价模型;选取厦门01号扇区的实际飞行数据,从稳度和趋度2个角度更加全面地分析管制扇区运行态势。结果表明:管制扇区运行稳度等级划分为3类时效果最好;稳度受空中交通流和管制状况的影响会随时间而变化,尤其7:30—9:15和20:00—21:00这2 个时间段管制扇区运行稳度的变化最为明显,需引起管制员高度重视,提高空域运行安全。

为更好地分析管制扇区运行存在的稳定亚安全状态和不稳定亚安全状态,使用K-means算法划分超容比(ECR)、滞留度和飞行姿态混合比3个管制扇区运行稳度评价指标聚类,确定管制扇区运行稳度最佳等级划分;聚类分析单一指标,获得各等级对应的指标阈值,结合熵权法计算的指标权重,遵循隶属度最大原则,获取各时间段的管制扇区运行稳度等级,构建管制扇区运行稳度综合评价模型;选取厦门01号扇区的实际飞行数据,从稳度和趋度2个角度更加全面地分析管制扇区运行态势。结果表明:管制扇区运行稳度等级划分为3类时效果最好;稳度受空中交通流和管制状况的影响会随时间而变化,尤其7:30—9:15和20:00—21:00这2 个时间段管制扇区运行稳度的变化最为明显,需引起管制员高度重视,提高空域运行安全。

In order to better analyze the stable sub-safety state and unstable sub-safety state existing in control sector operation,K-means algorithm was used to cluster three control sector operation stability evaluation indicators of excess-capacity ratio(ECR),retention degree and flight attitude mixing ratio so that the optimal classification of the operation stability of control sector was determined. The index threshold corresponding to each level was obtained by clustering analysis of a single index. Combined with the index weight calculated by the entropy weight method,the operational stability level of the control sector in each time period was obtained according to the principle of maximum membership degree. Then,the comprehensive evaluation model of control sector operation stability was constructed. The actual flight data of Xiamen No.01 sector was selected to more comprehensively analyze operation situation of control sector from the perspectives of stability and trend. The results show that the best effect is obtained when the control sector operation stability level is divided into three categories. The stability varies with time due to the influences of air traffic flow and control conditions,especially in the two time periods of 7: 30-9: 15 and 20: 00-21: 00,when the change of stability is most obvious. The controllers need to pay great attention to improving the safety of airspace operations.

管制扇区运行存在稳定亚安全状态与不稳定亚安全状态[1]。管制扇区运行稳度与趋度分析可为亚安全不同状态的识别与诊断提供理论基础,稳度用来描述交通运行的稳定程度,趋度描述稳度的变化趋势。已有研究[2]大多从稳定性和空中交通运行态势2方面展开。
在稳定性方面,杨庆芳等[3]构建了以速度差为基础的稳定性模型,提出了高速公路交通运行稳定性识别方法,以提高动态限速值的可靠性;杜婧[4]从系统稳定性角度研究了航线网络上航班运行的稳定性,并给出了网络失稳后的应对措施;刘星良等[5]将纵向和横向稳定性系数作为预测指标,构建了基于支持向量机、随机森林和Logistic回归模型3种高速公路交通事故实时风险预测模型;宋成举等[6]通过优化智能网联车辆跟驰模型的车头间距模型结构,推导出稳定态与扰动态2种交通流下的稳定性条件;佟瑞鹏等[7]从确定性、稳定性、周期性等方面识别出风险隐喻事件,实现了基于公共安全三角形理论的风险隐喻事件评估。
在空中交通运行态势方面,张洪海等[8]构建了基于支持向量机的交通拥堵状态预测模型预测空域拥挤态势的发展趋势;袁立罡等[9]基于态势评价指标体系、中介理论及熵权法,建立了终端区的交通态势模糊评价方法;李桂毅[10]、董京霖[11]和徐聪[12]等基于模糊C均值聚类及其改进算法划分与识别航段或终端区的交通运行态势等级;隋东等[13]使用灰色关联分析法和病态指数循环分析法优化了从空域结构、交通运行、飞行冲突和气象条件4个维度构建的空域运行态势指标体系;刘飞等[14]引入空中交通加权网络模型,构建了基于复杂网络理论和集成学习的空中交通态势评估模型。
综合分析可知:已有研究多采用基于机器学习的多变量研究方法分析空中交通运行所处的各种状态,但较少探讨各状态之间存在的转变趋势,即运行状态的稳度与趋度。由于空中交通运行的时空特性,空中交通运行的各种状态之间的演变始终存在,符合系统故障演变特征即系统功能状态是在可靠和失效状态之间变化[15]。因此,笔者拟采用K-means聚类算法聚类分析管制扇区运行稳度评价指标数据,得到各项评价指标对应等级的阈值,构建管制扇区运行稳度综合评价模型,使用新提出的稳度和趋度2项指标分析管制扇区运行态势,以期对管制扇区的运行态势作出更加全面的评价,更好地辅助管制扇区的运行管理。
在指标选取过程中,容易因不同人的知识技能、经验差异等出现主观性,造成人为误差。因此,通过分析管制扇区的运行特征,遵循系统性、客观性、独立性、可行性等原则,选取超容比(Excess Capacity Ratio,ECR)、滞留度R和飞行姿态混合比M作为管制扇区运行稳度评价指标,以准确而高效地划分管制扇区运行稳度等级。具体计算方法如下:
1) ECR指给定时间段内扇区服务架次超过运行容量的航班架次与运行容量的比值。ECR值越大,管制扇区的运行负荷越高,管制扇区的运行状态越不稳定;相反,说明管制扇区的运行负荷越低,管制扇区的运行状态越稳定。

式中:Ns给定时间段内的扇区服务架次;OC(Operating Capacity)为扇区的运行容量。
2) R指给定时间段内进入扇区的航空器数量与离开扇区的航空器数量的差值与离开扇区的航空器数量的比值。R值越大,表明管制扇区交通流出现紊乱的概率升高,管制扇区的运行状态趋向不稳定的程度加强。

式中:F1为给定时间段内进入扇区的航空器数量;F2为给定时间段内离开扇区的航空器数量。
3)M指统计时间段内扇区内处于爬升、下降、平飞等飞行姿态的航空器所占比例的乘积之和与该段时间内所有航空器数量的乘积。M值越大,表明管制扇区交通运行的复杂度越大,管制扇区的运行状态越不稳定。

式中:Nc为统计时间段内的扇区内处于爬升状态的航空器数量;Nd为统计时间段内的扇区内处于下降状态的航空器数量;Nl为统计时间段内的扇区内处于平飞状态的航空器数量;N为统计时间段内的扇区内的航空器数量。
使用K-means聚类算法聚类ECR、RM等3项指标,实现管制扇区运行稳度等级划分,并依据构建的管制扇区运行稳度综合评价模型获取给定时间段内每个时间间隔的管制扇区运行稳度等级。在此基础上,提出稳度和趋度2项指标分析管制扇区运行态势,具体计算如下:
1) 稳度指数(Stability Index,SI)表征给定时间段内管制扇区运行的稳定程度。值越大,表明给定时间段内管制扇区运行越稳定。

式中:Si S i + 1分别为评价时间段内第ii+1个15 min时间间隔的管制扇区运行稳定程度的等级;T为评价时间段,min;t0为选定的移动步长,min;n为在T内以步长t0移动时的间隔数。
2) 趋度指数(Tendency Index,TI)表征管制扇区运行稳度的趋向程度,直观表现为管制扇区运行稳度随时间变化曲线的斜率。当斜率为0,说明管制扇区运行稳度不随时间发生变化;当斜率大于0,说明管制扇区运行趋向于稳定,且值越大管制扇区运行转向更稳定状态的趋势越明显;当斜率小于0,说明管制扇区运行趋向不稳定,且绝对值越大管制扇区运行转向不稳定状态的趋势越明显。
K-means聚类算法是一种无监督学习算法。通过计算数据点与簇心的欧氏距离或其他距离,将距离最近的数据点分配给相应的簇,并更新簇心位置,重复执行该过程直到簇心位置不再发生变化或达到预设的迭代次数为止。
通常,K-means聚类算法中k值可以是指定的,也可通过误差平方和法(Sum of Squared Errors,SSE)或轮廓系数法计算出来。笔者将采用轮廓系数法确定k值,具体计算方法见下。

式中:SC(Silhouette Coefficient)为轮廓系数,SC∈[-1,1],值越大聚类效果越好;a为簇内不相似度,即样本与同一簇类中其他数据点的距离的平均值;b为簇间不相似度,即样本与距离最近簇类中所有数据点的平均距离。
熵权法[16]是一种客观赋值方法,根据各指标的变异程度,利用信息熵计算出各指标的熵权,再通过熵权修正各指标的权重,从而得到较为客观的指标权重。具体计算步骤如下:
1) 数据标准化。假设管制扇区运行稳度的评价指标有m个,记为 X c,其中, c = 1,2 m,每个指标包含n个时刻的值,即 X c = { x 1 x 2 x n },从而得到数据矩阵 X = x i j m × n,其中, j = 1,2 n。为解决指标的量纲问题,使用下式进行数据归一化处理。

2) 计算各指标的信息熵。

模糊综合评价[17]是一种基于模糊数学的主观和客观相结合的评价方法,根据模糊数学的隶属度理论把定性评价转化为定量评价,用模糊数学对受到多种因素制约的事物或对象作出一个总体评价。首先,建立综合评价的因素集 U = { u 1 u 2 u m }和评语集 V = { v 1 v 2 v n },其中, u c ( c = 1,2 m)表示影响管制扇区运行稳度的第c个因素, v l ( l = 1,2 n)表示管制扇区运行稳度第l个等级;其次,确定各因素的权重,可通过层次分析法、熵权法等方法得到权重向量 A = { a 1 a 2 a m } 其中, a c表示 u c的权重;再次,通过模糊隶属度函数确定单因素 u c对评价集V的隶属度向量 r c = r c 1 r c 2 r c n,进而得到 ( m × n )阶模糊综合评价矩阵Z;最后,通过因素权重向量A和模糊评判矩阵Z进行模糊运算,获得模糊综合评价集B。公式见下:

在上述理论基础上,构建管制扇区运行稳度综合评价模型,具体流程如图1所示。具体计算步骤为:①选定管制扇区对象,采集管制扇区实测航空器飞行数据,统计计算管制扇区运行稳度评价指标时间序列,时间间隔取15min,作为综合评价对象。②确定综合评价的因素集U和评语集V。③基于熵权法构建因素权重向量A。④采集因素集一定时间段的历史数据,对每项指标进行K-means聚类,通过轮廓系数法确定最佳管制扇区运行稳度等级类别数即k值,明确因素集各项指标数据对应于管制扇区运行稳度等级的阈值划分,且令i=1。⑤针对第i个时间间隔的评价因素集,依据步骤④确定的因素集指标的阈值划分和矩形隶属度分布函数,构建模糊评判矩阵 Z i。⑥基于因素权重向量 A和模糊评判矩阵 Z i做模糊运算,即 B i = A Z i,得到模糊综合评价集 B i 输出第i个时间间隔的管制扇区运行稳度等级。⑦如果 i < 65,令 i = i + 1,转到步骤⑤继续,直到达到迭代条件。⑧依据步骤⑥确定的管制扇区运行稳度等级结果,依据式(4)和式(5)计算管制扇区运行的稳度值和趋度值,分析管制扇区运行稳度与趋度。
选取厦门01号扇区2018年2月1日07:00—23:00时段的实际运行雷达数据计算相关指标。查阅航空情报资料可知:此时段该扇区的运行容量为11架次/15min。以15min为时间片段,由式(1)—式(3)获得管制扇区运行稳度评价指标因素集 U = { u E C R u R u M }的时间序列,使用式(7)进行归一化处理,结果见表1
聚类数k取区间 [ 2,10 ]内的整数,对管制扇区运行稳度评价指标值进行K-means聚类分析,并依据轮廓系数法分析不同聚类数k下对应的聚类效果,如图2所示。由图2可知:当k=3时,聚类效果最好。根据最佳聚类簇数,确定管制扇区运行稳度的评语集 V = { 3,2 1 },以及对应的各评价指标的分类阈值见表2
由式(7)—式(11)可得因素权重向量 A = [ 0.3,0.4,0.3 ]。基于因素集的阈值划分和矩形隶属度函数构建模糊判断矩阵Zi,由 B i = A Z i得到模糊评价集 B i,依据隶属度最大原则获得每15 min时间片段的管制扇区运行稳度等级,如图3所示。
t 0取15min, T分别取30、45、60、75和90 min,由式(4)和式(5)可得到稳度随时间变化的曲线。当 t 0不变, T越大,稳度的变化范围逐渐缩小。可视化对比分析可知: t 0取15min, T取75min时,稳度随时间变化曲线较为平缓(图4),同时存在极值变化,故其更能反映管制扇区运行稳度随时间变化的特征。
t 0取15min, T为75min时管制扇区各时间段的运行稳度值和趋度值见表3,趋度随时间变化曲线如图5所示。
表3图4图5可知: T=75min时扇区运行稳度的均值为0.66,方差为0.02,极大值为1,极小值为0.25,中值为0.625;管制扇区运行趋度始终在-0.25、-0.125、0、0.125和0.25之间波动。可从下述4种情况分析管制扇区的运行趋势。
1) 7:00—7:30、9:45—10:30、11:00—11:15、11:45—12:15、15:15—16:00、16:15—17:15和21:30—21:45管制扇区运行趋度均为0,表明上述时间段内管制扇区运行稳度等级未发生明显变化。但由于上述各时间段管制扇区运行稳度等级不同,其稳度分别保持在0.75、0.5、0.875、0.875、0.75、0.625和0.5。
2) 7:30—8:30、11:30—11:45、12:15—12:30、13:00—13:15、13:30—14:00、14:15—14:30、16:00—16:15、18:15—18:30、18:45—19:00和20:15—20:45管制扇区运行趋度为-0.125,小于0,表明管制扇区运行稳度逐渐降低,即管制扇区运行趋向不稳定,尤其是7:30—8:30、13:30—14:00和20:15—20:45,由于ECR、RM持续增加,管制扇区运行稳度持续下降,可适当采取流量控制策略提高管制扇区运行稳度,增加空域运行的安全性。
3) 9:30—9:45、17:30—17:45、20:00—20:15和20:45—21:00相比于2)中各时间段管制扇区航空器的R变化更明显,故管制扇区运行趋度为-0.25,小于0,表明管制扇区运行稳度下降速率更大,即管制扇区运行转向不稳定状态的趋势更明显。需管制员加强与临近扇区的沟通与协调,合理管控进入扇区的航空器数量,降低R,提高运行效率,从而提高管制扇区运行稳度,保障航班运行安全。
4) 10:30—10:45、18:30—18:45和19:45—20:00以及8:45—9:15、10:45—11:00、11:15—11:30、12:30—12:45、13:15—13:30、14:30—14:45、15:00—15:15、17:15—17:30、18:00—18:15、19:15—19:30和21:00—21:30的管制扇区运行趋度均大于0,表明管制扇区运行稳度逐渐升高,即管制扇区运行趋向更加稳定状态,其中前者大于后者,表明10:30—10:45、18:30—18:45和19:45—20:00这3个时间段管制扇区运行转向更稳定状态的趋势更明显。
总之,管制扇区运行稳度受到空中交通流和管制状况的影响会随着时间而变化,尤其7:30—9:15和20:00—21:00这2个时间段受空中交通流的影响管制扇区运行稳度的变化最为明显;提出的稳度与趋度2项指标能帮助管理人员更好地了解管制扇区运行的趋势,从而作出更优的决策,例如:可采取流量管理、优化扇区划分、引进更先进的空管自动化设备等措施提高管制扇区运行稳度,增强扇区运行的安全。
1) 构建稳度和趋度2项指标分析管制扇区运行状态,捕获需引起管制员重视的管制扇区运行稳度变化明显的时间段,有助于管理人员更加全面地掌握管制扇区运行的演变趋势。
2) K-means聚类分析结果表明:管制扇区运行稳度等级划分为3级时效果最好,构建的管制扇区运行稳度综合评价模型,可获取各个时间段的管制扇区运行稳度等级。
3)稳度和趋度分析结果表明:管制扇区运行稳度会随着时间和空中交通流变化而变化,其中,7:30—9:15和20:00—21:00这2个时间段内管制扇区运行稳度变化最明显,需管制员高度重视,提高空域运行安全。
