To improve the emergency preparedness and response capabilities of spent fuel reprocessing nuclear accidents,a spent fuel reprocessing nuclear accident emergency scenario based on knowledge meta was proposed to address the uncertainty of the nuclear accident emergency evolution process,the importance of scenario analysis in emergency response decision-making,the complexity of the evolution process,and the difficulty of organization and implementation. The disaster event,causative agent,causal agent,and emergency response were determined,and then a dynamic scenario model for spent fuel reprocessing nuclear emergencies based on a DBN was developed to calculate the occurrence probability of key scenarios,evaluate the development trend of the scenarios,and analyze the evolution laws and paths. Taking the explosion of the high-release liquid storage tank of the Mayak spent fuel reprocessing plant as an example,the process of deduction of the scenario analysis method of the spent fuel reprocessing nuclear accident based on the knowledge meta theory and DBN was performed,and the results were further analyzed. The results showed that: the loss probability of emergency cooling water supply was 73%,the probability of explosion of the high-release waste liquid storage tank was 86%,the probability of radioactive nuclides transferred to animal and plant products and drinking water through multiple pathways was 87%,the probability of long-lived radioactive nuclides deposition in part of the area was 89%,and the probability of the event calming down and dying out was 72%. The probability of the accident contaminating the air,soil,and river was 89%,85%,and 81%,respectively. The probability of affecting public health and safety was 86%. The scenario evolution process is consistent with the emergency response development of the reprocessing storage tank explosion accident and its impact on the public and the environment,validating the model performance.

为提升乏燃料后处理核事故应急准备与响应能力,针对核事故应急演变路径的不确定性、情景分析在突发事件应急决策的重要性、演变过程的复杂性以及组织实施难等问题,构建基于知识元理论的乏燃料后处理核事故应急情景。选取事件、致灾体、承灾体和应急响应为组成要素,建立基于动态贝叶斯网络(DBN)方法的乏燃料后处理核应急动态情景推演分析模型,计算关键情景的发生概率、推演情景的发展趋势、分析演化规律与路径。以马雅克乏燃料后处理厂的高放废液贮槽爆炸为例,开展基于知识元和DBN的乏燃料后处理核事故应急情景分析方法的过程推演,并分析结果。结果表明: 应急冷却供水丧失发生的概率为73%,高放废液贮槽爆炸发生的概率为86%,放射性核素通过多种途径转移到动植物产品和饮用水发生的概率为87%,部分地区有长寿命放射性核素沉积发生的概率为89%,事件平息与消亡发生的概率为72%;事故污染空气、土壤、河流的发生概率分别为89%、85%、81%,对公众健康和安全有影响的发生概率为86%。情景演化过程与后处理贮槽爆炸事故应急发展,以及对公众、环境的影响一致,验证了该模型的可行性和有效性。

为提升乏燃料后处理核事故应急准备与响应能力,针对核事故应急演变路径的不确定性、情景分析在突发事件应急决策的重要性、演变过程的复杂性以及组织实施难等问题,构建基于知识元理论的乏燃料后处理核事故应急情景。选取事件、致灾体、承灾体和应急响应为组成要素,建立基于动态贝叶斯网络(DBN)方法的乏燃料后处理核应急动态情景推演分析模型,计算关键情景的发生概率、推演情景的发展趋势、分析演化规律与路径。以马雅克乏燃料后处理厂的高放废液贮槽爆炸为例,开展基于知识元和DBN的乏燃料后处理核事故应急情景分析方法的过程推演,并分析结果。结果表明: 应急冷却供水丧失发生的概率为73%,高放废液贮槽爆炸发生的概率为86%,放射性核素通过多种途径转移到动植物产品和饮用水发生的概率为87%,部分地区有长寿命放射性核素沉积发生的概率为89%,事件平息与消亡发生的概率为72%;事故污染空气、土壤、河流的发生概率分别为89%、85%、81%,对公众健康和安全有影响的发生概率为86%。情景演化过程与后处理贮槽爆炸事故应急发展,以及对公众、环境的影响一致,验证了该模型的可行性和有效性。

动态贝叶斯网络(DBN)  /  乏燃料后处理  /  核事故应急  /  情景推演  /  知识元

To improve the emergency preparedness and response capabilities of spent fuel reprocessing nuclear accidents,a spent fuel reprocessing nuclear accident emergency scenario based on knowledge meta was proposed to address the uncertainty of the nuclear accident emergency evolution process,the importance of scenario analysis in emergency response decision-making,the complexity of the evolution process,and the difficulty of organization and implementation. The disaster event,causative agent,causal agent,and emergency response were determined,and then a dynamic scenario model for spent fuel reprocessing nuclear emergencies based on a DBN was developed to calculate the occurrence probability of key scenarios,evaluate the development trend of the scenarios,and analyze the evolution laws and paths. Taking the explosion of the high-release liquid storage tank of the Mayak spent fuel reprocessing plant as an example,the process of deduction of the scenario analysis method of the spent fuel reprocessing nuclear accident based on the knowledge meta theory and DBN was performed,and the results were further analyzed. The results showed that: the loss probability of emergency cooling water supply was 73%,the probability of explosion of the high-release waste liquid storage tank was 86%,the probability of radioactive nuclides transferred to animal and plant products and drinking water through multiple pathways was 87%,the probability of long-lived radioactive nuclides deposition in part of the area was 89%,and the probability of the event calming down and dying out was 72%. The probability of the accident contaminating the air,soil,and river was 89%,85%,and 81%,respectively. The probability of affecting public health and safety was 86%. The scenario evolution process is consistent with the emergency response development of the reprocessing storage tank explosion accident and its impact on the public and the environment,validating the model performance.

乏燃料后处理是核燃料闭式循环的关键环节。乏燃料后处理厂运行过程中产生的放射性废液,存在发生临界、放射性物质释放、爆炸和火灾等风险,核事故应急决策涉及事故释放源项、气象条件、辐射剂量等多维因素,决策者往往面临高度不确定性、复杂性情景。利用情景分析理论能够将核事故进行情景化表达,并有效分析核事故演化特征,是制定乏燃料后处理核事故应急处置决策的有效路径。
情景是事件的一种态和势的集合,通过情景化表达可推演事故的发展过程 [1]。情景分析法是在分析回顾历史的基础上推演和预测未来发展趋势,被广泛运用于城市内涝灾害[2]、石油管道泄漏事故[3]、危险化学品气体泄漏事故[4]、应急演练[5]等各个领域。吴建松等[6]利用贝叶斯网络方法,分析了4种矿井突水情景。AFENYO等[7]基于贝叶斯网络方法,分析船只和冰山碰撞事故情景。袁晓芳[8]基于压力、状态和响应3个要素,运用贝叶斯网络推演非常规突发事件情景。知识元是知识存储、共享和引用最基本的内容单元,运用知识元理论分析情景已成功应用于各类突发事件的情景表达中[9]。王喆等[10]结合证据理论、知识元模型和贝叶斯网络,推演研究了城镇洪涝灾害的应急情景。张磊等[11]运用知识元模型模糊推演了信息不确定下的情景。曲毅等[12]运用共性知识模型,预测了事件发展的可能态势。李健行等[13]结合知识元理论、动态贝叶斯网络(Dynamic Bayesian Network,DBN)方法建立灾害事故的情景演变模型。夏登友等[14]针对突发灾害事故,提出了基于情景元的案例推理方法的应急决策思路。
学者们针对突发灾害事故的情景推演研究取得一定成果,但大部分研究还没有体现出情景演变的多态性、动态性问题。虽然DBN方法开始被应用于非常规突发事件灾害情景分析领域,然而,将知识元理论、DBN与情景分析理论相结合运用乏燃料后处理核事故应急领域的研究较少。鉴于此,笔者拟基于知识元理论,通过建立核事故应急情景,尝试把关键情景知识元组成要素作为DBN的节点变量,构建核事故应急情景演化过程,并以某乏燃料后处理厂的高放废液贮槽爆炸为例,分析验证该方法的有效性和可行性,以期为乏燃料后处理核事故应急决策研究提供借鉴。
知识元是对若干抽象事物的表示,是事件各个要素不可再分的最小实体单元。王延章[15]以共性知识元模型来描述客观事物的基本概念和各类属性特征,包括对象知识元模型、属性知识元模型和关系知识元模型3部分。知识元模型具有通用性的特点,可全面表达事件发生的各过程,描述其情景构成及推演规则。利用知识元模型结合乏燃料后处理核事故应急情景领域探讨,有助于深刻认识乏燃料后处理核事故应急的演变中的各关键要素的相互联系。即某个核事故应急由多个实体单元组成,并用系列关键情景描述,其表示式如下:

式中:Km事物对象m事件的知识元;Nmm中各情景要素的概念与属性名称;Amm的属性状态集;Qm为属性间关系集;Am A m O A m S则分别为m的输入、输出、状态的属性集;Kam的属性状态知识元;pa为可测特征; d a为测度量纲; f a为属性状态的变化函数; a tt时刻的属性状态值;Kr 为关系知识元;Pr 为关系r所具有的属性; A r I A r O则分别为关系r的输入、输出的属性状态集; f r为属性关系的映射函数,为 A r O=fr( A r I)。
乏燃料后处理核事故涉及的客观对象多,发生过程复杂,对情景要素分类是推理其演化过程的基础。不同学者对情景要素的划分有所区别,张磊等[11]认为,情景要素包括致灾因子、承灾体、孕灾环境和应急活动;张志霞等[16]选取情景状态、孕灾环境、承灾体、应急救援活动为灾害事故情景要素;张承伟等[17]认为情景构成要素由事件、载体、活动、规则组成;宋英华等[18]将食品安全突发事件情景要素划分为突发事件、承灾载体、应急管理;李健行等[13]认为灾害事故情景要素由灾害事故、致灾体,承灾体和应急救援活动等构成。借鉴以上学者对情景要素的分类,将乏燃料后处理核事故情景要素划为4种类型知识元:事件、致灾体、承灾体、应急响应,乏燃料后处理核事故应急情景知识元组成要素如图1所示。
事件E表示核事故发生发展演化过程中所有关键事件的集合,即什么时间、什么地点发生了什么等级事件。致灾体D指对核事故发生和发展起推动作用的致灾因素的集合,是推动事故发展演化的根本原因[19],分为作用因子和应急决策。承灾体H指核事故直接或间接影响的受灾体。应急响应R指应急活动主体为控制和减轻核事故应急状态而采取的紧急行动和处置措施[20]
乏燃料后处理核事故应急的情景推演过程是各类情景要素的相互作用、相互影响的过程,并以分析当前各情景要素之间的关系作为下一时刻情景的输入要素。由于事件发展的偶然性、高度不确定性以及人们认知的有限性,使得决策者难以把握事故发生的条件或发展态势,因而给情景推演分析带来大量不确定性的因素。DBN能够依据不完备、不精确、不完整的信息,相对准确合理地预测事件的发展演变过程。在信息知识不确定、不充分条件下推演核事故情景,获取的信息大多是抽象化、定性化描述。因此,基于情景知识元和DBN的理论方法,以影响事故情景演变过程中的关键事件为节点变量,分析推演乏燃料后处理核事故应急情景。
DBN是在静态贝叶斯网络基础上融入时间因素,形成能够处理时序信息的动态概率推理模型,可使核事故的情景推演能够前后连续,与客观实际相贴近。设DBN中有xy 2个不同节点变量的集合,并以x为在 t i - 1 (i=1,2,…,n)时刻的原因节点(父节点)及y为在 t i时刻的结果节点(子节点),则有 x y,若 x集合包括n元素,每个元素表示为xi。则全概率公式为:

贝叶斯公式可在结果已经发生的情况下追溯原因的概率,即:

考虑贝叶斯网络具有推理的前提,DBN中其他网络节点的概率公式表示为:

乏燃料后处理核事故应急动态情景网络主要包含:
1) 确定网络节点变量。乏燃料后处理核事故应急是由多个情景构成的,每个情景都是由事件、致灾体、承灾体、应急响应4部分情景知识元组成要素构成。由专家对各情景要素打分,当打分值比阈值高时,表示该要素为关键要素;当分值小于确定的阈值时,表示该要素不是影响事件演变的关键要素,应舍弃。
2) 确定节点变量之间的关系。在确定好网络中各节点变量后,需确定节点变量间的因果关系,并以有向边表示各节点变量间的相互关系。乏燃料后处理核事故应急是一个连续、动态的演化过程,因此,构建一个基于时序、完整的情景演变网络,将整个情景演化过程分为发生、发展、蔓延、消退、消失等情景(图2)。
3) 分配节点变量的概率。建立情景演变网络后,需要对各个节点变量进行概率分配。概率分配主要包括没有父节点的初始事件的先验概率和有父节点变量的条件概率2种类型,需要依据具有丰富专业知识与经验的专家对其打分。
在专家打分的基础上,对同一网络节点变量中不同专家的打分取算术均值,并利用式(4)计算乏燃料后处理核事故在不同时间情景发生的状态概率,实现情景推演。
1957年9月29日,前苏联南乌拉尔车里雅宾斯克地区的马雅克后处理厂的高放废液贮槽冷却系统失效,温度升高至350℃,贮槽内物质蒸干,发生相当于75 t三硝基甲苯的大规模爆炸,造成超过2 000万Ci的放射性物质被释放到环境中,污染面积达1.5×104 ~2.3×104 km2,撤走2.7 万人[21-22]。这是仅次于前苏联切尔诺贝利核事故和日本福岛核泄漏的严重事故,根据国际核事件分级,属于6级重大事故。
推演分析马雅克后处理厂贮槽爆炸事故导致放射性物质大量释放到环境这一情景,其关键节点可按事故发生、发展、蔓延、消退和消失5个情景阶段划分。在表示马雅克后处理厂贮槽爆炸事故情景知识元时,分别提取不同情景阶段中的事件E、致灾体D、承灾体H和应急响应R,见表1。通过分析马雅克后处理厂贮槽爆炸事故情景知识元之间的关系,提取不同阶段对事故演变有影响且存在因果关系的关键要素作为网络节点变量,构建马雅克后处理厂爆炸事故动态情景演变模型,如图3所示。
假定事件、承灾体和应急响应的节点变量有发生T和不发生F这 2种离散状态,致灾体的节点变量有积极G和消极N这2种。根据马雅克后处理厂爆炸事故的发生、发展、蔓延、演化及响应情况,邀请5位专家根据专业知识和工作经验对每个节点变量的条件概率赋值,取均值为每个节点变量的条件概率。按照马雅克后处理厂爆炸事故动态情景网络演变图,结合专家赋值,可确定并计算网络中各个节点变量的概率值(表2)。利用式(4)计算事件E和承灾体H等节点变量的条件概率,得出各个节点变量情景推演的DBN情景推演图,如图4所示。
图4可知:马雅克后处理厂贮槽爆炸事故在不同时间阶段的关键事件情景的发生概率,事故发生阶段的应急冷却供水丧失的概率为73%,发展阶段的高放废液贮槽爆炸的概率为86%,蔓延阶段的放射性核素通过多种途径转移到动植物产品和饮用水的概率为87%,消退阶段的部分地区有长寿命放射性核素沉积的概率为89%,事件的平息与消亡的概率为72%。以上关键事件发生的概率,可为决策者采取最优的应急响应提供数据依据,如抓住应急冷却供水丧失发生概率相对低的最佳机遇期,采取最恰当的应急响应措施,核事故最有可能得到控制、缓解、减轻。
承灾体在事故演化过程中受到的影响各不相同,事故发生阶段造成贮槽受灾的概率为75%,发展阶段造成设备室和建(构)筑物受灾的概率分别为79%和75%,蔓延阶段造成空气、土壤、河流受灾的概率分别为89%、85%、81%,消退阶段给公众健康和安全造成伤害的概率为86%。决策者可参考承灾体受灾情景推演的情况,尽早为下一个危机的发生做好应急准备,以控制事态发展。
1) 鉴于情景分析在乏燃料后处理核应急管理与决策中的重要作用,结合知识元模型构建乏燃料后处理情景要素,利用DBN方法建立动态情景推演模型,并结合马雅克后处理厂贮槽爆炸事件实例演示。
2) 建立的乏燃料后处理核事故应急动态情景推演模型,计算出马雅克后处理厂应急冷却供水丧失发生的概率为73%,高放废液贮槽爆炸发生的概率为86%,放射性核素通过多种途径转移到动植物产品和饮用水发生的概率为87%,部分地区有长寿命放射性核素沉积发生的概率为89%,事件平息与消亡发生的概率为72%;且事故污染空气、土壤、河流的概率分别为89%、85%、81%,对公众健康和安全有影响的概率为86%,为决策者科学应对乏燃料后处理核事故应急处置提供参考。
3) 马雅克后处理厂贮槽爆炸事故情景推演的情景演化过程与后处理核事故应急发展,以及对公众、环境影响的一致性,验证了该模型的可行性和有效性。
