The properties and risk characteristics of grey rhinos have been deeply investigated and used,which are new emerging concepts and metaphor theories in risk management areas. To prevent and mitigate risks and challenges nowadays,it is urgent to systematically investigate the grey rhino-related contexts. The risk classification system,evolutionary mechanism,and management strategies of grey rhinos were explored by integrating existing theoretical models and risk classification approaches. The results indicated that the grey rhino risk was attributed to objective environmental factors and subjective cognitive factors. Moreover,the grey rhino risk can be divided into hidden,stationary,and collisional gray rhinos based on properties,cognitive,state,time,spatial,and subject perspectives. The risk development trend of each grey rhino species was evaluated based on the mechanism of risk perception,risk distance,and risk framework influence factors. Furthermore,an evolutionary framework of "accumulation-fluctuation-mutation" within a complicated system was proposed to develop risk management strategies and improve cognitive abilities by identifying hidden gray rhinoceroses that were not easily perceived. The innovative idea is strengthened to resolve static grey rhinos of normalized coexistence,and agile mode is created to deal with sudden bursts of collision gray rhinos.

作为风险管理领域的新兴概念和隐喻理论的重要组成部分,风险动物园中灰犀牛的本质属性和风险特征被广泛研究和应用。为防范化解新时代的风险挑战,加强灰犀牛相关研究的系统梳理和内涵挖掘,通过融合现有理论模型和借鉴风险分类方法,开展灰犀牛风险的类型体系构建、演化机制探析与管控策略研究。结果表明:灰犀牛风险作为客观环境因素和主观认知影响交互作用下的产物,按照特征维、认知维和状态维以及时间视角、空间视角和主体视角,把灰犀牛风险划分为隐藏灰犀牛、静止灰犀牛和冲撞灰犀牛;根据风险感知、风险距离和风险框架影响因素的作用机制,评估每类灰犀牛风险的发展态势;进而构建复杂系统内“累积—波动—突变”的演化框架,提出风险管控策略,提高认知能力察觉不易感知的隐藏灰犀牛;强化创新思维化解常态共存的静止灰犀牛;打造敏捷模式应对突然爆发的冲撞灰犀牛。

作为风险管理领域的新兴概念和隐喻理论的重要组成部分,风险动物园中灰犀牛的本质属性和风险特征被广泛研究和应用。为防范化解新时代的风险挑战,加强灰犀牛相关研究的系统梳理和内涵挖掘,通过融合现有理论模型和借鉴风险分类方法,开展灰犀牛风险的类型体系构建、演化机制探析与管控策略研究。结果表明:灰犀牛风险作为客观环境因素和主观认知影响交互作用下的产物,按照特征维、认知维和状态维以及时间视角、空间视角和主体视角,把灰犀牛风险划分为隐藏灰犀牛、静止灰犀牛和冲撞灰犀牛;根据风险感知、风险距离和风险框架影响因素的作用机制,评估每类灰犀牛风险的发展态势;进而构建复杂系统内“累积—波动—突变”的演化框架,提出风险管控策略,提高认知能力察觉不易感知的隐藏灰犀牛;强化创新思维化解常态共存的静止灰犀牛;打造敏捷模式应对突然爆发的冲撞灰犀牛。

The properties and risk characteristics of grey rhinos have been deeply investigated and used,which are new emerging concepts and metaphor theories in risk management areas. To prevent and mitigate risks and challenges nowadays,it is urgent to systematically investigate the grey rhino-related contexts. The risk classification system,evolutionary mechanism,and management strategies of grey rhinos were explored by integrating existing theoretical models and risk classification approaches. The results indicated that the grey rhino risk was attributed to objective environmental factors and subjective cognitive factors. Moreover,the grey rhino risk can be divided into hidden,stationary,and collisional gray rhinos based on properties,cognitive,state,time,spatial,and subject perspectives. The risk development trend of each grey rhino species was evaluated based on the mechanism of risk perception,risk distance,and risk framework influence factors. Furthermore,an evolutionary framework of "accumulation-fluctuation-mutation" within a complicated system was proposed to develop risk management strategies and improve cognitive abilities by identifying hidden gray rhinoceroses that were not easily perceived. The innovative idea is strengthened to resolve static grey rhinos of normalized coexistence,and agile mode is created to deal with sudden bursts of collision gray rhinos.

随着组织系统复杂化、风险情境多样化和风险社会长期化等现实威胁的加剧,人类面临越来越多的风险挑战。运用风险隐喻理论的丰富内涵将风险事件的本质属性映射到动物意象中,可以加强对风险内涵和特征的认识[1]。自2013年WUCKER在达沃斯论坛首次提出灰犀牛以来,灰犀牛比喻可预测发生概率大且后果严重的风险。2017年,中国金融领域划分出影子银行、房地产泡沫、国有企业高杠杆、地方政府债务和非法集资5大灰犀牛[2],并且作为新兴名词从经济金融领域到风险管理领域迅速发展和广泛应用。作为风险动物园重要组成部分,灰犀牛相较于风险动物园内其他隐喻知识,更加强调风险客观因素和认知主观影响的交互关系,以及主客观对风险管理过程的共同作用。因此,深入解析灰犀牛内涵特征和演化规律,凝练灰犀牛的相关理论框架,对加强风险评估和管控具有重要意义。
目前,灰犀牛研究集中在社会风险治理和应急管理领域,主要发挥价值导向和政策引领作用。例如:在重要战略机遇和重大风险挑战并存的背景下,基于乌卡情景从大安全观、大应急体制和科技赋能视角构建应对灰犀牛风险的安全体系建设[3]。此外,灰犀牛具有的风险特征和感知机制,作为特定情景风险辨识和评估的主要工具。在大型工程管理项目中,采用风险建模方法量化评估铁路施工项目的资金链断裂、决策错误、经济低迷、法律和政策风险、利益相关者调整5大灰犀牛风险[4]。还有一些研究聚焦某些具体领域内所关注对象的风险管理缺位和安全状态不佳情况,开展具体案例风险分析和事件防控体系构建,如刘敬贤等[5]在灰犀牛理论指导下通过案例分析构建航运安全事件战略应对方法体系。现有研究对灰犀牛还停留在概念引述和理论解读等较浅层面,缺少基于风险隐喻的灰犀牛深层内核的挖掘和系统模型的构建,导致灰犀牛作为单一风险名词无法得到扩展和应用。
鉴于此,笔者拟综合考虑风险动物园中灰犀牛理论内核和深层逻辑,通过对灰犀牛内涵和外延的系统性梳理构建分类体系,以此为基础开展风险识别、评估和应对。根据每一类灰犀牛的不同属性和交互作用机制,探析风险动态演化特征,并结合安全管理理论和风险治理工具提出针对性的灰犀牛风险管控策略,以期提供新的视角和工具应对复杂风险的严峻挑战。
不同于无先兆危机归因于技术水平限制和不可预测的突发灾害等客观因素,无察觉危机指的是那些没有得到个人、组织和社会的广泛认知,出于主观认知、客观环境等原因,人们不会立即行动或延缓行动且破坏性巨大的危机。不同学者从政治、经济和社会心理等角度出发研究无察觉危机,如彭宗超[6]根据危机显露程度将无察觉危机等同于隐性危机,即不可察觉危机;周利敏等[7]基于治理主体和现实危机,从主观和客观视角将无察觉危机分为无视和忽视2种类型。随着社会发展和新型问题的出现,尤其是以人的认知机制为中心视角的相关研究不断涌现,对于无察觉危机的解释重点聚焦于主观失察或认知危机。灰犀牛风险作为客观存在的潜在风险,却具有以差异化的人格特质和风险态度为重要衡量因素的特点,显然和无察觉危机有极为相近的研究逻辑和范围。
适应性理论是根据生物进化过程发展而来的,是指通过调节个人行为、生活方式和周围环境达到整体互融的和谐状态。伴随风险社会的到来,技术灾难、地区动荡、生态恶化等多只灰犀牛的出现,适应性理论强调个体通过信息传递进行自主调节,各系统组分不断优化以适应环境[8]。适应性理论重要的思想基础包含系统思想、共存思想和演化思想[9]。系统是用整体思维将相互联系和作用的各组分作为研究对象;共存是人与自然界相互依存和相互影响的现象;演化是随着环境的变化系统也随之不断变化的动态过程。对于大概率且后果严重的灰犀牛风险领域同样需要依据该理论的思想范式应对。
根据风险生命周期理论,风险从产生到消亡大致分为潜伏期、扩散期、爆发期和衰退期[10]。潜伏期是一个较为漫长的阶段,有风险生成的诱发因素和阻碍因素,即各种风险因素共同作用。人们会对风险视而不见导致主观失察,体现灰犀牛的无察觉特征。在扩散期,组织和个人的安全处境开始脱离正常状态,危害性影响开始显现,进而逐渐扩大,危害性后果进一步加剧,人们的安全利益受到严重威胁。到爆发阶段,是风险造成巨大破坏的时期,灰犀牛极其严重的后果得到完全体现。在衰退期,风险破坏强度开始减弱,系统从混乱态到趋稳趋缓的逐渐过渡状态。
灰犀牛风险的主要特点是发生概率高、后果严重、突发性强、可预见性和易被忽视等。将所有特点概括为无察觉性、共存性和突发性3个特征,可更清晰展示灰犀牛的不同属性。在灰犀牛相关研究的一系列文章中,根据无察觉危机定义,“无察觉”是风险不断积累和突然引爆的核心关键,对于有着明显信号和预期后果的风险,人们选择视而不见,因此,无察觉性包含灰犀牛风险的主观失察和易被忽略特点。根据适应性理论,由于灰犀牛无处不在,随时被感知,可人们对于这些风险没有足够的时间、精力和能力加以应对,处于共存状态,共存性包含灰犀牛风险有明显信号和可预测的特点。与突发事件定义相似,突发性风险是指突然发生,造成或可能造成严重社会危害,需要采取应急处置措施予以应对的风险,突发性包含灰犀牛风险的概率高、后果严重和突发性强的特点。
ALICE提出情绪ABC(Activating event-Belief-Consequence)理论,该认知理论将事件、认知和后果的关系作出阐释,即应激事件的发生是引起情绪和行为后果的间接原因,认知对于事件的形成、发展和爆发阶段的情绪和采取的行为后果起着决定性作用[11]。对于灰犀牛风险认知的因素主要从心理学、社会学角度出发,分析风险人格特质、风险情境信息与传统认知机制等对于灰犀牛风险态度的影响。风险态度是面对客观风险时采取的态度,不同风险态度的个体对风险的认知程度不同,行为决策也有所不同[12]。对于灰犀牛的风险态度,主要分为风险偏好、风险中立和风险厌恶3种类型。其中,风险偏好是对风险可接受程度和承受能力相对较高;风险厌恶是对风险的反感程度,不愿意看到风险的发生;风险中立是既不回避风险又不主动追求,处于相对中性状态。
风险状态是风险处于生成、爆发、消亡时期或转化临界点时的形态或发展态势。根据灰犀牛风险的表现特征和存在形式将其划分为待发生、常态和已发生3种状态。待发生状态的灰犀牛由于环境中可能存在组织机构、个人习惯等方面的缺陷,以及组织或个人对风险感知存在着很大的困难,导致风险处于初期阶段,往往以潜伏的形式存在于日常生活和社会场景中,对国家、社会和个人构成潜在威胁[13]。常态下的灰犀牛是指有些风险无法避免却又客观存在,具有短期无法形成实质危害,却长期累积的过程,如全球变暖、人工智能和吸烟行为等。已发生的灰犀牛关注风险突然爆发时间节点以后,在爆发阶段,奔跑过来的灰犀牛严重威胁人民生命财产安全,甚至产生政府信任危机和公共秩序混乱。
灰犀牛风险作为概率大且后果严重的潜在危机,需要从不同层次和视角解释其本质属性和外在表现。①从时间角度来看,把灰犀牛的风险生命周期划分为潜伏期、持续期和爆发期3个阶段,强调灰犀牛从常态到非常态的风险积累、最终爆发的过程。②从空间角度来看,根据风险社会理论,人们生活的所有领域都存在叠加、耦合和衍生的复杂风险,强调灰犀牛的结构复杂性和空间广泛性。③从主体视角出发,由于人的知识、经验、情绪和习惯存在差异,还受到社会环境和群体思维的影响,强调人对灰犀牛的主观与客观认识。
WUCKER[14]将灰犀牛分类体系划分为不愿面对的、已经到来的、反复出现的、机构性问题、多米诺骨牌、难以解决的、技术革新导致的和无法定义的风险。其中,不愿面对类是抵触和否认风险的存在最终导致无察觉;已经到来类是突然爆发的风险;反复出现类是经常出现但无法解决的问题;机构性问题类是管理机构和结构性症结导致的风险;多米诺骨牌类是产生连锁反应的风险;难以解决类是很难找到解决方案的风险;变革颠覆类是新旧事物交替产生的风险;无法定义类是无法确定性质和解决方案的风险。
现有灰犀牛分类体系的涵盖范围较广但存在划分维度交叉、类型包含关系混乱问题,容易造成解读混乱和应用困难。为更清晰地认识事物特点,采取差异化的应对方法处理灰犀牛类型,按照特征维、认知维和状态维以及时间、空间和主体视角将灰犀牛风险分类体系涵盖为隐藏灰犀牛、静止灰犀牛和冲撞灰犀牛3个类别。其中,隐藏灰犀牛包含不愿面对类和机构性问题类,静止灰犀牛包括反复出现类、难以解决类和变革颠覆类,冲撞灰犀牛包括已经到来类和多米诺骨牌类。灰犀牛风险类型如图1所示。
在灰犀牛类型划分的基础上,挖掘各种灰犀牛的内涵和外延,探析每一类的动态发展和变化趋势,为灰犀牛的成因分析、作用路径、演化机制提供理论支撑和预测工具。隐藏灰犀牛、静止灰犀牛和冲撞灰犀牛的风险发展态势如图2所示。
隐藏灰犀牛的风险信号并非不可见和不明显,在意识到的某个时刻就具备确定性、累积性和严重性的特征[15]。但人们由于种种原因没有察觉或足够重视导致此类灰犀牛处于隐藏状态。风险察觉是基于风险敏锐度、知识水平和人格特质等主体因素对于灰犀牛发生概率、影响程度等客观风险的理解和认识。风险察觉研究主要有心理测量和文化理论2个流派,其中,心理测量流派运用心理学方法测量风险的主观感受,文化理论流派通过认知主体的生活方式理解风险感知[16]。灰犀牛的风险察觉按照察觉力从小到大分为无视、忽视、短视和正视,相对应的灰犀牛模糊度从模糊到显现。模糊状态是更加隐形且无法明确具体特征的潜在风险,可理解为一种严重视盲现象。显现状态已达到转化为静止灰犀牛的临界点,但由于视觉疲劳和情景失真等因素限制难以维持显现状态。
静止灰犀牛广泛存在且形成原因复杂,既有信息不全面,组织文化影响等客观因素,又有人们精力有限,难以最大效益解决等主动干预的效果不确定性。风险距离能够有效表征此类灰犀牛的主客观中的距离概念,采用包含时空距离、概率距离、信息距离和体态距离的多维距离效应分析静止灰犀牛的发展态势[17]。时空距离是灰犀牛存在时间的长短和距离的远近,影响对灰犀牛的解读方式与容忍程度。概率距离是灰犀牛发生危险概率的度量,接近临界值的概率距离会提高人们的重视程度。信息距离是衡量灰犀牛本质属性的量化,信息全面性、及时性和传播覆盖率都会作用于信息距离。体态距离是灰犀牛的形状、轮廓和大小等方面的表现,庞大身躯的犀牛角朝向代表着危险方向。多维度的风险距离综合影响静止灰犀牛的发展形式和存在状态,间隔长的灰犀牛相对安全,有向隐藏灰犀牛转化的趋势,即使突然爆发也有较长的反应时间准备和应对。间隔短的灰犀牛虽然没有形成显而易见的威胁,但如果突然奔跑起来很有可能由于应对不及时造成严重的后果。
冲撞灰犀牛代表灰犀牛已经奔跑而来,从危机引爆到产生危害只有很短时间认清形势和作出决策,通常情况都是不得不面对灰犀牛带来的严重后果。借鉴范维澄等[18]提出的公共安全三角形模型的丰富内涵和三维体系,将影响冲撞灰犀牛的因素分为灰犀牛事件、承灾体和应急管理。灰犀牛事件作为核心影响因素,在发出一系列警示信号和明显危险迹象后,处于具有巨大能量的爆发状态,爆发的强度、广度、角度都会影响冲击的后果。承灾体是指冲撞灰犀牛爆发时危害的人、物和系统,载体的韧性起着缓冲作用。应急管理是在灰犀牛奔袭而来的时候采取的保障措施和应对机制。风险框架中风险本身的属性、受灾对象的脆弱性和应急管理的干预都会影响冲撞灰犀牛的危害程度,最终影响发展态势的变化。
根据世界经济论坛年会发布的《全球风险报告》,将全球风险划分为经济风险、环境风险、地缘政治风险、社会风险和科技风险5大类以及细分的具体风险[19]。在自然或人为环境中对人们的生活、生产和其他活动造成不利影响的隐患、风险和危机呈现复杂多样的趋势,其中,致灾因子、孕灾环境和承灾体的动态演化和交互作用共同导致灾害的潜伏和爆发。组织和个人面临的灰犀牛有来源广泛、数量众多、交织叠加、互相耦合等特点,各种因素共同组成以复合灾害为主要构成的复杂系统。复杂系统是要素构成复杂且动态变化、非线性演化的系统[20]。系统中每一类灰犀牛风险的演化机制将会影响其他灰犀牛的存在状态和演化方向,即物质、能量和信息的改变和相互转换导致复杂系统内的“累积—波动—突变”动力或非动力的演化[21],灰犀牛的风险演化机制如图3所示。
整个灾害系统中研究视角主要聚焦于风险本体因素,以不同的风险演化机制分析系统风险的整体变化。隐藏灰犀牛的演化原因包含人为因素、固有因素和环境因素等,某个时刻人们对于潜在风险的重视程度提高、累积风险危害临界值突破、环境体系运行过程失稳都会导致隐藏灰犀牛的显现,即转变为静止灰犀牛。当这一演化过程发生时,人们的风险察觉和敏锐度也会相应得到提升,其他相同或相关领域的灰犀牛也会从隐藏态演化为静止态。
根据复杂适应系统理论,适应性主体具有强大的学习能力和适应能力,与周围环境相互作用和交互影响,构成有机整体和复杂系统[22]。静止灰犀牛就是人们因为各种困难无法有效解决而处于动态平衡状态的潜在风险,由于不稳定性因素增加对平衡状态造成破坏,静止灰犀牛不再是可控状态,而是向冲撞灰犀牛演化。同时,强大的灾害冲击力度和安全体系失稳将导致人们投入更多的精力应对突然爆发的风险,以及采取措施管控和消除有着危险信号还未爆发的风险。
根据灾害链理论,当灾害爆发后,会诱发一系列次生灾害和衍生灾害,系统处于混乱和极不稳定状态。冲撞灰犀牛演化链有直链、发散链、集中链和循环链4种类型[23]。不同灾害链都有复杂的演化机制和严重后果,这一阶段所有灰犀牛的发展趋势呈现紊乱状态,承灾体的应急措施和韧性决定能否承受住毁灭性灾难的冲击。
探析灰犀牛内涵属性和风险演化机制,从风险认知、创新思维和敏捷治理视角剖析不同类型灰犀牛应对的精准切入点,进而针对性提炼总结出灰犀牛风险管控的对策建议,灰犀牛风险管控策略见表1
客观准确的风险认知和敏锐的风险察觉可有效识别和把握隐藏灰犀牛的存在状态。从风险认知影响因素出发,强化风险信息提取能力和潜在风险认知能力是应对不易察觉的灰犀牛重要管控策略。
1) 多源异构信息筛选甄别能力的提高。隐藏灰犀牛的风险信号不易感知和信息来源分散是造成主观失察和经常忽视的客观原因,多源异构信息融合过程中信息获取分析能力的严重丧失会导致无法有效进行风险评估和决策[24]。借助情报学理论、融合算法和信息技术呈现风险特征和发展态势,加强对风险的可控性、持续时间、影响程度等信息的综合分析,提高数据、信息和知识的筛选和甄别能力成为防控灰犀牛的关键因素。
2) 潜在风险认知能力的提升。风险的个体主观认知包含知识和情绪2大影响因素,认知过程中已形成的知识结构和情绪因子相互作用,进而影响风险认识。面对灰犀牛时,增强忧患意识坦然接受风险的存在,提前做好预防准备工作。准确判断灰犀牛的风险属性,积极采取行动来防控风险。即便缺乏全面的风险信息,也需要加强隐患意识,时刻关注风险并制定可行的应急方案。
社会群体趋同、制度体系僵化、技术发展瓶颈等结构性问题和客观性原因导致无法从更理性角度处理共存性风险,风险治理的创新思维可以打破组织体制桎梏和风险认知限制。化解人类进步、社会发展、组织结构带来的常态化风险,需要深入剖析风险本质属性、探寻解决路径、创造性提出共存方案,最终生成静止灰犀牛治理理论和实践新范式。
1) 系统性风险监测机制的健全完善。灰犀牛不是孤立出现的,风险社会面临的威胁和挑战具有多重复杂性和客观存在性,共存类风险相互交织并形成风险综合体长期存在。如何维持相对安全状态是风险管理领域的重大课题,提高风险监测能力,健全风险动态研判机制,坚持创新思维加强灰犀牛的动向监控和预警,从而做到精准施策防范化解重大风险。
2) 常态风险治理创新思维的转向。创新思维的转向本质是摆脱思维定式,在把握风险演变客观特征的基础上实现变革和创新。风险治理理念上,全面认识静止灰犀牛的影响因素和作用机制,从更宏观视角实现顶层设计和理念指引。风险治理方式上,减少沉默螺旋、信息孤岛等现象,加强多元协作、风险沟通的整体协同治理能力。风险距离把控上,对时空距离、概率距离、信息距离和体态距离从单一风险评估向综合研判、多维治理体系构建转变。
敏捷治理旨在对外部环境变化、应急事件处理、管理动态需求的快速感知和精准应对,即迅速响应突如其来的改变。其在人工智能、风险管理和城市治理领域作为指导思想和方法框架开展研究和应用,并得到迅猛发展。在面对风险爆发、复杂危机等冲撞灰犀牛到来时,敏捷治理的技术、理念、制度可提升风险管理的行动效率,准确找到问题症结,进而实现全方位的风险治理和全过程的应急管理。
1) 敏捷治理持续协调能力的提高。冲撞灰犀牛来自不同的风险领域,冲撞速度、方向、力度存在明显差异,这就需要加强持续协调能力以便统筹多种资源和措施对各类风险进行有效监测预警、应急处置和事后恢复工作。并且制定规范化的技术使用准则、资源调度体系和行动响应方案,根据风险变化和应对效果不断调整和优化,发挥最大化的自身优势抵抗灰犀牛的突然攻击。
2) 敏捷思维塑造价值观念的引领。敏捷治理是一种具有自适应性和持续性,强调以人为本的决策过程。塑造良好的风险价值观念、营造科学的风险文化氛围对于推动灰犀牛的敏捷治理长效机制有着深远意义,从观念、思想、价值观上树立对风险的客观认识和深刻理解,重点关注价值观念和敏捷思维上应对灰犀牛冲撞的实践形态转变。
1) 解析无察觉危机、认知理论、风险生命周期等风险领域概念是灰犀牛风险内涵和外延拓展的重要基础。从不同的分类维度将灰犀牛风险划分为隐藏灰犀牛、静止灰犀牛和冲撞灰犀牛3个类别。
2) 探析风险察觉、风险距离和风险框架对灰犀牛风险发展态势的影响,按照发生概率、影响程度和存在形态等风险客观指标,将不同类型灰犀牛的风险发展态势概括为“模糊-显现”隐藏灰犀牛、“远离-靠近”静止灰犀牛和“减速-加速”冲撞灰犀牛。进而,提出复杂系统内灰犀牛的“累积—波动—突变”风险演化框架,丰富扩展灰犀牛的作用关系和演化机制。
3) 为差异应对和精准管控灰犀牛风险,针对性提炼总结出灰犀牛风险预防、治理和管控的对策建议。加强风险认知能力,察觉容易被忽视的隐藏灰犀牛;构建创新思维模式,化解难以解决的静止灰犀牛;提高敏捷治理效率,应对突然爆发的冲撞灰犀牛。
4) 灰犀牛的类型明晰对于深化灰犀牛概念理解和理论研究,用模型方法处理解决风险事件有着重要意义。未来研究需要加强灰犀牛分类的具体情景应用和实践价值的风险建模研究,深化灰犀牛在风险领域的地位和作用。
